atlantic. a cat 3. >> the storms are the top story. here's where things stand with harvey right now. the death toll is rising. it stands at 38 with 6 more deaths confirmed in harris county, texas, overnight. officials estimate more than 100,000 homes have been either damaged or destroyed. >> there's a new crisis unfolding in beaumont, texas, this morning. the entire city is without running water after two water plants failed and it could be off for days. crews have to wait until the floodwaters recede before they can even begin to inspect the damaged pumps. >> the president and first lady plan to return to the disaster zone tomorrow with possible stops in both texas and louisiana. >> and take a look at these stunning before and after satellite images from simonton, texas. to the left, what it looked like ten months ago and on the right, the flooding there this week. >> the picture says it all. we have the story covered. we'll start with miguel

hi, miguel. good morning to you. >> reporter: good morning. this is what so many are waking up to. the death toll at 40, a number to likely rise especially as the storm is on the move. overnight, a different state with a similar story. a weakened harvey still strong enough to dump plenty of rain on tennessee, flooding roads and neighborhoods in tennessee and a tornado in western alabama tearing apart a barn and several homes. in east texas, new urgency. >> doing okay? >> reporter: time may be running out to find those still stranded by the storm. at this swamped school in the city of vider, desperate people and pets whisked to safety by a navy chopper. nearby, in beaumont, rescuers armed with an ax rip through a roof searching for a mother and

inside. 100,000 homes now affected by harvey. 32,000 people in shelters. what's not known, how many people may be trapped and in need of help. so in hard hit beaumont, surrounded by water, a cruel bit of irony. there is no clean drinking water. that forced this hospital to shut down. some patients hurried to helicopters. and from the floodwaters, fire forcing additional evacuations around a chemical plant in crosby, texas. that blaze is out now. and so far authorities say the air is clear. in port arthur, firefighters set out by fan boat. this city employee along with his wife and daughter using a dump truck to rescue residents. >> i've been an officer all my life and nothing compares to what's going on right

>> reporter: in many areas, the water won't peak for two days. >> we are with you today. we'll be with you tomorrow and we'll be with you every day. >> reporter: vice president mike pence touring the devastation in texas announcing president trump is donating $1 million of his own money to disaster relief. and he called on other americans to help, too. >> the city of houston is open for business. and quite frankly, we're open for business right now. >> reporter: with clear skies, today texas is cleaning up. many returning home. but what's left of their lives now is murky as the waist-deep water. where the flood and mud have receded, the misery is revealed. lawns littered with the water logged remains of people's lives. >> it's overwhelming to me and i'm so grateful that we are here and all alive. >> reporter: like singleton, we were with her this week air

>> please, somebody, go get my mama out of there. >> reporter: thursday, they did. >> i thought i was going to die. i really thought i was going to drown. >> reporter: harvey has taken so much. but so many are grateful for what they still have. it may take several days for the floodwaters here to recede and when first responder wills go door to door in this community. they also fear that's when the number of dead could rise. back to you guys. >> all right. thank you. as we mentioned, when's left of harvey is now leading to some new flooding in other parts of the south and there's actually bl believe it or not, a new threat in the tropics. >> let's get to all of it. the heaviest of the rain is now moving through kentucky. we are starting to dry things out back through tennessee. we do have flash flood warnings in effect right in and around bowling green, kentucky. those last through toni

this is still a powerful storm. we could see isolated tornadoes and stronger storms in the carolinas and eastern kentucky. we are looking at an additional three to five inches of rain on top of the four to six inches of rain that's fallen. that's why we have the flash flood threat. here's hurricane irma. it is a major hurricane. category 3. it is still more than 3,000 miles off the coast of miami so we are looking at this storm into next weekend but we do not yet know the affects it will have if any on the united states. as of right now, it is forecast to eventually strengthen into a category 4 hurricane and here are the steering currents for this storm. if we have a weak ridge of high pressure, we could see it take a turn, possibly affecting the mid atlantic. now, if this is a stronger ridge of high pressure we can see it steered further to the south and then watch through parts of haiti and cuba. again, there are so many question marks because it's not a forecast until nextee

worth watching. >> last thing anyone wants to see on a mp. >> really is. >> thank you. harvey's impact is felt nationwide with refineries offline and a major pipeline supplies the east coast down. gas prices are on the rise and as we head into the holiday weekend. nbc's tom costello on that part of the story for us this morning. hi, tom. good morning. >> reporter: good morning to you. the national average is right about that, right about $2.52 a gallon right now up 16 cents in just a week. for the first time in five years, right now, the national government is releasing the strategic petroleum reserve, a million barrels will flow and expediting fuel deliveries across 25 states and with a quarter of the nation's refineries offline, a quarter offline, gas prices are rising just in time for the holiday weekend. >> reporter: just in time for the labor day weekend, higher prices at the pump could be

after the nation's largest fuel transporter colonial pipeline announced it's temporarily shut down its major east coast pipeline all because of hurricane harvey's devastation. >> the situation is so bad right now even once things start to move we are still talking about possible shortages for the next week or two. and a gas price impact to probably last over a month. >> reporter: that 5,500-mile pipeline normally carries 3 million barrels of gasoline, diesel and jet fuel every day through the mid atlantic to new jersey. serving several major cities including atlanta, washington and new york. but harvey's massive flooding in texas and louisiana has knocked 13 major refineries in the gulf coast offline. half of the 26 refineries that supply that massive pipeline between houston and lake charles, louisiana. a quarter of the nation's refining capacity is now shut down. colonial

should return on sunday but for the gas to flow again, port of houston needs to reopen and allowing ships to bring fuel in. already people are lining up for gas in dallas with some stations running out. >> pulled into the parking lot at 12:00 noon and every five feet maybe an hour and a half and now that i have up here to the pumps they're saying they're out of gas. i went to six other spots before here and they were all out. how do i make it to work? >> reporter: the prices soared. at this station, $8 a gallon. price spikes could be felt across the country. in the northeast, this weekend, the price at the pump could jump 15 to 35 cents a gallon. in the midwest, 10 to 25 cents and national average could spike another 15 to 25 cents. but as parents prepare for a gets a away, not just prices at the pump take a hit. >> the pipeline supplies major airports like baltimore and atlanta and if we see jet fuel

scandal. the bank's own internal review revealing a total of 3.5 million unauthorized bank accounts were opened during an eight-year period leading up to september of last year. that's nearly 70% more fake accounts than originally reported. senator elizabeth warren tweeting -- unbelievable. wells fargo's massive fraud is eastbound worse than we thought. >> this is a wake-up call, a reminder that not everything changes in just a day or even a few years. >> reporter: piling on to the bank's problems, new revelations that more than 500,000 customers were enrolled in wells fargo online bill payment service without their knowledge. last year, the bank agreed to pay $185 million in refunds and lawsuits. the scandal costing former ceo his job and $41 million in company stock. billionaire investor warren buffett is standing

that are still being addressed. >> never just one cockroach in the kitchen. there were things that were very wrong done there but they are being corrected. >> reporter: in a statement to nbc news, wells fargo ceo tim sloan apologized to customers defrauded and promised to rebuild trust and make things right for our customers. small comfort to customers like frank, a business owner, who still has not received refunds from more than $10,000 in charges he says he unknowingly paid to unauthorized accounts that were opened in his name. >> i hope they'lly do do what they say they'll do this time because they said it three or four times before. >> reporter: the latest admission, a validation not only for customers but the con surmer financial protection but owe whose budget is on the chopping block under president trump. >> people can argue over how much regulation there should be, whether more or less, no one should argue over the existing re

>> and that's why we need regulation on these banks. this is a big deal. your money, your bank. >> it's just incredible. there could be people watching right now that don't know there was a wells fargo account opened in their name. what do you do if you're worried about that? >> at this point, listening to the ceo tim sloan, they'll notify you and be refunded and the issue is trust, losing the trust of the american people, you need to trust your bank. it is where your money is. >> bad, bad headline. >> stephanie, good to see you. thank you. >> thank you. also this morning, the tragic death of a fraternity pledge at penn state university is back in the spotlight with the judge set to rule today on whether the case against his fraternity brothers can move forward. 19-year-old timothy piazza died in february after a night of drinking and hazing at a fraternity. he became so intoxicated he fell down several times including a flight of stairs and though

unresponsive, prosecutors say nobody called 911 until almost 12 hours after that first fall. the fraternity brothers face charges including involuntary manslaughter, aggravated assault and reckless endoingment. homeland security took a step to building the wall. customs and border protection officials say they have contracts to four companies that will build different prototypes. although funding is in question, the prototypes are estimated to cost nearly $4 million and will be built in san diego. final selection of designs will take place after a thorough review and evaluation of the prototypes. a fight over back to school supplies at a michigan walmart store ended with one of the women pulled out a gun. police in novi say they were in a shoving match over the last notebook on a shelf. witnesses say when two of the brawlers pulled hair and then that woman's mother pulled a gun

the woman does have a concealed pistol license but police are now looking that the video and deciding whether anyone should face charges. police in england are searching for the man that set off a large box of fireworks in a pizza shop. the incident was caught on camera. look closely. see the man throw the lit fireworks into the rest rapt. closes the door and runs away. the box explodes sending the fireworks off the ceiling and walls. fortunately, surprisingly, no one was hurt and there was damage to the shop. who does that? >> why and why? >> why would you ever? >> i don't know. what's shaking in the weather? >> okay. we have a lot going on with harvey. still dealing with flooding rain in kentucky now. we are also looking at the chance of isolated severe storms in the carolinas on the eastern side of that storm. so something to keep eye out for throughout the day. in the northeast, feels like september. temperatures in the 60s and 70s. out west, though, on the flip side of

story and what went on behind that video. there's an investigation under way. steve, good morning. >> reporter: savannah, that video released by the nurse saying she was detained by police at the hospital where she works and a former olympic athlete says an unlawful arrest and that she wants the public to see what happened so it doesn't happen again. >> sir, i have -- >> no! >> reporter: screams and pleas inside a hospital burn unit. a nurse protesting her forceful arrest, the incident caught on camera. inside the hospital and on police body cameras. >> this is crazy! >> reporter: the video which may have been edited shows alex, a nurse at the university of utah hospital, being confronted by two salt lake city police officers. she says detective jeff payne demanded a blood sam. 0 a truck driver by another car pleaing police in late july. the truck driver was burned and

with the investigation. according to wubbles he was detained in a police car outside the hospital before being released. >> the only job i have as a nurse is to keep the patients safe. a blood draw is not -- it just gets thrown around there like it's a simple thing but blood is your blood. that's your property. >> it was alarming. immediately after seeing the video, they started an internal affairs investigation to look into what happened. we also locked at the policies and procedures to see if maybe there was something that needed to be done. >> reporter: wubbles is a two-time olympic alpine skier saying the strength is getting her through the ordeal. >> this is not peaceful. this was not even civil. so at the very least, there needs to be some significant discussion about what their

on sunday, more of the same. portland's record of 94 could be broken on sunday with a forecast of 96 degrees and in salem, oregon, 102 on monday. the old record is 100 degrees. it is also very dry in the area, too. we have a high fire danger with fires into oregon and not going to see any improvements for several days and flooding rain likely across kentucky as the remnants of harvey continue the northward trek and isolated severe storms in the carolinas. now here's a peek out your window. >> good friday morning. overcast skies around the area and because of tropical depression harvey. the rain will be here tomorrow for the area. currently 64 in washington. 58 in gaithersburg. so it is cool outside right now. it is going to stay cloudy and cool through the day today. some areas may not get out of the 60s. chance of a late day shower. tomorrow, we see the rain of harvey. not good at the beach.

new jersey carrying more than 3 million barrels of oil and jet fuel and diesel, that is going to be shut down until at least sunday. as a result of that, the white house tapping the strategic petroleum reserve, a million barrels of oil to flow into the system. however, we have an awful lot of gas stations along the gulf coast that don't have any gas at the pumps and where there is gas, pump prices are jumping. national average expected to jump between 15 and 35 cents a gallon depending on where you are in the country. so we're going to see this play out over a next couple of days, a week or more. the question is how long will it take for all of that oil refining capacity to get back online. but of course, this is the labor day weekend. we'll see a lot of americans hitting the roads, pump prices are already on the increase. guys, back to you. >> all right. tom costello for us in maryland, thank you. the georgia police officer caught on dash cam telling a

americans die from drug overdoses last year. that number, of course, driven by the surge in opioid abuse. medical contributor natalie azare is here with news of an effort to actually ban some of those opioids. when's asking for that ban? is it likely to succeed? >> this is a citizen petition and almost anybody can really file to the fda but this one specifically is made up of victims families as well as doctors and public health organizations. they have petitioned the fda to reanalyze the availability of what we call high dose formulations of opioids. >> what drugs would those be? >> oxycontin, 80 milligram tab lets, 30 milligram tab lets. anything in a typical prescribing fashion to exceed 90 milligrams of morphine a day, kind of a cap that the cdc has allowed sort of in

practice. >> why these particular drugs? >> so, well, okay. so let's do -- i think the statistics will talk for themselves. in 2015, almost half of all opioid overdoses were from prescription drugs. and we know that from 1999 to now that the overdoses have quadrupled an that was commiserate with the prescriptions written by physicians. >> but they're not talking about banning all ownership oids and some used correctly. >> absolutely. there's two important points here. opioids will be available and appropriate for patients with life limiting or cancer. another thing to think about, too, that what feeds addiction is not just the dose. so if an example of a statement of the american academy of pain medicine says, yes, okay to reduce the dose, but there are other things such as depression and anxiety and other things that feed into addiction so that, you know, just reducing the dose alone is not certainly going

♪ we're ♪ we are back. 8:40. king tut, one of egypt's most famous pharaohs is getting a new home. >> it is a painstaking process and nbc news is given special access to it. here's nbc's keir simmons. ♪ >> reporter: the pharaoh who was not even 20 years old when he died survived graverobbers, wars and clumsy restorations. now, nbc news has been given special access as he faces a new challenge. he may not know it yet but king tut is moving home. >> i think it's time that he got a new house and a more secure house i think. >> yes. >> reporter: it was here in the valley of the kings almost 100

seemed entirely untouched. a tomb unlike any found before, stuffed full of treasures, a snapshot of life in the times of the pharaohs. we were taken inside hidden storerooms. christian. >> hi, how are you? >> hi. this is the new tomb? >> yes. the new temporary home. >> reporter: where scientists are painstakingly pieces objects back together not seen since the tomb was opened in the 1920s. gold covered quivers, harnesses and bow cases fit for a king. this, the first time some of them have been filmed. you unpacked this box, the last people to pack this box were carter's team. >> sort of a little excavation. there were lots of trays with about 1,500 fragments. gold, leather, textile. so this was all very challenging puzzle sort to say. and these are the pieces we are

what makes your different? >> we don't use too much mayonnaise. whole lobsters. lemon and then fresh tarragon. >> people get nervous whenever they're using something whole and it is quite easy. especially with the claws. whack it with the knife. comes right out. chop this up. use the claws and the tails. you really only need about half inch chunks. doesn't have to be very big. and then what we like to do is little bit of mayonnaise. >> regular mayonnaise. >> regular mayonnaise. you don't have to use too much. just add a little bit of fat. lemon zest, juice, tarragon. season everything you're working with. >> always tarragon? >> maybe parsley or basil. looking for something different there. >> i can help you out there. >> make sure

let it sit for 20 minutes. >> a pro tip. >> the salting process pulled moisture out so later when you dress it, it soaks it up. for the dressing today, we have about little bit of honey. some lime juice. some cumin. >> called this. >> sweet and sour. >> what do we have there? >> fresh cilantro. >> okay. >> mix that up. toss it over your vegetables. i like to put the cilantro in it. it doesn't have to be cut. >> want me to do that for you? >> that would be great. and then the last thing you have to do to make a lopster roll, great way to incorporate butter in cold applications is brioche. butter on outside and toast it in the pan. >> in the pan? >> little bit of butter and golden brown deliciousness. about one minute. flip it over. do the other side. and then finally, just slic
