the president has asked congress for $8 billion and that's just the downpayment for harvey relief and recovery efforts. rescue crews are going door to door to find who's trapped. and voluntary evacuations are underway for neighbors on the west side of houston. the mayor said more flood img is expected and it could last up to 15 days. regard letters of where you live, you're probably seeing the effect of hurricane harvey at the gas station. it's a matter of supply and demand. 15 to 20% of the nation's refineries still aren't working because of harvey. >> the head of national flood insurance program is calling this, quote, alarming. the number of flood insurance policies has sunk 10% in the last five years. they report that about 5 million properties have federal flood insurance. in houston, the fourth largest city, only about 8% of the area in high risk areas have insurance. the director of the program wants
