morning, angie goff has the morning off. maybe lonely on the desk certainly not the storm team 4 "weather center," sheena, already seeing some showers come down. >> yes. we have quite a bit of rain. it is a wet start and chilly start to labor day weekend. today not a good beach day or pool day. it's going to stay rape through the afternoon. if you have the plans or step outside soon, you'll need an umbrella or rain coat. around the baelt way beltway, p george's county. harvey will bring us rain today. look at the temperatures. we're in the 50s, mid-50s. it is going to stay chilly, right around 60 degree mark into 9:00 a.m. coming up, i'll show you the entire weekend labor day forecast. >> all right, sheena, we'll check in with you

president trump making his way back south. he's visiting texas to see many exacted by harvey. the del toll rises to 42. the funeral and more services today including an elderly woman whose car was swept away by floodwaters. staying in tech, more fires expected to erupt at flood stricken chemical plant arkema. the latest fire yesterday after two explosions on thursday. hurricane harvey cut the plant's power and refrigeration. the chemicals can't keep cool. the company and epa said there were six trailers on that site that will also likely catch fire. the plant makes chemicals we use in every day products, things like paint and plastics. with all that damage, the bills are stacking up. the president asking congress for nearly $8 billion. it's going to be used

payment for harvey relief and recovery efforts. the reality is weeks, maybe even months, will pass before we know the full impact of harvey. we do know this, recovery not going to be cheap. it's what it takes to save lives. even as we come on the air this morning, rescue crews going door to door to find anyone still trapped. voluntary evacuations, they are under way for neighborhoods on houston's west side. the mayor says expect more flooding that could last up to, get this, 15 days. even though we're more than 1,000 miles you're seeing effects of harvey as you fill up on this labor day weekend. basic econ. right now 15 to 20% of the nation's refineries are still for the working because of harvey. in times like this, we show the world, there's more that unites us than divides us. you want proof of that, let's take you to fairfax county where two rival high schools they use th

>> i actually went to new orleans a year after katrina to deliver backpacks from work. the reaction of the parents there. it was overwhelming. when they were trying to decide between clothes and food, to know their kids school supplies were taken care of. >> reporter: the backpack idea was an idea that came directly from students. >> any time there's any sort of disaster going on, they are the first ones to come to us and say they want to get involved. >> reporter: the school will work with a charitable organization to get the backpacks to those that need them in texas. >> students helping students there. back in the district, current police chief sending out condolences honoring the man who was top top during tough times. isaac fullwood, rose to the rank of chief. ran the department

marion barry. at the time of the infamous arrest. there was a riot, crack cocaine. he last served before retiring in 2015. moms and dads that i've spoken with in lound uncounty are struggling to understand why prosecutors are planning to drop a charge against a driver. the driver is accused of running over an infant in a stroller last year. mindy schultz and her 5-month-old son tristan were cross the street in a crosswalk in landsdowne. he drove into mom and baby. now they say they can't proof manslaughter beyond a reasonable doubt citing witness accounts and lack of evidence. one mom tells me it breaks her heart. >> i was hoping there would be some sort of punishment. a life was taken. he crashed into a

infant in a crosswalk. there should be repercussion force that. >> i did call miller's defense attorney. he didn't want to comment. he still faces lesser charges including reckless driving. fast flooding, wreckage causing havoc in communities buried by water. we'll take you there. massive inferno. drivers found themselves feet away from flames as a wildfire is burning out of contro l.

that runaway dock no match for a bridge over the cumberland river. this was in tennessee. the remnants of tropical storm harvey bringing heavy rain and flash flooding to tennessee. this was the second boat dock crash of the day yesterday. fortunately no one got hurt but some incredible video there. up in kentucky, the same system causing widespread flooding. you can see the impact here. cars submerged. roads and back yards completely flooded. several roads are even blocked in central kentucky because of high and standing water. the number of accidents and water rescues have taken place since yesterday. right now a state of emergency has been declared in southern california as a raging wildfire burns outside of los angeles. mandatory evacuations are under way in the so-called lat un, a fire, including better bank. also a 13 mile stretch of the 210 freeway has been shut down. that fire that broke out yest

least 1500 acres and they continue to grow. so far no word of damage or injuries. the cause of the fire, they still don't know. those communities there, they could use some rain we're getting right now. we have sheena parveen tracking a full day of showers and how soon we'll dry out. after labor day weekend, you may be positioning of the beach. it tsai still may be the opportunity to get sun.

when it got out of hand, there was no police to be found. >> the charlottesville police chief and other city leaders have repeatedly said there was no order to stand down. two women injured in a car attack filed a lawsuit. day six of 116 mile march to warrant sparked by the deadly protest. demonstrators left charlottesville august 28th with a state police escort. they plan to arrive in washington on wednesday. they were slowed down yesterday afternoon when police asked them to step off the road because of the holiday traffic and weather. this past week actor and activist mark ruffalo joined the march. he and other protesters are calling for president trump to be removed from office. a young girl did the right thing when a man approached her not once but twice. fairfax county police say a 14-year-old girl told the man she didn't want a ride when he pulled up to her at the school bus stop

this happened on two different days. police now looking for white jeep cherokee last seen on hollinger avenue. call police if you can help them out. to prince george's county where dozens of families still living out of suit cases in a hotels. they just found out the condos where they once lived will not reopen but they may get money. the fire department forced folks out a couple weeks ago because the buildings simply were not safe to be in. now the owners say they plan to file for bankruptcy. those who live at lynhill are owed settlement company. the law was broken when utilities were shut off last year. >> there is a reason why people -- we choose to stay here. you get what i'm saying? it's affordable to us. >> the property's attorneys said it has not decided how much residents will get or how they will receive that money. the owner plans to sell the condo buildings but the judge

adventure ever. we spent three days at sea, ran out of water and food and the u.s. coast guard picked us up and sent us over to guantanamo bay. >> armando sanchez was 7 years old when his stepfather built a raft out of an inner tube so he and his escape from cuba. he became a citizen, at 30 became d.c. firefighter, paramedic in his adopted hometown. >> it's my city, where i live, my community. it's where i want to serve. i can't think of any better place than the nation's capital to be employed at and serve it. >> sanchez was one of 15 new d.c. firefighters sworn in after 21 weeks of training. many had experience in other departments but chose to serve in d.c. like daniel surrounded by former colleagues from salisbury fire department. >> wanted to come to the best. this is the best. t

hoffman, whose parents both served in the baltimore fire department. >> i wanted to come to the best department in the world. >> he's in a good department. yes. >> this newest class of graduates makes about 150 new members of the d.c. fire department in the past 18 months. in the district mark segraves, news 4. let's stick with the cuba theme this morning, shall we? another u.s. airlines setting up in the islands city, jetblue, the latest to open offices in havana. the company cutting ribbons on two airline offices. it appears they are shrugging off tension with the island nation and president trump. one office opened downtown, the other the international airport in savannah. jetblue marking its second year of flights to cuba. it's a major decision that could force thousands to be deported.

hallie jackson, nbc news, the white house. at 6:34 on saturday, new light beam on firing of former fbi director jamesecto comey. mueller has a letter before the firing in may. "the new york times" first reported the letter handed over to mueller's team by the justice department. the letter, which was never sent, melee out rational for the firing and whether trurp trump obstructed justice firing comey. two shootings broke out in areas with kids. one along anacostia road southeast. a short time later a man shot outside a charter high school on minnesota avenue and northeast. those two spots are about a mile apart. d.c. police say the boy was conscious and breathing when

man's condition. it's not clear if those two shootings were conducted. the man accused of killing a student faces punishment. prosecutors in prince george's county have filed a motion to seek life without the possibility of parole. this would apply if he's convicted of first degree murder. prosecutors say the 22-year-old stabbed army lieutenant richard collins iii while he was waiting for an uber. this was in may on university of maryland campus in college park. some metrobus drivers say they don't feel safe while doing their job. they are asking for police escorts on routes, a route where a woman was reported tossing urine on a driver last week in protest of the incident, some of the bus drivers did not get behind the wheel for x2 route yesterday. metro management called it a

national harbor is lit, and travelers are pouring in for the holiday weekend. police are getting ready, too. in case this happens again with illegal dirt bikes and atvs took over the streets and sidewalks here. this time police have a new tool to help stop them. this is a demonstration video showing how the new tire deflation devices work to stop fleeing atvs. police throw them spot road. when the bike runs over the metal spike inside, it punctures a tire and slowly flattens. >> not to pop the tire off the rim or anything like that, it is a slow and gradual deflation that will allow the rider to maintain control as well as not allow hopefully to prevent a major collision. prince george's and maryland state police teaming up for atv crackdown. 75 officers focusing on the effort over the labor day weekend. >> it is dangerous for everybody.

the roadways, dangerous in shopping centers or where people are walking but also dangerous for people who are riding. officers and troopers will take photographs and videos of illegal riding and try to identify the driver. d.c. police have also been going after riders, even demolishing bikes confiscated during investigations to make sure they don't get back out on the streets. >> i think it's good they are allocating resources. it's definitely a problem that needs to be cracked down on. >> it's definitely something that many people are concerned about, so what should you do if you see a large group of these bikes traveling around you? police say you should go ahead and call 911. if you're interested in seeing the entire demonstration video, you can go to my twitter feed @darcyspencer. at the national harbor, darcy spenc spencer, "news 4 today." this labor day weekend you may notice more police on the roads especially if you're in the commonwealth. virginia state police trying to raise awares

invincible. >> he was always making sure i was doing well in school as well as football. he was like a second father to me. >> pass and say, hey, coach schultz. how is it going? i'll let you go. ten minutes you're walking on the field. no, how are you doing? how is your family? he was a very genuine guy. >> lenny schultz left a lasting legacy at james madison high school. as his team continues to mourn, they are also coming together wearing ls 62 patches this season. lenny's initials and the number he wore at nc state. friday's game, another step towards healing. >> it's going to be a lot different than having coach schultz there, but it's going to bring joy having his family here, having the team, having our students family members coming together. >> while they may no longer hear their coach's inspirational words, lenny schultz's life lessons are etched in his players' minds. on

room for even more animals coming from texas. all right. your time 6:56 on this saturday. let's set you up with four things to know. we'll start with the president. trump leaving for texas this morning. it's going to be his second trip and it comes as the death toll rises to 42. a funeral for one of the victims was held last night. another funeral for today. this is for an elderly woman whose car was swept away by rushing floodwaters. the president is asking congress for $8 billion for a down payment of sorts for harvey relief and recovery efforts. this as rescue crews right now this morning are going door to door to find anyone still trapped. the mayor of houston says more flooding is expected and it could last up to two weeks. a state of emergency is in place and evacuations under way outside of los angeles. at least 15,000 acres have burned and what you're looking at right there. that massive wildfire, it started yesterday afternoon.
