41. last night a funeral for one of those victims and more services planned today, including one for an elderly woman whose car was swept away by rushing floodwaters. from those rising waters, the flames as we stay in texas now where more fires are expected to erupt at that flood stricken chemical plant arkema. the latest fire started yesterday after two explosions on thursday. hurricane harvey cut the plant's power and refrigeration, so the chemicals can't keep cool. the company and epa say there were still six trailers on that site that will likely go up in flames just like that. the plant makes chemicals we use in every day products like paints and plastics. with all the damage the bills are stacking up. this morning the president asking congress for nearly $8 billion. it's going to be used as a down payment of sorts for harvey relief and recovery efforts. the reality is weeks, maybe months will pass before

here is what we do know. recovery not going to be cheap. that's what it takes to save lives. even as we come on the air rescue crews going door to door to find anyone still trapped. voluntaryevacuations still under way. the mayor said expect more flooding that could last up to 15 days. even though we're more than 1,000 miles from houston, probably already seeing the effects of hurricane harvey as you fill up this labor day weekend. basic econhere, all about supply and demand. 15% of our nation's refineries still not working because of harvey. it's times like this we show the world there is more than really unites us than divides us. this is proof right here. it's a backpack drive. two rival fairfax county high schools using their friday night lights to illuminate the immense need created by

police officers may need. t-shirts, socks, underwear, toiletries, and even packaged snacks. it's all part of the local effort. with me now is uma cooper. you are the spokesperson for the city of bowie. talk about how this all came about today? >> it came about really quickly. we're all just watching the news and seeing the devastating destruction and the need. people right away people in bowie started saying whether or not can we do, what can we do. our councilmember came up with the idea, spare change. everybody has spare change. we're collecting that. we know there will be a time for helping and volunteering and sending stuff, but right now what they need most is money. that's what we're here today. >> you got help from local banks as well, right? >> again, people in bowie jumped in and offered to help. we've got four local banks that are going to help us count what we hope is a lot of change this morning. they will take it back

condolences honoring the man who was the top cop during trying times. former police chief ike fulwood jr. died at 77. he was a local guy. grew up in d.c., became an officer. eventually rose to the rank of chief. he ran the department during late marion barry's arrest. it was a time when the city dealt with a riot, crack cocaine. served as chairman of the commission before retiring in 2015. moms and dads that i've spoken with in lansdowne community of loudoun county are struggling to understand why prosecutors are planning to drop a charge against a driver.

last year. mindy schultz and her 5-month-old son tristan were cross the street in a crosswalk in landsdowne. he drove into mom and baby. now they say they can't proof manslaughter beyond a reasonable doubt citing witness accounts and lack of evidence. one mom tells me it breaks her heart. >> i was hoping there would be some sort of punishment. a life was taken. he crashed into a mother and her infant in a crosswalk. there should be repercussion for that. >> worth noting here, i did call miller's defense attorney. he didn't want to comment just yet, noting his client faces two lesser charges including reckless driving. 9:07, your time on this saturday. look at this, this is unbelievable. fast moving flooding and a close call. we'll tell you about this wreckage causing havoc in communities and those communities deal with rising water. we'll take you there. take you here. massive inferno. massive evacuations under way as well as a state of emergency. drivers fod

>> y'all better step back probably. >> no, that's not good. the roof of that runaway dock shaved right off by that bridge, goes over the cumberland river in tennessee. this is because of remnants of tropical storm harvey bringing heavy rain and flash flooding to tennessee. this was the second boat dock crash of the day yesterday. fortunately no one got hurt there. take you to kentucky where the same system is causing widespread flooding. you can see the impact here. cars submerged.

unhigh water. several roads are even blocked in central kentucky because of high and standing water. the number of accidents and water rescues have taken place since yesterday. right now a state of emergency has been declared in southern california as a raging wildfire burns outside of los angeles. mandatory evacuations are under way in the so-called la tuna fire, including in burbank. also a 13 mile stretch of the 210 freeway has been shut down. that fire that broke out yesterday, the flames burned at least 1500 acres and they continue to grow. so far no reports of damage or injuries. the cause of the fire, they are still trying to figure that out. they have no idea right now. 9:11 on saturday as we try to look live outside. you can see the drops. we'll clear it off for you. blocking the view. some rain, chilly start. we'll check in with sheena as she's tracking what's going to be a full day o

police are getting ready, too. in case this happens again with illegal dirt bikes and atvs took over the streets and sidewalks here. this time police have a new tool to help stop them. this is a demonstration video showing how the new tire deflation devices work to stop fleeing atvs. police throw them into the road. when the bike runs over the metal spike inside, it punctures a tire and slowly flattens. >> not to pop the tire off the rim or anything like that, it is a slow and gradual deflation that will allow the rider to maintain control as well as not allow hopefully to prevent a major collision. prince george's and maryland state police teaming up for atv crackdown. 75 officers focusing on the effort over the labor day weekend. >> it is dangerous for everybody. it's dangerous for motorists on

for our leader lenny schultz. >> you can hear his voice cracking there. coach schultz died in a traffic accident in june. i was in vienna last night as the team got ready for its first home game. the young men got through the emotional night remembering three words from coach schultz, leave no doubt. >> he was a larger than life person, big, strong. you almost feel like he's invincible. >> he was always making sure i was doing well in school as well as football. he was like a second father to me. >> pass and say, hey, coach schultz. how is it going? i'll let you go. ten minutes you're walking on the field. no, how are you doing? how is your family? he was a very genuine guy. >> lenny schultz left a lasting legacy at james madison high school. as his team continues to mourn, they are also coming together wearing ls 62 patches this

chilly and rainy start. >> the remnants of what's left over from harvey. we've been watching the storm so long. finally made its way inland, kentucky, but the rain is here with the system. this morning rainy and chilly. it's going to be like this all day long. we're in the going to see afternoon clearing, sunshine. good news tomorrow as we go into labor day monday. you'll be able it salvage most of the weekend. not this morning. some moderate rainfall around pow cseh bowie. parts of prince george's county. making it's way in to montgomery, northern fairfax county. this the case throughout the afternoon. we'll see waves of rain moving in. take a look. we have more right down around fredericksburg, from richmond. this is the case even through tonight. there is harvey's remnants centered over kentucky that will eventually make its way to new england tomorrow and pull the rain away with it. temperatures very chilly. mid to upper 50s for most of the area.
