>> dwryeah, it's rough. if this makes landfall it would be the t. irs time we have ever had two category 4 storms make landfall in the united states let alone back to back. so this would really be unprecedent unprecedented. we have hurricane warnings for puerto rico, the leeward islands. 150 mile per hour winds and it is moving west at 14 mile per hour. hurricane hunter planes are in there right now and, in fact, saying the wind speeds are at 145 miles per hour. the path right now keeps it just to the north of puerto rico, but well within the scope of those hurricane force winds and form surges of 6 to 9 feet, 10 to 12 inches of rain by saturday morning, it's skirting the northern coast of cuba and look at this, it's in the florida straits sunday morning, 2:00 a.m., 130 mile per hour winds, still a category 4 storm. as dylan has beente

big area of high pressure has been keeping this moving west and down to the south. now, once we get to sunday morning the request he is does this build in and keep it to the south, or does it weaken a little bit and allow a right turn? what we call the spaghetti plots, all the different runs of different models bring this right just as you can see everybody is pretty much in agreement and then sunday into monday look it path, right up through a lot of them to the west of florida, some to the east and then up into the carolinas. some even into the gulf. so we've got to watch this very closely, again, we're still five, six days away from this happening, but right now everybody from the gulf coast all the way into the mid-atlantic states has to continue to watch this. >> and they have to prepare and actually as we mentioned states of emergency declarations in florida, the u.s. virgin islands and puerto rico.

nbc's morgan radford is in san juan where residents are battening down. >> reporter: good morning. as you can see this is the calm before the storm. as you mentioned, states of emergency not only in florida but also here in puerto rico where we were upgraded to hurricane warning just overnight. and that means today is all about preparation. the people who we have spoken to on the ground have said, look, we're caribbean people, we is that understand what it's like to have wind and rain, especially at this time of the year, but a account gore 4 hurricane, that's a completely different beast. that's why the national guard has already been activated, schools are closed, mo more than 200 fema workers on the ground and 500 emergency centers have been set up throughout the island. back in florida people are gearing up, we're having food and supplies and water, they're stocking up because authorities there say they can't afford not to be prepared for hurricane irma. all 67 counties will are under a state of emergency and some people are taking a wit and see approach, deciding whether or not they're going to evacuate

today president trump is setting off a bruising immigration battle, deciding the fate of more than 780,000 immigrants brought here illegally by their parents. the president will likely end daca today with a six-month delay for congress to come up with a fix. the program protects d.r.e.a.m.ers from being deported while they work or attend school. the expected decision already triggering cross-country protests over the holiday weekend and a blue state backlash with attorneys general in new york and washington vowing to sue if the president cancels daca. candidate trump pledged to repeal the obama era program. >> we have to make a whole new set of standards and when people come in they have to -- >> so you're going to split up families and deport children. >> we have to keep the families together. >> you're going to keep them together out. >> they have to go. >> reporter: as president he sounded more compassionate. >> we're going to show great heart. daca is a very, very difficult

>> reporter: the gop remains deeply divided with some republicans urging the president to allow congress tomorrow could up with a solution. >> we haven't made this a permanent law so it's up to us to do so. >> reporter: others insisting the president must end daca now, including iowa representative steve king, tweeting, the six-month delay could lead to amnesty which amounts to republican suicide. it's the latest edition of the gop's daunting to-do list for september. first up, funding for hurricane harvey relief, starting tomorrow amongst will take up a bill more more than $7 billion in aid, next a number of must do items raising the debt limit, funding the government by the end of the month or running the risk of a government shut down, complicating all of it the president's insistence on money for that long promised border ball and the other items on the gop wish list, tax reform and another shot at healthcare. now, as for daca, hundreds of business leaders have called on president trump to keep the program, from apple to facebook a

battle this fall. matt, savannah. >> kristen, members of congress haven't seen eye to eye on a lot of key topics. what's the likelihood they can come up with some kind of fix for daca? >> reporter: look, matt, in the words of one top republican i spoke to the fight over daca will either unite the republican party or too tear it apart. you have establishment republicans who want to find a fix, but for many on the far right they just think daca goes against the rule of law and think it should be scrapped all together, but, and this is a big but, there's buzz about a potential compromise that could bring both sides together, legislation that would, for example, fund the border wall, that's critical to trump's base while also preserving daca, but the challenges are very steep. >> it's not as though that's the only item on lawmakers' agenda, you have tax reform, there is a debt ceiling to be raised. how will they address all those priorities? >> reporter: you're absolutely right, the to-do list for september a very

everything from hurricane harvey relief to raising the debt limit. those two things could be linked in legislation, but the president's top priority is tax reform. after the failure to repeal and replace obamacare he wants and frankly he needs a big legislative victory. so expect the president to be more engaged than he was during healthcare, he's going to be hitting the road to sell his tax reform package this week, in fact, he will be in north dakota but republicans are still very divided over the details i'm told, still as one top republican source told me republicans need tax reform because, quote, we need to show we can govern. >> kristen welker at the white house. thank you. there is breaking news overnight in the north korea crisis. south korea carrying out live fire exercises for a second straight day following the regime's most powerful nuclear test to date and the trump administration is again warning kim jong-un that enough is enough. keir simmons is in russia near the north korean border. keir, goorn

evening here in russia's far east and the russian border with north korea is just along the coast in that direction and this morning russia's president putin issuing a thinly veiled rebuke of president trump saying what he calls the hysteria over north korea is senseless and could lead to global catastrophe. south korea demonstrating its power on the water with military exercises, a commander vowing this morning north korea's navy will be buried at sea. but today russia's president putin issuing a stark warning. north korea would rather eat grass than abandon its nuclear program and tougher sanctions will make no difference. russia threatening to increase its missile capability in the pacific. on land limits on south korea's missile pay loads will be lifted by president trump according to a south korean defense spokesman and the president in a phone call with south korea's leader

officer grabbing and mman handlg alex wubbels, the university of utah hospital is taking measures to make sure it doesn't happen again. police will have to talk to hospital administratoadministra doctors or nurses. jeff payne wanted a blood sample from truck driver william gray, who was burned in this crash. but the supreme court ruled that police must have a warrant or a patient consent. when saying why wubbels couldn't draw blood, payne became physical. watching it unfold, university police and security failed to protect the nurse. >> i apologize to her for what she had to go through. she is a rock star. she did everything right. she didn't deserve to be arrested for what she did. >> i don't know what his problem was. >> reporter: monday on "today,"

through hurricane harvey. we're talking about another hurricane. your news at 8:00. flights are being canceled. windows are being boarded up as irma moves closer to land. states of emergency had been declared from the caribbean to florida. and al is tracking the path of this storm. >> the last time we had a category 5 storm make landfall, and i want to stress, we're not saying it is going to make landfall, but the last time it was a category 5, it was hurricane andrew, back in 1992. so, we're watching this now. here, we got, right now, irma, it is a category 5 storm. leeward islands. 270 miles east of antigua. 175-mile-per-hour winds. moving west at 14 miles per hour. hurricane hunters are in there. we're getting really great data in there. that's why it's been upgraded. they have wind speeds up to 168 miles per hour or higher. we're going

old. very sick at the time. and i ended up creating a special bond with him and i kept the him and i decided to bite the bullet and adopt him and to see how kids responded to him. they could get a dog that came with the story. i saw my cousin react to me getting him. they thought it was so interesting. i wanted to write the book because i wanted to teach kids about the option of animal adopti adoption. when time comes for them to get a dog or a cat, they might choose to adopt. >> what have you learned about this group through writing books like this. >> this is my first children's book, which i always loved children. >> it's really fun for me. i love kids. to teach them at a young age, you know, about animals and the ones available for adoption. it's something i'm excited about. >> you posted a picture of you working out, with dad. >> that was my father. >> he posted it? i don't know why that doesn't surprise me
