we appreciate joining us. >> we are going to start with this breaking news on hurricane irma. this is the fiercest storm ever recorded in the atlantic ocean. words like devastating, catastrophic and monster being used to describe this storm. >> overnight irma made its first landfall, it pounded the islands of the northeast caribbean with 185 mile per hour winds and a lot of heavy rain. it's expected to target the u.s. virgin islands and puerto rico later tonight with florida now almost certain to feel its fury over the weekend. >> a mandatory evacuation a under way for residents in the keys this morning and officials in miami are preparing for what would be the first major evacuations in that city in 12 years. >> in anticipation of this storm 100 members of the florida national guard are being activated, 7,000 more have been told to report for duty in the coming days. we have correspondents at the ready in florida and puerto rico. let's begin, though, with al and irma's latest track.

>> things are changing with every model run it seems. you can see just how huge this system is, the winds across it about 400 miles in diameter. right now we've got currently the warnings for -- up for st. maarten, antigua, virgin islands on into puerto rico, hispaniola into turks and caicos, watches for cuba and the bahamas. this is the latest on irma. category 5 storm still, that's the only thing that's remained constant over the last 24 hours, 185 mile per hour winds, moving west-northwest at 16 miles per hour. here is the track as we see it and the effects. what we're expecting makes its way towards puerto rico tonight. the winds 50 to 75 miles per hour along the coast. 3 to 5 foot storm surge, rainfall upwards of ten inches or more. it continues towards the turks and caicos this friday morning, 150 to 175 mile per hour winds. look at the storm surge,

20 feet, upwards of 16 inches of rain, it could be devastating there. for the bahamas we are looking at up to 150 mile per hour winds, again, a storm surge of 20 feet, 16 inches of rain or more. it stays to the north of cuba, that shouldn't be a problem for them, but florida, the storm track, the timing, the impacts still a little uncertain, but what we do know about the storm surge, this is what we're going to be looking at. you can see again these areas going to be really impacted very heavily from the bahamas all the way to an geel la. look at the size and scope of this storm system. 420 miles in diameter. the tropical force winds extend out in diameter 300 miles. now, along the florida peninsula it's only 140 miles across and so theoretically we could be looking at a coast to coast threat. irma is large enough to impact the gulf side of florida and the atlantic side so that we would have damagg

right now the ensemble model bringing everything all pretty much in agreement north of cuba, then it starts to make that turn sunday morning and as it does what we've seen is a change in the last 24 hours, many more of the models now, the model runs take it out of the gulf across florida or into the eastern side of florida and up into the southeastern atlantic. we are seeing this change now, guys, that it's moving and shifting a little further to the east each time. so now more of the east coast really has to be on the ready for this and that's why we have to keep people posted. >> as you say it's an hour by hour -- >> absolutely. we have another update coming in from the national hurricane center at 8:00. >> al, thank you. florida's governor is warning residents to prepare now, people are listening, beginning to board up their homes and businesses and stock up on supplies. let's get to nbc's gabe gutierrez, he is in the florida keys in morning, evacuations already under way the

legalize daca, this very same program or if not he will revisit the issue. is that a mixed message? >> well, number one, the compassionate thing to do is to give these kids legal status, let them become citizens, they are all non-felons, they have no other country to go to, they came here as young children, they've lived their life in america and they would add great value to our country. that's the right thing to do regarding the kids. in terms of the law, ten attorney generals filed a lawsuit today suggesting that daca was unconstitutional. they were going to win in court. dapa the legalization of their parents and struck down by the federal courts. what prompted this was actions by ten republican attorney generals to challenge the constitutionality of daca. they were going to win. so i think the president made the right decision by giving us six months. >> but there is no question that attorney general sessions seemed to be saying we have to enforce the laws, he said that these

d.r.e.a.m.ers are taking jobs from americans. so he argued on the merits it needs to end and the president seems to be saying legalize it. >> jeff sessions is wrong. these kids are not taking jobs from american citizens, they're part of our country, they're fully employed for the most part, they're in school, they will add great value. the president is right to want to have a heart for these kids. >> you said the president has got to roll up his sleeves and get involved, get on the phone and create consensus, but, senator, in the six months that he has been in office as he ran on a dealmaker -- this idea that he was a dealmaker, have you seen him employ that skill set on any issue since he has been in office? >> the healthcare bill in the house. so here is what i think he needs to do. we need -- marco rubio is right, we need to define what an acceptable d.r.e.a.m. act would look like. 70% of americans want to secure our border, 70% of americans want to allow these kids to have a second start on life

there is a deal to be made between d.r.e.a.m. ablngt and border security but the president has to lead that effort in the house. >> when you say border security, sir, there's an idea that perhaps this d.r.e.a.m. act could get passed if congress provides funding for the president's border wall. now, first of all, mexico is supposed to pay for this border wall, but do you think that's a non-starter? >> yeah, i don't think mexico is going to pay for the wall and nobody wants to build a 2,200 mile wall. what i would look at is john kelly, he is an expert on border security, i would like to see the president come up with a border security plan that makes sense because a lot of republicans say if you legalize these kids no matter how emotional the situation is you are incentivizing other people to come to america illegally saying if you get our kids there maybe they will become citizens. you have to do two things at once, you have to be fair to these kids and address the underlying problem of illegal

possibility of a congressional fix for daca without funding for the wall that president trump wants to build? >> i think there is a congressional deal to be made for border security that would not include a 2,200 mile wall and the d.r.e.a.m. act because nobody -- i've been to the border -- nobody believes a 2,200 mile wall is the way to secure a border. >> well, the president does. >> i tell you what, the president in my view can come up with a very robust plan. what i would do is go to a guy like general kelly who used to be in charge of the southern command. he can tell us how to secure the border. >> let me ask you about north korea before i let you go. you were on our program back in august, i hope you remember that, and you said a military option is, quote, inevitable unless north korea changes. since you said those words on our air they've tested two more ballistic missiles, one as you know flew over japanese territory and just last weekend they tested a hydrogen bomb. so they are not changin

category 1 storm between 74 and 95 miles per hour, cat 2 up to 110, a cat 3 storm 129, a cat 4 storm between 130 and 156 and what irma is right now, 157 miles or more. now, you might think it's not that much of a difference between a cat 1 and a cat 5, but it increases exponentially. so you start off with a category 1 storm but by the time you get to a category 5 storm it is actually 500 more times powerful than a cat 1. so the power of the storm starts to multiply as you go up. you see cat 2 ten times, 250 times with a category 4 and a category 5 storm when you combine the wave and wind action it is 500 times more powerful. that's why we are so concerned about irma right now. that's what's going on around the country, here is what's happening in your neck of the woods. and wo
