couple of accidents. nothing yet in the normal spots thankfully. 270 northbound is the crash up near shady grove road. two left lanes get by as you head northbound after 28. beware in the main lanes. it is open and two left lanes are getting by. beltway itself has been quiet. inner loop and outer loop. most crews have wrapped up. activity on the freeway headed westbound. we have the left lane getting by the work zone. those crews are in the process of wrapping up. back to you. >> jack, thank you, two minutes after the hour. as we look at the pictures of absolute devastation in florida, we're getting a sense of just how bad it is this morning. fema estimates that 25% of florida keys homes are gone and the hardest hit parts of that state, millions of people still don't have power right now. president trump will travel to florida tomorrow to view the full extent of the destruction. >> we will get back to florida in just a moment. first, let's check in with

big problems in the caribbean right now. angie? >> yes. on the main land, eun and aaron, but lots of different islands we have to remember all recovering in many different ways, but they were all slammed by irma. 48 people as you know killed in the virgin islands, cuba, saint march tense. the red cross helping as many people as possible. people are now sheltering in partially collapsed buildings which is also very dangerous. the dod, department of defense, has thousands of people in puerto rico, the u.s. virgin islands and the coast guard is sending aid and supplies and cell phone service all big issues. i have been in contact with friends at the virgin islands. they say their biggest problem right now, what they're worried about the most, is the looting and the lack of authority on the ground right there. so they're dealing with some major issues. aaron? >> angie, thank you. take a look at this dangerous close call. >> when

into georgia monday, it brought winds strong enough to knock down trees of all sizes. look at that, right there. it is stunning dash cam video showing a driver crashing into a tree that falls right in front of that moving vehicle. witness says the driver was surprised but otherwise okay. another piece of shocking video here, an allegiant airlines plane pushed off course by tropical storm force winds from irma on monday in myrtle beach. the plane was safely diverted to raleigh after all of this. myrtle beach airport had numerous delays and cancellations as irma made its way forth. >> can you imagine being on that plane? >> scary stuff. and she is getting it done, boy. >> jesus must be a chain saw. >> a nun in south florida revved up a chain

it was pushed back for an august vote and pushed back further because of threats to the city council out here. last night those for and against all of this did gather in council chambers. many taking to the podium. some worry this could affect college park's ability to get federal funding. others say it is moving in the right direction. >> it is based on the number of residents in the city. the council is currently representing undocumented immigrants. >> the right to vote is a privilege given to citizens. >> reporter: and the council wants all to know this only extends to local elections. we're talking about trash or snow removal, it does not include state or national elections. guys. >> justin, is this the first city in our area to pass a measure like this? >> reporter: well, countywide it is not t

teacher. lindsay says wallen was more than a teacher, she was a friend. >> she was one of those people who was close with her students. she helped me through personal sfamly stuff. she was always there. we developed a close relationship through those years. >> lindsay showed us this picture of wallen's classroom door covered with notes pleading for her safe return. the howard county school district tells news 4 it is deeply concerned and hopes that wall len is safe. nine minutes after the hour. >> the expansion of the silver line is supposed to go to dulles international airport and loudoun county. news 4's adam tuss is live with phase 2 on the construction of metro silver line. adam, good morning. >> reporter: good morning, guys. you know, with all of metro's issues it's hard to forget that this thing is actually expanding. the system is expanding. we're here at dulles but take a look out into

together and it is coming together, fast. guys, they already have tracks in that airport station as well. we have video of the construction phase of the silver line, the second phase. it's starting to ramp up. they are saying that we are now over 60% complete as far as construction with phase 2 of the silver line. take a look at this map if you forget where the second phase is going to go. it's going from reston to the airport and two stops in loudoun county. this is a multi-billion dollar extension. a lot of work is happening here in northern virginia. it's progressing. they're saying 2020 for the opening. there have been a couple of issues but 2020 is when they say

5:15. a final farewell for a police officer who died in the flooding of hurricane harvey will be laid to rest today. >> that is one of our top stories working for you this morning. the funeral for the houston officer will take place this morning. 34-year-old veteran sargeant steve perez drowned when he drove into 16 feet of flood waters trying to report for duty. his body was found two days later. seattle's mayor ed murray's resignation goes into effect today. this follows new allegations of sexual abuse by a man claiming to be murray's cousin. that's the fifth person to publicly accuse murray of c

sexual abuse. murray has denied all of the allegations. she was an icon for gay rights. friends and family are grieving for edith windsor. she died yesterday at 88 years old. windsor was the lead plaintiff in the supreme court case that led to legal same-sex marriage across the country just a few years ago. she had such a huge impact on the world, and news of her death was trending on twitter yesterday. i'm angie goff at the live desk with this developing story. the eagle creek fire out in oregon still raging on, but we're hearing about a glimmer of hope today. there could be some wet, cool weather which will help the crews trying to contain the fire that has already grown to about 36,000 acres. firefighters continue to work this. it's 11% contained. more than 100 people are in shelters right now unable to go back to their houses. officials suspecting that this was started earlier this month, earlier in septembery

15-year-old boy playing with a fire work. aaron? >> angie, thank you. 17 after the hour now. four decades after two little girls vanished on their way to wheaton mall, their parents get justice. their accused killer pleaded guilty to two counts of first degree murder yesterday. he was sentenced to 48 years in prison. >> it's been a long, long time and we're tired and we just want to go home. >> the murder has haunted residents montgomery county for 42 years now. the police department there says cold case detectives are credited with their relentless pursuit of this case which they called operation worthy cause. >> the despicable human being, lloyd lee welch, answered for his part in the crimes against katheryn and sheila. >> welch still maintains that he did not sexually abuse or murder the girls himself. he says others were involved. right now there is no evidence

else. this morning, people all over florida are picking up the pieces of their lives. >> some are just returning home for the first time since the hurricane. in the worst hit areas the power is still out. >> many others are in serious need of food and water right now. news 4's sarah rosario is live in miami this morning. sarah, what's the latest? >> reporter: aaron and eun, here in downtown miami the flooding is finally receding, but many trees are still down as you can see behind me. power slowly starting to come back on, but the dire need is still in the florida keys where anxious residents are trying to get back to their home and they're finding they don't have a home to return to. you may remember irmaran through that island as a category 4 hurricane leaving mass destruction turning what many considered to be a tropical pair a dmies more of a battlefield. recovery expected to take months if not

we're told two people in georgia were killed by falling trees. much of florida is still without power this morning. irma knocked down electricity to some 15 million customers. it is the largest power restoration in u.s. history. aside from electricity issues, some people are waiting for the water to finally recede to homes and apartments. >> a massive migration of evacuees right now. all of the people who fled from irma's path are trying to get back home. residents of florida and georgia are jamming major roadways like i-26, i-95 and even i-77. >> the beginning of the cleanup. the threat of flooding and more damage is not over yet. we're working to inform you how to help storm victims. go to the nbc 4 app, search irma. 5:34. another protest in charlottesville overnight. what happened, angie? >> take a look.

court's decision last week that would have allowed thousands of additional refugees to enter the u.s. today a vigil will be held for a missing howard county maryland teacher who hasn't been seen or heard from in more than a week now. lauren wallen teaches at wild lake high school in columbia. she's also four months pregnant. they're calling the vigil a night of hope. 5:36 right now. concerns this morning for a missing 14-year-old from rockville. take a look. this is kevin michael franklin. his family hasn't seen him since he left home around 5:30 monday evening. he stands at 5'7", 140 pounds with brown hair and hazel eyes. friends and family went searching for him near his home on pitt place. they're asking anyone with information to call montgomery county police. people that lived at a troubled condo complex may have some money coming to

the company shut off utilities last october due to a million dollars in outstanding bills. if you lived there last october, call the ag's office to see if you are part of that settlement. 5:37 now. detectives are using a brand-new method for investigating crimes, but it may cause some controversy. these are the charles county sheriff's office's new drones. they're for high risk situations and investigations. deputies say they can be used for anything from search and rescue to natural disasters or finding evidence at a crime scene. they also understand the extra eyes can be a concern. sheriff's office says that they will only be used by authorized officers and are not for unwarranted surveillance or routine patrols. the hatch opened 12:08 a.m.

is fast rising at the airport. if you've driven down the dulles toll road or been out here to the airport, there is no way to miss the construction that is going on. there are tracks that are going into that station right now. take a look at some of the video that we have of some of the construction going on here. this has been a long time in the making. even getting the silver line off the ground was a huge project. the first phase has been open for a number of years now, but now we're talking about the second phase going from restin here to the airport and continue with two stops into loudoun county. the would, is really progressing at a big clip here. i asked the airport leaders if they think that metro should be expanding at all, and they say they'll leave that to other people to decide. remember, the airport's authority is building the metro line here. metro isn't actually building this thing, they're just going to take it over once the airport's authority completes it. guys, we are talking about an opening potentially 2020.

you'll be able to ride a metro train out here to dulles international airport. now almost 60% complete on the metro construction. 5:48. complaints about airport noise have been growing louder in our region over the past few years. now maryland's governor wants to sue the faa. governor larry hogan wrote a letter to his attorney general today requesting the lawsuit. he wants to force the faa to stop new flight paths into ragan national and bwi marshall airports. the faa changed the routes in 2014 to maximize safety and fuel efficiency, but people who live under the new routes say the noise has increased dramatically. i can only imagine how that sound is, quite jarring. 5:48. the republican push to cut your taxes heats up today. >> house speaker paul ryan and ted cruz will make the case for the cut inar

this after president trump met with a group of bipartisan lawmakers at the white house. news 4's tracie potts is live on capitol hill. where do things stand on coming up with a bill for the tax cut? >> reporter: well, they're talking but they're talking about different things right now. democrats want be to focus on health care. the president wants to focus on taxes. today he's bringing in another bipartisan group, democrats and republicans. actually, more democrats in this one. this group calls themselves the problem solvers. they're trying to figure out a way to put together tax reform, which the president wants to do, and an infrastructure bill building up our roads, bridges, other types of infrastructure in the u.s. to see if they can cooperate on that. there's a lot of talking going on. there are different parts. the president has an idea, he wants to focus on lowering coto rate tax rates. and then the democrats are focusing on health care like
