the recovery that's already taking place. >> reporter: aaron and eun, here in miami and downtown miami the flooding has receded, but many trees are still down in this area and across the city. power is still coming -- is slowly starting to come back on, but the dire need is still in the florida keys. many people anxious to return to their homes there. they're getting there and finding they have nothing left. you may remember the category 4 hurricane was irma at the time, it hit the island as that strong of a storm devastating everything in sight turning what many considered a tropical paradise into more now it looks like a battlefield. people there are still -- they are in desperate need of help. the navy and medical responders are there trying to provide much needed supplies. the "u.s.s. abraham lincoln" is a warship there on a mission of mercy. able to provide 100,000 gallons of water there in just a day. no

rescue teams out trying to find people who are unaccounted for and others who may be stranded. the effects of irma are going to be needed. people in the carolinas are dealing with flooding there. in jacksonville. power could be restored to most of florida by the end of the weekend. aaron and eun, back to you. >> that last bit is good to hear. sarah, thank you for that. another sad story coming out of florida. a running generator likely killed three family members in a florida home. they were among the millions left without power from hurricane irma. seven people were inside that home. a child called authorities for help on tuesday evening. one child was also one of the victims. take a look at this aerial footage of u.s. virgin island of st. thomas. you can see the significant damage to homes and businesses across the entire island. people in the

charlotte says people are waiting three hours in line for supplies. the u.s. is sending the abraham lincoln aircraft carrier along with eight other ships to help not only u.s. virgin islands, puerto rico and saint martin as well. more help is on the way. an elite search and rescue team from fairfax is providing search and rescue. they say that members of the urban search and rescue team are now spread out across puerto rico, st. thomas and the florida keys. the 80 member team known as virginia task force 1 includes rescue specialists, canine units and other resources. it is just the beginning of the cleanup effort to our south now. we're working with a look at how to help storm victims. in a heated session that went on for hours, the college park city council approved a bill that allows noncitizens to

came down just before midnight. news 4's justin finch is following the story for us from college park this morning. justin, good morning to you. >> reporter: aaron, good morning. here city council officials say noncitizens can only take part in local level elections weighing in on local issues like trash pickup but many here are not okay with that. many who showed up for last night's vote says the only people who should be voting are citizens, period. now they're opening it up to undocumented immigrants. the council said they will not take part in larger races such as statewide elections here. the measure was first raised back in june, but opposition to it was so strong including threats until now. after that vote came down, minutes before midnight, the opposing sides were not

morning on a metro project people in our area have been waiting years for. the second phase of the silver line. >> when it's finished, it will make life a lot easier for people who use dulles airport frequently. adam tuss is here with an update. what's the latest? >> reporter: 60% complete, aaron. that is the latest. of course, here behind me is the main terminal but take a look across the parking area. that is the silver line. if you've driven out here along the dulles toll road or the airport, there is no way to miss the construction. it is simply massive. there are actually tracks going into that station right now. so a lot of progress happening here. 60% complete. now take a look at the construction as we can show you some of the things that have been happening here. this is an 11 mile extension. that's going to go from restin here to the airport and continue with two stops in loudoun county. think about that, you can get on
