click on disaster relief. new video of protests in georgia. >> people are upset a student's death. angie goff at the live desk with details. what's happening? >> take a look at this. there you go. we just got this in. look and you can listen. you can hear what's going on in the streets here. it started with a peaceful candlelight vigil. that soon deteriorated and people started causing damage. someone set that cop cruiser on fire. two officers in the end were hurt. they set out an alert telling people to take shelter on campus. this all comes after campus police shot and killed scout schultz this past weekend. he was a student. he was 21 years old. police say he was carrying a knife and refused to drop it after they had asked him. aaron? >> angie, thank you. it's 4:32 right now. neighbors in ft. washington want even more done to protect folks

you've been in this traffic and seen the cones. the intense density of the traffic in this area. the community and the prince george's county police department came together last night to talk about the dangerous and too often deadly stretch of road. so far this year, there have been six fatal accidents on route 210. seven hours of enhanced patrolling and police stopped 49 cars for speeding recently. route 210 is a state highway. we know that. due to a 2010 agreement, state police have given patrol authority to the county. there's an effort under way now to change that. today we may find out what's next for the georgetown branch tra trail. it's been closed ahead of purple line construction. people who use the trail are upset by the sudden closure causing opponents to file for a temporary restraining order. a judge is expected to hear new arguments against the closure later this morning. keep an eye on the nbc washington app as we learn what happens

today, we'll find out where prince george's county officials hope to build a new amazon headquarters. rushern baker will make the announcement. they have until october 19th to submit proposals to land the new headquarters. amazon will invest $5 billion and create thousands of new jobs. it's 4:34. let's look at the other top stories. we're tracking two big items in the russia investigation this morning. both involving former trump campaign chairman, paul manafort. cnn reporting the u.s. government wiretapped manafort before and after the election. "the new york times" says prosecutors working for the special counsel warned manafort that they planned to indict him. that came after the fbi raided his virginia home back in july. nbc news has not confirmed either story. all eyes will be on president trump today as he delivers his first speech before the united nations general assembly. white house aides say north

its message. mr. trump is expected to call on nations to, quote, do their part in confronting the threat of rogue regimes like north korea. you can watch special coverage of the address right here on nbc4 at 10:30 this morning. here at home today, the big political story will be the virginia governor's debate. democrat north a.m. and ed gillespie will face off on news 4. this could be pivotal in determining who becomes the state's next governor. that's because it's a dead heat. one from suffolk university, the other the university of mary washington. this race is basically tied right now. one thing you may notice tonight, ralph northam and ed gillespie trying to connect to voters by talking about local issues. >> they're going to look at the quality of their schools, going to look at transportation. they're going to look at the future economically of their communities. >> now, a quick programming note. because of the

4:47 right now. expect to hear a lot about north korea today. >> that is expected to be the main focus of president trump's first address to the united nations general assembly later this morning. news 4's tracie potts is live on capitol hill. tracie, what will the president's message be on north korea? >> well, the united nations needs to get tougher, that the world needs to work together to really get kim jong un to stop test firing these missiles. he's called north korea a menace. he has, of late, called kim jong un rocket man on twitter. today in this first address to the united nations, he will try to balance his america first philosophy with working together with these more than 100 nations who have gathered. expected to be a big part of this speech, reform. trying to make sure that the united nations works more efficiently. he wants to make sure that every country, not just the united states is contributing financially, militarily, doing their part to confront rogue

he's also expected to hit on iran and perhaps a -- going to lay out a bigger picture of the threats of global terror and globalization and where he thinks the u.s. stands in all of that. >> tracie potts on the hill. thank you. 11 before the hour right now. the battle over health care is heating back up. today democrats will hold a rally outside the capital railing against a new plan to replace the affordable care act. it's headed by lindsey graham and bill cassidy. it would get rid of mandates that most americans buy insurance and cut and reshape medicaid. republicans have until the end of the month to pass a bill with only 51 votes. now to a surprising development in college park. it looks like noncitizens cannot vote there after all. the controversial vote that rocked the city did not pass in last week's council meeting due to an insufficient number of votes. college park needs more than a simple majorit

city's charter and allow people who are not legal citizens to vote in local elections. there is a work session set tonight to discuss the next steps. more headaches could be coming to your commute on metro. the transit agency considering more shutdowns as it seals up persistent leaks in the tunnels. in july, metro had some of the holes filled in. the general manager paul wiedefeld will visit the area. a new online tool to help you navigate the new express lanes on i-66 inside the beltway. this is what the website looks like. it explains how tolling will work, where the express lanes run, at what time of day you'll be charged for using them. tolling begins in december. we'll post a link in the nbc washington app. a historic school in ashburn is open to the public again looking much like it did 124 years ago. take a

the one-room school was used to educate black students in loudoun county before desegregati desegregation. the property was bought and they turned the historic building into a living museum. last october the school was vandalized. drawing community support that accelerated those renovations. very cool. there is a new top teacher in virginia. she's a gw grad who teaches social studies. she was named virginia teacher of the year last night. this is video of her nomination last week. williams will now compete for the 2018 national teacher of the year. you know how i feel about teachers. the work they do every single day, i don't know how they do it. day in, day out. they're teaching our kids. >> can't thank them enough. >> future of our country. next time you walk the trail in ashburn, keep an eye out for snakes. a copperhead was spotted on the trail near the quarry
