the breeze. temperatures upper 70s to low 80s. the daily grade is a b-plus. i'd give it an a. this is a slight chance for a few sprinkles east of i-95. mid to late parts of the afternoon. prince george's county, anne arundel county, we're talking but. dave dildine, most of us will not have to worry about the rain. >> all right. good news there. we've got news on the beltway. look at at it. chopper 4 and a crash on the outer loop. near joint base andrews near allentown road. you're looking down at it. it's blocking the right side. there's rescue units in place headed to the scene. blocking at least one right lane. you can see two left lanes getting by. block in the right half of the outer loop. as we pan out, you can see it's causing a delay. beltway delays otherwise around it, around bound, just volume on the north side heading west through silver spring. that's the very latest. back to you. >> thank you,

we have breaking news as we get in reports of the impact of hurricane maria. the first reports coming from facebook. >> show you the post from the dominic a prime minister. everyone i've spoken to or made contact with. the roof of my own re residence went away. this is an avalanche of torn away roofs in the city an the countryside. >> the prime minister basically said he's at the mercy of the storm and everybody should be concerned about this. >> delivering another blow to the caribbean. angie goff on the live desk as new video comes into the newsroom. >> let's begin with sheena parveen. she has a look at the updated path. >> it is not looking good for puerto rico. the storm got a little stronger, putting it at a category 5 strength. heret

maria spinning a perfectly looking category 5 storm. when you look at the eye here. that just shows you how strong it is. you did see it pass over dominick a. this is a dangerous storm. lost homes from irma and they're north of the storm. on the bad side of the storm. take a lock at the track. potentially a 4 or a 5 early in the morning and the updated track puts it to the east of the bahamas. storms have a history of being farther to the east, staying out to sea. but coming up in a bit, we're going to take a closer look at what we can expect locally. we have hurricane jose offshore. chuck and i are back in a bit with a look at that. >> thank you, sheena. more on maria at the live desk. what comes next. new video out of martinique showing you how strong the

hurricane is. we know that a trees are down. lots of damage and flooding as expected. many people left in the dark. on the island of dominick a, home after home ripped apart. we heard from the prime minister having to be rescued from his damaged and flooded home. puerto rico bracing for a possible direct impact from maria. the storm could strike into wednesday. we'll watch it closely. we know that shelters are now open for hundreds of thousands of people would are living in that u.s. territory. the message this morning from the public safety commissioner, "evacua "evacuate. otherwise you're going to die." >> strong message there. angie goff. thank you. president trump is set to deliver a highly anticipated address to the united nations today. white house aides say the president will talk tough about north korea. he's also likely to explain how his america first policy fits on the world stage. you can watch mr. trump's

nbc news will have a special report starting at 10:30 this morning. as you scroll down your social media timeline, you'll see tv news stories on the russia investigation. cnn reporting the government wiretapped former trump campaign chairman paul manafort before and after the election. meanwhile, "the new york times" says that prosecutors for the special counsel warned manafort that they planned to indict him. nbc news has not confirmed either story at this point. both parties in the race for virginia governor have something in owe o 5-point lead over ed gillespie. that edge is within the margin of error. >> suffolk university poll shows an actual dead heat with both candidates at 42%. the closeness of this race elevates the stakes for tonight's debates. news 4's molette green is working for you in the community. >> she's talking to folks in virginia about the

debate and the election to come, too. molette what, are folks saying? >> reporter: well, folks are saying they're definitely going to be watching tonight's debate as they try to make those last decisions. but people are telling me they pretty much have their minds made up about who they're going to vote for. here at bob and edith's it's a well-known diner in arlington. people love to dish about politics over their morning breakfast. people are starting to really come in and sit down. we've talked to some people who have come in, ordered their food and left out. one gentleman telling me he is a democrat. but he's leaning towards the candidate for governor who is the more nonpolitician, if you will. that's where we are with what people are talking about. still making up their minds in some cases. a lot

jul julie carey and i -- starnes was visiting friends in southeast washington last night when someone shot him multiple times. one woman who did not wan to be identified told our path collins she tried to comfort him. >> did he stumble into your apartment? >> yes. >> what did he say? >> i've been shot. >> what did you do? >> told him to hold on. i'm going to get -- call an ambulance for him some help. >> tell me about him. >> he died for nothing. i watched him grow up and i hate that he lost his life. >> so sad. starnes was a sophomore in high school. so far, detectives have not made any arrests in this case. eight minutes after the hour. there's another push to make you safer on a

stretch of road. we're talking about that ten miles of indian head highway in prince george's county. it's a long flat straight-away where drivers reached deadly speeds. this year, six people have died on that road. those deaths have broken the hearts of families and community members. they want changes made now. prince george's county police say in one day, 49 cars were pulled over for speeding averaging about 78 miles per hour. now there's a call for action. >> we've got mothers against drunk driving for docks aintoxi driving. we've got nothing for speeding. >> they met last night. even though indian head highway is a state highway, some are asking for the patrolling to change. when you check your e-mail today. watch out for something suspicious and it's claiming to be from police. >> the warning is don't open it. news 4 transportation

adam tuss live on the road in virginia to explain why this is a big scam. adam? >> reporter: a huge scam, aaron. this has to do with automated enforcement out here on the roads. this e-mail scam claims that you have gotten an automated enforcement ticket from virginia state police. but virginia state police say, frankly, they don't put out those kind of automated tickets at all. so you don't have to worry about getting that from virginia state police. as a matter of fact, take a look at a picture here of a potential e-mail that virginia state police have put out, mentioning this scam here. this is something that you should be aware of if you're checking your e-mail. if you're seeing something that looks unusual in your e-mail, you want to make sure you don't click on this link or any of of the links that go along with it. this is most likely someone trying to get your personal information. we have tips for you about this or any other scam. you never want to open or click a link from

good tuesday morning. we're watching hurricane jose off the coastline. dry this morning, but you'll notice a few showers moving in through the afternoon for your commute today. mostly east of the district. so mainly maryland has the highest chance of rain. temperatures topping out around the low 80s. here are the rain bands trying to make their way into the eastern shore, parts of delaware n

clearer skies the farther west you go. cloudier skies to the east. right now, 69 degrees. that north wind out there. that is the outer effects of hurricane jose. north, northeasterly winds will be with us all day. temperatures mid to upper 60s now. the clouds on the eastern shore. most of the rain today will be east of the bay. there will be a chance for a couple of light rain showers along the western shore of the bay. anne arundel county, calvert county might make it as far west as i-95. you can get a sense of it. not much of a rain threat this morning. after lunch and before dinnertime, there could be a grazing of sprinkles there east of 95 and towards the chesapeake bay. that's really about it. once we're done with this rain chance today, that is it. highs in mid to upper 830s. a zero percent chance for rain and we might stay dry most of the next seven days in a row. let's go to dave dildi

try to come in. look at what you expect today and a check of the hurricanes and where they are heading. that's all coming up. let's head over to dave dildine at wtop with a check of the roads. hey, dave. >> good morning, guys. we're going to take a look at a crash in maryland on the beltway. it is on the outer loop. jammed traffic and route 5 branch avenue. about two miles ahead, the wreckage near exit 9. allentown -- two left lanes getting by. this is causing a big traffic jam. in frederick county, maryland. southbound 270. heavier than usual. the work zone cleared after 109. but the rough and uneven pavement remains. that's the source of those delays. lanes are technically open. heading south in montgomery county, much better off. back to you. >> dave, thank you. 6:31 is your time. we have breaking news overnight. we're seeing dramatic video of violent protests after a student's death. >> police killed

>> you can see just the chaos in the street there following what started as a peaceful vigil for the georgia tech student. it got so bad that a campus alert went out telling people to take shelter. you saw that video that had fire in it. at one point a police cruiser there, there you go. you see it in the offing. set on fire. the flames shooting into the air. because of all of this, there's going to be more patrols on campus today. schultz was shot and killed after police say this weekend he refused to put down a knife as he approached the officers. family attorney is speaking out saying their son had a mental breakdown the night of the shooting and they still have a lot of questions. eun, aaron? >> angie goff, thank you. today we expect to learn whether the deadly shooting of a teenage boy by a prince william county police officer was justified. >> the boy's mother says it wasn't. this

killed by a police officer in hay market. justin finch is live with more on this family's plea for justice. justin? >> reporter: aaron, good morning. this mother is heartbroken right now, leaning on her loved ones as she prepares to bury her son. she tells us what she wants now is justice. but her mind keeps going back to last friday morning when she last saw her son alive. when prince william county police got a call of a person with a bomb. possibly holding members of their family hostage. in that case, it was her son. once they arrived to the scene on hearts he will hill lane, they found her son outside the town home brandishing a crowbar and making his way towards police. police say they asked him several times to put the crowbar done and he refused. at that point, an officer did open fire striking him in his upper body

storm arrives tomorrow. the search and rescue team trained the puerto rico national guard on how to search piles of rubble for survivors. virginia task force one will ride out the storm on the island nation. republican senator lindsey graham is one of two senators leading what could be a last-ditch effort to get rid of the affordable care act. the new plan ends mandates that most americans buy health insurance. it also cuts and reshapes medicaid. republicans have until the end of the month to pass a bill with only 51 votes. democrats will rally against the plan later today. another big political -- democrat ralph northam and republican ed gillespie face off tonight on nbc4. our aaron gilchrist and julie carey will be part of the panel. chuck todd will be moderating. a woman looking to relax says she was assaulted. now her a massage therapist is

in jail. >> the client claims her male ma shaj therapist assaulted her. it's on wisconsin and -- he's from silver spring, maryland. he has been charged with first degree sexual abuse. morehe headaches coming to your commute on metro. the transit agency is considering more shutdown as it looks to seal up leaks. it could happen around bethesda station. some of the holes were filled in back in july. metro's general manager, paul wiedefeld will visit the area to see if more work is needed. a new online tool to help you navigate the new express lanes on 66 inside the beltway. this is what the website looks like. take a look. it explains how tolling will work, where the express lanes run and what time of day you'll be charged for using them. tolling begins in december. we'll post a link

miles of indian head highway in prince george's county. it's a long floot straight-away where drivers reach deadly speeds. six people have died there this year. it's broken the hearts of families and community members who want changes made now. prince george's county police say in one day, 49 cars were pulled over for speeding, averaging about 78 miles an hour. activists are calling for the state to pass a new law reducing the speed and some would like to see maryland state police patrol that highway. be careful what you click on when you open your e-mail today. >> that's because there's an e-mail that's been sent out, that claims to be from police. news 4 transportation reporter adam tuss live for us on the roads with what folks need to know about this scam coming out. adam? >> reporter: yeah, aaron. you need to be suspicious of this e-mail. it claims to come from virginia state police and it has to do with automated

this is an issue that everybody needs to be aware of as you go through your e-mail today and you take a look at what could be in your inbox. this scam is out there. take a look. virginia state police actually putting out this picture of what the e-mail could look like and warning everyone that this is in fact a scam that is out there. you should be very suspicious of anything that's going on that looks like it comes from someone you don't know. you don't want to click on anything that you're not sure of. here are some tips for you with this scam or any scam in particular, really. you never want to open or click a link from an unknown e-mail out this. you want to verify the entity's website and never give out your personal information, like a credit card number or social security number over the internet. over an e-mail. especially from someone who you're just not sure of. it's not a smart idea. back out here on the roads. also want to tell you that virginia state police don't even use automated enforcement. speed cameras aren't eve
