right now, we're keeping a close eye on puerto rico, where conditions will likely worsen ahead of hurricane maria. calm may not last. just take a look at what it was like this morning. >> and hurricane maria is headed toward puerto rico as a category 5. i have a a 11:00 a.m. update. i'll show it to you in just a bit. >> and new information at midday about the 15-year-old shot and killed by a prince william county police officer. a new timeline of the events that led to the violent encount er with officers.

>> we've got to start the morning with president trump who just wrapped up a speech. he touched on two points. >> first, north korea threatens the whole world. he said the united nations has taken steps against north korea, but more needs to be done. the president started his speech by praising his accomplishments and the american people as strong and resilient. he also used a slogan from his campaign, america first. >> not to take power, but to give power to the american people where it belongs. we have it in our power, should we so choose. >> president trump also urged -- >> that some nations -- >> lead eers of other countries to do the same for their people and asked those leaders to unite against north korea. >> with nuclear conflict. >> the president also spoke about the iranian government, saying the country's

he wrapped up the speech by saying the u.s. has been among the greatest forces for good and called on other countries to join the united states. right now, in puerto rico, thousands who still don't have electricity because of hurricane irma are now bracing for maria. the storm is expected to hit tomorrow tomorrow as a category 5 hurricane. officials are scrambling to open shelters for as many as 100,000 evacuees. the port in san juan will shut down at 7:00 tonight and we're hearing of widespread damage and mudslides in dominique. the prime minister has been posting on facebook as the storm hammered the island. he posted taz roof to his home was ripped off and began to flood. he said referencing the rest of the island, quote, we have lost all that money can buy. right now, rescue teams are patrolling the island to see some of the damage. and let's get a better idea of where the storm is now and where it's

>> sheena is joining us, i'm looking at that radar right by you. this is a monster storm. >> it is a monster storm. a category 5. still heading toward puerto rico, so puerto rico is going to get hit by this storm. either category 5 or very strong cat 4. at this point, it doesn't even make a difference. it's going to be devastating for puerto rico. winds are maxed out at 160 miles an hour currently. here's the path early into tomorrow morning. a category 5 or a strong 4, but it doesn't matter because it's going to be that strong. then we go through into the week and friday and saturday and sunday. it's going to take the north turn. now, there is a history of storms that stay on the east side of the bahamas. obviously, we can't guarantee that. we're still far out in time here, but there's this storm could stay out to sea, but we'll be watching it

there's the eye of a category 5 hurricane, very similar path to irma. if you remember from irma, they had about 90% of the homes lost in irma and you see it stay lg to the south of it in the center. they're still getting tremendous winds and this thing is just heading towards puerto rico. will be impacting parts of o the virgin islands, too. locally, we have hurricane jose off the coast. we're in the peak of hurricane season, so this is not unusual to have multihurricanes. thts responsible for our cloud cover today. here, you see the outer rain bands trying to make their way on shore. the best chance is east of the district, so mostly maryland with showers this afternoon. we'll take a closer look at today's forecast through the weekend as we start officially fall that's coming up. >> all right. lots to track there. thank you. virginia task force one will ride out the storm in puerto rico. the team was there helping with the irma

william county and his mother has been opening up to news 4. >> i just want justice. justice. justice, it's like a little kid. >> she thinks someone should be held accountable. however, the prince william commonwealth attorney said the shooting was justified. >> justin finch joins us live from a news conference just wrapped up. what did you hear? >> chris, good morning. that's right. the briefing did wrap up a short time ago and during the briefing we got a lot of new information about the moments leading up to the shooting. now, taking the microphone here was the commonwealth attorney announcing that baseded on their investigation, the shooting appears justified. here's why. we are told the teen himself called 911 saying

family against their will. he also told police in that call very calmly we are told, that he was not afraid of being shot by officers. now, officers did arrive to the scene. a short time later outside his town home and on scene, the responder officers did see the teen beating his brother's girlfriend with a three foot long crowbar, we have learned he then turned his aggression towards police. those officers demanding several times he drop the weapon, but he refused and in return, offers did open fire. at least one opening fire. >> always tragic when a young person loses his life, this is no exception. everybody is concerned about a young person's death. but there comes a point in time when police have to do what they have to do and this is one of those occasions. >> and we are told that in

to that scene last friday morning. we are told the officer who did open fire is on administrative leave. all four do have training for crisis situations. neither that officer's name nor the teen boy's name is being released, but we hear later on today, a release will come out with with more detail about the this police involved shooting last week. back in to you. >> all right. thank you so much, justin. three people have been arrested in violent protests at georgia tech. demonstrations broke out after a vigil for a student killed by campus police. two officers were injured. scott shulgts was shot and killed saturday night. he apparently called 911 to report a person carrying a knife and gun. when police got there, they say schultz approached them with a knife and

>> this morning, hurricane maria is cutting a destructionive path through the kai rcaribbean, pung the remote islands. on st. thomas and st. john already badly battered by irma, residents are now trying to escape this threat. >> the island is devastateded. no light, no water. no food. >> even the coast guard and other rescue teams are packing up and moving to safer locations. puerto rico was barely grazed by irma, but maria a is a much bigger threat to the u.s. territory. >> the de devastation might be unprecedented. >> the 3 million citizens now under a state of emergency. the government rationing water and baby formula. >> how important is it for you fo get supply sns. >> extremely. tho water anywhere. i can't find water or ice. pretty intense. >> and there's a frantic scramble for gas. i

electricity to 75% of the island, more than 60,000 customers still in the dark asthmary area approaches and some of the 3500 irma evacuees are still in shelters here. today, the government is prepare ing hurricanes of shelter to potentially hold more than 100,000 evacuees. gabe gutierrez, nbc news, san juan, puerto rico. so, how would you compare this storm to irma? >> very similar. we're talking both category 5. this one is slightly farther to the south. so, with irma, antigua and barbuda, it got hit very bad. this storm is going to be far enough south where the center is not going to go over those islands. the virgin iltds are going to be more spared than they were with irma because the center will be farther to the south, but it is going directly at puerto rico, which is not what we saw with irma. but this is the same area in the kai

similar path, but as it gets closers to the u.s., it's going to take a completely different path. it's a category 5. winds are max at 160 miles an hour right now. look as we go through time. this is herbearly tomorrow morn at a category 5 as it hits puerto rico, maybe a strong category 4. either way, it's going to be very devastating. for puerto rico. then we're going to see it take that curve up to the north. if it stays on the east side of the bahamas, it has a better chance of staying out to see, but again, we're still pretty far out, so that could change. we're going to watch it closely. here's a look at the storm now. there are the lesser antilles and now, we have the eye baking a beeline for puerto rico as a category 5. the center should stay just south of the virgin islands, but it's still going to impact the virgin islands because the wind field is very large. we'll be watching it today and the updates coming in throughout the afternoon. 77 degrees right now in washington. overcast skies. little ee

and this is all because of hurricane jose, we have a hurricane off the coast, but really if you're along the coast, you're feeling it the most. winds are gusting around 30 miles an hour inland. not so much, just breezy. that's the cloud cover from jose. we have a few shower possible mostly east of the district. this is going to stay offshore. it's not going to move inland. we brought storm ranger over to massachusetts. this is the only mobile radar you'll see, so we brought it to the area we expect to see the most rain. it's picking off the rain offshore, moving into massachusetts, more than it will here. now, again, our winds today will be gusting closer to 40, best chance will be east of the district as we go into the afternoon, so maryland has a highest chance of showers today. tomorrow, sunny, through friday. friday is the first day of fall, by the way, but it will be unseasonably warm. we'll look at your ten-day forecast coming up. >> thank you. bringing in autumn. >> how about that. college park police are issuing a warning to students after a recent break in. we'll hear froman

in a minutes, here's a look at maria as a category 5 hurricane. u:00 a.m. advisory from the national hurricane center has it as a category 5. this thing is heading straight towards puerto rico. there you see the eye. the virg nlg islands are going to stay just on the north side of this system. irma, remember, went straight through the virgin islands. this one is going to be farther to the south. winds max out at 146 miles hour at the center and there you see it early tomorrow morning, puerto rico is going to be dealing with the strongest winds in the storm, so either a category 5 or strong 4. either way, it's going to be devastating for puerto rico. then we go into the weekend, it takes a north turn here stays just about east of the bahamas right no. if it stays on this track, it has a better chance of staying out to see and we wouldn't have to worry, but this is pretty far out, and things can change. now, here is jose. it's offshore. you might not have known that we had a hurricane so close, but we

so clouds and rain. the left side of the hurricane is the weakest, which is why we're not seeing too much. now, along the beach, you've seen the forecast has beat's wh rain is, not too bad as far as rainfall is concerned. our best chance is going to be in maryland today. we also have storm range, our only mobile radar up to massachusetts along the coastline here because that's where they'll continue to see radar. already seeing rain coming in, so we'll be watching that. here's future weather. through 3:00 p.m., again, the best chance will be in maryland. annapolis, maybe a couple of light showers trying to make their way in, but as we go overnight, jose moves away, we don't have to worry. wednesday through nfriday, pleny of sunshine and first weekend of fall and it's not going to feel like fall. going to be pretty warm, guys. >> that forecast in august. >> doing the math, how to figure out how much house you can really afford. >> and it's just about t
