right now. and new concerns this afternoon about where this storm could go after that. we've got live team coverage in the storm center. >> but we start this afternoon with breaking news. a powerful earthquake just hit mexico. >> new video just coming into our newsroom shows a frantic scene. chris lawrence at the live desk. lawrence? >> it did damage to a number of buildings, it sent people running and screaming into the streets. take a look at this. raphael elliott just tweeted this out. we have seen buildings swaying, people running out of the office buildings and restaurants in the heart of mexico city. we have seen pictures of paramedics carrying people away on stretchers. at this point it's hard to tell just how bad it is. we are watching for after shocks and getting some new video of the damage. the earthquake was centered in a town about 75 miles outside mexico city. the capital

bed so the soil itself can amplify an earthquake even if it's hundreds of miles away. in fact, people have been holding safety drills to mark the anniversary of another huge quake which hit mexico city on this day in 1985. that one killed at least 5,000 people. so, we just have to hope this one isn't nearly as deadly. pat? >> all right. >> thank you, chris. now, let's get to that developing situation in the caribbean tonight and pending disaster for millions on the island of puerto rico. >> hurricane maria is a category 5 storm packing catastrophic winds of 165 miles per hour. it's a worst case scenario for islands already ravaged by irma. last night the island of dominica took a direct hit. the prime minister there paints a bleak picture. he says most of the island has been destroyed. it's say similar situation on the island of guadalupe. parts of these islands could be uninhabitable for mo.

churning and churning off of our coast. believe it or not, it is still a category 1 hurricane. some flooding was reported to the in hampton rhodes, virginia during high tide. waves could be between 6 and 12 feet. beach erosion is possible as well. let's head to the meteorologist center with doug kammerer and lauren ricketts. >> jose and maria going to meet up off our coast line. >> we continue to watch the track for maria. it gets fuzzy once you get four or five days out. all eyes are focus on puerto rico at this point. >> let's show you what's going now. let's track jose off our coast line. a well defined storm. category 1 hurricane, but a broad storm. you can see the clouds back in parlgts of our area, rain in the chesapeake bay. therul

ocean beech. this is the storm we'll be talking about for days. just came through dominica, around guadalupe. next on the track will be the st. croix region. st. croix and the u.s. virgin islands. of course we head right over to puerto rico. right now the center of this storm, a category 5 hurricane, 165 mile an hour winds is expected to make land fall in the southeast portion of puerto rico just south and east of san juan. san juan could be on the worst side of this storm. they saw devastation from irma. it looks like they will get almost complete devastation in parts of the area from maria. this is a situation we're going to be track closely. we're going to have the latest track for you coming up in just a couple minutes and let you know how maria and jose could play into our weather next week. >> all right, thank you, doug. first at 4:00, a father's heart break after prosecutors rule the police shooting of his teenage son in prince william county was justified. the father says his son was murdered and he doesn't believe the police version of what happened. yeod

segraves he's forgiven the officer who fired the fatal shots. >> i woke up at 5:00 in the morning and i wrote a letter of forgiveness for that person that i don't even know that took my kid. i forgive him. >> reporter: while oscar has forgiven the officer who killed his son he still wants answers and believes police went too far by using deadly force. standing just steps from where that prince william county police officer killed his son, oscar urbena told reporters his family is still trying to come to grips with what happened. >> all i ask god is for -- i ask god for justice and i need all of your help. that's all i can say. >> reporter: prince william county tommy bert said they were justified in using deadly force. >> he approached with the crow bar over his head. they gave numerous kbhands, at least five commands to drop the crow bar. >> reporter: he says it was t

friday and during that call he told police he had a bomb and wanted to die. according to investigators when police arrived at the house, the 15-year-old was hitting a woman with the crow bar just outside his home. he said police ordered him to drop the crow bar several times and he refused. at one point the 15-year-old came toward the officers giving them no choice but to open fire. >> this is a murder. my kid was taken from us for no reason at all. >> reporter: the family is now hiring a lawyer to help him get the answers they want from police. in prince william county, mark segraves, news 4. >> well, it's happened again. vandalism to the lincoln memorial. this time police say they caught the suspect committing the crime. news 4's derrick ward is outside the lincoln memorial now with what the u.s. park police just said in a press conference. derrick, what's the word? >> reporter: well, leon, first off, you cannot ignore the irony in this. lincol

face the lincoln memorial. just speaking to the park police about the future of this latest act of vandalism. this is one of the most iconic monuments here in the nation's capital. whether you're looking at it from a par or you're there looking out, you know exactly where you are and you understand the significance of it. well, today somebody else came and messed with it. now, we have a picturere of the person who was in court today. it is 21-year-old bakarov. he is out of jail on felony destruction of property charges. he's going to be back in court next month to face these charges. now, what he did is he took to the 5th column of the memorial and wrote some letters that are barely discernible, but we are told they could be actually his name spelled from his native kyrgyzstan. this is the first time something has been etched in the stone.

unimaginable. run over by a dump truck and drakd down a d. c street. >> this afternoon only on news 4, the victim is sharing her story. bianca butler survived the crash back in july, but her life changed forever in that horrible moment. she fought to recover and now she's ready to leave the hospital. bianca is speaking only to news 4's pat collins. so, pat, how is she doing? >> reporter: well, she's doing remarkably well. you know, pat, it's been 70 days, 70 days since it happened. 70 days since a gigantic dump truck ran over bianca butler here on south dakota avenue. and now finally she's getting ready to leave the hospital, and talking about what happened here 70 days ago.

takes three hours to get to ocean city. drive three hours further east, you're in the center of hurricane jose. that storm about 75 mile an hour winds currently, you see where it is. it's really not moving all that much at all. there is some high surf toward the beaches. you'll see beach erosion in places like ocean city and dewey. winds along the coast only about 30 miles an hour. they'll increase a little bit here. but the wind not going to be a big factor. notice where the rain is from the chesapeake bay over to the east is what we were talking about yesterday to the west. we're looking at sunshine and a beautiful afternoon. but jose is geneva convention to be making its way to the north. right now only at 7 miles per hour up towards boston and then back down and around. and look at this, today is tuesday. this is next sunday, almost a week away, it just stays in this general area. and wherever this goes, it's going to have a big impact on where maria goes. the latest computer models once again bringing maria up towards our area

close to our coast line next week. so, we'll be watching that. right now, though, all eyes are on maria. hurricane maria an extremely strong category 5 has already made its way through some of the islands here, and now on a b-line, direct path toward st. croix and the virgin islands. this is an island that was spared from irma just a couple weeks ago and making its way in towards portions of puerto rico where also they did get spared a little bit, at least the brunt of the storm. this one i do not think they will get spared from this and it is going to be devastating to the virgin islands, devastating to puerto rico. you can see what's happening now. already seeing some rain, the eye just down off toward the south and east here. it's going to be coming into clearer focus over the next couple of hours as we move on through the next few hours, too. let's take a look at that track. winds of up to 165 miles per hour now. this is the strongest it has been so far. look at this track. right into puerto rico as a category 4, 155 mile an hour storm, that's just shy of a category 5. moving right through puerto rico up

rescuers frantically digging through rubble. a magnitude 7.1, it comes two weeks after an earthquake killed a hundred people across the country. president trump tweeted god bless the people of mexico city, we are with you and we will be there for you. >> we are tracking two hurricanes, jose is the storm that won't go away. it's hovering now off the east coast causing minor flooding where beach erosion is a possibility. meanwhile in puerto rico wind is picking up and water is getting rougher with hurricane maria heading that way. the island is still recovering from irma. some places still have no power. they have no water. doug kammerer is in the weather center. so, doug, when is this scheduled to hit? >> it's going to be overnight tonight into the day tomorrow. tomorrow is going to be a terrible day for the island of puerto rico for the, what we're going to see around the st. croix area. looking at the storm now, it is an incredibly strong category 5, winds of 165 miles an hour. but we continue to

>> we just got our hands on brand-new polls out. one of them showing significant movement. let's show you those numbers from the quinnipiac poll that just came out this afternoon. here they are. northam with a 51% lead to 41% for gillespie. undecideds about 5%. now, here's a key thing to look at. the independent likely voters in this poll are swinging heavily toward northam. 50 to 37%. on the trump question among voters in the commonwealth, take a look at this poll from the university of mary washington. 55% disapprove of president trump, only 37% approve. joining me now here at the capital one headquarters is our nbc senior political editor mark murry. we keep hearing a lot about the national attention on this race. both parties flooding this market and all of virginia with money and attention and a lot of it has to do with president trump. >> he is

controlling the political environment here. i think one of the big questions is what kind of role does president trump end up making in the final six weeks of this race. one of the things that's really struck me is how president trump really hasn't come up in a lot of the rhetoric so far, but we still have a little ways to go. and i keep hearing from strategists on both sides who say, president trump is going to be an issue. it might not be happening now, but it is coming. >> will he endorse, will he campaign? would they want that? >> all of them are really legitimate questions to have. so, you know, we have seen the ability of president trump being able to fire up his base, but as we know, you know, virginia was still a state that hillary clinton ended up winning by more than five points in 2016 and particularly in northern virginia, president trump's numbers are pretty, pretty low. >> so, northam in northern virginia has to run the table. >> the tried and true way for democrats to be able to win virginia statewide and we've seen them do it now over the past decade is run

an hour toward delaware, portions of ocean city along the jersey shore. we are going to see some beach flooding, some beach erosion here. tidal flooding. the back baze may see flooding. did d.c. to the west we're looking at sunshine, a nice day for us. that will be the case the next couple days. look terrain, you see the rain coming in. this is a result of jose. jose now 219 miles east of ocean city. that's it, 219 miles east. you can see one of the stronger rain bands. this is where you have some good tropical storm force winds out just to the east of ocean city, too, but those will not move inland. we're going to stay in that 30 mile an hour range. down toward the south you notice st. croix, down toward the virgin islands, this is the satellite picture, extremely well defined category 5 hurricane. making its way towards this region. i want to show you the radar picture. here's san juan and you notice the eye. look at that eye wall, extreme, you see the orange, the reds encircling that eye, that tells you you have an

already seeing some of the very strong outer bands into st. croix, parts of the virgin islands. for more on what this storm means to this area, we go back to lauryn. hey, lauryn. >> hey there, this is a monster of a storm. it will continue to be like that all the way through as we track it over the next several days. right now just barrelling in on st. croix, getting ready to move into some of those outer bands of puerto rico. already have some wind gusts there of 50 miles an hour on some of the municipalities of puerto rico. but this is a huge eye right now that will continue to move up to the west, northwest. so, again, we are continuing to watch this. and, again, pretty strong. now, puerto rico is a really densely populated area. 3.5 million people within about a 35,000 square mile. so, we will watch this as it just heads to the southeast right here. and there's about 58,000 people in this area right here. so, again, that's where it's pegged to hit. we w

again, a little bit of time line. let me stand on this side. winds 45 over. now tonight for puerto rico and also the virgin islands, and once we get into the thick of things overnight tonight into tomorrow, winds are going to be over 125 miles an hour. they are going to have mudslides with rain up to isolated areas, 25 inches of rain. that will be tonight all the way through tomorrow night. and again, they are going to be dealing with this for quite sometime as they took in a lot of people from irma, and now those people in puerto rico are not only dealing with that, but are also dealing with what is to come from maria. all right, doug, let's go back to your ten-day forecast. >> the ten-day forecast has both jose and maria in it. let's show you that. first off notice tomorrow and wednesday, highs around 88. the warm est temperatures we've seen not only this month, but in the last month. 88 a very warm day tomorrow, and on thursday. first day of fall on friday but it's not going to feel like it as it will heat into the day on saturday and sunday, too. but then you notice

when we're going to be tracking jose and maria. where do those storms go, how do they interact? does maria help jose move in and maria move out and jose move in? we'll be pretty busy right here in the storm sen consider. >> we mentioned the delicate dance and that's what we're going to be looking a at. thank you, doug. 17 families are now linked by tragedies at sea. their sailors were killed in navy ship collisions. today lawmakers pressed navy leaders about what went wrong. it couldn't have been easy for the maryland mother who attended the hearing today. news 4's megan fitzgerald has our report. >> reporter: it was certainly an emotional day inside the hearing. several parents who lost a son on either the uss mccain or uss fitzgerald were on capitol hill. i spoke with one woman who says she is desperate for answers. she wants to know why her son died and what is being done to prevent these crashes from happening. it wasn't easy for these

hearing, but many says it is absolutely necessary. >> i talked to you yesterday about the seriousness of this investigation. >> reporter: and senators didn't mince words when questioning navy admiral john richardson and secretary richard spencer. >> it's our obligation to operate that ship safely and effectively. >> reporter: in june the uss fitzgerald collided over the coast of japan. 7 sailors lost their lives. then two months later in august, the uss mccain collides with a merchant vessel killing ten sailors, including rachel he can olz' son timothy. she and many other parents listened closely at times, wiping away tears while navy leaders were grilled for answers. >> any intrusion or tammer palominoing. >> reporter: two investigations and studies are going on to determine why the ships crashed. but the admiral admitted that many of these men and women are working 100 hours a week, which could have contributed to mistakesn
