monument down in the left-hand side. just beautiful. we had some fog earlier this morning. you can see visibilities are improving. down in stanton, central shenandoah valley, still on the low side, obviously, with a lot of dense fog down there. we'll continue to warm things up. we're warming up into the low 80s by noon today. in fact, by later on this afternoon, temperatures in the mid 80s. we're going to talk about how hot it is going to get on sunday and monday. also a check in with maria. shipped back to the west, closer to the u.s. coast. the shift came out. we'll talk about that coming up in ten minutes. >> right now, we're going to talk about the aftermath of maria. this morning, puerto ricans waking up to another day without power. they've got little drinking water and a threat of a failing dam. >> a dire situation out there. hurricane maria left its mark on the island. nbc reports on puerto rico's recovery effort that is filled with a lot of danger. >> reporter:

torrential rains drenched parts of puerto rico. 15 inches in some places, leaving towns underwater and swelling reservoirs. >> everybody okay in the house? >> reporter: in san juan, the mayor herself waded through flooded streets with a bull horn, calling out to stranded residents, checking on their warfawa welfare. an island drowning in rainwater are suffering from lack of drinking water. the water shortage blamed on puerto rico's power crisis. many across the island spending another night in the dark. contractors brought in to help clear debris before they can start reconnecting electric lines. >> it's a new experience for us. i'm working. we'll go. i've never seen something like this. >> reporter: on top of that, 95% of the cell service is out. puerto rico's largest airport reopened for some flights. desperate people trying to return to their homes and

the risk of flash flooding very real and very dangerous. nbc news. we continue to follow developing news concerning north korea, where a 3.0 magnitude earthquake was detected in the country's northeast region this morning. at first, there were fears this was perhaps maybe another nuclear test. officials tell nbc news at this point they do not believe that it was another test. let's take you to mexico, where we're learning nearly 300 people have died from that earthquake. among the dead, a two month old baby. so sad. the baby and six family members died during a christening happening inside a church. the church then collapsed. meanwhile, we know rescue efforts are going to continue today for a fifth day in a row. the mexican navy says it's rescued 115 people from the rubble of buildings in mexico city. the 7.1

tuesday. 8:33. a warning for those of you who use metro. there's a man this morning who is wanted for inappropriately touching a woman's thigh. this happened on a metro train. >> most frustrating, it is not the first time according to police, that this guy is accused of doing something like that. news 4 is live with those of you that ride metro need to know. >> reporter: police want to put this pattern to an end. the suspect favors the blue line. look at this picture. this is the suspect, 24-year-old lawrence harris. he's wanted by metro police in connection with an incident on july 10th on the blue line. he's charged with inappropriately touching a woman on her thigh. now, that same day, the video evidence of this person trying to engage other women. metro says even from the video, it is clear the women were uncomfortable with their encounter. that's with good reason. last year, harris was

of putting condon -- condomed filled with fluid on women's shoulders. there were four arrests prior to the incident. indecent exposure. this man is wanted, indeed, by metro police. we want to get the word out so they can stop what seems to be a disturbing pattern. we're live at foggy bottom on the blue line. derrick ward, back to you. >> disturbing. thanks. virginia senator warner is slamming the department of homeland security for waiting to tell virginia, maryland and other states that russian hackers targeted their election systems. the democrats said states need to know in real time. dhs said hackers singled out 21 states in the runup to the 2016 electi election, but many states learned about the targeting yesterday. the hackers only

are going to continue to rise into the mid 80s for day time highs. plenty of sunshine. dry for figuanything you want t. do we have rain on the forecast, especially with maria? we'll talk about her latest track and how it impacts our forecast with the ten-day, coming up in three minutes. we've been talking about fall. one thing we associate with that is football and homecoming and high school. hundreds of high schoolers will be headed to homecoming dances this weekend. one couple has quite the story to tell about how they got together. >> they met 13 years ago as toddlers. you see them there. when they both were undergoing a first of its kind liver transplant. as julie reports, that experience has led to a special bond. this is a story you'll only see on news 4. >> reporter: at rockridge high school, the hallways are decorated for homecoming festivities. j.j. looking forward to the dance. he's invited a childhood friend,

grace haddad. >> she's really the one person i know who has gone through the exact same things i have. >> reporter: they met as toddlers when both were being treated for msud, a life-threatening disorder, livers unable to process protein. their parents lived in fear of dire complications. >> it was brain damage. it was death. it was a volatile disease. >> reporter: the families forged a bond, determined to find a medical solution. in 2004, children's hospital of pittsburgh, j.j. became one of the first in the world to undergo a liver transplant to cure his disorder. three weeks later, grace did the same. >> with transplant, it is like a whole new life. it is a new life. >> reporter: though j.j.'s family moved around, the families kept in touch. they'd see each other at transplant camp. being a recipient means medicine, monthly blood draws, fear of organ rejection. >> just complain about things we don't like about the transplant, but we remind each other you're

>> we say, i know what you feel like right now. we really know, because it is the same thing. >> reporter: this summer, the couple went to a camp dance together. you might say, their bond deepened. >> over the years, it's gotten closer and closer. this year, i guess it's significantly closer. >> it was kind of subtly there, and then it grew over time. i was like, yeah, there's something there. >> reporter: both looking forward to the homecoming dance. she's got her dress ready. her mom will drive her from montgomery county to louden. >> to send them off to a homecoming dance, it's exciting. without the transplant, i don't know necessarily that could have happened. >> reporter: for j.j. and grace, going to homecoming is not something they take for granted. they hope it sends a message to other transplant candidates. >> want to show them there is normal life. before, we thought kindergarten wouldn't be possible. here i am as a senior, going to homecoming. going to enjoy myself. >> reporter: in louden county, julie, news 4.

taste of summer, enjoy it because i've got a big cooldown coming our way. patchy, dense fog this morning. a little humidity out there today. i believe you'll feel it more by tomorrow afternoon, definitely monday. we're watching maria for mid next week. as i said, that warm spell will break down by the time we get into friday. visibilities are improving. if you're in the central shenandoah valley, we're seeing dense fog down there. everybody else improving as the sun is burning off the fog. the sun is causing our temperatures to move on out. temperatures in the upper 60s right now, the upper 50s out in the shenandoah valley. we'll take them to the mid 80s today by the time we head through the afternoon. a nice warmup coming our way. it is just going to be beautiful and dry out there. tonight, temperatures will be in the 60s. no rain. it is dry out there. any of the events you want to do outside today, a-ok to get out and do them. we have a lot going on.

snallygaster. it's a beer festival down there. perfect weather. homecoming dance, may be a touch of humidity but, girls, your hair will be all right. taste of georgetown tomorrow. temperatures tomorrow near 90 degrees in some spots. hydrate. it will be a little humid. hurricane maria, right now a category 3 hurricane. winds at 120 miles an hour, just north of the turks and caicos at this point. it'll move north and west and then it'll switch to the north. probably in about 48 hours. it is getting shear right now. it is being torn apart. eventually, it'll move into cooler waters, where jose was. that's why it weakens. also, look at the cone of uncertainty. it still gets too close for con fort for wednesday and thursday. again, it'll be something we have to watch so closely. too early to tell. look how we drop. temperatures not making it out of the 70s by friday and into the weekend. n have more
