awful attack, a woman stabbed and killed with a baby in her arms. >> a woman reported hearing screams in southeast d.c. today. news 4's pat colins has more on the details today. >> reporter: jim, this is the place where it happened. inside, cops are still guarding that murder scene. now you're about to hear from a woman named sharon. this morning she was inside her basement apartment. she heard some baby cries outside. she went to the door of her apartment, opened it up. then looked down on to the hallway floor, and that is when she discovered the murder. >> i went up the steps with the baby crying and i went and looked and she was laying there with blood, the baby was there with blood on him. >> reporter: a young woman stabbed to death in the hallway of an

street southeast, neighbors say she was stabbed ten times. neighbors say she was holding her 11 month-old baby boy in her arms when she was killed. she found the body. >> what was it like when you saw that? >> that was terrifying. that was terrifying. >> reporter: sources say police are looking to question the baby's father. neighbors say the suspect had a st stayway order. yesterday she complained to police he was threatening her. police say they came to the victim's home and took a report. alice is a friend of the victim. >> reporter: what do you make of what happened here? >> the babies lost their mother and their father, and the family lost someone who was very, very dear to them. i know that it's not going to be peaceful for any of us around here any more. >> reporter: so far police say they have not

in this case of murder. now police are describing this as a domestic murder case. neighbors say the victim has three children, a 12-year-old boy, a 4-year-old girl and the 11 month-old baby boy. it's not clear where the other two children were at the time of the murder. wendy, back to you. >> pat collins, thank you, pat. there are new details about the death of a muslim teenager allegedly killed in the case of a road rage. detectives say they found her body. darwin torres attacked hossenin after she and a group of friends left a mosque. he chased the teens with his car and was seen standing over her with a baseball bat. the police found several blood stained items in his car.

that missing woman from prince george's county has now doubled. this morning, the chain blimpy, announced they would give a reward regarding the 19-year-old who was missing on monday, she attended school down there at the base and worked there at the sandwich shop. authorities have recovered her phone and her car, but so far no signs of billy. there are new developments in a story you saw first on news 4. one of the women who claims she was sexually assaulted during a session at massage therapy is suing, since mark seagraves first broke the story, three more women came forward. mark has more on the update. >> reporter: yeah, good evening, wendy, the woman who is

massage parlor says she was not the first victim. the managers and owners here in tinley town knew that she was not the first victim, and she says that is why they need to be punished. >> why not fire him? why put him in a position where he can sexually assault someone else. >> reporter: the victim is a married woman in her 20s, she is afraid to get a massage again, and worried about her health, whether or not she may have contracted diseases as a result of the assault. >> she was given medication at the hospital to prevent stds, but she still has a long way to go before she finds out whether or not she contracted one. so obviously that is distressing to anybody. >> reporter: the investigation into the event began after the woman who is suing told the police the suspect had inappropriate oral contact with her din

days of that report, three more women made similar allegations about the suspect. prosecutors say management was told by an earlier victim, a 66 woman, that the suspect had done nearly the exact same thing to her weeks before. and that management allowed him to continue to work. prosecutors in the district have charged the suspect in two of his the -- the cases. now, we can tell you that a spokesperson for the corporate headquarters declined to comment on the situation because of the pending lawsuit. we can tell you a source close to the ongoing investigation said that a new police investigation in maryland may soon be open because as you know, one of the alleged assaults happened at the buoy location. >> mark segraves, thank you. let's talk taxes, republicans unveiled the framework for their pto

system for the first time in decades. it simplifies the tax brackets from seven to just three. the outline does not specify what incomes fall into the brackets, but the highest goes from just under 40% to 5%, with an option for an additional top bracket. the lowest picks up slightly from 10 to 12%. the gop is justifying the increase by nearly doubling the standard deductions, that means that most of the lower end would not pay anything at all. now kids under 17 would also increase their specified amount. there would be a $500 tax credit for individuals caring for a family member of any age. the estate tax, which many call the death tax, as well as the alternative minimum tax would be repealed. on the business side, the corporate tax falls from 35 t

than the 15% the president ownerly howner -- originally had wanted. and others say it will benefit the wealthy, but at a rally, president trump targeted the middle class, saying it is not aimed at people like him. >> our framework includes our specific commitment that tax reform will protect low income and middle income households, not the wealthy and well connected. they can call me all they want, not going to help. i'm doing the right thing. and it's not good for me. >> it's one thing to get a crowd of supporters excited. getting enough support in congress, that is another task. another look at that battle. >> there is the president putting sort of the cap stone and what has been the big roll out day for the republican party's tax reform plan. it's difficult to overstate how

to pass some kind of tax reform, tax cut, tax package to be able to call this first year of the trump presidency a win. they did get some good news today. the house freedom caucus which has caused so many problems for the speaker and republican leadership has said they support the broad outline of this tax reform plan that leadership has put out today. broadly the plan cuts taxes on the individual and on the corporate side. there is a lot of things in here that republicans hope will be broadly popular. but the question is how will they pay for it and what popular deductions are they going to be able to get rid of to pay for those broad cuts across the board. those are difficult decisions, difficult things that they're going to have to hash out over the weeks to come. the republicans understand it is absolutely critical they get this thing done especially after the failure of health care repeal. they know they will have something to show for the first nine, ten m

friday into the weekend, coming up in the 5:00 forecast. a man on a hateful mission walked onto american university and left his mark. school officials tell us he put up posters of the confederate flag decorated to shock students. it brought the president of the community to tears and is just the latest incident at the school. last year you will remember there were bananas hanging from campuses, and in september, a black woman says someone threw a banana at her, another one found a rotten one in her dorm room. and there were terrible messages left on yikya k.more on the story, kristin? >> reporter: well, jim, first au

everything they can to find this person. we have video of their suspect to show you. meanwhile, the au community hurting again and wondering how this could happen again. police say the man behind the latest hate incident at american university was dressed as a construction worker and hung confederate flag posters and cotton around campus. it brings university president sylvia burwell to tears. sad, because it was a person of faith. i don't understand this kind of hate. >> reporter: mostly students filled the town hall for yet another conversation about race, safety and what to do on a campus faced with hate once again. >> i want to know what is going to happen. i want to know what action the university intends to take. >> reporter: the picture is upsetting. ten confederate flag posters with cotton

fairfax county. we're getting reports from police that there is an active shooter situation. want to take you to a map, if we have it just to give you some perspective of where all of this is happening. this is in the falls church area of fairfax county. not far from 495 in lee highway, so in that area you have the whole mosaic district, luther jackson middle school is in that area. again, this is in the falls church area, fairfax county. again, we don't have much more information than that. but we do have a crew heading to the scene now. as soon as jackie benson gets there she will work her sources and bring us more information. as we learn anything we'll bring you more on what is happening out there. wendy, back to you. don't touch me! -- walking. walking. >> she is walking. >> a passenger told southwest airlines that service dogs that were on her flight at

putting her life in jeopardy. the airline sided with the animals and told the woman she had to go. so many questions around this story. why did the airline choose the dogs over a paying customer? and did police have to get physical? and why couldn't the woman fly with the animals on board? here is chris gordon live at bwi with the answers, chris? >> reporter: well, wendy, southwest airlines has a policy they say they can deny you the right to board one of their planes if you cannot fly safely with a dog on board. when there is a dog or any other kind of pet on board your flight. this is what happened yesterday. well today we spoke to a number of passengers getting on flights here at bwi including one who says his dog is his traveling companion. he is boarding his southwest flight with his frequent flier companion, ray. >> i mean, i pay

get on the flight, i feel like he is a human to me, like my little companion. again, i'm totally for humans and pets, but i think if i pay for him he deserves to be on the flight. >> what are you doing? >> lady, let's go. >> what are you doing? >> reporter: last night, this passenger was forcibly removed from her southwest airlines plane after she announced that she had a life-threatening allege to the service dog and the pet on that plane. she refused to leave the flight after being told southwest has a policy of not allowing passengers with life-threatening alleges to fly without a medical certificate. the captain called police. >> i will walk off, don't touch me! don't touch me. >> walk. >> don't touch me. >> reporter: when fellow passenger, bill dumas, who shot the video landed in los angeles, he was asked if he thought the southwest crew overreacted. >> the crew was very calm.

back here at the live desk, we're updating you on the breaking news we brought you ten minutes ago out of fairfax counties. especially the area out of falls church. want to take a look now at a tweet we just got from fairfax county police. there were reports of a shooting they just tweeted we are evacuating an office building in the 8100 block of gate house road after reports of a shooting of the it appears there is no longer a threat. again, we have just learned one person now has been confirmed dead in that shooting. want to give you a better picture of where all of this has been happening. again, we said gate house road. this is not far from 495, where it intersects lee highway. you have the mosaic district not from from there. luther middle school. and the headquarters for fairfax county public schools. we heard

minutes ago, they said look this does not involve our building. but again, there are a number of buildings there. there is a medical supply company there. we have jackie benson on her way to the scene to gather more information. as soon as we hear more we'll bring it to you. but again, they're evacuating a building on gate house road but it appears there is no longer a threat, back to you. thank you, chris. we have a clue on a mystery, we learned a young man died in a fire in bethesda, 21 years old from silver spring. shomari stone talked to the family. how are they doing? >> reporter: well, it's very tough, they are distraught and credibly upset about what happened. she said her 21-year-old was developing a business to pursue a fellowship, founded by peter

tea los angeles f teal, a few years ago, by investors and entrepreneurs. he was visiting a friend in bethesda when the fire broke out. let's roll video. now the mystery surrounds this case what caused the fire september 10th on the 5200 block of danbury road in bethesda, investigators are testing chemicals that had been stored in the house. they found electrical wiring and hoarding conditions in the basement, here is a facebook photo from a few years ago. he lives with his friend -- lived here in the house. his friend's name is daniel beckwith, he was able to get out but askia was not and he died. police are tight lipped about the investigation, a spokesperson said they will release more details as they come back out here live. the medical examiner will conduct an autopsy and will find answers for the family. we tried

beckwith, and have been unable to reach him. >> shomari, thank you, the scope of the devastation in puerto rico is so broad that many rural communities have not seen any help yet. and where help has arrived, there are long lines for food, waer water, gas that sometimes stretches for blocks. thousands are still in shelters a week after hurricane maria hit. right now most of that island still does not have power. there are several thousand american federal employees mostly in the capital city of san juan helping with the relief effort and the navy hospital ship, the comfort, which is stationed in norfolk, is deploying now to puerto rico. well, since that storm hit we have heard some emotional stories from local families. they're worried about their loved ones in puerto rico. news 4's megan fitzgerald spoke with a fairfax county woman who said her sister-in-law is just days away from giving birth, and her family is working hard to get her here be

comes. >> i'm concerned for them. i'm scared. because i know that the situation -- it is not good. >> reporter: for the last week, poloma has been desperately trying to rescue her family who is trapped on the devastated island of puerto rico. >> people talk about how bad it is, but you really don't see it until you see it. >> reporter: and time is running out. >> and especially my sister-in-law, because her health is you know, what we are most concerned about. >> reporter: poloma poloma's 28-year-old sister-in-law is several months pregnant, her family is doing everything they can do to help, but the family home is devastated. >> they have no electricity, no water, there is a big concern for gas because there are huge lines that take hours. >> reporter:

took pictures of the devastation an hour outside of san juan. entire chunks of roads are gone, neighborhoods surrounded by water and thick piles of mud. even young children are helping to capture rain water so they can survive. but people are becoming desperate. >> and so my brother told me i cannot sleep at nighttime. i'm afraid somebody is going to come and steal what we have left. >> reporter: poloma has been calling her family and the airlines hoping to get them on a flight here before her sister-in-law goes into labor. because with limited resources she says the chances of her family's survival is fading fast. >> i will say it's already a humanitarian crisis. we need to get help for them now. we have to resources here in the u.s. and puerto rico is the u.s., too. i want people to know that. >> reporter: reporting in fairfax county, megan fitzgerald, news 4. we have more on that breaking news out o

after a shooting in the 8100 block of gate house road in the falls church area. >> and we understand that there was some type of pre school nearby and parents are being reunited. now jackie benson is on the phone with us on scene. jackie what are you hearing? >> reporter: we're still enroute, but luckily i have new information for you that i have been able to gather from my various contacts and the good news is is that there is no longer a threat to anyone at that scene, according to police. second thing, there was some confusion as to whether this address is a fairfax county public school facility, this gate house road address is not. so this does not involve any type of school facility where children are. this is an office building. what we're told is that there was some type of shooting incident there. i cannot tell you right now whether there were any injuries. but my sources are telling

that the gunman in this case is the deceased person that is being reported at that scene. so my understanding is that right now, fairfax county police, s.w.a.t. team people, i believe, are going through that building clearing it making sure that there is no further threat. but at this time, we are told by police there is no ongoing or no existing threat to the public at that scene right now. obviously, something that is very much of a concern to anyone who would have loved ones who may be working in or around that area, i'm still gathering, trying to get more information, we're on our way there so hopefully we can provide you more information. >> we know a lot more now, thank you. and that is good news that the scene is now safe. right, it is already tough to find child care in parts of our area. just ahead the new regulation that some fear would make it even tougher.

own jackie benson, who is on scene. we can tell you there is no immediate threat at this point. the last information we got from the fairfax county police, they were evacuating the office building from the 800 block of gate house road. they got reports of a shooting, they tweeted out there are no reports of a threat. there is a pre school in that area, they also told parents who wanted to come get the kids the only way they would do it, is to come on the court side. in other words, a lot of police activity there. the parents who want to come get their kids they were directing them where to do so. again, big picture, you are looking at an area not far from the mosaic district. just in the last hour they got reports of a shooting. there was one confirmed death. and from what jackie benson sources told her, the person who has died, it was -- that was

news 4 is working for you reaching out to police on how to stop this from happening. they tell us they suggest taking all valuables with you or hiding them in a trunk that is not accessible through windows. some local holidme day care workers could lose money they get from virginia. if the regulation is approved it would mean that they be able to read and write in english. the department of social services says they want to ensure all providers understand the regulations and can communicate with emergency personnel. the board of supervisors believes the rule could negatively impact a lot of small home daycares and could potentially force them to shut down. >> i am always going to come down on the side of safety when it comes to the daycare centers. we had horrible tragedies in the past and safety will be my number one concern. >> reporter: they are reviewing the proposal,

look at requests from fairfax county asking for a change in the regulation or some possible waivers. schools in faukier will be allowed to have a regular meal while staff contacts parents. the school board members will likely vote on this next month and athat tsay that the empty bs rarely the children's fault. and news 4 your health, an insurance report shows a drastic increase in adults who are developing food alleges. the latest information from august shows an increase of more than 300% in just the last ten years. doctors say those alleges can be more serious than those in children. researchers say they don't have any conclusive evidence that explains this

now? >> actually not that bad. yesterday we saw elevated levels of the mold spores, but we're seeing it start to go down, one of the benefits we'll see it stay low as we head to the next couple of days with drier air on the way. humidity levels a problem in the last few days, good news is, much more comfortable by tomorrow and friday take a look. you can see we're moving down the scale, by saturday, sunday, green zone, very comfortable out there as we head through the end of the week and the weekend. so that is the good news, feeling a lot more like fall. but amelia, when you take a look at the ten-day forecast i know we're in the 70s. when you think about it though, towards the ends of the forecast going back to the 80s man, this is going to be short lived. >> exactly, you can find information on my facebook pages and twitter, the last 90 degree day on record october 11th.

breaking news. and again, that breaking news is in fairfax county where one person is dead after reports of a shooting inside an office building. >> as we say, police say there is no longer a threat. there are questions about the building in fairfax county, in the mosaic district, and where a daycare system is housed. >> david just had a conference with the officer, david? >> reporter: that is right, that was the chief of police here in fairfax county. one thing he said this came in of initial reports of shots fired in the building. a good distance from where we are. you mentioned mosaic, it's on the other side from where we are. down here, that building as we walk to it that is actually the fairfax county school headquarters. to the right of that blocked by the trees, that is the building they're focused in on right now. i just talked to the police, i said what is in that building that they're responding
