>> the fbi confirms that the body found in north carolina is that. we all hoped for a different outcome. she was last seen at a naval base nearly two weeks ago and we were there as her emotional parents spoke out just after hearing the devastating confirmation. >> so the person or persons that decided they wanted to take our baby away from us and away from everyone that loved her, you're a coward. >> the parents of billie appear before the media hours after learning their daughter had been murdered. they wanted to thank everyone for their prars and express gratitude to those that helped in the search. billie was missing nearly two weeks. her car was found several miles away. her cell phone was found in a dumpster a few miles from base. then a break in the casee

washington app. >> the latest out of puerto rico where local and federal officials are saying progress is made to restore water, gas, and communication with the island. some say that progress isn't coming fast enough. a lack of fuel for trucks is blocking the delivery of much needed supplies. the governor's office says a barge carried 2 million meels and a million and a half leeters of water is being delivered. more than 60% of the gas stations were in service and nearly half the grocery stores are now opening. >> but it's president trump's twitter rant against the mayor of san juan getting a lot of attention. taking in the criticism of the federal relief effort. he said the mayor showed poor leadership ability and accused cruz of playing partisan politics. in an interview she said the country cannot be distracted as

stories. >> good morning. i'm pat lawson muse. d.c. first responders went to puerto rico to help with the massive relief effort. ten police officers from the district went there wednesday to deliver thousands of pounds of relief supplies to people that need them. for most it wasn't just a professional mission it was personal. 8 of them are either from puerto rico or have family and friends there. tom and scott joined us this morning. it's got to be tough for them, for many people trying to help with the efforts. we have seen them join the first responders from virginia and maryland and some had to go back more than once. >> first of all they're adding support and puerto rico needs as much support as they can get and also they're raising awareness of the scale and scope of this disaster locally. making sure folks in d.c. recognize this is such a big

own there to help. maybe that helps with donations. >> and speak of, this originated from the officers themselves. it wasn't the department decide let's find officers that might want to go. they came forward and said we think we can help. that's a good thing. i think we ought to re-emphasize with a we keep hearing over and over again. some people are collecting things and the organizations that are helping it. they need cash donation. they need checks. online donations. they don't need your old tennis shoes, your old socks. they need money. >> we have seen a lot of criticism about slow response on the part -- >> from the u.s. government. >> from the federal government and we're seeing that response stepped up now. what are they talking about on capitol hill? there's been a lot of pressure from both parties. >> they just now, just this week got money out the door for irma and

what those were. >> it's old news. >> the need is still there. that emergency funding congress is putting forward are much deserved and much need so it's good. but this could be a much larger bill needed for puerto rico in part because puerto rico doesn't have the local resources that texas and florida had when they were hit by the hurricanes but what's more they could transcend the prior ones. they need tens of millions of dollars and congress never agreed on how to get the money out the door. do you just add to the deficit or cut funding for other things. >> are they offering because of their status? >> yes they are. they're like district of columbia they have representation in congress but it's not the same as the voting rights for state people but the federal government was slow to respond. there's something called the jones act that says if you ship anything from one u.s. port to another it t

ships. they suspended that for tex so the foreign ships could help send supplies. well they didn't do that for puerto rico. >> on thursday. >> but until this week they decided to do it but every moment counts when you have no water. the system is bankrupt. it's $9 billion in debt. it can't afford to fix what it's normal problems are. >> the president reminded us of that a couple of days ago. turning to other issues at the white house, freed from prison. there's been a series of incidents. in one case a man that pent 15 minutes on the ground undetected got no prison time. jonathan that jumped the fence in march was one of 20 people arrested for breaching white house security since 2014. what is going on there? and why are the jumpers getting off scott free. >> that's this week's story. the jumpings happened this spring. there was a whole series

the one you just referenced that was on the white house south lawn and there for sometime not only was he a fence jumper but he inspired at least another one to do so but they're all coming up for sentencing now. their day in court is arriving and they're all being freed. jonathan tran sentenced to zero days in prison. another person was sentenced to zero days in prison. >> no other conditions like mental health services? just free. >> yes on the mental health service. stay out of the district of columbia. but they have difficulty charging these guys aggressi aggressively. it's just a trespass charge but they say the stay away orders don't stick. there's so many repeat offenders among them but in a heightened political atmosphere when people are angry or agitated there is a sense this will happen more

had stepped up but last week we saw a retired police officer from tennessee arrested with a bunch of guns. many of them loaded. >> yeah. >> they were near the white house. >> heres the thing, the white house has a fence. it added another fence. as scotty has been reporting they're going to add sticks and where is the response? somebody is on the ground for ten or 15 minutes that's a lifetime when you're dealing with security. i don't understand why the secret service is unable to protect the president's house. >> agents were fired or secret service personnel were fired because of jonathan tran but he is going home free. >> a lot of this is mental health issues but people that have these issues they want to come to the white house for some reason. i don't understand why our defense forces aren't prepared for that. makes no sense.

>> amazon wants an area with a million people. good transportation center. boston, atlanta, chicago, detroit all have reasons. >> it's good metro can accommodate but metro has enough problem. >> this would be separate from the operating of metro. it may help to have another facility like that. >> metro has pockets of land. >> who is going to give enough incentives for this multirich company amazon to come here?

>> tom, how would this work? and what kind of equal benefits are we talking about? bonuses or travel subsidies? >> many companies subsidize. the federal government too. many companies allow free parking for its employees or parking garages on the other spots. >> nbc does. >> well, yes, nbc does but if you take metro, private employers don't give you money to help subsidize your transit or if you ride a bike you get to money to pay for the gears or tiers on your bike. or if you walk maybe you can buy shoes so charles allen proposing this says if you're going to give parking benefits you have to balance it out for people that use other forms of transportation. >> requiring is interesting for me. there's been an argument in the past, free market rule employees that offer the incentives have a leg up on the other employers. maybe position to get

set of employees. to require it takes away that system. >> what if the response was to take away our free parking. >> that's one of the fears people have is that if you require companies to provide equal benefits for all of their transportation issues then maybe we won't do any or we'll start charging people for the free lots. but the business community says this is burdensome to implemented. if you have a lease when you lease a parking garage how they're going to cost out what it costs and give an exact amount of money of employees that bike. if you offer a benefit for parking you have to offer an equal benefit for your employees that don't park. >> is there a lot of support. >> when i talk to people on the street about it there's lots of support and on the council too there is and some people worry this is

business. there's been a lot of things, minimum wage, paid family leave, et cetera. some people say the city is still trying to put too many requirements on the business community but there seems to be a lot of support for this. >> think of how pivo tartal thi could be. they're requiring it be near transit station. how important it is to incentivize the train systems and rail systems and bus systems. >> certainly get a lot more people out of their cars. if you drive to the national zoo you know parking is at a premium there but a $50 million plan would change that. the zoo is planning to build a new garage with a lot more spaces. it would help relieve traffic on connecticut avenue and into nearby neighborhoods which really gets bad. >> i had a really rough day this past week when i went to the zoo and spent all afternoon exploring. it was a tough

i was happy to do it. but seriously i talked to the director of the zoo, plans for this garage would hold more than 1,000 cars. the five lots that are available fill up by noon virtually every day and there's no place to park. people have strollers, wheelchairs, picnic baskets and come from far distances. more than half the people come by vehicles. he said if we can build this garage and they plan on biddiuig it. we'll have more room for animals. we need more room for the animals and that's what they're there for is to show people animals. >> love going to the zoo but it's generally backed up. >> for those of us that at least at one point had young children in strolle

get there is certainly serviceable but it's a huge uphill climb. >> it's a half a mile. >> and if you have little children they're exhausted before they get into the zoo. >> that's an issue and disincentive for people to go to the zoo. >> the garage will, if it improves traffic and makes it easier to get in and get out it will be a good thing but there will be more details released coming up. >> teachers supply their own classrooms before heading out to school this month. the iteam found a lot came out of pocket for pencils and paper and untraditional items. why are they having to pay so much? >> they're paying a lot. what would happen is classes would be disrupted otherwise. we surveyed 1,400 local teachers and fun 2 to $300 in

extra supplies for the class rooms. the ones they couldn't get out of the supply closet at the schools. it occurs across the country. teachers don't complain but they say it's necessary to make sure that they have everything they need for their lesson plans. to make sure that a kid has something at his desk the moment they need it. but it's worth mentioning one of the reasons we pursued this story is the district is ahead of the curve on this. they give the most support to teachers to do this. they give $200 gift cards to supply stores to help them make those purchases. this isn't charitable it's in the contract that the union negotiated. they were wise enough to recognize the issue and provide surveillance por. >> i talked to the former chancellor here in town and she was saying we should be giving them more but parent-teacher groups, i have been to a number of these,un

criticism personally and decided to lash out personally and his initial tweets when he said they want everything done for them. he has a lot of people that are sceptical of his motivations and intentions when it comes to people of color and here he goes only throwing potential gasoline on that fire when he refers to all of puerto rico as they. they want everything done for them and i think it has only added to an already tense situation. >> what do you think is going to happen when he gets there tuesday? what is going to be on the agenda? >> at the end of the day there is, i would assume everybody's focus is where it should be which is really trying to figure this out. i imagine, i would assume he seemed like a guy that realized whatever he was tweeting was getting a lot of negative response so he was trying to flood thee

called shocktober. how this serves a good purpose. >> shocktober kicks off tomorrow and lasts a whole month. this is the haunted house. i'm standing inside. and 100 plus years ago the carver family actually lived here. that's what the story says but they were banished from this house, kicked out because they did some really bad things but the house is forever haunted. throughout the month of october folks will be able to come out and visit the haunted house or haunted basement and see the attraction all for a good cause. this is one of the carver kids. she is a preschooler by day but at night she turns into something else and here we are. all kind of spooky things happen during shocktober but it's all for a good cae.
