still intensifying with water temperatures 86 to 89 degrees. projected to wind up making landfall late tonight into early sunday morning with wind speeds up to 90 miles per hour. right around the area, surrou surrounding biloxi. then it picks up speed, breaks up but brings heavy rains at the beginning of the work week to the 95 corridor, from washington to philadelphia to new york. as far as impacts go, 18 million people may be affected by this storm, with heavy rains and flash flooding. hurricane form winds, of course. storm surge and rough surf. you can see, we have tropical storm watches approaching the atlanta area. that's what shows you the breadth of this storm. storm surge warnings from louisiana, mississippi, alabama coast line all the way to florida. we could see a storm surge of up to nine feet. we still have hours to go for potential intensification of this storm. we'll continue to

send it back to you. >> all right, dave, thank you. hard to believe we are tracking yet another hurricane. people who live along the gulf coast are anxiously getting ready for nate's arrival. nbc's kerry sanders is in orange beach, alabama, with more on that. what are people saying out there? >> reporter: they are paying close attention. there are voluntary evacuations in this area along the coast in alabama. in part, because people have recognized the power of nate before it became a hurricane. as we looked into central america, tropical storm nate hammering the area, dumping upwards of 15 inches in some cases. you can see here, the flash flood ing that resulted not only in widespread losses ofoutages . two children have died, who were near a fast-rising river and were swept away. meantime, here along the gulf coast, as i go to my west in the new orleans area, they've al

the fears are the low-lying areas of the city will indeed be inundated even if there is only eight inches of rain. that's why in some areas, the mayor already called for mandatory evacuations. people who need to get out of their homes by noon today. the biggest concern, of course, is the electricalorleans. if the system fails, the pumps may not be able to get the power they need. they've had problems with backup generators there. that's why even on some heavy rain days, they've had flooding. a lot of tension on the electrical system. all eyes today on what will be basically a day to prepare for hurricane nate. >> kerry, we know you'll continue to track it. thank you for that. now to the latest developments in the las vegas shooting investigation. this morning, investigators say they are confident there was just one shooter, but they're far from figuring out why he did it and if he had any help. nbc's s

news and msnbc. >> good morning. >> let's start with peter's story there. this contraceptive coverage. the administration announcing yesterday that it is going to allow more employers to opt out. beyond appealing to the base, what's this really about? what is the real world impact? >> i think it is interesting because you look at donald trump's actions as president. you separate them to two categories. there are the things that only donald trump would do. only donald trump would have done as president. then there are things that any republican who was elected president in 2016 would have done. i think this falls squarely into that category. if you look back at the candidates in 2016, this was an issue marco rubio talked about. john kasich talked about in ohio. jeb bush. this is something that mattered to the base, to the religious conservative base of the republican party. that is a group we know donald trump likes to try to reward, people who were good to him. those voters were good to him in the presidential election last year. i think you see donald trump rewarding a loyal

but one every major republican has been receptive to, as well. >> i want to talk about the cryptic comment the president made. i was at the white white house when he stood with his military advisers and say, this could be the calm before the storm. i said, what storm? he said, we'll see. we haven't gotten clarity. there are a number of potential storms. internally, he is feuding with secretary of state rex tillerson. externally with north korea. he is about to announce a new policy toward iran. which storm do you think he was talking about? >> i'll suggest option c, no storm, nothing. i strongly suspect this is something we've seen with donald trump a number of times in a number of contexts, and not just as president. in a situation like that, he seems to have this instinct to try to create some suspense, to cultivate a sense of mystery. a sense of drama and to be intentionally cryptic and vague in a way that makes people notice. almost a showman's instinct. when you employ it with north korea g

you talk about going on in the world, it creates a lot of tension, i think, but it strongly suspect what you're seeing is a president who really is trying to create a sense of drama without necessarily meaning anything by it. >> in the wake of the shooting in vegas, you've got the nra now and prominent republicans, even the white house, embracing the idea of the bump stocks, turning the automatic weapons into a machine gun. do you get the sense we are about to start a national conversation about gun control, or do you get the sense this is a one off? >> look, if you look at the scope of legislative possibilities when it comes to gun control, this is pretty much on the very -- the most limited end of what congress might do, if it indeed goes with this ban on bump stocks. i think what's interesting here, obviously, is the nra appears to be buying into this. i suspect what's behind that, they now have sort of their guy in the white house. when you think back to

terrible newtown shooting five years ago, there was a push for background checks. the nra was against that. barack obama was president then. i think donald trump has been close to the nra. they have a certain level of trust. they take this small step with donald trump as president, it won't go further than this. i don't think they had that sense with barack obama. you're getting a little buy-in from the nra, maybe with the calculation they can avoid anything further. >> appreciate your insights. thanks, steve. other headlines now we want to get to. two soldiers have been killed and six others wounded after being struck by a military vehicle while in formation at the fort jackson army base in south carolina. the injured soldiers were rushed to an off site hospital. officials say two are in critical vestigating the incident. mike pence surveyed the d damage left

where does it wind up? let's answer those questions right now. as it rolls through this water, it is about 85 to 89 degrees. we anticipate that it may pick up a few more miles per hour. eventually make landiing landfa 94-mile-per-hour winds. as it progresses, it is going to pick up more speed, bringing heavy rains to this area and bringing that moisture to the 95 corridor between boston, new york, philadelphia and washington as we head into tuesday. what do we need to watch out for? well, we are currently keeping in mind that this could have a significant effect with flash flooding, heavy rain, hurricane force winds, tropical storm force winds, storm surge and rough surf, all the way through parts of the deep south. and as we head through the next several days, we are watching the potential threat for significant storm surge. that's a quick look at nate. we are going to continue to watch this as we take a

hurricane. up to 25 people who have died there in the mountainous regions. this water just coming with the storm, causing upwards of a dozen mudslides. in one case, two children who were too close to a fast-rising river were swept away to their death. there are thousands hopeless today. power is out. meanti meantime, coming back to the gulf ct, take a look to the west of where i am in new orleans, they're already sandbagging. the reason is the mayor in certain areas of the city has mandatory evacuations. people who have to be out out of their homes in those areas by noon today. they do know it is likely to flood. a lot of attention is being placed on the pumping system there and whether the electrical system will hold. the pumping system failed in recent days. when the pumping system goes down, even with the rainstorm, there can be floods. kristen? >> people clearly taking the warnings seriously. kerry, thank you for that ep
