questions. and we begin at 6:00 with the deadly shooting in the district. two people killed and a third wounded. >> tonight we're hearing from the family of a young man who died in what they are calling a robbery. >> shots rang out around midnight around eighth street in the city's brightwood neighborhood. >> and that's where we find pat collins live near the scene. pat? >> reporter: wendy, 33. that's the number of shots witnesses counted here. 33. wait until you see what happened here. wait until you hear from this man. he witnessed death here. >> i watched my nephew die in front of my face. >> that had to be hard. >> i watched the blood coming out of him. >> reporter: that's alfonso russell, the uncle of the murder victim. he was asleep. he heard gunshots

going on. >> the next thing i recognized him and i heard his last voice. i heard my nephew's last breath. and it was pain breathe. it wasn't no -- >> reporter: nine bullet holes in the front door, five bullet holes in the siding of the house, one in a car and shell casings up and down the street. a robbery turns into a gunfight. two men end up dead. one seriously wounded. lead ringing in the air in the brightwood section of our city. shot and killed, 25-year-old renard marsh ambushed by a robbery attempt as he was entering his house on eighth street northwest. seriously wounded his younger brother. witnesses say marsh got off a shot and hit one of the suspects who fell dead to the ground in

the gunman ran away but a few minutes later, they returned in a car in an apparent effort to retrieve the fallen accomplice. the headlights are pointed right at the front door of the house and then they opened fire again. harry lane was there for that. what was it like for you when you were on the porch and saw that car come back and the lights were aimed at you? police have a lot of evidence to work with here. leon and wendy? >> thank you, pat. pat collins reporting live. taking a look at our weather, the rain is coming. a dreary evening with more rain on the way. >> doug kammerer is in the storm

it's raining out there but seeing the drizzle. it's tough to make it out on the radar. we have rain and pretty moderate rain down to the south, down in luray. showers towards frederick county and montgomery county. the rest of the region is seeing that drizzle and we're seeing light to moderate rain back to the west as we watch the storm system move on through. we've got the rain here. they need it out to the west. and we're talking about areas in california, red flag warning once again out towards santa rosa, right around the napa area as winds are gusting upwards of 30 miles per hour. that's going to be the case as we move on through the rest of the night tonight and extremely dry. the wind increasing later today. 15 to 30-mile-per-hour winds gusting upwards of 50 miles per hour. that's something we'll continue to watch. i expected that these fires will increase and they will actually continue to grow over the next 24 to 48 hours unless

to somehow get them contained. mother nature is not helping the scenario at all. >> thank you, doug. those conditions are forcing officials to evacuate highly populated parts of california. nbc's jay gray is standing by in napa. first, let's look at some of the numbers. >> at least 21 dead, making this the deadliest outbreak in california's history. hundreds more are missing tonight. one county created a registry asking people to come and check in and confirm that they are alive because so many family members are looking for each other. >> right. >> more fires are developing. now 21 wildfires are burning across the state. >> and they are saying because so many people are not checking in, they've evacuated and they are not letting them know that they are fine. that's why the numbers are so high. jay gray will report from the scene in a minute. the boy scouts make an historic change. the scouting board of directors voted unanimously today to allow

starting next year. each will be single gender. a separate program for older girls will begin in 2019 and may become an eagle scout for the first time in history. this story is gaining a lot of attention. erika gonzalez has that part of the story. erika? >> reaction is mixed. tom sherwood talked to a scout leader who has been with the organization since he was a child. he didn't seem too bothered by the move. >> i think they're going to be the die hard hard liners who say, eagle scout badges should only be for the boys but if we remember why scouting was started, leadership, better citizenship, for making better youth and for the youth to become better adults, if we look at that, he then there's no reason that boys and girls can't be involved in the same program. >> so the respoe

this story. >> i realize i can't live in fear anymore. >> reporter: we're calling this woman mandy. in march of last year, she was sexually assaulted in an apartment near the university of maryland. she shared the place with a university of maryland student. police say her attacker entered through an unlocked door and began assaulting her. >> i awoke in my apartment in my bed to a man assaulting me. i thought it might have been my boyfriend at first and quickly realized it wasn't and i started to scream and he fled. >> reporter: the next day the prince george's police went door to door asking for information in the case but her attacker was never caught. it's been a nightmare for mandy. >> it was tough. i had to move immediately out of my building. i quit my job. you know, i was very fearful for a while. >> reporter: and then a year and a half later -- >> i saw somebody with fingers through my window and i sat up and i said, what are you

ran away. >> reporter: a string of break-ins and sex assaults reported a block away from where mandy lived. >> i still get community alerts and look it up online and it happened a block away from where i happened to be living and i felt anger because i knew it was the same guy. >> reporter: you think it's the same guy? >> yes. yes, without a doubt. >> reporter: prince george's county police tell me they are investigating all of the attacks and have not found evidence connecting the more recent cases to what happened to mandy but she's hopeful an arrest is coming soon. >> i believe one day he will be held to justice regardless if the police do it or karma does it. >> reporter: when i spoke with the police, they again said that they do not have any evidence definitively connecting these cases. they want people who have information that can help to lead to an arrest and all of these cases to give them a call as they are investigating everything that's unfo h

reporting live, tracee wilkins, back to you in the studio. how does a teacher admit to crimes against students yet not have their licensed revoked? a news4 i-team is looking into that. the teacher's name is added to a national database to red flag school districts nationwide but the i-team found that's not happening in d.c. >> we're putting someone else's child at risk of being put in a situation where they shouldn't be. >> somebody over the district line in maryland or virginia? >> exactly. >> investigative reporter scott macfarlane has a story you'll only see on news4. why is this not happening in d.c.? >> it's happening for years in other states. in fact, it's happened for decades in other states but it's still not happening in

officials tell us they are a year or two away from this. when those teachers admit misconduct and when it comes to keeping our kids safe, license revocation is important. you're added to a national database that flags the nation that you've admitted to misconduct. you'll see some recent notorious cases in misconduct in the district and those teachers are, in fact, eligible to return to the classroom. what's more, they may be an indication, wendy and leon, that there are many more teachers who engaged in lower levels of misconduct who are already there, already back teaching our kids. >> so what are they going to do about this? >> d.c.'s office department of education, the regulators who oversee d.c. public schools, they say they are trying to finalize this situation and they are still a year or two away from finishing it up but it's

well, get used to this. we have rainy days for a while now. a little bit. >> yeah. and that coming after what we saw extreme summer-like weather and record high temperatures yesterday. 87 in dulles. sunshine and warm and humid. but today, it is dreary and just plain yuck out there right now. we've got the shower activity and the drizzle that's going on down there towards national airport temperaturewise. 72 degrees and winds out of the east and the flow will keep things cooler and drizzle in here, too. 63 in winchester. 69 right now in huntingtown. notice the radar, it does not pick up drizzle very well at all but we're seeing reduced visibility as well and shower activity in through parts

month gom re montgomery. the wider view shows that we've got cloud cover but just a scattering of showers. that's what we're going to see tonight. most areas will continue to see the drizzle but the heavier showers will be right on through the rest of the overnight hours and right on through 10:00, 11:00. this is part of a storm system, the same one that postponed the national game in chicago. the game around chicago moving off. you can see the storm and warmer air back to our west but we are what is called cold air damming which creates the cooler and stable air, cloud cover and rain that we have out there right now. a good chance for shower activity and maybe moderate showers in places. so if you're heading out, make sure you take the umbrella. now, watch tomorrow. the rain is coming in from the ocean as the winds are coming off the ocean so we'll see rain just about all day long at times. show o

now at 6:30, a puzzling new timeline in the police response to the las vegas rampage. >> nbc news has audio recordings that capture the moment a hotel security guard was shot. he was responding to an alarm about a problem door. 200 rounds through his door and into the hallway. steven schuck was outside the door and warned to take cover. >> make sure you're out of the way. >> copy. [ gunfire ] >> call the police. someone is firing a rifle up here on the

the idea here, if we can't stop the violence, perhaps we can at least stop the bleed and save a life. in fairfax, david culver, news4. >> now, a lot of you were shocked when we showed you video of a man clinging to the hood of a school bus in baltimore county. according to the man's attorney, he jumped on the bus for his own safety. the lawyer for lavern durant said his client stood in front of the bus to stop it but when the driver inched forward, had he no choice but to jump on top of the hood to avoid getting run over. he was angry because someone from inside that bus threw a bottle out a window and hit his car. he was arrested and charged. one maryland county is considering a school calendar that would put jewish families in a difficult situation and the governor calls it dishonest. montgomery county is considering several options to make up school days that are lost when they started classes after labor

back to that developing story in northern california. drone video shows the devastation on the ground and it's not over. we now have at least 21 people dead. hundreds of homes destroyed in the wildfires. >> some of those places look like the surface of the moon. >> uh-huh. >> nbc's jay gray is in sonoma county where a new round of evacuations were ordered. >> reporter: i think it's going to intensify as the wind picks up here and actually pushes the flames in

haven't been to this point. take a look here, this was a garage, apparently. hard to tell that because you can see the skeletons of what were two golf carts here. little less that you can recognize of what was left behind here. you would think that this was a beautiful home before it started built into the hillside here and as you move through the home, you can see it was gutted by the flames that rushed through and this is a scene that's not only playing out on this street or in this neighborhood but really across the entire region right now. so many dealing with what you see here. everything lost. nothing but debris and ash left of this home and so many across the strike zone right now. there are at least 3500 structures, many of those homes like this that have been destroyed. that makes it the most destructive fire ever in northern california. it could wind up being the most deadly, unfortunately.

dead and officials have warned us that they think the number is going to climb. >> jay gray reporting from sonoma county. new information just in on a huge fire that tore through an arlington county home. the fire started on the porch and caused some $300,000 in damage. it's unclear what sparked the fire on north ivy street. arlington fire tweeted out these photos early this morning. one of the pictures they are showing firefighters as they pull a man to safety from the top floor there. the man remains in critical condition, we're told. two other men inside managed to escape and they called for help. now, while we wait to learn the cause of that fire, official officials want you and your family to have a plan. for a list of safety tips, watch news4 today or check out our nbc washington app for fire prevention week. now harvey weinstein's wife is leaving him. also new tonight, tmz reporting that weinstein's daughter told police that weinstein is suicidal and

forward accusing the movie producer of sexual harassment, even rape. angelina jolie says that weinstein harassed her when she was younger. controversy over a mural in the district. a local artist says if she's not getting credit for the creation. aja adams told news4 that she's co-create for of the idea and the design but hasn't gotten credit for it. appears the artist who painted the mural acknowledges aja's work and her effort but hasn't given her props. >> there's a lot of artists that are like me whose stories or art is always taken and no one is ever held accountable. >> news4 reached out to the artist who painted the mural but shen'
