and landed new teaching jobs. we've been looking into d.c. schools to determine if there are problems there, too, and what we discovered surprised us and alarmed safety experts. d.c. doesn't even have a system for revoking teacher licenses. giovanni pena was once teacher of the year at oyster adams school in d.c., the most popular with kids, parents say. now he's a felon, just released from prison. >> even talking about it just makes me sad. >> reporter: he sought dion bell's son in fourth grade before admitting sexually abusing a different student. >> the first talk is about did this happen to you? and that talk is a very scary talk. >> reporter: pena pleaded guilty two years ago this month. >> the whole community, everybody was in mourning, basically. >> reporter: in most cases like this, a teacher like pena would be formally listed on a national database called nasdtec that lists 78s this teachers

nationwide, many of whom had misconduct statewide to make sure they can't cross state lines and get new teaching licenses. but pena isn't on the list. and we found other names missing, too. john solano who pleaded guilty and was in prison for sex misconduct at mckinley tech. and charles yuoung who admitted to sexually abusing students ap dunnbar high. they taught in d.c. >> if they lost their spikt, they're to be in our system. >> reporter: phil rogers runs the database. >> it would be very strange if there were no teachers in d.c. who had misconduct that resulted inni in their lose their certificate. >> reporter: it seems almost impossible. >> yes. >> reporter: the agency that overseas teacher licenses in the district has

teacher misconduct and added zero of the names to the national database. >> the teacher did go to jail. the teacher was publicly humiliated, but that's not enough. the teacher should not be allowed to teach ever again. >> reporter: other states including virginia and maryland approve regulations allowing them to revoke teacher licenses years or decades ago. in d.c. the regulations to do so are not yet final. the d.c. office of state superintendent of education aloud pena, solano and young's licenses to simply expire. no red flag raised to other states in other schools. >> we want highly qualified, effective teachers in front of every student every day. and there may be cases where that's not happening. >> reporter: d.c. state board of ed member joe wheedon says that leaves kids vulnerable in and outside of d.c. >> we're putting someone else's child at risk of being in a situation where they should be. >> reporter: someone over the district line in virginia or maryland? >> exactly. >> reporter: we didn't hear back from an

d.c.'s office of state superintendent says it hopes to have the policy in effect by 2018 or 2019. every local school system tells us it requires background checks for new teachers. but as we'll show you tomorrow night at 6:00, background checks don't always catch everyone. scott macfarlane, news 4 i-team. and breaking tonight on news 4 at 11:00, the crisis in california rages on, and more areas are in the line of fire. >> leon harris is at our live desk to tell us about an entire town that's been told to make a run for it. >> reporter: that town is calistoga in northern california. 5,000 people live there and 5,000 people are being ordered to get out. statewide the death toll jumped to 23 people. the fire has torched more than 100,000 acres. that's about 2 1/2 times the size of the district. tonight we're getting more

the rain really coming together in the last hour. notice where it is. heavy rain fairfax county in and around the gaithersburg area and montgomery all the way towards frederick. this is heavy rain that's coming in here. this is around the herndon reston area just to the west of fairfax. we'll continue to watch as this moves on toward the district and should be there in about the next 10 to 15 minutes or so as we're watching this rain move across our region. take a look at the wider picture here. this moves out. this is the heaviest rain really of this entire event. but once this moves out, the winds will shift more to the northeast. we can expect more showers, more drizzle during the day tomorrow. your thursday is going to be a little bit on the dreary side friday, too, but how does that play for your weekend. i've got your updated forecast. >> thank you, doug. were you sweating it out tonight? the nationals came through this evening and that

congressman steve scalise on his feet thanking police at a congressional baseball game this evening. there was drama during the game. it involved former nfl stars and then raw emotion as two officers were honored for their bravery. >> david bailey it looked like a return to normal. the officer who had been thrust into the national spotlight after the shooting at a congressional baseball practice is one of the members of the capitol police football team. a team made up of some very large cops. >> guards, baby, number one. guards. >> reporter: on the other side of the ball, members of congress and a few former nfl stars like herschel walker. >> this country has given me so much. and this is the least i can do is come out here and do some things for someone else. >> reporter: the charity game is played every two years and the cops have won the last three in a row and dominate the

baby prematurely and tonight the family is trying to shine a spotlight on domestic violence. shomari stone has our story. >> reporter: a rainy, dplogloom night in prince george's county. >> i'm angry. it's still a nightmare. it's sad that this had to happen to my family. >> reporter: dana greenwich williams is heart broken, her sister andrea is in critical condition. police say her boyfriend laquinn phillips doused her with a flammable liquid and set her on fire last month. andrea was pregnant during the attack and she was forced to deliver her baby in the hospital. police say phillips is the father. >> this affected the community. >> andrea, be brave. you will and you shall overcome. >> reporter: pastor lynn strange, the greenwich family, maryland state delegate angela angel and prince george's county police chief hank

raise awareness about domestic violence. >> reasonable, rational people can find themselves in a circumstance that violence is being brought upon someone they love and care about. >> reporter: he has officers who solely focus on domestic violence cases. the greenwich family and lynn strange urges the county to develop a domestic violence batterer's registry. >> if i'm an applicant in that community they can let the community know that he has the propensity to attacks such as what happened to andrea greenwich. >> reporter: her sister says the registry is a good idea. >> at least if you have that option to say, this is his past. >> reporter: he's still behind bars being held without bond. he's facing several charges including attempted murder and arson. his next court hearing is on november 9th. in forestville, maryland, shomari stone, news 4. nbc 4 is working for you with our

rain. that is really coming down in parts of our area. you notice it north of fredericksburg into farc wire county. you see this line here and then you see a line of heavy rain back around leesburg. 270 out 50 or 7 out 66 down 95 you are going to get it for sure. i wanted to zoom in and show you where this heavy rain is about to encroach on areas like fairfax. you hear it right now. down on your windows, pounding on your rooftops. fairfax you'll get it soon. tyson corner is about to get it 40 minutes from now. around midnight in the d.c. metro area. you can see what's happening. this is the last little batch of the moderate to heavy rain. once this moves through, we'll see another change and that will come in a pretty big way tomorrow. out there tomorrow, a cool 67 degrees. winds out of the
