last month. the montgomery county woman was a beloved teacher in howard county. new messages of hate found at the university of maryland. there's a reward for information that leads to an arrest. there have been at least three incidents between this month and last at the college park campus including a swastika drawn inside a bathroom. a new timeline of the las vegas massacre from the owner of the mandalay bay hotel. mgm says the gunman shot a security guard in the hallway outside his room at roughly the same time that he started spraying bullets at a concert crowd below. on monday a police timeline suggested the guard was shot six minutes earlier raising questions about whether police were called in a timely manner. that attack killed 58 and injured 500 others. as the investigation continues there is an encouraging update on the young woman from our area who was shot and critically wubd edwounded i attack. tina frost is in a las vegas hospital. her father said

coming back to maryland soon. we spoke to news 4's chris gordon during a fund-raiser today in her honor. >> rich frost, father of las vegas shooting victim tina frost pays a surprise visit to the maryland restaurant that's donating today's profits as a fund raiser for teen thina. >> everybody is pulling for her so much. >> i know, i had to stop by. >> reporter: rick wears his team tina t-shirt. on his quick 20-hour trip back to maryland. we speak before he rushes to the airport to return to investigation and his daughter's side. >> hopefully be there when she wakes up. she might wake up tonight, might wake up any time. we don't know. i want to be there. >> reporter: tina was hit in the head with a bullet. doctors removed her right eye. her dad tells me their family is considering bringing tina back to maryland. >> it's a chance she'll be able to be blown next week to someplace for rehab and to start her many operations and our first choice is hopkins or maryland so she can be back here

fire, but it's expected to pick up this weekend. that could make the situation out there even worse. fires already one for the record books. at least 22 are burning right now. more than 3,500 homes and businesses destroyed and that includes devastation to the industry that is the region's lifeline. fires destroyed five wineries. nearly a dozen more damaged and countless others standing in the path of danger. now to the big dream that has become a reality in southwest d.c. the wharf is soapopen for busin. the home of d.c.'s historic fish market has been transformed into a neighborhood full of shops, restaurants and a whole lot more. team coverage begins with jim hanley who has a look at today's festivities and just how much this neighborhood has changed. jim, what's this i hear about you riding on a yacht? >> reporter: i tell you, you know, you're a nate washingtonian, have we ever seen a transformation like this? the

village, though. a few of the things you'll find, behind me, one mile long promenade or boardwalk, if you will and the restaurants are starting to fill up fast. the weather is not deterring anybody. you'll also find plenty of apartments to the tune of almost 900 residential units. we got hotels down here, too, retail along the banks of this washington channel. the anthem which is that 6,000-person arena, if you will, that will be allowing the foo fighters to perform here tonight and a lot of big name concerts coming up in the next two months. also this is just phase one. $2.5 billion later there will be a phase two and phase three. construction on phase two, by the way, begins next year. and will open in '2'20. this place has a lot of history as many of you know. the wharf then and now, hunting and fishing grounds, it was, for native americans. the fish market is the oldest continually operating open-air fish market in the entire country.

♪ ♪ i'm jim hanley live at the wharf working for you. bacon brothers still playing on the central stage here. and behind that, right over my shoulders, they are set to set off the fireworks in just minutes. we will bring that to you live. >> all right, thank you, jim. parents trust teachers with their children, but a dangerous few of those teachers abuse that trust. tonight a news 4 i-team investigation raises the question, is the d.c. government doing enough to prevent predators from slipping through cracks and back into classrooms? tonight the i-team is working for you to get some answers. >> they found the d.c. government isn't raising red flags to warn schools across the nation when a teacher admits to abusing a child. investigative reporter scott macfarlane joins us now with the latest in his continuing series. very disturbing, scott. >> for two years the i-team has investigated sex abusers in virginia and maryland

and landed new teaching jobs. we've also been looking into d.c. schools to determine if there were problems there, too and what we discovered surprised us. it is alarmed safety experts. d.c. doesn't have a sis tome ys revoking teaching licenses for even those who admit to crime. he was teacher of the year at oyster adams school, the most popular with kids, parents say. now he's a felon. just released from prison. >> they've been talking about it just makes me sad. >> reporter: he taught dion bell's son in 4th grade before sexually abusing a different stuntd. >> the first this is about, did this happen to you? that talk is a very scary talk. >> reporter: he pleaded guilty two years ago this month. >> the whole community just -- i mean everybody was in mourning basically. >> reporter: in most cases like this a teacher like pina would be formally listed on a national database called nasdtec. it raises flags78

many of whom engaged in misconduct, flagging them to education officials in every state in the nation to ensure they can't cross state lines to get new teaching licenses and access to kids again. but the news 4 i-team found pena isn't on the list and we found other names missing, too. john solano who plead the guilty and was in prison in 2013 for sex misconduct at mckinley tech and charles young who last year pleaded guilty to sexually assaulting students at dunbar high. pena solano and young all share one thing in common. they taught in d.c. >> if they lost their certificate they are to be in our system. >> reporter: fill rogers runs the date abbas of teacher license revocations. >> it would be very strange there were no teachers in d.c. who had misconduct that resulted in them losing their certificate. >> reporter: seems almost impossible. >> yes. >> reporter: but our investigation reveals since 2008 the d.c. office of state superintendent of education which over sees teacher licenses in the district has revoked zero he

and added zero of their names to the national database. >> since the teacher did go to jail, the teacher was publicly humiliated. but that's not enough. the teacher should not be allowed to teach ever again. >> other states including virginia and maryland approved regulations allowing them to revoke teacher licenses years or decades ago. in d.c., the regulations to do so are not yet final. the d.c. office of state superintendent of education allowed pena, solano and young's licenses to simply expire. no red flag raised out of states and other schools. >> we want highly qualified students in front of students every day and there may be cases where that's not happening. >> reporter: joe weed en said that leaves kids vulnerable in and out of d.c. >> other children are being put at risk. >> reporter: somebody over the line in the district

maryland. >> exactly. >> reporter: unlike every other state in the nation and d.c., charter school teachers are not required to have a license which means there's no license to revoke. no formal way to warn the nation if a teacher is accused of abuse in d.c.'s growing charter school system. including the case of alan coleman, arrested last year when a former student came forward and a us coo of him of sexually abusing her at the kip d.c. academy back in 2004. colan has pleaded not guilty. >> we've got to have ways to make sure that there are red flags when they need to be there. >> reporter: child abuse therapist says allowing chart schools to hire teachers without licensure puts kids at risk. >> everybody has to take part. it takes a village. we really do as a community have to all be participating in whatever small or large way we can to make sure that kids are safe. >> reporter: the school board overseeing

says it does not require licenses to give schools more flexibility in how they hire. it requires background checks on candidates. the i-team found background checks sometimes fail. according to a police report, the administrator of kip academy suspected coleman had an inappropriate relationship with a student in 2004. asked him to stand down and didn't renew his contract. we contacted kip academy about that report and they toemd us at the time there was evidence the misconduct mr. coleman was later charged with, we would have immediately alerted the appropriate authorities. and that the inappropriate relationship referenced in the report was professional in nature. months later coleman was able to get a new job with nearby capital city charter school. in this letter to parents, capital city says it ran a background check on coleman and that it came back clean. they sent that letter last year after police arrested coleman for the alleged 2004 misconduct. >> without the constraints of the licensure requirements that they're able to do things a little bit differently. whetherr

the risk is a question that i certainly have, but the law is the law. >> reporter: we checked and found alan coleman was able to get another teaching job in florida. the school spokesperson there tells the i-team he was terminated last summer. we tried reaching out to all the teachers in this report. we did not hear back. we did hear from d.c.'s office of state superintendent which says it hopes to have these revocation policies finalized in the district by 2018 or 2019. >> i can't get over how useful the background check is. what good is it if it doesn't have information about why the teachers are being moved around or fired? >> that is true outside maryland, d.c., virginia. background checks fail. it doesn't have a whole lot of definitive meaning. >> and the impact is far reaching. scott macfarlane, thank you so much. >> thank you, scott. >> you can watch the entire slipping through the cracks series, the half hour special the team produced including

>> a new twist in the grade tampering investigation in prince george's county schools. a tool designed to help investigators find facts wasn't getting to teachers and parents. >> that's right. but that changed today as bureau chief tracie i wilkins began looking into the problem. >> reporter: an investigation into whether teachers were forced to change grades in order to boost the graduation rate in prince george's county schools is ongoing. at borrows, one of the school board members who called for the state to investigate is worried key witnesses are being left out. >> we bumped into teachers that say, hey, we have information and a lot of them have not put those concerns in writing to the investigators yet because they didn't know they could. >> reporter: an independent firm hired by the state began its review in august and developed an e-mail, an anonymous hot line for whistle-blowers. >> you have reached the confidential hot line regarding the special review of prince george's county public schools graduation rates. >> reporter: but many school employees don't know about

the rain out there still not damp -- >> not dampening anyone's spirits. big weather day. we have the nats playing at 8:00. storm team 4 meteorologist amelia draper with what we can expect. >> it is going to be chilly and there is going to be some drizzle at the game. the good news i'm not tracking any rain that will be moving into the area that would cause them to delay or cancel the game. if you know somebody heading down there, hopefully they're dressed for the weather. this is hoodie, sweatshirt kind of weather with a poncho over top. look at the temperatures. we are in the low 60s for most of us, but you look back along the i-81 corridor, 51 in winchester. district currently coming in at 62 degrees. storm team 4 radar, drizzle is hard to see on the radar because it's so light. and also it's so close to the ground. so, a lot of times the radar overshoots it and that's why it's hard to track. it is picking up some light drizzle, especially over in parts of anne arundel and calvert

this is what we can expect on friday as we close out the workweek. a nice week, a little bit of every season in the forecast except winter, and i think we can all hold off on that for just a little bit. but take a look. tomorrow morning 7:00 a.m., some areas of drizzle as you head out and about. 58 degrees at that point. by lunch time, still some drizzle in spots. temperature around 64. we just kind of hang out in the 60s for the afternoon and evening hours. some scattered light showers are possible. otherwise damp, cloudy and cool. perfect friday night to pick out a movie you've been wanting to see either at home or in the theaters and check it out. of course, after you tune in to news 4 at 6:00. the school outlook for tomorrow, the weather is going to have a moderate impact at the bus stop. the chance for some showers there recess is looking cool and damp but i do think that it will be outdoors tomorrow. after school activities, more drizzle likely. that goes for friday night football as well. so you definitely want to bundle up. and take a look at your ten-day forecast. saturday we'll have plenty of clouds, high of 72. on
