"early today" starts right now . deadly wild fires are sweeping across northern california this morning. at least 31 people have been killed and they're trying to track down 41 others who are missing. officials are warning of winds that could wildly shift the fire's devastating path. meanwhile, the fire continues with the california national guard as they drop water from a bucket dousing the raging flames below. in santa rosa for us this morning and what is the latest on this ongoing disaster? >> reporter: well, you mention the winds and that's what we're going to be watching very closely as this day goes on. the forecast is not good. that's not good news for the fire fight. the expectations is the winds are going to kick up by this afternoon and continue blowing hard through tomorrow. that's going to be an issue for

>> reporter: it sets off a 60-day timeline if the president decides to decertify. for congress to act, congress would then have 60 days to figure out whether to reimpose sanctions. president trump has said repeat lade he doesn't like this deal, he thinks it's a bad deal and all indications from our sources is he will decertify. that doesn't pull us completely out but it does force congress to make decision on whether or not to impose sanctions on iran. the white house says this is part of a larger strategy to deal not only with their missile capability but with iran's support for terror and we can learn more about that this morning. here on capitol hill, democrats and republicans are split on whether or not iran is actually complying with the deal. that's the essential question with the president's decision. is iran complying with the terms of that
