[ applause ] >> new this morning, just hours after president trump signed an executive order aimed at changing some of the affordable care act laws, he makes a brash move toward insurance companies much late last night the white house announced plans to halt payments to insurers. the cost shared reduction payments are used to reimburse insurers for lowering out of pocket costs for customers. the white house says the government can't legally continue to make the payments without authorization from congress. but critics of the president call the move a spiteful act that would hike premiums. president trump is expected to announce his decision to decertify the iran deal. the president's decision comes ahead of sunday's deadline that triggers a 60-day window for lawmakers to determine whether to reimpose sanctions related to iran's nuclear program that were lifted as part of the 2015 agreement. officials say the administration specifically wants to renegotiate the

so in response, the insurance companies are raising rates. they were anticipating this. they're already seeing the rates go up in many states. we've been looking into that. 20 to 25% is what the congressional budget office was predicting. in some states we've seen 30% for more which is what people will end up having to pay without the insurers getting the subsidies. republicans said all along, the subsidies were never authorized by congress and should have never been paid. that's the trump administration's argument. democrats, obviously, saying they think this is spiteful. they call it pointless sabotage. >> tracie potts live on capitol hill for us. thank you. reaction continues to pour in after president trump's tweets about pulling federal resources out of puerto rico. yesterday the president sent a series of tweets ultimately saying we cannot keep fema, the military and first responders in p.r. forever. most of the island remains in the dark. more than three weeks after
