[ applause ] >> new this morning, just hours after president trump signed an executive order aimed at changing some of the affordable care act laws, he makes a brash move toward insurance companies much late last night the white house announced plans to halt payments to insurers. the cost shared reduction payments are used to reimburse insurers for lowering out of pocket costs for customers. the white house says the government can't legally continue to make the payments without authorization from congress. but critics of the president call the move a spiteful act that would hike premiums. president trump is expected to announce his decision to decertify the iran deal. the president's decision comes ahead of sunday's deadline that triggers a 60-day window for lawmakers to determine whether to reimpose sanctions related to iran's nuclear program that were lifted as part of the 2015 agreement. officials say the administration specifically wants to renegotiate the

. your time is 5 sclon 15. welcome back to "news4 today." good morning, i'm eun yang. >> i'm chris lawrence. we're following a developing story in north carolina where two prison officials have been killed not far from the virginia border. investigators tell us they set fire to the -- in elizabeth city, tried to break out of prison. they were all cute but n-- all t but not before two officials were killed. finally free from a terror group linked to the taliban. now they will get medical and psychological care and a trip back home. pakistani forces rescued caitlin coleman, her husband and three children this week. the network captured the couple five years ago. all three of the children were born in captivity. the family is now safe. but it's not clear where they are right now. military officials say the family asked for

jason aldean is making an emotional return to his concert after the massacre in las vegas. this was last night in tulsa, oklahoma. you'll remember aldean was performing at the route 91 harvest concert on october 1st when stephen paddock opened fire and killed people and injured hundreds more. >> we gotten couraging news this morning. we're getting great news about the woman in maryland who was shot. >> we're hearing from the father of tina frost. rich frost says his daughter may be able to fly back to our area next week. he made a surprise visit to the hideaway, the restaurant donating thursday's profits to his daughter's recovery. we caught up with him before he rushed to the airport to return to his daughter's side. >> we appci

way in fort washington. it's one day after the fbi released new photos following the student's death. her body was found in north carolina more than ten days after she was missing in norfolk, virginia. they want anyone who may have spotted her 2014 mini cooper with maryland plates to call them right away. the death toll in the wine country wildfires has now risen to 31. making this the deadliest week of wildfires in california's history. right now, authorities are trying to track down about 400 people who are still missing. the damage caused by the fires is enormous. neighborhoods have been wiped out. more than 3500 buildings burned. equifax says its systems were not compromised in the company's latest cyber breach scare. the credit reporting agency disabled one of its pages while a third party vendor iowe this comes one month after a hack of equifax exposed the personal

million people. >> there are customers still trying to figure out how to protect their identity at this rate. we're working for you this morning concerning a tampering investigation in prince george's county. >> because some teachers and parents reached out to us here at news 4. they wanted to report possible tampering and didn't know who to contact. our prince george's county bureau chief, tracee wilkins went and got answers. >> reporter: there are a lot of teachers inside the prince george's county school system who would like their voices heard in the possibility of grade tampering within the schools. in fact, the investigators who are taking care of this investigation on behalf of the maryland state board of education set up an anonymous hotline and e-mail that a lot of teacher don't know about. the prince george's county school system did not inform employees of how they could participate in this investigation. news 4 began to look into this. after asking questions, the prince george's county school system decided to send

>> game 5 heartbreaker. nats fans waking up feeling let down. the so-called d.c. sports team curse continues this friday the 13th. >> every year. every year. my heart gets broken. first at 5:47. another bombshell after president trump signs an executive order on health care. he's looking to deliver another blow to obamacare by ending subsidies to certain health insurance companies. >> we know that gets a little technical. tracie potts joins us live from capitol hill to sort of break it all down for us. what does this mean? >> the bottom line is more than half the people who get marketplace insurance with obamacare plans are low-income families eligible not just for the tax credits but for an extra subsidy that lowers their out of pocket costs. that is paid directly from the government to the insurance company for offering that discount and now those payments are going away.

so in response, the insurance companies are raising rates. they were anticipating this. they're already seeing the rates go up in many states. we've been looking into that. 20 to 25% is what the congressional budget office was predicting. in some states we've seen 30% for more which is what people will end up having to pay without the insurers getting the subsidies. republicans said all along, the subsidies were never authorized by congress and should have never been paid. that's the trump administration's argument. democrats, obviously, saying they think this is spiteful. they call it pointless sabotage. >> tracie potts live on capitol hill for us. thank you. reaction continues to pour in after president trump's tweets about pulling federal resources out of puerto rico. yesterday the president sent a series of tweets ultimately saying we cannot keep fema, the military and first responders in p.r. forever. most of the island remains in the dark. more than three weeks after
