brock ridge road, near the bw parkway. chopper 4 was actually headed to another fire in silver spring when our pilot spotted this and called it into the fire department. >> for more than an hour we watched it burn up and explode. we are working to find out exactly how it all started and we'll bring that to you just as soon as it comes in. >> as fire crews get that fire under control, a second fire forced some to escape from a four-story apartment building in silver spring tonight. >> that's where we find news 4 shomari stone. shomari, some people are without a place to state tonight, huh? >> reporter: yes, indeed. it's sad when you walk down the block and see an elderly woman wrapped in a blanket. it's chilly here right now. we arrived on the scene approximately 9:45 this evening. there are people down there who are displaced. montgomery county fire fighters are behind me. they are assessing the scene, trying to determine how many people cannot live in the building behind me. people tell me that they were scared when they saw the thick flames a h

>> a little distraught. >> reporter: linda lopez is shaken up after fire fighters rescued people from her apartment building. she lives in a unit with her mom. >> i was literally coming home from school and i saw that the basement kaz caught on fire and i immediately called my mom to come downstairs. >> reporter: montgomery county fire fighters arrived in minutes. a spokesman tells me the fire started in a first floor apartment. the ten apt was allegedly smoking a cigarette while wearing an oxygen mask that sparked the blaze. >> and that's what the leading theory is right now, but we got the call a little before 9:00. arrived on the scene, had heavy fire showing from the back of a four-story apartment building. this is an older building. >> reporter: fire fighters rescued people from heavy smoke in the building. the owner of the apartment where the fire started is at a hospital suffering from smoke inhalation. meanwhile, several families can't live here. many apartments have water or smoke damage, and the roof is unsafe. as for linda's mother,

violent organizations like ms13. news 4's jackie benson is live to walk us through the changes that are coming. jackie? >> reporter: well, doreen, there is almost no area of the county that has not been touched by gang activity and the top prosecutors words on it are chilling. >> it's a complete aberration. we really didn't have much gang violence that rose to this level for about 15 years. in the last two years we've had 20 homicides. >> reporter: the shocking abduction and murder of 15-year-old gaithersburg resident last february highlighted what officials say is a growing gang problem in montgomery county. states attorney john mccarthy says a new memorandum of agreement will help law enforcement root out gang activity in schools. he tells news 4 he also plans to bring organized crime prosecutions against gang members. >> we are going to begin to target the leadership. we are going to do grand jury investigations. we are going to do what we think

they tell us the mood tonight was up beat and relaxed, very different from earlier in the day. >> i was really scared and then my parents were calling me because they were hearing about it in the news. so, it was really just like pretty frantic. >> campus officials sent out a text alert to students around noon today. police locked down parts of the northwest d.c. campus. they spent hours sweeping the buildings. now students say they want to know who called in the warnings and why. we're getting a new indication now how the dow jones will do tomorrow after it hit 23,000 points for the first time ever. >> japan's nikkei and china's shanghai are already up. earlier today the dow hit the record during the first 90 minutes of trading. economists attribute the sharp rise to low interest rates and more companies making money. since president trump was elected, the market has increased 28% partially because of mr. trump's decision to dee

soldiers killed in niger arrived back in u.s. today, it comes a day after president trump claimed several past presidents, partly president obama, did not call family members of fallen service members. a military guard greeted the body of sergeant david johnson in miami yesterday. president trump claimed mr. obama never called families after their loved ones died in combat, but today mr. trump seemed to walk back those comments. >> president obama, i think probably did sometimes, and maybe sometimes he didn't. i don't know. that's what i was told. >> president trump also suggested today that former president obama never called current trump chief of staff john kelly after his son was killed in afghanistan. but an nbc news source says the kellys were seated at the former first lady michelle obama's table during a breakfast for gold star families at

for many, the murder of a black college student is now being tried as a hate crime. prosecutors say sean urbanski targeted lieutenant richard collins iii because he was black. they say new digital evidence supports their claim. collins was stabbed to death last may while visiting friends at the university of maryland. he went to bowie state. urbanski is facing life without parole plus 20 years. those 20 years for the hate crime charge. >> leon harris here at the live desk. a major backlash against ford tonight after a consumer advocacy group demands the automaker recall more than 1 million explorer suvs. they are claiming they admit exhaust fumes in side the velks. the center for auto safety says it is worried carbon monoxide poisoning is making people sick. over the summer police departments across the country stopped using ford suvs over that very concern.

monoxide in their blood. ford blamed third-party modifications for those health results. the center for auto safety sa said they want ford suvs made between 2011 and 2017 to be recalled. some 2700 people have complained of exhaust odors. some of them have even reported feeling dizzy, some even passing out at the wheel. but ford says the vehicles are safe and they insist a recall is not necessary. instead, the company is offering free inspections and repairs to reduce possible exhaust issues. jim, doreen, back to you. >> leon, thank you. next at 11:00, toxic fumes leaking into cars making drivers sick, that's what he was just talking about. news 4 consumer reporter susan hogan is uncovering more problems. >> felt like i was going to fall asleep at the wheel. >> new tonight, to keep your

but what we uncovered in our investigation has us asking ford, how would it know? is it just a coincidence? >> i would get these massive migraines. >> i would feel like i'm getting a lot of headaches. >> is it possible these ford explorer owners are imagining this? >> i would be so sleepy i felt like i was going to fall asleep at the wheel. >> i felt like i'd get kind of -- my eyes get real watery. >> news 4 found complaints about exhaust odors dating back to 2011 and ford has been instructing its dealers on how to fix the leaks since 2012. but when james temple brought his car to a local dealership because he was concerned, he says he was literally told this whole carbon monoxide thing was fake news. >> i asked the people down there about it and they tell me all the people just put stuff out on the news trying to get something on the news and stuff like that. >> so they blamed it on the news? >> yeah. they said nothing's wrong with it. they hadn't heard anything about that. >> 18 in the back and 2

front. >> reporter: we had james's car tested and toxicologist found levels of carbon monoxide that alarmed him. >> this clearly is a level of concern. >> reporter: in nicky's case the ford dealership found leaks and fixed them and then charged her 600 bucks. >> i don't think i should be responsible for something that, number one, isn't my fault, and number two, a serious health risk for me and my family. >> while they will repair the lyri leaks, one thing we learned is dealers are not testing for levels of carbon monoxide. and remember, ford insists it has not found any unsafe levels. but if dealerships aren't testing, how would they know? we asked ford this very question. their response, these vehicles are safe. ford has thoroughly tested vehicles and has not found carbon monoxide levels that exceed what people are exposed to every day. and researching complaints to federal regulators, we found

to how ford dealerships are handling complaints, like this one from an explorer owner in d.c. who says, the dealership had no idea what he was talking about. or this complaint from a waldorf maryland explorer owner, i brought it to a ford dealership and they said it was nothing. we asked ford about the mixed messages, the company telling news 4, it's doing something about it. by the end of this month, all dealers nationwide will have a complete dealer bulletin announcing a plan on how to deal with customer complaints about fumes. the program also answers questions about who is paying for the repairs. for our customers, peace of mind, ford is offering complimentary service that reduces the potential for exhaust to enter the vehicle. customers can take their vehicles regardless of mileage or warranty status to a ford dealer to have this service performed. so, this free service begins november 1st and it will

river. radar is dry. satellite radar together, this is very odd. we do not see this very often. normally we have some kind of a storm happening in the u.s., but from d.c. to minneapolis to dallas all the way back up to portland, oregon, there's a couple of showers up there towards seattle, but that is it. the other exception, extreme south florida, but the entire nation all the way up into canada really nothing going on. we've got high pressure dominating and that's going to keep us with some nice cool nights and some nice warm afternoons. now, tonight we'll consider a cold night for this time of year. 45 degrees in d.c., 35 winchester, by the time you wake up 36 in cull pepper. that's why we have that frost advisory in the areas of blue here. back toward the shenandoah valley. we have areas that will be close to freezing so a freeze warning in effect there. don't be surprised if you need the ice scraper for your car. don't be surprised if you need maybe the gloves, maybe the coat, yep, the jacket, the sweater, the boots, the nice boots. and the layers because layers are so opponent. you're going to need a lot of layers in the early morning. l

off the jacket, maybe the scarf, take those off as temperatures warm into the 50s. still cool at recess tomorrow or lunch. 59 degrees, 69 degrees by the time you're picking the kids up. look at the temperature trend. 71 tomorrow, 74 thursday, 75 friday. you mention the marine corps marathon, runners i hear they like it cool. so, 59 early in the day and then by 7:00 we're at 60 degrees. remember, sunrise is at 7:24 and the start of the race 7:55. if you are running the marathon by around noontime, we're talking temperatures close to 72 degrees. so, it is going to be a very warm day. next week a lot of rain potentially next tuesday and wednesday, that's potential big storm that could bring us some really chilly air. we'll talk more about that next week. those runners, i've heard they're really nice people. they're really cool. i've got to meet some of them and maybe get into a club or something. >>
