story. the next phase of special counsel robert mueller's russia investigation begins today. sources telling nbc news, a federal grand jury approved the first criminal charges. that means sometime this morning we're going to learn who is being charged and with what. kelly o'donnell has the latest on the story developing fast. >> on a dreary gray sunday, president trump stays inside the white house, but active like a cloud burst on twitter. venting broadly about the russia investigation blaming democrats for a "witch hunt" for evil politics while washington, a town thriving on being in the know waits in the dark for special counsel robert mueller's first indictment. >> we haven't been informed of who it is and i don't think it would be appropriate for bob mueller to tell us. warns that an indictment is coming makes secrecy a factor itself. investigators and by

counsel with whom the white house continues to cooperate. kelly o'donnell rorpgt and they have not commented on first indictment in the mueller investigation. there was no time for a young woman to react when a boy jumped on to her suv from a highway overpass. this morning we're learning more about her. marissa harris graduated from to you send university. she and her boyfriend were driving down i-66 when a 12-year-old boy jumped off the overpass. she was able to steer it off -- harris died instantly. the boy is in the hospital with critical injuries. police are investigating it as an attempted suicide. today the former head the security of richard montgomery high school will be sentenced. he pleaded guilty to a counts

on first 4 traffic. the bay bridge back open after the issues early this morning. >> the winds gust at 55 miles an hour. now they're back in the 30 to 40 miles per hour. >> big trucks probably won't be able to drive over them until the winds are settled down. but regular automobile traffic can go back over. >> it was nasty and rainy during the game. as soon as we got to 7:00 last night, the winds really picked up. winds are still averaging 15 to 25 miles per hour. but that's the sustained wind. when you figure in the gustiness to it, look at the gusts. still well over 30 miles per hour in many spots. 37 mile per hour gusts in annapolis. 36 miles per hour in prince george's county. two areas of low pressure. one in new england and a secondary low pressure wave just about on the west side of philadelphia. on the backside of that, we

commuters. what are you seeing there? >> reporter: good morning. that tree is gone but the road is still blocked off. obviously, a problem as the morning commute gets under way. this is in the 3800 block of canal road near fox hall road. the road is behind me. it's hard to see the area from where we're standing. it's hard to see anything out here this morning. it's very dark. making the roads pretty dangerous out here. it's dark, raining and a lot of leaves and branches. especially if you take the rural back roads. when i was driving in, it was hard to see the lane markings as i was driving. as you're headed out, be sure to go slowly and be careful. back to you. >> aimee cho live in upper northwest d.c., thank you. justin finch is live on the road for us this morning. >> he's looking at some of the spots you need to watch out for because of the weather. looks pretty windy.
