leaving others with team coverage with a look near your home. good morning everybody. it is 5:00 a.m. now. i'm aaron gilchrist. i'm eun yang. we're working for you as we head out on this rainy monday morning. we're dealing with a lot of issues on the roads for sure. >> lots of slippery wet leaves as well. lot of leaves and the wind is going to be -- >> pulling your hair all over the place. >> the rain is leaving but the wind will stick with us. the wind advisories before you step out. keep in mind the wind is helping to bring in cooler temperatures too throughout the day today. here's a live look at the radar. this is a bigger storm system developing across much of the northeast. it's leaving our area currently. but if you are still in maryland near annapolis, that's where we have heavy rain across the bay bridge. that's going to continue to slide through the east. light rain. it's mostly in much of maryland, calvert county, prince george's county. here's the wind advisory. pretty much everybody except if you're in parts of southern

the south. still breezy. gusts close to 50 miles an hour until 10:00 a.m. today. wind gusts closer to 30, 35 mira cross the area. it's going to stay breezy. bus stop forecast this morning. the rains clearing. but i think the kids will want a jacket. this afternoon, nicer, drier. we stay chilly in the upper 50s. a closer look in the afternoon. let's check the roads, melissa. >> wet across the area here this morning. 270 at montrose road. live look northbound and southbound. everything looking okay. but may need to use the windshield wipers. inner and outer loop from the beltway. 66 and 95 looking okay. prince george's county, in ashburn, headed out for a live look at this area. ryan road at evergreen mills. wires down. so ryan road expected to be closed until 7:00 this morning. as far as the bay

were completely shut down. now partially opened. >> melissa, thank you. breaking news on this weather alert day. angie goff has massive power outages to tell us about. angie, give us the numbers. >> bad weather like that. since we last checked, last hour, some places getting better. others are getting worse. dominion, virginia, reporting just under 3,000 people without power in northern virginia. that was our big trouble spot. that looks like that has shifted to novak. they now have more than 4,000. we are talking almost the entire coverage area in loudoun county in the dark. bge has several thousand outages. mecca reporting about 400 outage. pepco 250 people without power as you kick off the 5:00 a.m. hour. we'll continue to check on the numbers and keep you posted throughout the hour. aaron, eun. >> angie, thank

we continue our team coverage on this weather alert day. >> news 4's aimee cho is live on canal road where a fallen tree has been causing problems. we know the fallen tree is out of there. how is the rest of the day looking? >> we just watched the pepco truck drive away a few minutes ago. police are still here. they told me, they're hoping to open the road in the next half hour or so. that's good news for the commuters. this is canal road near fox hall road. this was causing headaches. it fell last night at 9:00 p.m. took utility workers a while to get it cleared. they were spread pretty thin. we've seen a lot of cars, even though it's so early in the morning. cars being diverted on to reservoir road. this is a reminder of how rough the morning commute will be. it's dark, rainy, lots of leaves t

as you head out this morning, make sure to go slowly and be careful. eun, aaron, back to you. >> all right, amee, thank you. justin finch is also checking out the roads. you might have spots where wires have come down. trying to get thousands of customers back online. justin will have a live report from loudoun county in a bit. today begins a new phase in special counsel robert mueller's russia investigation. >> that's because sometime this morning we expect to learn the first charges in this kachlts just who will be charged and with what remains unknown. but in the past, law enforcement sources named former national security adviser michael flynn and former trump campaign chairman, paul manafort as targets of mueller's investigation. both have denied any wrongdoing. also developing this morning, we're learning more about the local woman killed after the boy jumped off a highway overpass. marisa harris

towson university. on saturday, she and her boyfriend were driving down the highway and a boy jumped off the cedar lane overpass. the boyfriend steered the car off the roadway. but harris died instantly. the boy is in the hospital with critical injuries and police are investigating this as an attempted suicide. just a heartbreaking story all around. today markian toes, the former head of security will be sentenced. he pleaded guilty to a sexual abuse of a minor. he befriended a student last year and bought her gifts, including a cell phone that he used to text with her during and after school hours. that's in the air to left. here comes fisher. astros win

pictures of that now. aaron? >> melissa, thank you. we continue our team coverage with justin finch in loudoun county. >> that is where crews are on the scene of downed power lines. justin, what are you seeing? >> reporter: that's right, eun. we're seeing off ryan road in loudoun county. it's pitch black around here. the only lights are the lights off the stormtracker 4 by 4. chances are, many of you in northern virginia are waking up to conditions like this. heavy wind out here. most noticeably, waking up without power. ryan road to the scene that likely is causing all of this trouble for this neighborhood here. this is where we have reports of downed wires on ryan road near evergreen mills road. we had at one point roads of that road being blocked.

seeing that this morning. again, as you can see here, lots of darkness in this neighborhood here. on scene on ryan road, we have the sheriff's office blocking traffic in that area. as you make your way out this morning, don't be surprised if downed wires, branches and debris are causing you to scenes like this. you are seeing police cars, law enforcement blocking traffic so that work can be done to clear those thoroughfares to get you to work and school safely. that's the latest in loudoun, justin finch. back to you. >> thank you. 5:14. the driver of the transport van carrying freddie gray will appear in court for a disciplinary trial. according to the baltimore sun, this is the last resort for baltimore police officer cesar goodson jr. who you see here to face charges in gray's 2015 death. last month the department of justice said it would not bring federal criminal charges against the officers involved and goodson has been acquitted for the murder in

gray died from spinal cord injuries. he's maintained innocence. is counseling the controversial contract -- working to restore power to the island. the contract with whitefish energy was worth $300 million. it was under scrutiny because the company only had two full-time employees when the contract was awarded and because it's based in the hometown of the interior secretary. the company denies the secretary or anyone else in the trump administration had anything to do with the awarding of this contract. about 70% of puerto rico is still in the dark. as we brace ourselves for that rainy commute, check this out. that is snow. a good bit of it on the ground in western maryland. >> i'm covering my eyes. >> this is what the roads in garrett county looked like last night. i don't know how much snow they got out there. that's the reality. if you want to get early deep

power lines are down, a lot of issues there. a lot of trees down across the area. this is, in part, the reason why our rain has been lingering so long. this storm system has really slowed it down. so it's kind of slow to leave the area. for the commute this morning, the rain is currently leaving. wet roads still, though. some roads are closed, too, because of debris and some downed trees. but if you're heading to the bus stops this morning, as the rain leaves, you want the warm jacket. it's windy and chilly. recess will be drier and breezy. if you're exercising, it will be damp and chilly. this morning, a wind advisory, winds gusting. it's pushing off into maryland. closer to annapolis and delaware, philadelphia still dealing with the rain. here it is in new england. still dealing with that big area of low pressure. thas

this weather alert day with aimee cho. >> if you're just waking up a tree that was down had traffic shut down on canal road. aimee has an update for a busy morning for commuters. >> reporter: i have no good news for commuters. the traffic headaches continue out here. take a look at this map that shows you the problem. 3800 block of canal road near fox hall road. i just spoke to police a short time ago. they hope to open up this road any minute now. that is the one upside for commuters. this road has been shut down for over eight hours now because utility workers have been spread thin with several downed trees around d.c. from all the storms. right now, as rush hour is already getting newunder way, traffic is being diverted to reservoir road. if you're headed that way, know that's the detour to take. on the road, be aware it's very dark and wet. a lot of branches and leaves out the.

eun, aaron, back to you. >> aimee, thank you. it's 5:34. here's a look at other top stories this morning. today we're expected to find out the first charges in special counsel robert mueller's russia investigation. just who will be charged and with what remains unknown. tracie potts will have a look at some of the potential targets in this case. a grad stew ent at marymount university was killed after a boy jumped off an overpass on i-66. marisa harris was driving with her boyfriend saturday afternoon. she died instantly. that boy is now in critical condition at the hospital. the redskins are thinking about their upcoming game against the seahawks this morning and the injured players will now have to replace. they've lost to the rivals cowboys at home. they lost multiple players to injuries. they play the seahawks this coming week. firefighters save three children, including an infant

yesterday morning that home on al con drive caught fire. a woman called 9-1-1 to say there were children trapped inside. firefighters were able to rescue the children and revive them in the yard. the kids and a 17-year-old were all taken to the hospital in serious condition. we know that four others were able to escape that home and fire crews say the flames started in the kitchen. today the district could score an olympic-style sporting event. d.c. is one of the three finalists for the 11th gay games and the winner will be announced today. it includes 15,000 athletes competing in everything from ice hockey to roller derby. those games will take place in 2022. d.c. making a case, saying that you know what, the city has hosted a number of big events, they've done it for other sporting events here. >> pope was here. we know how to do it big. >> especially for security purposes. new this morning, kevin spacey is responding to accusations that he made a pass at a teenager

announcement of his own. angie goff is in the newsroom with what we learned overnight. >> a big response from actor kevin spacey this morning. he came out and officially announced that he is gay. he apologized for what he called deeply inappropriate drunken behavior if it indeed happened. if it is what happened. this started with an interview on buzz feed. be he said spacey climbed on top of him when he was 14 years old. a teenager. this happened at a party. now, spacey responded at length with a statement online saying sunday night on twitter that he didn't remember the alleged incident writing that if i did behave then as he described, i own him the sincerest apology for what would have been deeply inappropriate drunken behavior and i'm sorry for

>> what we know, they focus on mike flynn, the former national security adviser. undisclosed initially and also paul manafort, the former campaign chair. his home was raided and wire transfers and lobbying that he's done with foreign governments. but it may not be one of them. it may be a smaller fish, so to speak. some lawmakers think to get others higher in the food chain in this to come and talk to the special prosecutor. they may try to indict several people or may try to get someone to cooperate and use this as an inducement to get them to talk and get more information. bottom line, we don't know. it's a federal grand jury, supposed to be secret and so far it is. >> that's the way it's supposed to be. tracie potts, live on capitol hill for us. tracie, thank you. >> make sure to have the nbc washington app on your

the first charges are made public. we'll have continuing coverage all day here on news 4. president trump's approval rating dropped to a new low. with the latest nbc news "wall street journal" poll approval rating at 38%. that's down 5 points since last month. 58% of respondents disapprove of mr. trump's job performance so far. his approval rating of 38% is the lowest in modern times for a president at this stage of his presidency. the poll has a margin of error of plus or minus 3.3 percentage points. this week, you can enroll for coverage through the affordable care act. but a lot of people are confused about when and how they can get insurance coverage. that's because president trump and congressional republicans vowed to repeal it. that hasn't happened yet. it runs from november 1st through december 15th.

going to be an ugly day. here's a look at the radar. this is a local view. what we're seeing here. drying conditions. some of the rain along the eastern shore and heading towards delaware. we did mention a powerhouse of a storm. now take a wider look at the northeast. there you see it now. much of new england seeing the heavy rain and gusty winds. over the weekend, if you didn't know, we had a tropical storm develop. tropical storm philippe and the remnants of it moving up into new england. so this is the reason why we have such rainy, gusty conditions this morning. as we go through the afternoon today, we'll see improvements. locally we have the clearing. but the winds could be gusting here 50 miles per hour by 10:00 a.m. a lot of heavy rain here. this is going to eventually move away. nicer conditions today. hold on to the jacket. it's going to be a chilly wuchblt we'll look at the forecast coming up. let's look at the roads. good morning, melissa. sheena, taking a look at the roads.
