going to be an ugly day. here's a look at the radar. this is a local view. what we're seeing here. drying conditions. some of the rain along the eastern shore and heading towards delaware. we did mention a powerhouse of a storm. now take a wider look at the northeast. there you see it now. much of new england seeing the heavy rain and gusty winds. over the weekend, if you didn't know, we had a tropical storm develop. tropical storm philippe and the remnants of it moving up into new england. so this is the reason why we have such rainy, gusty conditions this morning. as we go through the afternoon today, we'll see improvements. locally we have the clearing. but the winds could be gusting here 50 miles per hour by 10:00 a.m. a lot of heavy rain here. this is going to eventually move away. nicer conditions today. hold on to the jacket. it's going to be a chilly wuchblt we'll look at the forecast coming up. let's look at the roads. good morning, melissa. sheena, taking a look at the roads.

what's going on. you can see the beltway. all the main routes into town and out of town, not affected by any rain at this point. but it has been pretty nasty throughout the morning. beach drive at the maryland state line. all lanes blocked because of that downed tree this morning. the bay bridge, still high wind warning in effect. we did have the bridge shut down at 4:00 this morning here. taking a look here down to the southwest. fairfax county parkway, a new crash reported there this morning. as you zoom in southbound. 395 at glebe. crash along the left side. guys? >> melissa, thank you. you can see we're not the only ones dealing with the wet weather, heavy rain and gusty winds. it hit part of new york, new jersey and connecticut. remnants of tropical storm philippe making for a wet mess across the northeast with flash flood watches in areas.

coverage of this wild weather. justin finch is in loudoun county now. tracking downed power lines. >> we continue with news 4 justin finch. what are you seeing out there? >> reporter: hey there, eun, aaron. seeing still windy conditions out here in loudoun county on red hills road right now. making your way towards evergreen road. debris on the street straight ahead. we have work under way on downed wires here. this is evergreen mills road by ryan road. loudoun county sheriff's office working to restore the wires. seeing them being lifted up here as well as restore power to the general area. as you make your way to northern virginia as we have seen, you're going to see debris in the roadway talking about leaves, branches in some areas and other debris as well. so be prepared to slow down as you travel around. also, lots of reports of

outage throughout the area. we're talking about thousands here. each as far as fairfax county at back lick and braddock roads. want to tell you town of leesburg is reporting intermittent traffic outages. they're asking you to treat them like four-way stops. be very careful, be on alert. the lights will be out in several areas. build in time as you make your way up so you're not -- there's very windy and slick conditions. >> justin finch on the road. a lot of your neighbors are waking up in the dark. we're working for you and checking the numbers. dominion energy has nearly 3,000, mostly in arlington. know vek has 2,000 people. all in loudoun county. >> pepco, they have thousands without electricity in the district now. we checked with bge, reporting several hundred in our

sexual abuse of a minor. he bought a student gifts, including a cell phone, that he used to text with her before, during and after school hours. robert mueller's russia investigation heads into a new phase today. >> that's because his office is expected to announce the charges. angie goff is in the newsroom with more on the charges. >> this is what we know. a federal grand jury approving the first charges in that case as you mentioned. what the charges are at this point, that remains a big unknown. we won't know who will be charged today until the indictments are unsealed. in the past, law enforcement sources have named former national security adviser michael flynn and former trump campaign manager paul manafort in this investigation. both denied any wrongdoing and we don't know in either man will be charged today or if it could be someone who

well-known. we'll keep you posted. sdmie 6:06 right now. the fbi began investigating the matter in july of 2016 but the investigation picked up steam after president trump took office in january. robert mueller, the former fbi director was special counsel to oversee the troeb. now the new indictment could indict several key players, former am trump campaign manager paul manafort and michael flynn. president trump went on twitter and blames democrats for a witch hunt for evil politics. mr. trump repeatedly denied any kplugs with russia that took place. meanwhile, the president's tweets are not reaction to anything involving the special counsel. keep it here for breaking news on the indictment in the mueller

number one off-season question apparently. their next manager is dave martinez. the nats signed him for the next three years. martinez spent the last few years as the chicago cubs bench coach. he won the world series with the cubs last year and the cubs beat the nationals in the playoffs this year. we hope some of that will rub off. talk about a dark and stormy night for redskins fans. feels like a monday. they had the loss against the rivals cowboys, and then having to drive in this stormy weather. the big question, how will the redskins do with all the injuries. if they want a chance this year, they have to win the next game. >> they had a lead then let it slip away. carol maloney shows us how it all happened from fedex field. >> reporter: it was raining, it was pouring and, well, there was not enough s

>> news 4's aimee cho working for you on canal road where a tree fell and caused headaches. an update on conditions now. aimee what are you seeing? >> reporter: one less closure you have to worry about. that is good news. take a look at this map. it shows you the problem. the 3800 block of canal road northwest. this is near fox hall road. a busy stretch of road. this is closed overnight due to a downed tree t took utility workers so long to clean it up. they were spread pretty thin dealing with several different downed trees throughout washington with the storms. luckily, that is reopened in time for morning rush hour. you no longer have to worry about that. as you hit the roads, be careful. the roads are still dark, wet from the rain. covered with a lot of leaves and branches. especially if you're taking the more rural back roads. please do drive carefully. back to you. coming up on 6:16.

canceling the controversial contract with a montana company working to restore power to the island. the contract with whitefish interview is worth $300 million. it was under scrutiny because the company had two full-time employees when the contract was award and because it's based in the hometown of the secretary of the interior. the company denies the secretary or anyone else in the trump administration had anything to do with the contract. about 70% of puerto rico is still in the dark. some neighbors still don't have power at the promenade apartments in bethesda each after they were told to go home. it's been more than a week since a fire forced them out. it burned part of the high-rise back on october 21st. the building did not have running water or electricity for days. according to our news partner at wtop management let people back in yesterday but some say they couldn't still turn on the lights. the fire caused about a million dollars in damage. chuck bell and

during the game. they play the seahawks this sunday. 6:34 right now. firefighters saved three children to a burning home in temple hills over the weekend. >> one of the children is an infant. yesterday morning that home caught fire. a woman called 9-1-1 to say that children were trapped inside. firefighters were able to rescue the children and revive them in the yard. they were all taken to the hospital in serious condition. four others people were able to escape the home. fire crews say the flames started in the kitchen. a husband in northern virginia is being called a person of interest in his wife's death. the loudoun county sheriff's office says on saturday morning the man called a family member to watch his children. when that relative went to the house, which you can see on the map here, the woman was found dead. shortly after that, the husband was sent to the hospital after a serious head-on crash. another driver cri

they have not released the names of anyone involved. the national highway traffic safety administration is lawn pg a pilot program to notify drivers to any open recalls when they register vehicles. maryland was the only state to apply. we're getting a look at new video on board a united airlines flight that was originally headed to dulles international airport. a passenger there recorded the emergency landing in boston. the flight was on its way from munich, germany, when there were reports of smoke on the plane. the smoke came from the plane's galley which is where the food is prepared. no one was hurt. a historic church in alexandria is relocating two plaques that honor george washington and robert e. lee. leaders decided that they may create an

melissa mollet is here. take a look at this big problem this morning. camden line service suspended because of a downed tree at laurel. metro honoring tickets. just got off the phone with them. another problem because of the weather. this downed tree on beach drive at the maryland state drive. all lanes blocked there. >> outer loop before 95. maryland. crash in the left lane and outer loop. crash on the right side. rest of the beltway looks okay. northbound gw parkway. car off of the roadway there. 66 inbound off of the toll road. after the crash, you can see travel times not terrible right now. beltway pretty slow. germantown to the spur, pretty good there. 37 miles per hour. going to take you 15 minutes from 95 to 270. 66 inbound outside the beltway here from fairfax county parkway to the beltway. no big issue
