center, the site of the worst terror attack on american soil. it is lit up in red, white and blue this morning just hours after yesterday's mele a few blocks away. that is where a man drove a box truck on to a popular trail killing eight people. we're going to get you up to speed on the very latest from the speed and what we're learning about the suspect. first up to chuck bell and what you'll face as you head out the door. how the wind is behind us, we're moving forward, chuck. >> still on my little sugar fix. that's all right, though. didn't have as many trick or treaters, so extra candy for me. cloudy skies across the area. these clouds will continue to thicken up as we go through the remainder of the day. most of the rain. that is light snow across indiana and ohio. most of that staying well to our north and west. not much of a rain threat for the next couple of days, but that being said, a lot of cloud cover here early this morning. temperatures

chilly. we're in the 30s in the shenandoah valley. low to mid 40s here in the city. planning out your day, plan on a lot of clouds. not much of a rain threat today. i couldn't rule out a sprinkle or two in the shenandoah valley. most of us, molette, will be on the cloudy and dry side. back to that breaking news in new york where eight people are dead after a man mowed them down on a popular bike trail. new york city mayor bill de blasio said this was a cowardly act of terror intended to test our spirit. the attack began unfolding at 3:05 p.m. the suspect drove the rented truck on to a bike path on west street near houston street. all of this in the tribeca neighborhood. then he collided with a school bus on chamber street. keep in mind this is a residential area. this happened in the middle of the afternoon with dozens of people around. nbc's jay gray spoke to some of them about how that attack

unfolded. >> multiple people on the ground from chambers all the way up to halstead. >> reporter: victims of an afternoon attack along the lower bike path. >> it happened out of nowhere. i was walking down the street and multiple gunshots. >> reporter: this rented truck barrelling over bikers. eight people killed, 11 injured. >> this was an act of terror and a particularly cowardly act of terror aimed at innocent civilians. >> reporter: carried out, police say, by 29-year-old sayfull sayfullo saipov. this video showing alla akbar according to police. >> i saw the dude with two guns and the guy with the two guns for some reason was running around. he was getting chased. and then all of a sudden four shots went off and we all just started running. >> reporter: a patrol officer shooting and stopping the s

he's in bellevue hospital right now and to this point has refused to speak to investigators there. police say he acted alone and at this point in the investigation federal agents say they've found no connection between the suspect and any terror organizations. jay gray, nbc news, new york. more now on the suspect. he came to the u.s. legally in 2010. officials say he had been staying in new jersey where he allegedly rented the truck he used in yesterday's deadly attack. his permanent address is listed in tampa, florida. one of our nbc news choppers was over his apartment complex as investigators interviewed his neighbors. most of them told our affiliate he seemed like a nice guy. they didn't know him very well. >> i saw him early in the morning and then at night. >> one person he's good, the next day you hear he did something in new york, something that you can't even imagine,

>> reporter: we've also learned the suspect was an uber driver for six months and made more than 1400 trips. investigators say saipov didn't have a very big social media footprint. he was married in 2013 while living in ohio. investigators are looking to interview his wife. president trump weighed in on the attack in his hometown several times overnight. in his latest tweet the president says he ordered the department of homeland security to step up what he's calling our already extreme vetting program. he goes on to say, quote, being politically correct is fine but not for this. within hours of that horrific attack in lower manhattan, people made their way to georgetown for the annual halloween festivities. and as you can see there on that video, the police presence was large. new this year, but planned prior to the

strategically placed dump trucks capable of blocking a car attack. news 4 asked people in georgetown where being in the middle of a soft target made them concerned? >> i keep my eyes open. i can tell you that. >> i've been doing this every year for ten years and just thought it would be okay. it actually didn't even enter my mind not to come. >> police officers did go around to various bars and restaurants and told the staff there, speak up if they saw something suspicious. coming up at 4:26, we are going to check in with our aaron gilchrist. he is our eyes on the ground as this investigation develops and he'll bring us the very latest from new york. he is in the big apple. five after the hour now. went outside, chuck. i took a coat. it was a little bit too warm. up and down weather, it wasn't as cold as i thought it was

shooting cell phone video of ed gillesp gillespie's bus arriving at the an nondale parade. an officer told him to get out of the road. stark said he told the officer he's a reporter, but stark continued talking and at one point used profanity. it's against the law to curse in public in the county. they say the officer used a lawful take down tech knowing. this next story will upset anyone who trusts a business with their personal information. want you to take a look at this. news 4 is trying to find out why personal tax documents were put out on a dc sidewalk. there they are. the boxes were set outside of a speedy tax location on h street on tuesday. the business was apparently evicted. we tried to reach out to the business, but there was no answer. one, two. peterson hits it

what's usually a busy bike path is a crime scene this morning after a deadly terror attack and federal investigators are digging through the suspect's life trying to figure out why he drove that truck into a crowd of people killing eight. news 4's aaron gilchrist is live in new york starting at 4:26 this morning. this all unfolded in the shadow of the world trade center around 3:00 p.m. yesterday. the suspect drove the rented truck on to a bike path on west street near houston street, and this is in the tribeca neighborhood. then he collided with a school bus. witness bes say he jumped out of the truck and shouted alla akbar or god is great. this is a picture of officers detaping them after he shot. eight people dead, 11 hurt. a local teenager is showing some progress after being critically injured in a tragic crash last month. this was the scene that changed ben

you're watching "news 4 today." a little girl with some big ideas wants you to raise your hand. 10-year-old girl scout alice paul tapper wrote an op ed in "the new york times" after she realized that more boys than girls were participating during class activities. in her op ed tapper says she feels girls were afraid that the answer was going to be wrong and that they would be embarrassed. tapper's experience inspired her to create the raise your hand girl scout patch. girls can earn the patch by pledging to raise their hands more in class and getting others to do the same. well, this week we've been taking a look at our addiction to all things digital. and we've been testing you and

eight people. good morning to you, i'm eun yang. >> i'm chris lawrence. it's the sound none of us want to hear. you hear the silence and you hear everything that has gone on before. >> chris is in for aaron this morning who is on assignment this morning in new york. we want to go right to aaron before we get a look at weather and traffic. you were on the scene just a few hours ago and you are back up this morning. what are you noticing now? >> this is still very much an investigation. you can see the rented home depot truck still parked on the scene here. investigators still looking around. this is now being investigated as an act of terrorism. the fbi and new york police departments are here pulling together evidence. we know that there were six people who were killed here on the scene, two people died at the hospital. several people injured as well. we're going to have much more on

about the investigation as a whole this morning. >> we've been able to gather quite a bit. our sister city has been working to gather information as well. we can share that with you. i want to point out that as we are set up a block away from the scene where this all ended after that truck came down several blocks of a bike path that was littered with basicyclists and people walking as well, that truck is still on the scene here in the shadow of the world trade center. we can see right over our shoulder. let me show you video that we're just getting into the newsroom, some cell phone video that shows the suspect running away from the scene after this attack. you take a look here. he had a hoodie pulled over his head but new york city police say this is 29-year-old sayfullo saipov. you can see him pulling into traffic and then pulled out what we learned was a bb gun and he started to fire. we have new photo of police arresting the man after he was
