a fourth grade girl during class. the chilling details. and what's next for the teacher. >> announcer: news4 at 4:00 begins with breaking news. >> what a friday. what started out as a robbery in wheaton turned into a chase on the beltway. >> a chase that crossed county lines into prince george's county that ended with a crash that closed the lanes of the inner loop. traffic is bad in that area. news4's darcy spencer is on the phone. what can you tell us? >> reporter: this is a huge traffic mess. if you use the beltway in prince george's county you want to be aware and avoid the area. i've been driving these roads trying to get to the state police headquarters. all the roads across route 1,ery avenue, avoid the area if you can. we are showing live pictures of chopper 4 right now. i wanted to talk about how this all came to an end right here on the beltway. police pursuing a van

robbery suspects inside, at one point that van crashed and the robbers bailed out. the one person initially we were told critically injured. i was just able to confirm with montgomery county police that person is dead. that person was a suspect. they are still working to confirm that, but they do believe was a suspect in the armed robbery. and we can also see from the video that several people were detained there on the beltway. so, an active police investigation, a crash scene and also a fatality. so, a lot going on right there on the inner loop at this hour. we are working to confirm details again about whether those who were detained were arrested and what was their involvement in the robbery from earlier this afternoon. it was a robbery of a check cashing store right on georgia avenue in the wheaton area of montgomery county. they were able to escape in a van. police at some point spotted that van. that's when they began to chase through montgomery and prince george's county. they ended up there on the inner

greenbelt road and route 1 and that's where you see everything continues to play out at this hour. from what we understand a couple lanes have reopened, but again, it is a mess in this area. police are continuing their investigation so you want to avoid it if you can. we're working to get more details and we're going to come back with a live report here shortly. >> all right, thank you, darcy. let's go back up top and take another look at the traffic on the inner loop right now. two left lanes in route 1 are open. still very heavy congestion in that area. if you're a commuter you know how bad things can be there on a friday. now it's backed up seven miles. the situation certainly not going to help tonight. now we are going to keep an eye on the situation and we'll bring you any updates we get on the air and as well on our nbc washington app. pat? >> leon, what a mess this afternoon. well, now we take you to the storm center and a quickly changing weather situation. so, doug, i understand we are in for a bit of a shock as we head into the weekend. >> well, i mean, after today, pat, temperatures today got up to 79 degrees. the record high temperat

so we were very close to setting a record high temperature. but just look at this map. this tells the story. right now 77 d.c., we're at 82 right now in richmond. just to the west, 54 in pittsburgh, a 23 degree temperature difference here and this cooler air is going to be making its way our way. much cooler day tomorrow all because of a frontal boundary. the cold front moving through the region. you can see the front, the clouds stoshd with it driving down from the north and west. this is what's going to set the stage for a much cooler day on your saturday. also i'm tracking rain on your saturday, too. i'll take you hour by hour, see you back here in ten minutes. >> thanks, doug. an alarming assault in arlington county that has police on the look out and many residents and commuters worried about their safety. a woman told police that as she loaded items into her parked car, a man came up behind her and sexually assaulted her. it happened late last night near the intersection of south randolph and 31st streets just off

news4's chris gordon just talked to the police and he joins us live now with the latest on the investigation. chris, that is a very, very busy area. no wonder people are probably really scared there. >> reporter: well, there is a great deal of concern here in shirlg ton among the people who live in this neighborhood and those who come and go by bus here at shirling ton station. tonight many people are wondering why no one saw this attack because it happened right over there in plain view. a half a block away. passengers getting on and off buses at sureling ton station, the rape occurring 100 yards away. police say a woman visiting a friend's apartment was leaving, loading items into her parked car just after 10:30 last night. a man approaching from behind pushing her down, sexually assaulting her before running off. >> i can only imagine how scary an incident like this must

i would have responded immediately to that call for service. again, canvassing the area, we use our canines in the search as well as helicopter unit. >> reporter: the suspect running away, running up the street a block from the heart of shirling ton. news of the assault is putting people on edge. >> i think it's horrible. this isn't a dark alley way, this is in the middle of the street. it's scary that you don't have to be hiding in -- on a dark pathway for this kind of thing to happen in the middle of the night, so it's awful. >> reporter: arlington police are looking for help finding the suspect in this brazen and violent attack. that's the latest live in shirling ton. back to you. >> hope they catch the suspect soon. thank you, chris. >> thanks, chris. a local elementary school teacher is charged with hitting one of her students. mark segraves shows in northwest washington it's not the first time a student there has accused a teacher of assault. mark, what are you hearing?

leon. this is cleveland elementary school. the fourth grade teacher turned herself into police. she is charged with assaulting a female student, fourth grade student. it was caught on videotape according to police. on videotape you can see the teacher coming into the hallway, smacking the fourth grade student in the back of the head, then grabbing her by the neck and pushing her down the ha hallway. police say that constituted assault and 9 teacher has been charged. we spoke with parents today learning about this from reporters outside. they hadn't been notified by the school. here is what one parent who has a fourth grade student told us about the teacher. >> she's supposed to be a good teacher. she's real good at making kids learn. but she doesn't have a pleasant disposition. >> reporter: now, that teacher is expected to appear in court either late this afternoon or sometime tomorrow. now, in a separate

happened about two weeks ago an after school teacher is accused of assaulting a different student. now, police told us they are not filing charges in that case, but d.c. public schools continues to investigate that internally. both of these teachers remain on administrative leave. that is the very latest here in northwest. mark segraves, news 4. >> a all right, thank you for that, mark. >> two very different stories. after the release of a grade tampering report in prince george's county, the report found there was no systemic effort to change grades, but it did find a lack of monitoring and bad procedure. a staff that didn't consistently adhere to the district's own policies, poor record keeping and hundreds of grade changing irregularities. still, depending on who you ask, the report was either vindicating or troubling. bureau chief tracee wilkins is here now with a look at the findings and serious divisions today on the school board. tracee? >> reporter: the bottom line

that prince george's county school staff, a number of them, just did not understand the rule, did not follow the rules, broke the rules, and because of that students who shouldn't have been graduating did. now, this is the first time an investigation like this has happened in the state of maryland. so prince george's county doesn't have another county to compare itself to to see if there are other issues like this in the state. what the state is saying is what they found here is troubling. a new independent audit into graduation records of the prince george's county school system reveals students graduating without meeting state requirements. grade changing, transcript manipulation, poor oversight and training about grade policies within the school. but the report did not say that school ceo kevin maxwell orchestrated it. >> i've never done it, i've said all along i haven't done it, my team has never done it, the report says we've never done it. >> reporter: the more than 200 page report came after months of interviews and records reviewed in the

four prince george's county school board members asked maryland's governor to developing allegations of grade tampering. today two of those board members held a separate press conference responding to the report. >> what i heard was a ceo and board chair celebrating the fact that they were not directly tied, but that we still graduated hundreds if not over a thousand students in the past year alone who did not meet the state graduation requirements and that is very troubling. >> reporter: the state is giving the county school system three months to get all of this straight. they want folks trained. they want them to incorporate an automated system to get rid of keeping so many of their grades and things done on paper. they want all of this done and reported to them in a meeting in january and they'll decide what to do after they hear what the county is itting to do to fix its problems. reporting live in upper marlboro, i'm tracee wilkins. back to you all in the studio. >> thank you, trade ee. a scare at the white house minutes after

we want to show you a live look at the inner loop at the beltway in college park. this is the big story of the evening. a 7-mile long back up which is the result of a police chase and crash. the chase began after a robbery at a check cashing center. we now understand police are saying they have four people in custody as a result of that chase and their apprehension. we also have learned now at the site of that crash, the scene there, we now learned that one person has died. so, we have now four people in custody and one person dead as a result of that chase and crash this morning. as you can see that back up still extending all throughout prince george's county. we'll keep our eye on that scene there and of course give you any new information we have right here on the air and of course our app at the nbc washington app. >> the nation's two largest teachers unions tell news4 they are worried that teachers will soon lose cash because of the new tax proposal before congress.

aig could closer look at one of the cuts proposed in the bill for now and how this cut would affect teachers. scott? >> leon and pat, the head of the american federation of teachers tells news4 this plan comes at the expense of children, educators and families. republican supporters of the deal say the proposal helps cut taxes overall for the middle class, including teachers, but weeks before this tax proposal was announced we found teachers are spending a lot of money. a news4 i-team report showed local teachers spending an average of about $300 each to equip their classrooms with supplies, equipping their classrooms with money found out of pocket they are paying themselves. american federation of teachers and national education associations both of which headquartered in d.c., which represent hundreds of thousands of teachers nationwide say this new tax eliminates a tax deduction that puts money back in teachers pockets. we found three local sl

i'm erika gonzalez here at the live desk. new information on that armed robbery and chase out of wheaton that's b that's backed up the beltway for miles. montgomery county police told us they think the suspects involved may be behind other similar crimes in the county. it sounds like they have the same m.o. this was around noon today that this all started to unfold. a check cashing place on georgia avenue and a group of armed and masked men on the scene. according to police, they took off in a white van leading police on a chase on the beltway. at some point that van crashes. one man jumps out, is struck and killed by what appears b

4 of an accident that happened around noon thursday on busy plank road. police tell us a man driving a semi without the trailer attached was in the center lane when he suddenly swerved into the right lane, plowing into a lineup of cars stopped at the light. 54-year-old sherri laney was killed. her fiance's 80-year-old dad sitting in the front seat is in extremely critical condition. four other cars were also smashed in the chain reaction, injuring two others. the truck driver who caused it all, he's in the hospital, too. tonight he faces a felony manslaughter charge. the victim's loved ones struggling to make sense of what happened. >> we're angry. we're angry. we're hurt. we're in shock. we're in grief. and we're angry that this could happen. she was doing everything right. and she was just sitting at a stop light. >> reporter: now, sherry

let's get you up to speed on this friday with the breaking news that we have been covering, a serious crash and chase on the beltway. police think the suspects involved in an armed robbery and chase in wheaton that backed up traffic on the beltway for miles may be linked to some similar crimes in montgomery county. a man was struck and killed by what appears to be an unmarked montgomery county police cruiser after jumping out of the van police were pursuing. this is all happening on the beltway. officers arrested four people. we should also mention here that the robberies that police think this group of armed masked men may be a part of was a september 1st and september 22nd incident. very similar m.o.s here in all three cases. a developing story that darcy spencer has been keeping track of and new details will be coming from her a little later in our broadcast. back over to you guys in the studio. >> all right. thank you, erika. all right. did you get one, did you get yours? well, as you

hacker could use down the road for identity theft. >> consumer reports says follow these digital parenting tips. first, tighten up your privacy settings. you can set your facebook posts to go to just your friends rather than the entire public. limit your circle of friends even more by creating a list of close friends. another option, a closed facebook group which requires you to approve everyone to request access, always use caution before sharing a picture of a child's actual location, anything that could reveal hints of your home or their school. and be careful about sharing pictures of your kids in any state of undress. >> even the very innocent photo of your kid naked in the bathtub might kind of haunt them down the road since nothing in the internet truly ever goes away. >> as for rosie, she will continue to share, but with purpose. >> every post has to be intentional. so, just like my artwork, i make sure that each posting has a purpose and has a meaning.
