winter. it's cloudy, it's cold and it's about to get a whole lot colder. temperatures this weekend going below freezing for everyone. i've got your forecast. and breaking at 4:00, an arrest in the murder of a 19-year-old prince georges can the. >> the retired navy veteran is now in custody in connection with the death of a chauncey billy. >> announced in the last 30 minutes. erica gonzalez is at the desk working through the charging documents. >> almost two months after she disappeared, police have made the arrest in the death of miller. he's been charged with kidnapping billy. his name is eric brown, he's 45 years old. the family spokesperson confirmed there had been an arrest earlier today in the case. we got the charging documents a few minutes ago, soo we're stil going through them. but the fbiys

brown driving billy's car the day that she disappeared. they also have dna. brown was initially arrested for soliciting a prostitute and nearby witnesses brought them to this stage in the investigation. billy was reported missing when she didn't show up to work. a sandwich shop at a naval base in norfolk. this was in mid-september. a few days later her phone was found a few miles away from that location. more than a week later, her body was found even further. some 300 miles away near a church in north carolina. her parents, who live in maryland, spoke to reporters. this is also back in september. and said that their daughter was with god. and that they were okay with that. again, still going through these documents. as soon as we get a few more details we'll have them for you from the live desk. >> get back to us in just a bit, okay? first at 4:00, we're waiting to hear a response from kevin spacey after newal

sexual assault came out today. former tv news anchor in massachusetts said the actor sexually abused her 18-year-old son last year. heather said her son was too young to drink when he met spacey at a bar in nantucket. her son told the actor he could legally drunk. spacey got him drunk and sexually assaulted him. >> spacey stuck his hands inside my son's pants and grand his genitals. it was completely unexpected. my son's efforts to shift his body to remove spacey's happened were momentarily successful. the violation continued. >> hard to imagine being a parent in that position there. she said her son did not report the crime at the time because he was too embarrassed. but he's now filed a police report. to decision 2017 and the virginia governor's race. no time to rest just yet.

all this week, news 4 is helping you get ready for winter. not that we're counting, but the first day of winter just about six weeks away. >> can't wait. commuting around here is tough enough on a day without snow. this afternoon, we're getting an idea of how some of our local crews are getting ready, and it involves brand-new tool that could help a whole lot of you. team coverage for you this afternoon in a moment. doug will join us with a forecast that like it or not will remind some of you of winter. >> oh, yeah. but first let's get to the road crews. kristen wright joins us now with a look at the final preps under way out there.

>> reporter: hey there. we're standing in front of what montgomery county leaders say is the biggest salt dome on the east coast. now, that's our friend, john, up there. he's showing us how he loads up his salt truck. he's going to be doing some of that pretty soon here. montgomery county says that they just now did a practice run, where they simulated a six-inch snowstorm, and they tell me it was a success. it's been a while, but get ready. winter is, oh, so close. who knows exactly when it will hit, but believe you me, it's coming. montgomery county d.o.t. and their trucks are gearing up. sidewalk plows are brand-new to the fleet this winter. >> it has a salt spreader, and it holds a few hundred pounds of salt that we can spread on these paths and sidewalks. >> reporter: and hopefully it means faster cleanup. >

walk-behind snow blowers. so the process was a lot slower. but this year we expect to improve our efficiency in the snow removal process. >> this is incredible. this is the largest barn that we have in our system. >> reporter: it holds 27,000 tons of salt that comes all the way from south america, and the middle east. right to our roads, to our neighborhoods. >> in montgomery county, quality of life is important. this is why clearing the sidewalks, this is why clearing the roads as quickly as possible is important. people have high expectations in montgomery county. >> reporter: there's john. he's still going here. he said he loves what he does. so we'll see how much he's going to be doing this winter. so about those sidewalks, montgomery county did a survey where they figured out which sidewalks in the county are their responsibility. so they have a map

haven't already used them, you'll need those starting on friday right on into the weekend. we've got really cold air coming in here. temperature-wise right now, 49 degrees. look at that wind, though, north at 10. that puts our windchill in the low to mid-40s. very cold afternoon. 46 right now leesburg. so the average high temperature is in the low 60s. we're about 15 degrees colder than average right now. we're going to go way below that as we move into this friday and your weekend. saturday, the big day for the cold. radar, nothing to show. we do have a couple of showers trying to move through the area here. this is something we've been watching. but notice, most of this really not even hitting the ground. you see plenty of cloud cover from showers trying to move in. don't be surprised if you're in the southern viewing area, you may see a couple of sprinkles, but that's going to be about it. behind the system, not much going on here. this is kind of the scenario we'll be in during the day tomorrow, too. i expect more cloud cover tomorrow.

still have -- we're still socked in with the clouds. there are a few showers, maybe some areas of drizzle tomorrow. notice around noon, shower activity back toward the blue ridge. look what happens during the afternoon, 3:00, 4:00, 5:00, coming over the i-95 corridor. again, just drizzle or light showers, that's it. high temperature tomorrow 53, if we can even get there. cloudy and cool for sure. speaking of cool, look at this. 42 on friday. friday is the weather alert day because of the cold. not just 42, and 20-mile-an-hour winds. windchills in the upper 20s to low 30s late in the day friday afternoon. saturday going for a low of 29 degrees. that's 29 in the city. look at the suburbs. 22 frederick, 19 in winchester, 21 in manassas. these aren't windchills, these are the actual temperatures saturday morning. winds should stay fairly calm here, so i'ot

the mucous runs down your throat and you particularly notice it when you lay down at night. a lot of chest congestion, usually due to a sinus infection or bronchial infection. that's compared to a dry cough, that's more of an irritant. you're just having the staccato cough, due to cigarette smoke or pollen. >> and produces nothing. >> that's right. >> you have the barking, whooping, wheezing cough. >> three different sounds on that one. variable orchestra of coughs. the barking is usually due to kroup or viral infection. whooping cough is cough cough, and you take a huge whoop. last one is wheezing. oftentimes that means you've got the beginnings of asthma. >> most of us figure we're either getting a bit of a cold or sinuses or allergies, so we run to the drugstore and get a cough syrup. but you don't know which one. >> the number one over-the-counter medication is cough medication. so you've got to be able to know what's in it.

makes you stop coughing. literally turns off the cough from your brain. and decongestant helps you dry up the cough. and they can help you sleep. lastly is the prescription cough medications. that has stuff like codeine, which is, of course, a narcotic. it's never actually been proved to be more effective than over-the-counter, and it's risk yu because it is a narcotic. >> decongestant should be actually be an ex peck torant. >> like muse i next. >> who really cares, or needs to care about coughing, because a lot of people, you know, a lot of us cough until it passes. >> that's right. the people who particularly need to be worried are the asthmatics. that may be the first sign of uncontrolled az mass is the cough. second are diabetics. all that cough medication is

sugary sweet, it could cause a problem with your diabetes. third is people with high blood pressure if they use a decongestant, it makes their blood pressure go up. and parents, kids especially young kids will cough like crazy and then vomit. so jump out of the way. >> one thing i found really interesting is that coughs don't always come from your chest. they don't always have to do with your lungs. >> right. i spend literally all day long working this problem with patients, is where is the cough coming from. first it may actually be coming from the gut. what we're worried about there is re flux. you have it after meals, and particularly again when you lay down. second one is coming from your head. by that i mean it's dripping down from your sinuses. that post-nasal drip. use a sinus rinse to clear that one out. and lastly, is that dreaded tickle in the back of your throat. you've got that little bit of that tickle, the more you feel it the more you're going to cough. >> all righty. dr. jackie, thank you. >> be careful with t

we continue to update you on breaking news. police have made an arrest in the murder of shante billy, a retired navy veteran has

eric brown is 45 years old. and 21-year navy veteran. we've got the charging documents a few minutes ago. still going through them. here's what we're learning. brown was a day laborer on the base. he apparently actually helped build the sandwich shop where billy worked. authorities believe he was homeless. billy's co-workers say this man was no stranger to their shop. in fact, he was in there all the time, they say, and on numerous occasions made passes at and crude comments toward billy. the fbi says they have video evidence of what appears to be brown driving billy's car the day she disappeared. they also have dna. brown was initially arrested for a trespassing and a soliciting a prostitute charge. questioning and nearby witnesses actually brought them to this part of the investigation. more than a week after her disappearance, billy's body was found in north carolina. the fbi believes they have

some history on brown's cell phone. we'll get to that the next time i see you. back over to you guys in the studio. >> unbelievable. thauj, erica. first at 4:30 now, murdered over money. disturbing and graphic new details about a man accused of killing his fiancee in montgomery county. >> in court today, prosecutors say he confessed to the whole thing. a 911 dispatcher said he admitted strangling and suffocating his girlfriend days before her birthday because she spent all his money. a look at what we're learning about both the suspect and the victim. megan? >> reporter: yeah, pat and leon, this is definitely a disturbing case. the judge denied bond to anthony strong, saying he is a danger to the community. prosecutors said he murdered his fiancee inside their home on monday night, then waited hours before calling 911 to confess.

>> reporter: it's a confection that montgomery county prosecutors believe will help them send anthony strong to prison for the rest of his life. >> it was the money. they had shared accounts, and it seems that, you know, his fiancee had been taking moneys from his accounts. >> reporter: court documents say strong and his fiancee, shania blackwell, got into an argument about money on monday night and he snapped. prosecutors told the montgomery county judge that strong strangled blackwell before suffocating her with a pillow until she died. at 6:48 the next morning, he called 911. >> anytime someone kills another with their bare hands, it's really -- it's blood curdling information. >> reporter: now, strong does have a criminal record. prosecutors say he was convicted

political change when it comes to guns, mothers of the movement. we understand that your radio listeners support that effort. >> they really do, because they feel like there are too many guns across this country, too many guns in our cities, and they were telling me that they're upset because they don't feel like lawmakers are taking enough of an effort to seriously take on this issue. especially after these tragedies that we've seen just over the last few weeks. the women that we're talking about, the women of the mothers movement, women like sabrina, the mother of trayvon martin, and the mother of kevin garner, they're applauding their efforts, after a tragedy they've already suffered in their own families. and they're saying that they feel like they're making a powerful statement by stepping out and talking about gun control, and they also are addressing police reform with their efforts. >> watching some of the national coverage, and some of the local

security measures at their churches. is that happening here? are people talking about doing the same thing here? >> as a matter of fact, they are. it's important, a lot of people wondering about the security situation at churches, people going to church. they think it's one of the safest places you can be on a sunday. just coming to fellowship with their friends and family. and you'd think that you're in a safe space, but clearly, we can't make those kinds of assumptions miami. i spoke to pastor king of forward church in prince georges county, and he tells me that armed security is part of several safety measures he uses at his church. he says 17 years of ministry have taught him to be prepared. >> not that we anticipate something happening, but i'm a believer of you watch as well as pray. shootings like this, people have a tendency to say, well, i don't think i should go to church, or i'm afraid to go to church. number one, you shouldn't be id

look at these numbers. 30 degrees d.c. and some areas will be a lot colder than that. as a matter of fact, let's take you on our four-zone forecast. we're going to take you on a tour around the area. >> hey, doug, in the d.c. metro zone, a weather alert day on friday, on into saturday morning. because of how cold it's going to feel. feeling like the coldest day so far this season. starting you off in the metro area, prince georges, montgomery and alexandria. throughout the day it's cold. but friday night, keep this in mind if you're heading to the football games, high school football games. we have a lot of great ones around the area. feeling like the temperatures are in the low to mid-20s. bring the gloves and hat as well to the football games on friday night. on average, in washington, our average first freeze, november 8th. we're right on track with that. but as we head back to our western zones, take a look here. the average first freeze coming in around october 15th. so in

reading through those charging documents. what are they saying? >> 45-year-old eric brown, a navy veteran, currently homeless, and taking jobs as a day laborer is being charged with kidnapping ashanti billy. i've been combing through the charging documents the last hour or so. the fbi thinks it not only has video evidence, but phone records and dna linking this man to the case. interestingly enough, brown was actually busted on charges of trespassing, and soliciting a prostitute, something unrelated to this case. through a tip, and some extensive questioning, agents have arrived to this point in the case. the young woman's colleagues say brown was no stranger to their shop. he was there a lot, they say. he hit on billy, would make crude comments towards her. billy was reported missing mid-september. ten days later, her body was discovered 300 miles away in north carolina. authorities say
