teenage daughter. a community in montgomery county left out in the cold. the controversy over an older school building in disrepair and no money to fix it. break out the extra blankets, folks, and turn up the heat. a blast of arctic air is headed our way. it's about to feel much more like january than november. good evening. the parents of a murdered prince georges county woman are demanding answers tonight. >> a homeless navy veteran who was apparently living inside a naval base is accused of killing their daughter. >> i feel that there have been failures the whole way. >> reporter: ashonte billie's body was found in oklahoma. >> there are questions about whether more could have been done to protect hnd

life. >> reporter: after suffering a grief that would leave most people barely able to function, brandi and tony billie are sharply focused. you could credit their military careers and the lum ninous spir of their daughter ashonte, just 19 years old. and now a petty officer is under arrest for the brutal murder of ashonte billie. >> how is it that you have someone who profess not homeless that was sleeping in the laundry room, perhaps. how was that possible? where was the security? something has to be done. that's not secure. >> reporter: investigators believe ashonte was assaulted while opening up the blimpie shop whehe

attending culinary school. her body was found near a church 800 yards from her home in charlotte, north carolina. brown was known to sexually harass her and other young women at the sub shop. the billie family has started a foundation in ashonte's name. they also want to set up a protocol for other families of missing people, something that would allow them to take advantage of social media and other things very early on into the search for their loved one. jackie bensen, news4. tonight the cold is on everyone's mind as the temperatures keep dropping. they're going lower and lower. >> photographer brooks merriweather took this picture of people bundled up outside of ashburn. doug, this is the coldest air we've seen so far this season. >> yeah, you notice in that video, guys, we had the

gloves or hats. you're going to need those big time coming up as early as friday, but i think we get a little reprieve tomorrow. the current temperatures, 47 in d.c. right now, 41 in hagerst n hagerstown. that's not really that bad for this time of year. but watch what happens here. 40s today, 50s tomorrow, and then 30s, and i think we get even colder than that by the time we get into friday night and into saturday morning. some very cold air, the coldest air of the season, as we mentioned. everyone below freezing, really, for the first time, especially in the d.c. metro area for the first time this season. wind chills will be in the 20s. some of you will see wind chills in the teens. i'll take it hour by hour and show you when the coldest air moves in and what's coming in next right after that. >> shivering just thinking about it. students in montgomery county

money to repair a crumbling school building. but additional money doesn't come in for them. organizers say it's been years of promises and delays, bringing us to tonight's emotional showdown. >> reporter: a packed bus from coolsville arrives for a board of education meeting. >> we think poolesville is not getting the attention they deserve. >> reporter: the budget committee has not allocated money for a new p poolesville high school.ç poolesville high school has been in need for years. they were supposed to start building a new high school in 2023, but the school board superintendent released the budget last

poolesville is no longer on the list. >> this building poses a serious safety hazard. >> reporter: the spokesperson also says that school replacements are based on several factors, such as repairs and overcrowding. some residents tell me overcrowding isn't an issue out here at poolesville high school, but then again, it is old. the board listened to the crowd and members will vote on november 27. >> height school really is the heart of the community. >> reporter: you can see these parents and kids are on the bus heading back to poolesville. they say they're going to continue their letter campaign to make the school board understand they want a new high school. shamari stone, news4. history in virginia is sounding an unmistakable alarm bell for republicans. democrats swept tuesday's election in the commonwealth, and the losses may not be over

leon harris standing by for a look at what could be coming and the priorities for virginia's governor-elect. leon? >> reporter: his first full day as governor-elect, ralph northam says he can't find ways to work with the white house. he made pledges to fight for gun control and quality health care. the doctor said the biggest challenge will be the growing opioid crisis. voters say they're tired of the negative. congressional republicans talked today about the other message they're picking up. >> i think it simply means we've got to deliver. >> it's important for republicans to self-reflect -- start from the top all the way down. >> well, just how, what, and if the gop delivers may factor heavily into next year's election. already nearly 30 house republicans said they will not run again. only seven democrats have announced plans to retire. conversely the senate seats taken in

family. they do not have a suspect in regards to his death. the vice president visited the sutherland springs community in texas to offer condolences and support. texas officials released the names and ages of all the people killed on sunday. that list includes eight children. today we learn that the gunman, devin kelley, showed up at the church's annual fall festival with his own children just days before his shooting lamb pagram. vice president pence spoke with law enforcement and family. >> nothing will ever break the faith of the american people. we are with you. the american people are with you. >> the fbi are trying to access the gunman's cell phone as part of the investigation, and tonight apple has offered to help. looking ahead to tomorrow, remember this video? the woman caught on camera throwing urine on a metro bus driver will be

opal brown pleaded guilty last month. she tested positive for pcp after her arrest in august. tomorrow dozens of rallies are planned nationwide to pressure congress to pass a clean dream act. one of those protests will take place at the u.s. capitol. the legislation would protect young, undocumented immigrants from deportation. democrats have vowed to pass it by the end of the year. new rules kick in tomorrow that will make it tougher to travel to cuba from the united states. the white house says those rules are meant to prevent cuba from benefiting from american tourist and trade. the tightening makes good on president trump's promise to roll back the previous administration's push toward warmer ties with havana. the five officers who risked their lives the day of that baseball congressional shooting in alexandria will be given the medal of honor tomorrow. wounded representative steve scalise will be at the ceremony. count

tonight major questions about whether a local school district dropped the ball, possibly putting other children at risk. >> the school fired a teacher suspected of sexually abusing a girl, but an investigation by the news4 i-team reveals it's what they did not do next that raised concerns. here's investigative

scott macfarland. >> reporter: alan cullman is headed to prison. the question is should he have been there much sooner? cullman worked in the capital city public charter school. but in march 2015, his career ended. they fired him because he was suspected of being at other school. the i-team obtained his job application and found these endorsements from a public charter school. they said they did a reference check from capital city. >> we were told this was an excellent teacher who brought a lot of positives to h

year later that d.c. police came calling on coleman to investigate those abuse allegations. led to wonder how he slipped through the cracks, school records revealed the timeline of events. according to a police report, coleman's contract at another school, kipp academy, was not renewed in 2004 after it was suspected he had inappropriate behavior toward another student. they said if there had been any other complaints, they would have fired him. and the capital city public charter learns of the allegations and fired him within days. d.c. police said they were not aware of coleman's crime until april of 2016, by the victim herself. they fired and arrested coleman for sex abuse weeks later. but c

school did not notify parents about coleman until weeks later. they said, we have been cooperating with the appropriate district officials and were asked to keep it quiet pending an investigation. d.c. police began to investigate the school itself, for failing to report sex abuse. they are deciding whether to file charges against capital city. we asked them to go on camera and explain their side of the story. they would not. so we submitted written questions, which they declined to answer, instead issuing a statement saying, we're confident we discharged our responsibilities properly in this matter. we cooperated with law enforcement in all phases of its investigation. >> everybody has to participate. i mean, it takes a village. >> reporter: child abuse therapist ileana gill said school districts are reed

law to pass on allegations of sex abuse. not only school leaders, but all adults have to report suspected abuse to police. >> whether you're a school or just a citizen, you're required to report it? >> correct. >> reporter: coleman pleaded guilty to child sex abuse in late october. he wouldn't answer our questions about his crime or how his former school responded. scott mcfarland, news4 i-team. >> d.c.'s attorney general says individuals who fail to report suspected child abuse could face a maximum of six months in jail. the i-team has been investigating teacher abuse for more than two years now. you can watch the entire series right on your phone. just visit our nbc washington app and click on "investigations." we're getting ready for winter. what can we expect when it comes to cold and snow, you are wondering? doug kammerer and the

most of the clouds to the south, but we still have clouds in and around our region. we'll see those again tomorrow and also a chance for shower activity. not a lot, but there is a chance tomorrow, and if you look at future weather, timing out pretty well. the clouds everywhere, so socked in with the clouds again. watch this, though. around noon just the cloud cover, but then we start to see showers popping up around 3:00 and watch what happens around the rush hour. some shower activity right through the i-99 corridor. most of us drive most of the day, but it's best to carry an umbrella. it's going to be a chilly one. drizzle, maybe a shower chance during the afternoon. 53 here, but look at this. 42 and blus ttery on friday. these are the wind chills early friday morning. 26 in d.c., 16 in winchester, 20 in leesburg.

low 30s. that's in the afternoon with the heat of the day, and i think we see some sunshine. look at friday night. if you're headed out friday night, 23 in leesburg, 23 in culpeper, and by friday afternoon we're in the 20s. we rebound on sunday with a high temperature of 51 degrees, then tracking another storm system here. this will come late sunday into monday. could stick around until tuesday. how big of a storm system? that's something we're watching very, very closely. it has the potential to be a very big storm, but notice all next week, average high is 63. we're about 10 degrees cooler than that all the way through the next 10 days. remember, we were extremely warm in october. we've been on the warm side in november. mother nature says, hey, we have to balance some things out right now. >> i'm not going to
