we're tracking the developments in news 4 traffic. >> good morning. that's right. this breaking news in dumfries. chopper 4 on the way to 95. that's a major delay here. almost six miles at this point this point. 95 near 234. a broken down tractor-trailer now blocking two right lanes because it was involving a fuel spill. in northwest, georgia avenue shut down between jefferson illinois. shut down between jefferson. also 9th in northwest because of a police investigation. southbound bw parkway, a new crash. hi chuck. >> it's going to be a chilly start to the day. temperatures this morning in the 40s. a lot of clouds around. most of the rain is on the south side of our viewing area. down towards richmond and the north carolina border. that's the

snowing in milwaukee now. much of northern minnesota is below zero this morning. their first time below zero this season. there are a lot of clouds around. there could be a sprinkle or drizzle drop from time to time. rainfall amounts will be measured in the hundredth of an inch. not a lot of rain expected. swipe of the wipers can't be ruled out. mid-40s as you plan out your day today. temperatures in the upper 40s and low 50s for a brief time. just a day very much like yesterday was. of course, next couple days, the bottom falls out. a very cold wind around here. i'll show you the five-day forecast coming up. as melissa mentioned, a deadly shooting investigation has forced roadblocks in northwest washington most of the morning. we've been on the scene this morning since 4:00 a.m. following the as they unfold. >> justin finch was live near keed

latest details on this. justin, what do you know? >> reporter: hey there, aaron. police have been on scene for hours. i'm told one of the victims did fall from his injuries. you can see going towards georgia and illinois, those streets remain closed this morning as this investigation continues. again, we have a double shooting that happened in this area of georgia avenue close to midnight. one person died. another one expected to survive. both we are told are -- the shooter in this case was able to escape. now, you might recall that just a few days ago back on tuesday, another double shooting happened not too far from this area on the 1300 block of rittenhouse street northwest. in that case, a 16-year-old boy was shot and killed. his friend with him, he is expected to survive. as you look at t

morning, traffic is beginning to build up. cars are moving about. you'll have to bear in mind, police are telling me the closures are expected to go into -- rather be lifted about 8:00 a.m. this morning. live here in northwest, justin finch, news 4. back to you. >> thank you, justin. 6:03 right now. police believe they know who murdered a prince george's county woman. >> the arrest leaves the parents of ashanti billie with more questions than answers. billie was reported missing on september 18th after she failed to show up for her shop on the naval base in norfolk. her body was found 11 days later outside of a church in charlotte. >> yesterday, a homeless navy veteran was charged in her kidnapping and killing. megan mcgrath is has more. >> reporter: good morning guys. ashanti billie graduated from the high school behind me here. her family and friends are relieved that an arrest has

made. the suspect had access to the secure naval base where she worked. erik brown was arrested he's been charged with kidnapping and murder. police say they have phone records and dna evidence that link him to the case. brown is currently homeless but he's a retired navy petty officer and his status gave him access to joint base little creek. they say that he visited the blimpie sandwich shop where billie worked almost daily. brown made crude sexual comments on at least one occasion. billie's father is devastated that he couldn't protect his daughter sniept as daughter. >> as a father, to know that i wasn't there for my daughter, to be against this guy, my daughter is 4'11", to look at the size of this

you preyed on my child. >> reporter: and police say that brown admitted to being on the base around the time that billie disappeared. but he says he blacked out and can't remember what he did for several days. back to youment. >> megan mcgrath. megan, thank you. 6:05 right now. we know it was a tractor-trailer that hit someone on the beltway this week and drove away. we learned the name of the man hurt in the crash as well. maryland state police say the man will survive. vasquez was standing on the shoulder of the beltway when his car broke down. the tractor-trailer hit the car, hit him and then drove away. vasquez has several cuts but nothing more serious than that. vice president mike pence said evil descended on the small town where a gunman opened fire inside a small children. nine children were among the 26 killed. the vice president visited

offered the country's condole e condolenc condolences. devin kelley walked into the church on sunday morning around started shooting. he had a dispute with his in-laws who attended the church. they attended the annual fall festival just five days before the shooting ram page. the fbi recovered kelley's iphone as they investigate the shooting but they can't access it right now. according to usa today, a forensics team is working to unlock the phone. the phone could provide critical clues about kelley's motivation and where he was in the days before the attack. the officers who risk their lives to save others during tubing at a congressional baseball practice in june will receive another honor. this time it will be from the u.s. capitol police. this video is of the officers receiving the medal of valor from president trump earlier this

thank you, sheena. it's 6:15. a local community is coming together to honor a man killed in a fight. >> his name is harold garnet. chris lawrence is in the newsroom with why the honor meant so much. chris? >> he was only 27 years old. his mother says her heart is hurting right now. garnet died over the weekend after an altercation in the parking lot outside the velocity 5 in centreville, viginia. last night the texas roadhouse in chantilly held a dinner in his honor with 10% of the proceeds going to a memorial in his honor. after that, they held a candlelight vigil outside. >> basically, got a get together for harold at one of his favorite places. >> police have arrested a suspect in garnet's death. but up to 50 people may have witnessed the altercation. anyone with information is being asked to call police. that's the latest here in the

the woman caught on camera throwing urine on a metrobus driver will be sentenced. she pled guilty. she tested positive for pcp following her arrest in august. a new federal indictment links basketball coach rick pitino to a pay for play scheme. it claims that a coach who nbc news identified as pitino who pay for play, recruits families. he said he's innocent and had no knowledge about any payments. prince william county police are trying to track down a man who attacked a woman. they say he jumped out of a bush as she walked to work in a residential section of woodbridge yesterday. the victim told police the man ripped her shirt but she managed to get away. she was not physically hurt. parents and students in montgomery county say money is desperately needed to improve a crumbling school building. >> angry parents along with their children packed a board

but a newly released budget doesn't include additional spending for poolesville high school. the repairs are needed now. they will vote in late november on the budget. muriel bowser will attend a groundbreaking for the new world war i memorial. there will be a ceremony today at 11:00 a.m. at 14th street and pennsylvania avenue northwest. as veterans day approaches, a local medal of honor recipient is opening up about the day a suicide bomber killed four service members and nearly killed him in afghanistan. before joining the army, he grew up in montgomery county and graduated from the university of maryland. he just wrote a book called eight seconds of courage. he talks about every detail of the attack. i recently sat down with him and his fiance and he talked about how difficult it was for him. >> and the pain and the south doubt, the self-doubt and the survivors' guilt. it was really tough

it's 6:45. we've been following an investigation. we've been on the scene at 4:00 a.m. following the developments as they unfold. >> justin finch is live with the latest details on this. justin? >> reporter: aaron, this is a critical part of this double shooting investigation. behind us an apartment building where you can see the light is on the lower level fl that is where a neighbor tells me he saw a man who appeared to be shot and put into an ambulance and carried off for treatment. you see georgia avenue there. this is an area of focus throughout the morning as police are now looking for at least one shooter as part of this investigation. now, this all began close to midnight in the area of georgia avenue. two people were shot. one man died from his injuries. another expected to recover. this, of course, happening not too far from another scene ju
