the arctic air that millions are waking up to this morning. this is the coldest day of the season, with temperatures running well below average for this time of year. 40 million people are under a freeze warning from new england to georgia. believe it or not, some people in michigan are seeing sub zero temperatures. dylan is tracking all of it. i walked outside today and it is frigid. >> some news out of d.c., they have not broken a record low in november for 41 years. >> wow. >> that's all changed now. >> says it all. >> we are breaking record lows all across the country. we had our first snowfall in chicago. take a look at what we've seen so far in chicago, where we picked up 1/10th of an inch of snow. not at lot. not measurable but enough to make it look like winter. considering how nice it's been this fall, it's been a shock to the system. the reason why it is cold outside is because we have this big area of high pressure. when you have clear skies, all of the heat that the earth absorbs the day before has radiated away in

in. temperatures have been dropping and dropping. currently, the wind chill in burlington, vermont, is 10 degrees. wind chill in new york is 18 degrees. 17 degree wind chill in washington, d.c. with a temperature of 26. 18 degrees out in pittsburgh right now. as we go throughout the day, temperatures will try to warm up. just barely getting above freezing in d.c. with a high of 34. new york city this evening, 31. portland, wind chill later this evening will be about 26 degrees. we do have freeze warnings posted. theesz will these will be in effect through mid-morning. parts of new york and stretching down to south carolina. we are going to start to see temperatures warm up as we get through the next couple of days but it is certainly going to be on the cold side, at least for this morning. then tomorrow morning will be a little bit better than it is out there. i was out earlier this morning with all the people on the plaza, and they are a little frigid. >> right. we brought our gloves and scarves to the

dylan, thank you for that. president trump just touched down in hanoi, vietnam, after wrapping up his asia pacific summit, where he had a brief meeting with russian president vladimir putin on the sidelines of the summit. questions still surrounding about russia's interference in the u.s. election. kelly o'donnell is traveling with the president and tracking all of these developments. kelly, good morning to you. >> reporter: good morning, kristen. after the white house made a repeated point there would be no meeting between president trump and vladimir putin, the president himself told reporters he had a few conversations with putin. while it was not a formal sit down, the two did cover some ground. this morning, president trump touched down in vietnam's capital, hanoi, leaving behind the apec summit, where he defied expectations and held more substantive conversations with

house first indicated. president trump told reporters on air force one he pressed about russian interference in the 2016 election. the president said, he said he didn't meddle. you can only ask so many times. i believe that when he tells me that, he means it. i think he is very insulted by it, which is not a good thing for our country. president trump said he and putin spent more time talking about the role in syria and fighting isis there. he added, they have a very good relationship. the president's willingness to talk about his contacts with putin counters the white house's efforts to say no formal meeting would happen. publicly, all that was seen were glimpses around the edges of official events. yet the kremlin's twitter page showed putin had time for other leaders. >> what an honor it is to be here in vietnam. >> reporter: president trump did take part in apec's colorful tradition. a simple tie president doned the

blue silk shirt, and was center stage for what's known as the family photo. for president trump, some of the stage craft was off, as he nearly walked past the vietnamese president waiting for a handshake photo. and more on the trump/putin conversation. a meeting today on the sidelines lasted five minutes or less. the president did not talk to vladimir putin about north korea, which is notable, because president trump has often said he needs not only china but russia's help to try to stop north korea's kim jong-un and his nuclear weapons program. kristen? steve? >> a lot of eyes on the pull aside. thank you for that. meantime, the fallout from sexual misconduct allegations involving alabama senate candidate roy moore is growing. moore denied any wrongdoing, defending himself in his first interview since his accusers went public. leaders are scrambling to limit the damage from the al

latest developments. gabe, good morning. >> reporter: steve, good morning. roy moore is scheduled to attend a veterans day event here at this library later today. it'd be his first public appearance other than the radio interview since the bombshell allegations first broke. now at least two senate republicans have pulled their endorsement from the controversial candidate. >> you should stand and put your hand over your heart. >> reporter: this morning, roy moore is not backing down, attacking the explosive "washington post" report that detailed allegations of sexual misconduct with a 14-year-old girl in 1979. >> i believe they're politically motivated. i believe they're brought only to stop a very successful campaign. that's what they're doing. >> reporter: in a radio interview, moore, the republican candidate trying to fill jeff sessions' senate seat, says he doesn't remember the accuser and says her allegations are completely false. he did not rule out dating other teenagers. he was in his 30s.

with romances and marriages with teenage girls. >> i don't think he did what he's been accused of. >> reporter: you plan to vote for roy moore in the election next month? >> yes. >> reporter: the senate gop campaign arm has severed financial ties with moore now, making it harder for him to fundraise. the special election is in about a month. moore insists he is not dropping out. steve? >> alabama, an unlikely battleground for a senate race. thank you for that. >> remarkable story. i want to ask you a couple of questions about it. we've obviously been talking to a lot of folks on capitol hill, republicans, to get their reaction to the roy moore allegations, but the reaction in alabama is different. a lot of voters say we'd rather vote for roy moore than the democrat. he could still win this thing. >> it's an unlikely battleground. putting in perspective, it has been 21 years since there has been a senate race in alabama with a single-digit margin.

20 points. the thing that is interesting for democrats here, polls even before the allegations came forward, you had polls showing a five, six, seven-point race, with moore ahead but the democrats in the game, which is new for them. it raises the question, certainly, we've seen folks in alabama rallying around him but he can't afford slippage here. he has a less margin for error than we're used to republicans having in alabama. >> it dominates the headlines. as does the president's trump overseas. this morning, a big headline. he had the brief visit with russia's president vladimir putin. we know the president talked with putin about russian meddling. he says putin says, i didn't meddle. the president said, i believe him. it's time to move on. was the president tough enough in that conversation? did he a i chichieve what he ne to? >> he knows critics will say he is in denial and it feels like a continuation of the conversation we've been h

when this issue started to arise. i think it runs into a couple things here. trump seems to take any question about russia's role in the 2016 election as an attack on the legitimacy of his victory. you can see his instinct is always to say, nothing there. i believe them. this is the democrats trying to turn it back on them. i think he tried the do that again today. you also see trump and the white house trying to make this argument that, hey, look, whatever happened -- they don't say it in these words -- but whatever happened happened, and donald trump is president and needs to have a relationship with russia because of syria and other issues in world. we can't have him saying, put season a liar. it is going to complicate that relationship. try to make that argument but, obviously, there's going to be a lot of people here who don't agree with that. >> particularly as the russia probe continues to escalate back at home. that's what he looks forward to returning to. and we move on this morning with some other very big headlines. news we're following, a deadly police shooting is under investigation this mog

chase ended with officers firing dozens of shots at a couple in a pickup truck. was the use of deadly force justified? that's the question. nbc's morgan radford has more. >> reporter: newly released video shows the bloody end of a high-speed police chase on the streets of providence, rhode island. traffic cameras captured the white pickup truck steering through traffic, until a police car finally cuts off the vehicle. with no way out, the desperate driver rams the surrounding cars while police close in. >> there were over 40 rounds that were fired. >> reporter: the driver, 32-year-old joseph santos was killed. a female passenger was injured and remains in the hospital. but the couple was not at all who police expected to find. they were actually in pursuit of 35-year-old donald morgan, who they say stole a police cruiser

he was captured late friday. police say their actions were justified, as video from the scene backs them up. >> that footage shows the acts of the officers as doing exactly what we would want them to do, in stopping an imminent and significant threat. >> reporter: the santos family says he was probably avoiding capture because he was driving an unregistered vehicle with a suspended license. the mother of santos's 17-year-old son questions the use of deadly force. >> my son needs an answer for why his father was shot. >> reporter: morgan radford, new york. air traffic controller in north carolina has been charged with possessing a weapon of mass destruction. paul george dandon was arrested on friday after police found a pipe bomb in his home. according to police, his roommate made it to use against

gave it to dandon instead. the 30-year-old was fired. this veterans day is particularly painful for the texas community affected by last weekend's church massacre. nearly half of the victims killed in sutherland springs had tied to the u.s. air force. they will be honored today with a full military salute on the grounds of the community hall. 26 people were killed in the mass shooting, including an expectant mother. in a scary moment caught on camera at a boat race off the coast of florida, this boat spirals into the air friday, skimming the top of another speedboat and landing upside down at the key west world championships. rescue crews rushed to the scene. thankfully, none of the four boaters involved were injured. and three ucla basketball players remain in china, days after they were held and accused of shoplifting. they did not play in the game overnight. now, it looks like the team will be coming home

for the viewer, i'm guessing folks are saying, anymore. he's been sprtripped from a mov. they won't be say to see the i love daddy movie perhaps they planned to see in the theaters. a lot of projects being cancelled. >> talked about the term tipping point a lot. i've been thinking about it in terms of victims speaking out. once a few have gotten out there and there have been consequences for those they've spoken out against, now we have a lot more. have we hit a tipping point? >> it's sad that it seems to be the case that you now have to have the voices of many versus the word of one, and you have to have complete and total corroboration from several accusers before you feel safety in numbers to come forward. i've prosecuted on the word of one, and i believe that one person having the courage and the bravery to step forth and point a finger at the perpetrator can be enough. hopefully, this is the tipping point, where you do not need a flood of accusations to be able to hold people accountable for
