the scene in the kent land area. >> and he's learned the driver left behind a pretty critical clue. is that right, pat? >> reporter: indeed, the driver did. you know it was a hit and run. the striking vehicle was the car. the victim here, an apartment building. but what makes this interesting is that the car didn't get stuck in the building. the car left the scene of the crash. now, just a few minutes ago, we got security camera video of what happened here. it shows a white or silver nissan pulling into a parking space here at the king square apartment. as the car pulls into the parking space, it appears to accelerate, and then smashes into a brick wall of one of the apartments here on the ground floor. the car stays against the wall for sometime, and then slowly backs away. if you look careful,

see some smoke coming out of the front of the car. a short time later, that car takes off. now, you can see some of the damage that was done here. the brick facing along the side wall here has been pushed in. the building has buckled somewhat. most of the people who live in this apartment were evacuated as a precautionary measure until building inspectors could come out and make sure things were safe here. one of the victims here was joan thomas. i talked to her. >> i'm cold. i'm hungry. i'm going to go to bed. try to sleep. that's all i know. >> reporter: you were inside. >> i was on the ground floor. i didn't know what was going on. i didn't see nothing. so, whoever sees something, i don't know. >> reporter: but you were inside when it happened. >> yes. >> reporter: did they knock on your door and say get out? >> vacate, that's all they said, vacate. >> reporter: now, you can see

attorney of the county. and if you tell anyone about this, no one will ever believe you. >> scott macfarlane is in our newsroom now to tell us more about the new victim. scott, what will you learned? >> her name is beverley young nelson. she said she was a 16-year-old waitress when she met the man who is running for alabama's open senate seat. that's roy moore. he was district attorney at the time. he frequented the restaurant at which she worked. he offered her a ride home. instead of taking her home, she says he drove behind the restaurant. i want to warn you, some of what nelson said happened to her next was difficult to hear. >> mr. moore reached over and began groping me and putting his hands on my breast. i tried to open my car door to leave, but he reached over and he locked it so i could not get out. he began squeezing my neck, at

his crotch. i thought that he was going to rape me. i was twisting and i was struggling and i was begging him to stop. >> nelson says eventually moore gave up. she also said she didn't go public sooner because moore is a powerful man and that she was afraid. allegations against moore first surfaced last week in the washington post. he continues to deny the accusations and is threatening to sue the post. today the senate majority leader said he believes moore's accusers ask said moore should, quote, step aside. >> all right, thank you, scott. election coming up december 12. we'll see how it plays out. in the meantime our weather, puffy coats out in full force this weekend. doug tracking slightly warmer air before another cool down. >> that's right. temperatures staying well below average through most of the week with the exception of thursday. temperatures out there now in the 50s. we had some rain out there morning now some

storm team4 radar not showing rain that was out there. it is well up to the north and easttion and continues to move up areas like boston, areas like parts of new england. right now reporting some snow fall. you can see that storm brought us the rain early, right on through parts of the ocean city over towards the del mar. here's the snow up around the boston area. rain and snow in parts of that region. for us clearing skies and cool temperatures for the most part. 51 now in d.c., 48 martinsburg. it is still a cool air mass. it will continue to be through the next couple days. we will warm up as we mention on thursday, but then we go right back down as we head toward your weekend. much more on that. see you back here in a few minutes. >> all right, thank you, doug. only on news4, a trip to the gym turns into a dangerous situation. >> a guy says that he was heading to the planet fitness in hyattsville when a man held him up at gunpoint then got in his car and took off. bureau chief tracee wilkins has been working all day to put this story together for us. she talked with the victim about the terrifying encounter.

>> reporter: leon, the way he describes it, he says he got out of his car, closed the door like this, locked it, then a gun right in his face. he was standing right outside of this planet fitness in this parking lot. this is the planet fitness that is just across 202 from the old landover mall site. he said the guy who had the gun demanded his wallet, his cell phone, and took his car. here's how he describes the incident. >> when that happens to you, it makes you be concerned about other people. and i'm basically wanted this message to get out so people know what goes on in that parking lot at night. people come to this gym and workout at 1:00, 2:00, 3:00 in the morning. they don't want to walk into that. who wants a gun this their face? >> reporter: now, that man's car has been recovered. because the suspect is not in custody, we are not showing his face. coming up on news4 at

spent the day talking to people who use this gym, finding out if they had similar incidents. i can tell you many of them had no idea this had happened. reporting live in hyattsville, i'm tracee wilkins. back to you all in the studio. >> all right, they know now. pretty frightening. thank you, tracee. the man behind the wheel of a food truck involved in an awful crash in virginia has been charged with manslaughter. a grand jury in loudoun county is also indicted tony dane for reckless driving and driving without insurance. back in september dane was driving a large bus converted into a food truck. it t-boned a car on evergreen mills road killing erin kaplan and seriously injuring her teenage son. >> a love triangle uncovered as police investigate a woman's murder. dania mendez de guerra was found dead friday night next to a dumpster in whaent. her husband reported her missing but now the alleged boyfriend is charged with her murder. news4's darcy spencer live where the body was

darcy, you have new information on the suspected killer, what have you learned? >> reporter: that's right, leon, we are near where the body was discovered. one of these dumpsters on the backside of a shopping center. her body was discovered friday. apparently it had been here for days, you have to wonder how was no one found her before then. we learned through the charging documents her body was partially covered over with trash. now, we want to show you photos of the victim and the suspect. 21-year-old dania mendez de guerra and her 47-year-old coworker at the nearby kfc, elmer campos-martinez, police say they were involved in a romantic relationship and he killed her as she walked home from work because she wanted to break off that relationship. de guerra was married and had a 4-year-old son. her husband reported her miss whg she did not return home from work. let's hear from a spokesperson at the montgomery county states' attorney's office. >> he may not have taken the

it is hard to articulate exactly his motivations at this point nor could we. we will do that in due course. but it does look like they were romantically involved and per the charcandrickiging documents statements in open court, that may have been why he did what he did. >> reporter: now, the suspect did appear in court earlier today in rockville. a judge ordered him held without bond. she says that he is a flight risk and a danger to the community. we also learned that i.c.e. has a detainer against him. he could end up getting deported out of the united states. pat, back to you. >> darcy spencer. thank you, darcy. new at 4:00, jurors are now deciding the fate of a young virginia man accused of in gruesome gang-related murder. 21-year-old which will mer sanchez serrano is accused of stabbing her to death in a wood area in springfield. prosecutors say the murder was revenge for the part reyes d

gang killing. we'll be staying in the courtroom throughout the afternoon and once we have any updates about this, we'll bring them to you here. president trump is nearing the end of his 12-day tour of asia. the president has been attending a summit and doing one on ones with other world leaders in the philippines. that includes a meeting with the host country's controversial president duterte who has been charged in thousands of extra judicial killings related to the country's war on drugs. it is unclear if the president brought up human rights abuses during that meeting. the balance of power in the virginia house of delegates is still up in the air this afternoon with new moves today to sort the whole thing out. >> the electoral board in stafford county is asking for a legal decision on counting a stack of absentee ballots found in the post office a day after the election. provisional ballots are also a sticking point. northern virginia bureau chief julie carey is going to join us at 4:30. she'll have a

all right. the district is full of rats. the problem isn't new, but d.c. leaders have a new strategy to keep the city's rodent population in check. >> a dozen more members of a penn state fraternity charged in the death of one of its pledges. newly recovered surveillance video in this case showing just how many drinks the sophomore had before falling down a flight of stairs. >> and holiday shopping isn't what it used to be. how the retail industry is working to get you out of the house and back into the stores this season.

rats, the four-legged kind. they used to be a problem we had to deal with in the spring and summer months before. >> never seen a two-legged rat. now these rodents are a nuisance year round. the mayor highlighted the problem and what is being done about it. >> mark segraves off 17th street northwest. mark, what's the plan? whatever the plan is so far, looks like the rats are winning. >> reporter: well, i'll tell you what, leon, that's right. the mayor was out walking the streets and we went out this morning with the district's top inspector for rat control. he took us through alleys like this one showing us the do's and don'ts. something like this is good to see. clean trash cans with tight lids. they have a rat

this is across the alley, this is one of the things causing all the problems. overflowing trash cans, garbage in the street. this can get a resident a $50 fine or business $5,000 fine. the complaints in the district has more than doubled in the past two years. rats. they prowl the streets at night and during the day. and right behind all of those rats are teams like this one from the d.c. department of health, trying to control the rodent population. one group that sprays in their underground hiding places, and another group of inspectors who fi fine businesses and homeowners who don't keep a lid on their trash. one program they launched earlier this year to fight the rat problem were grants for small businesses so they could afford trash compacters like these that keep the trash in and the rats out. and that's exactly what mayor bowser would like to see more of, trash

one that, again, they say keeps rats from smelling knowing there is any food waste around to feed off of. we have a break down of how many rat complaints there have been in the past year city wide and it it's broken down neighborhood by neighborhood. you want to see how many rat complaints in your neighborhood, go to the nbc washington app and search rats. we're live in northwest, mark segraves, news4. >> all right, mark, let's hope the city's strategy works. you may have to adjust your commute a bit if you ride metro. one of the entrances at the judiciary square station will be closed for the next ten months. we're talking about the entrance at 4th street and indiana avenue by the u.s. and d.c. courthouses. you'll have to use the other entrance and exit near the building museum. crews are replacing a pair of escalators at judiciary. it is part of metro's ambitious plan to replace more than 100 escalators across the system in the next decade. >> who doesn't love

all right. now to a story you'll see only on news4. >> a maryland woman said she wanted to treat herself at the salon, no problem. instead she ended up with her eyes partially glued shut. >> that's right, she's trying to get that salon to cover her medical bills and make sure this doesn't happen again. she spoke with news4's shomari

whole situation. >> reporter: monica reid tells me her vision is blurry after a trip to a salon to get eyelash extension. >> i was afraid i was going to lose my sight. and so i'm still pretty much traumatized by it. >> reporter: she drove to sky nails and spa in crofton, maryland five months ago. >> i just started a new job, treated myself. >> reporter: a beautician damaged her eyes and didn't have an emergency kit to treat her. >> you have to tape part of your eyelid down. she took the tape off, i blinked, the edges of my eye blashes were glued shut. >> reporter: she had to use her fingers to force them open. she drove to a hospital and doctors flushed out her eyes. her medical bills came to more than $1700. we reached out to sky nails and spa directly. an attorney representing the salon said he's reviewing the case and won't comment. in an e-mail to monica, the salon's insurance carrier, the

back. >> i believe that president putin really feels, and he feels strongly, that he did not meddle in our election. as to whether i believe it or not, i'm with our agencies. >> reporter: and trying to look forward at what he says the u.s. and russia can accomplish together. and president trump will now head back to washington. he's expected to make a trade announcement this wednesday and give a summary of his 12 days in asia. live on capitol hill, blayne alexander, news4. >> some significant decisions made here today and they come after days of controversy over two issues, over provisional ballots and 55 absentee ballots. some of them cast by military service members. >> we want every vote, every voice, every vote. >> reporter: that was the scene outside elections office this morning a

urging that the 55 ballots be counted even though they didn't make it into the registrar's office in time. they were found at a post office down the street the morning after the election. now, in the house of delegates race here, one that could decide the balance of power in richmond, there is just an 84-vote margin. so, the stakes are high. today the electoral board addressed concerns over those absentee ballots and they voted in a closed session to seek a legal opinion about whether those ballots can be considered counted. >> the court will make the final decision as to whether these 55 ballots will be counted. >> reporter: now, the other big issue, provisional ballots, initially the electoral board voted not to make the names of those voters public. but they reversed course on that. i'll tell you more about that coming up on news4 at 5:00. for now reporting live from stafford, julie carey,

away. this is security camera video of a car crashing into an apartment building. it moves into a parking space, and then keeps ongoing right into the building. slowly it backs away. and then moves away from the scene of the crash, leaving behind this tell tail piece of evidence, a grill from a nissan car. the impact caused the building's brick wall to buckle, caused fire fighters to evacuate that building, and caused the brothers to get out fast. you see, they were inside right above the place where that car crashed. >> it's like a vibration, i was thinking somebody downstairs, like, did something. >> i saw the guy and the guy was like he had a -- i was scared. really? thank god nobody was right there. i always sit there in the evening, with
