>> good friday afternoon, everyone. we've got a day of big developing stories and we've got every angle covered right here on news4 at 4:00. >> that includes live team koench from the storm center, forecasting your weekend and holiday travel. >> but we are going to begin with breaking news in middle burg, virginia. and a mysterious federal raid downtown. >> on the scene, officials seized items from a popular home goods store. >> northern virginia bureau reporter david culver is live in middle burg to tell us what's going on there. david, what's going on? >> reporter: i can tell you, pat and leon, when you think of middle burg you think of what's going on behind me, a charming street, right? this is south madison off the main street which is south washington street. it is all focused on the outpost. that's the store we're pushing to back there. when with we got here this whole street was filled with unmarked cars. they were here since 8:00 this

morning. they left three minutes ago, they wrapped up their on-scene investigation. you can see some of the images. they were in and out throughout the day. they had somebody post a guard out in front of the outpost store, and taking what appeared to be some of the merchandise. what do they sell there? they have some unique home furnishings. it's not clear what exactly sparked this investigation, but when you talk to folks here in the town -- and i caught up with a town administrator -- they have had nothing but positive things to say about the couple that owns that store and runs the store. the couple on the website of the outpost, they say that they have what's considered a curated bounty of items, a bunch of different things, collection of items, not clear again why they were here. but that's something we're looking into and we'll bring you more as we get those details. we'll send it back to you, pat and leon. >> all right. thank you, david culver. david culver reporting live for us from middleburg. >> i'm erika gonzalez here at the live desk. we are watching

news unfold in upper manhattan where a 4-alarm fire is raging out of control right now. we understand that this has happened in an apartment building started probably less than an hour ago. right now we are hearing there are no injuries, but we have heard from a lot of people on social media that say that they saw a fire ball of debris raining down on the streets. you can see the plumes of smoke from several blocks away. again, this is an apartment building in upper manhattan, a 4-alarm fire right now happening. these live pictures coming in. as soon as we get some more information on this, we'll have it for you right here from the live desk. back over to you guys in the studio. >> thank you, erika. here on the other side of the potomac, police in montgomery county say a church has been hit by bullets twice. a bullet shattered the glass and got lodged in a door frame at the front entrance to the new life seventh-day adventist church in gaithersburg. it's unclear when the shot was fired or whether anyone h

bullets fired. some of them striking the outside of the church. >> multiple shell casings on 00 cast ter mill road which is in front of the church. also discovered apparent damage from gunfire on the front and sides of that building. >> i'm glad that nobody got hurt. i'm glad that, you know, the police are on it. >> now, investigators are still working on a possible motive, but the pastor tells us there have been no threats against the church. >> also new at 4:00, nearly a year after a d.c. joegyoga instructor was killed, the man who pleaded guilty learned how long he'll spend behind bars. the judge sentenced him to 30 years in prison. he avoided a 60-year sentence. he killed yoga instructor trisha mccauley christmas day last year. he got into her car, sexually assaulted her then strangled her. friends say that whole incident still makes them feel une.

straight. even after all the attacks against me, against my family, against the foundation, and now against my husband, he will not step down. >> as you can tell, there's a lot to unpack this afternoon. >> blayne alexander unpacks it for us on capitol hill. blayne? >> reporter: leon, we watched the #metoo across the country. we've seen allegations hitting both political parties. members say this is something that transcends politics. today capitol hill rocked by allegations of sexual harassment and misconduct against senator al franken, a democrat, and republican senate candidate roy moore. moore accused by at least nine women of inappropriately touching, kissing, or pursuing them, some while they were in their teens. in alabama, women coming to moore's defense, calling it an

[cheering and applauding] >> reporter: and alabama's governor saying moore still has her support. >> what i plan to do is vote for the republican nominee roy moore. >> reporter: but where moore is publicly denying everything, senator al franken, apologetic and laying low after radio host leeann tweeden said he kissed and groped her without consent in 2006 before he was a lawmaker. >> he mashed his lips against my face. >> reporter: tweeden releasing this picture, franken touching her as she slept. the senator now agreeing to cooperate with an ethics investigation writing, i don't know what was in my head when i took that picture, and it doesn't matter. there's no excuse. prde

the wind will be a big factor saturday night into sunday. of course, we are tracking thanksgiving. what does that day look like? much more on this. i'll see you back here in just a minute. >> thanks, doug. developing right now, a short time ago police gave an update on the search for the person who shot a baltimore police officer. detective sean suiter was gunned down while on duty on wednesday. he died a day later. news4's erika gonzalez is live in the newsroom now with new details on the investigation. erika? >> pat, the reward has now gone up to nearly $200,000 for information leading to an arrest in this case. the police commissioner wrapped up a news conference just about 30 minutes ago and he says tips are still coming in, but that manhunt continues for whomever killed 43-year-old homicide detective sean suiter. police confirm the officer's service weapon was, in fact, discharged more than once, however, they are not ruling out that it was used against the officer. one thing is for sure, they are pretty confident that t

of philadelphia. neighbors ran in to help, bringi bringing blankets to keep the seniors warm. at this hour, still not knowing if anyone died because of the fire or if the building's sprinklers were working. >> new at i4:00, jesse jackson s asking for prayers and grace and understanding concerning his health. he has parkinson's disease. jackson announced in a letter to supporters today the family and friends noticed a change in him about three years ago. he said he had resisted going to the doctor, but finally gave in when the symptoms got worse and doctors confirmed it. the disease also affected his father. jackson said he will now dedicate his time to physical therapy in hopes of slowing the disease's progression. >> well, you know it's not even thanksgiving and somebody is already out there picking packages off people's porches. we're working with you for ways to keep this from happening to you. >> sc roo ge.

we continue to follow breaking news out of new york city. you are looking live at a massive apartment fire. residents say fiery debris is raining down on 144th street and broadway. this is just north of harlem. thus far, no injuries have been reported. our nbc colleagues at the new york have multiple crews are headed to the scene now. we will keep monitoring the situation and bring you any updates here on news4. >> thanks, erika. keep us posted. first at 4:00, an important warning as you begin receiving those holiday packages. thieves are waiting for them, too. >> d.c. police put out this video of a suspect wanted for stealing a package at a house on eighth street northwest. it happened in the middle of the day last wednesday. if you saw anything suspicious in that area, give d.c. police a call. and we are working for you with a few simple ways to prevent this from happening. first, request a signature for delivery so your package isn't left at your door.

you the importance. he's a little overweight for the jacket. it's okay, it's better than nothing right now. also covering their feet when there is salt on the sidewalks. >> a lot of the salt and ice melts are really corrosive or abrasive to the paw pads so it can harm them. if you can keep the salt away from them with the booty, that's a great option. if they don't like the booty, wiping paws down is good, too. >> people say my dog has a fur coat, my dog is fine. that's not true. >> it isn't true. there is some variability, some dogs have a little heavier coates and are more tolerant of the weather. all dogs can get cold very quickly if it's below freezing. coats like this can be a great option, but another great option is to bring them inside. >> perfect. watch for shivering. it means they're cold obviously. also make sure you head to the humane rescue alliance. man-man needs a home. >> might be time to break out the sweaters for the pets this week

tomorrow morning or at least by 7:00, 8:00 tomorrow morning. let's time it out. first show you where the tomorrow is coming from. now it's just clouds. the storm is parts of the blapls coming from the east. you can see it in parts of chicago area. for us tonight, no problem. if you're going out tonight on friday, bundle up. it will be a little on the cold side but no rain to speak of. tomorrow morning, here come the clouds, here comes the rain. notice by 7:00 a.m., cloud cover around the entire area. rain back to the west in our western zones. by around 10:00 just about everybody has a chance for rain. the best chance of rain will be d.c. northward so hagerstown, frederick, leesburg over towards parts of montgomery county around winchester. down south, better chance to see shower activity off and on. watch this, even around 1:00, 2:00, still dealing with shower activity. this is not going to be an all day rain, but we're going to see a good chance early and then a much better chance late. the heaviest rain will be late. watch what happens around

if you're heading out to dinner tomorrow night you may be okay, but watch this. here comes the front and by 11:00 it's right on top of us. this is when we get the heaviest rain. this is also when the winds really begin to pickup. we could easily see winds gusting 30 to 40 miles per hour tomorrow night as this line moves through, and by sunday morning you can tell the colder air is moving in. because you've got some snow and some pretty good snows back here towards the mountains. we will see very gusty winds early on sunday as the temperatures fall during the day. temperatures tomorrow around 59 degrees, but that won't be until late in the day. cloudy and breezy, chance of showers heaviest rain will come overnight with that front as we mentioned. high of 55 on sunday, but falling temperatures, we're going to be in the 40s by late in the day. wind chills will be in the 30s by around 5:00, 6:00 on sunday. breezy 50 degrees on monday still a rather chilly day. tuesday not looking bad. look at next week. again, thanksgiving we have not changed this, still 48 degrees, rather windy conditions. thursday thanksgiving going to be

right now at 4:30, we're working some breaking news in new york city. you're looking here live at a massive apartment fire in upper manhattan just a few blocks west of yankee stadium. >> this fire has now been raging for more than an hour. flames broke out in the mid rise building on 144th street at broadway. residents say at least one fire ball of debris rained down onto the street below. >> you can see all the smoke filling the sky there. no word on injuries, no word upon what started the fire either. we're going to keep monitoring the situation and bring you live

the holiday shopping season gets into full swing next weekend with an estimated 165 million people doing some kind of shopping. >> that's right, and many of you are going to be out there shopping, buying things on your computers or your smartphones and using your tablets, and scammers are out there waiting on you. >> as they always are. consumer reporter susan hogan is working for you and is here now with what you need to know this year. >> well, there has been an explosion of online shopping over the years. it's super convenient for us, it's also convenient for scammers as well. consumer reports tells us what to look out for. when she walks her dogs she usually

first-class risking taxpayer money? >> a year long investigation by the news4 i-team is raising questions about who is looking into travel at a local sheriff's department. investigative reporter scott macfarlane has a story you will only see on news4. >> reporter: a trip to las vegas. with stays at the mgm grand. a long weekend right before christmas to san diego. room service every night at the omni hotel, including a $90 king crab meal. three visits to mccormick and schmidt restaurant. but these trips weren't vacation. you paid for them. extraditions by the culpepper county sheriff's office in late 2015 to pickup fugitives. do you do is thextraditions? >> it is. >> multiple deputies former and current tell the news4 i-team it was the sheriff himself going on some of the trips. they asked us not toho

law enforcement. does it seem odd to have a sheriff going on extradition trips? >> yeah, i think odd is a good word. >> reporter: when the i-team first requested travel records for sheriff scott jenkins from the sheriff's office, this is what we got. we do not have any records specific to the sheriff's travel. his travel does not require approval. only after challenging them for any extraditions did we get these vouchers. two-pages, almost $3,500 spent by sheriff jenkins and another employee, vanessa black stock, to pickup a man in vegas wanted for grand larceny. and more than four grand for the trip to san diego to pickup a woman on forgery charges. >> if it was west of the mississippi it was a three-day extradition. >> reporter: these trips weren't paid by the county. they were reimbursed by the state. so, the i-team got copies of the extradition trips by the sheriff's office over two years by virginia stream court which foots the bills. we found trips totaling more than $30

thing we didn't expect. flying first class for extradition, is that normal? >> oh, absolutely not. we would fly regular coach there. >> reporter: state records showed the sheriff and black stock spent $1,300 to fly first class, one way to vegas, and $1200 to san diego. they were the only two county employees we found in the records flying first class. while two other deputies picking up a second fugitive on the california trip flew coach. that violates state policy for extraditions. a spokesperson for the virginia supreme court told the i-team they are reviewing their internal processes to see why the first class flights which require prior approval were not flagged. for months the i-team tried to talk to the sheriff. but he said he didn't want to appear on camera. we stopped by his office at a meeting of a public safety committee he sits on, and even tracked him to the halloween event sponsored by the sheriff's department. when he saw us, he just drove away. >> if there was any discrepancies or anything going on with the sheriff, we'd know

with county board of supervisors chairman jack frazier. >> he's flying first class? >> reporter: yes. >> the county is not paying for that. >> reporter: that make it okay? ee as long as the county is not paying for it, it does. >> reporter: sheriff jenkins did answer questions, e-mailed by the i-team. saying he's been on five of 105 extraditions, something he said previous sheriffs in culpepper have done and that he's aware of other virginia sheriffs who do so as well. but eight local sheriffs contacted by the i-team say they have not been on any extraditions. sheriff jenkins said he went on the trip in large part to see how other larger jurisdictions operated, and as for those first-class flights he told us in the past the supreme court has reimbursed first-class airfare for me and that i'm a big man, i need a big seat. even though state records show he did fly coach on the return flights with the prisoners. >> people in the department know it. >> yes. >> reporter: what were they saying about it? >> we weren't allowed to really talk about it openly.

new life seventh-day adventist church that is in gaithersburg. chris? >> reporter: wendy and jim, take a look at this boarded up window. that's where the first bullet hit wednesday night. then last night more shooting. bricks hit on the side of the building, and if you come along with me this way and look up to the entrance, you will see bullet holes in the aluminum siding and in a gutter here. now, we do not want to exaggerate the danger, but consider this. wednesday night there were people praying inside. so, we want to show you it from their point of view. by now taking you behind that boarded up window. take a close look and you'll see the bullets shattered the glass window at the front entrance of the church. this lodges in the door frame. the damage was discovered by parishioners leaving the church at about 8:30 wednesday night. >> can i couple of our members were walking out after prayer meeting and they noticed the glass was shattered so we called the police department and they
