exaggerates its missiles. they say it was likely an icbm. scientists say theoretically the missile could hit our area. it was the first missile launch since september. south korea responded to the latest launch by firing off a missile of its own. south korea's president said they had anticipated the north's launch and had been preparing their response. >> the north's missile landed close to japan. after that launch secretary of state rex tillerson said diplomatic options for north korea's denuclearization remain viable and open. u.n. security council is expected to meet later today. also breaking news this morning out of florida, a possible serial killer may be off the streets there. this is the first look at the man accused of killing four people in the same tampa neighborhood. police picked him up overnight. >> our c

this major arrest. chris? >> it all went down at a mcdonald's, guys. police haven't released a whole lot of information about the suspect. his name is howell donaldson iii. he was arrested at a mcdonald's in tampa. remember, there were probably a lot of families in there when all of this went down. police say they plan to charge donaldson with four counts of first degree murder. they've been searching for a suspect since the killings started in early october. they got a tip at the fast food restaurant and that led them to donaldson. he doesn't appear to have a criminal history except for a few traffic violations, but one co-worker says she always knew something was off about him. >> when he's working with us, he's a strange dude. he's a different employee. >> you see the four victims here on your screen. they were all killed within blocks of one another in a span of about fi

about donaldson and this arrest once it comes into the newsroom. back to you. >> thank you, chris. it's 5:05. right now there is relief for tens of thousands of tourists who have been trapped on the resort island of bali since monday. the airport is back open after the erupting volcano forced it to close. it's been closed for three days as the volcano spewed huge plumes of volcanic ashes there. there has been enough of a shift in the ash to get the planes out today. the last major eruption was 1963. that one killed about 1100 people. today the baltimore police detective who was killed nearly two week ago will be laid to rest. maryland governor larry hogan will be among those speaking at today's funeral service for detective shawn suitor. he was shot while investigating a murder in west baltimore last month. he was a d.c. native. a public vigil will be held in his honor at

headquarters this afternoon. more information about the events and the investigation in the nbc washington app. we heard a lot of reports about assaults involving uber drivers. this latest case out of prince william county is particularly upsetting. prince william county police say 37-year-old picked up a woman in manassas saturday morning and during the trip he's accused of holing her down and sexually assaulting her. police arrested him on monday. he had been driving for uber for eight months and had passed a background check. you may also remember this case out of d.c. police say a man posed as an uber driver and assaulted a woman. this happened earlier this month. the woman and her friend went into a car that had an uber sticker. that was near dupont circle. the pair had not booked the ride through the app. the driver at the scene took her to american university and raped her in the parking lot. the driver claims it was consensual. he had already been fired by uber. and so the q

when you're using one of these ride sharing services? >> we're working for you with some tips to think about before you request your ride. news 4's justin finch is driving through arlington with more. justin, good morning. >> reporter: hey there, aaron. you know, it's just so convenient to take an uber or lyft and let someone else do the driving when you go out or go to work. that should not be a reason for you to keep your guard down. instead, you want to stay alert and focus on your driver. here are four tips to keep in mind the next time that you are in an uber or a taxi of any kind. want to make sure that you get in the right car, specifically the car and the driver that you're booking through your app and be a back seat rider. remain alert for your entire trip. also, share where you're going with a loved one, a friend, a family member. just let someone know where you are heading. also to trust your gutt. follow your intuition and make sure if you

your ride to work today. they're cracking down on commuters who abuse the hov lane. >> this is ahead of a new willing to system going into effect on i-66. in just a few days now news 4 transportation director adam tuss is live on the highway this morning. adam, a lot of people use these lanes when they're alone. how's this crackdown going to work? >> well, absolutely, aaron. that's what police are worried about here. when you ride on 66 here inside the beltway, especially during rush hour periods now, you've got to be aware that this new willing to system is starting on monday. and for hov cheaters, that means police are out in force taking a look to make sure that everyone is following the rules. this is the willing to technology that we've been talking about that's coming from 66 inside the beltway. a huge change that's going to happen come this monday. so be prepared for it. now the problem is if there are hov cheaters in this lane, it could actually raise the price of the toll for everyone else. so here's what police are doing. theid

5:34. these are the top stories we're following this morning. north korea has successfully tested a long range missile. it has the capability of hitting the united states. the pentagon confirms it was likely an icbm and went higher than other missile tests. scientists say theoretically the missile could hit our area. the u.n. security council expected to meet later today to discuss the launch. >> breaking this morning, a suspected serial killer is in custody in tampa. police arrested a man they say killed four people in the span of five weeks. this man howell donaldson will be charged with four counts of murder. we'll tell you more about him and how he was caught at a mcdonald's coming up. an uber driver held a woman down and sexually assaulted her in his car. they arrested him on monday. the assault happened saturday morning. avallo had been driving for uber for eight months and had passed background he

minor. carl joseph worked with the girl's basketball team at twin park high school in brandy wine. police say he texted a nude photo of himself to an under age victim. he was arrested earlier this week after another student told a teacher. breaking news now. frightening situation unfolding overnight in the tourist city of reno, nevada. >> police say a man with a hostage opened fire from a high rise condominium. chris lawrence is at the live desk with the latest. very scary, chris. >> you said it, eun. first of all, the suspect is now dead. there are no people reported with injuries. take a look at the cell phone video and listen to what was happening. you heard there briefly, those were the shots being fired which immediately makes you think back two months ago to the mass shooting at the concert in las vegas. reno police haven't released a lot of information, but we know the suspect was a young m

"news 4 today" begins with breaking news. we have team coverage this morning on north korea's latest missile launch. >> let's start with chris lawrence at the live desk on this. chris, good morning. >> good morning, eun and aaron. basically we have been following this story throughout the morning. north korea launching an intercontinental ballistic missile that flew higher than any reported thus far. understandably pentagon officials are very concerned about this launch. there is now some suggestion, at least the north is claiming, that this missile can now reach the entire continental united states. president trump tweeted earlier this morning that this situation will be dealt with. obviously we'll stay on top of this story and bring you the very latest. aaron, eun, back to you. >> chris, thank you. south korean president is warning that the situation on the korean

aggravated and, quote, get out of control. >> one spokesman says this latest missile launch showed an improvement in capability of the north korean missile. news 4's tracie potts has been following the latest developments from capitol hill. tracie, good morning. >> reporter: hey, good morning. 20 minute phone call between south korean president moon and president trump condemning the launch. south korea is concerned that the u.s. will respond without their okay if they think the missile could reach the u.s. main land all the way to the east coast and if they think it could carry a nuclear weapon. both sides trying to work together to get north korea to back off here. president trump did say that he would take care of it, but no word yet of any change in strategy in telling with this. >> tracie, let's change gears here and talk a little bit about taxes. we know senate republicans are going to bring their tax plan to a vote this week. the last real chance to score a legislative win this year. how promising i
