>> i'm pat slawson. we begin this morning with michael flynn pleaded guilty to lying to fbi. this is new video of his legal team entering the federal courthouse in washington. robert mueller says flynn falsely stated to the fbi that he had not discussed sanctions with no former ruin ambassador to the u.s. statement released by mueller team this morning does not say what investigation has provided to the government. flynn is the fourth person charged with mueller investigation. he was president trump national security adviser. resigned in february after misleading vice president mike pence and other officials about that same conversation with the ambassador. we are expecting a special report when flynn exists the courthouse. we will bring that to you live. now to live pictures from capitol hill. we are watching to see if lawmakers will vote on a bill that will effect every american. a tax reform package. the vote was delayed last

here is the bottom line in the bill passes without changes. we will see a cut to individual rates double the standard deduction. and child care tax credit will be expanded. bill also does away with some popular tax breaks, including state and local deductions. the bill also slashes the corporate tax rate. d.c. police need your help solving a kidnapping cold case. >> a 34-year-old woman kipd napped three month old baby from a bus station on new york avenue northwest. police just a released these photos. infant kidnapped was named april williams. and this is what she would look like today. she has a small birthmark on her top left wrist. it's a straight line. this is the suspect. she identified herself that day as la toy a. police believe she could also go by the name rene or rene la toy a. >> right now the northbound side

traffic isn't moving in south bound lane. >> crews have been working for house after a car crashed. >> news4 megan mcgraph has been on the scene all morning. what is the latest? >> reporter: well, a lot of man power on the scene here. they have actually making progress. as you mention the northbound lanes of north frederick avenue are open. southbound are not. they have to rehook all of the electrical systems here. this car crash that happened overnight. it took a power poll, snapped it in half, and brought the wires down. take a look at the individual here and you can see what i'm talking about. there was a car that slammed into

polanded on top and wires every where. so several hours this morning and really during the rush-hour we had all lanes of north frederick avenue closed. major rush-hour through this area. so a lot of problems for people making their way into work. also a situation with power outages to business ns the immediate area, including the village green restaurant this morning. they lost their breakfast crowd because they didn't have electricity and couldn't open. >> yeah, hit us hard. what can you do though? accidents happen. >> reporter: and you can see that the power poll there, the one in the middle, that is new, so that's replaced, the one that was cracked. but also working on some of the other polls in the area, i guess all the wires were tugd and caused some of the other

l. it's been an up and down morning on wall street as traders keep a close eye on congress. stocks fell initially this morning after this pushed back on vote for tax reform. around midmorning dow futures turned positive as it shows some signs of progress on tax deal. traders say the markets believe corporate tax cuts will pro pole earnings growth and in return stocks. yesterday the dow jones closed

this is a nbc special report. here's lester holt. >> good day everyone from washington. coming on the air with major investigation. news of trump national security adviser michael flynn has just pleaded guilty to a charge of lying to the fbi. about conversations he had with the russian ambassador to the united states last december after trump was elected. elected president fl

in washington just moments ago is the latest and strongest indication that he may now be cooperating with special counsel robert mueller's investigation into the trump campaign. and its dealings with russia. flynn who resigned as national security adviser in february after serving just 24 days, is now the fourth trump official to be charged in the mueller investigation. nbc news justice department correspondent pete williams is following all this. and has the latest from our bureau here in washington. pete, what do you know? >> reporter: well, the fbi says that he lied to the agents twice in a meeting they had four days after the president was elected january 24th about his conversations with the russian ambassador. they say he talked to the basque once on december 22, urging the russians to either abstain or delay a vote regarding israel, then a week later flynn denied that he met with the russians, or talked to the russian

get russia to moderate its response to the united nations security council or rather to the obama administration to impose sanctions that were a floupsed just that very day against russia because of meddling in the election. so by denying the conversations, the fbi says he broke the law. now it's a single count, it's a felony, it's a maximum sentence of five years in prison, but it's doubtful, lester, that he would get any prison time. for two reasons. it's a plea deal. means both sides gets something. he gets the least serious charge the government could bring here. but the government in return prosecutors get his cooperation. so this is a sign that he's already been cooperating with and he has to continue to do so. because if he doesn't, they could ask for a harsh sentence or they could file additional charges. i think you have to ask one other question here, lester, and that is why would he lie to the fbi about conduct that is it arguably probably either not illegal or

the logan act that's never been prosecuted in modern times for talking to the president before he was inaugural rated. the question here is j wouldn't he tell the truth about these conversations? was he trying to cover up for someone else? did someone else tell him to talk to the russians? did the president, for example, tell him to do this? so that's one question undoubtedly that mueller's prosecutors will be getting to him with him. and he won't be sensed now for months. so that gives the government additional leverage over him to get his continued cooperation, lester. >> and, pete, walk us through this. you covered these things before. how do the deals go down? does the person say i have xy and z or i have something if you give me something i'll give you lesser charge? >> well, the government would go to him first. prosecutors would go to him first, look, you have exposure here. we believe that you lied to us. we are prepared to charge you with a lot of other things

us. so it's a dance between initially his lawyers and the prosecutors. and then at some point he makes what's in essence a professor, you give us, we'll give you this. >> we'll go back to you in a second. i'm going to go to nbc christen welker at the white house. do we expect to hear from him today? >> it's possible. here's what we know. we do noah cord to go one white house official president trump had been notified but the white house is not yet officially commenting. we are working our source toss get more information. now the russia probe for context here is the single issue that looms over this white house larger than anything else. it's also what gets under the president's skin more than any other issue. the revelation that

flynn will plead guilty to lying to the fbi will undoubtedly met with concerns among many in the president's inner circle who told me in the past they worry flynn could be potentially be damaging to the president, although the officially the white house has said flynn doesn't have any information that could hurt the president. now he was former adviser on the trump campaign all before joining the white house. one of the president's first top profile advisers so knows a lot. this comes after nbc reported weeks ago that the press sheesh has been intensify go over flynn. federal investigators had gathered enough evidence to do charges against flynn. and flynn's lawyers notified the legal team that flynn would no longer share information with them that they had been doing regularly. that was our first sign that flynn was cooperating with investigators. flynn just to recap is

scrutiny for lying to the vice president for russian ambassador during the transition. as you pointed out president trump hasn't talked recently about flynn. but during an interview with you months ago the president called flynn a very good person. then back in march mr. trump tweeted this, michael flynn should ask for immunity in that this is a witch hunt by media and dems of historic proportion. president has consistently tried to cast the probe "a" a witch hunt and hoax. but this development is yet another potential complication in that narrative. lester. >> and it may be too early to know, christen, but there are congressional investigations looking into some of these same matters. does this affect those at all. >> reporter: it will certainly be of interest to congressional investigators. and lester we should note that "the new york times" overnight reporting that president trump pressed some members of the senate intelligence committee to

investigation into russia. again, under scoring this notion that the russia probe looms overcome kate's his entire administration and agenda. he sees it as a threat to his presidency. so this will undoubtedly factor into the investigations on capitol hill as well, lester. >> and let me get pete williams to weigh in on that same question, with regard, pete, to congressional investigations, is there any sharing between the information they glean versus what the mueller team is getting? >> well, it's pretty limited. that's been a source of frustration for members of congress. but the government doesn't want to basically get information to congress that could jeopardize their investigation. if they tell members of congress what they are learning, and they have been doing some of this, started with comey, continuing with mueller, but the problem here is if you tell congressional investigators something, and they start asking witnesses about that, then it begins to color what potential witnesses might say. so there is s

>> let me bring in our political director meet the press, chuck todd. how does this, we don't know what he's going to say or if in fact he is cooperating, although it is presumed, how this might effect the white house wants to say, and this presidency? >> well, look, michael flynn, the reason bob mueller has a job as a special prosecutor is the president was desperate to protect michael flynn. he has gone out on a limb for michael flynn ch. the whole point of naming of bob mueller is he went to james comey then fbi director and asked for leniency on michael flynn. the president has acted as if he's very concerned about what michael flynn knows, what he may have to say. so, look, by the way, the president has himself, this has been a pretty erratic week with the president when it comes to his statements on twitter and everything, and if you

this, lester, to when the president himself found out that flynn's lawyers were no longer cooperating, about ten days ago, since then the president has been on a terror, if you will on various issues, not just attacking normal opponents, but all over the police. i think the president is clearly rattled by this development. >> well, those who admire this president for unfiltered way of talking and dealing with various issues. in this case are some of those moments about to come back and bite him? >> it is, you have already the one tweet that christen welker brought up earlier, we have the interview with you what he has said about the firing of comey, which in itself i think only added to the potential long list of pieces of evidence that mueller has on the president potentially obstructing justice here. so, look, it is -- and i think you haven't seen the president

president is listening to advise that says think first before you tweet on this one. >> all right. i want to bring in and drea mitchell joining us on the telephone. can you give us more in sight into the conversations that were the subject of these charges today in terms of what was lied about and nature of the kfrng conversations were? >> yes, indeed. two conversations critical both were in december 2016. one was with russian ambassador kiz lack. and he was telling the russian ambassador he wanted russia to go ginsz u.s. foreign policy, obama policy at the time, and oppose it or actually defeat pending u.n. resolution that would have de

settlements in pal citizenian territory illegal. in other words, obama white house were going against netanyahu, so president elect trump was. and michael flynn adviser was getting russia to go against u.n. policy at the u.n. behind the scenes. the second that hes acknowledging that he was lied about that to the fbi is december. this was expelling dozens of diplomats, russian diplomats from the u.s. and by closing down, one in new york, one in maryland, and suburban washington d.c. and this was a conversation that he denied

clearly was overheard by u.s. intelligence telling the russian ambassador that vladimir putin should not overreact, should not expel american diplomats, because incoming trump administration would reverse those obama sanctions. so that is it why very suspiciously at the time we all reported on news and elsewhere that the putin failure to retaliate against obama sanctions against russia was highly unusual. in fact, unprecedented. lester. >> but were those conversations in and of themselves illegal or in a gray area? or was it the fact that he was not truthful about them is the bigger issue? >> reporter: you might have made an argument of the low gan act treason, but never prosecuted. you can argue it was unprecedented for incoming president to go against out going president foreign policy. i don't think very much lawyers

coop vic conviction for that. so the fact that he lied about it is the issue and that is why he is pleading guilty because he became in legal jeopardy. perhaps the over lying issue whether or not there was collusion on russian meddling is in the back of his minds. one doesn't know motives for lying. perhaps he didn't want to acknowledge contact about the election and sanctions because of what ha hot potato that was. but you are absolutely right if he hadn't lied, maybe they would have gotten him on something else, a less serious charge, which was not registering as foreign agent with turkey. but you are absolutely right it's the fact of a lie that, again, has caused the problem, and that's what we have seen in the past. >> all right. this hearing, the guilty plea being uttered here just a few minutes ago in the courthouse. i want to go to pete williams right now who is been reading through some of the documents related to all this.

standing out, pete? >> well, very interesting things are in these documents. the government says in basically laying out the case against michael flynn that he first contacted the russian ambassador, their first conversation was december 22nd after egypt introduced this security counsel rest lags about israel settlements. and according to the documents a senior member of the transitional team directed flynn to reach out to officials from foreign governments, including russia, to learn where each of them stood on the resolution and try to get them to delay or defeat the resolution. and it says on december 22, he contacted the russian ambassador about the vote, told the russian ambassador that the trump administration, the incoming administration opposed this resolution, and asked russia to vote against it. then it says on december 28th, that's six days after the earlier conversation, the

obama administration announced the sanctions against russia for its meddling in the election. and then it says the next day flynn called a senior official in the presidential transition team, which was meeting down in mara lag a florida at the trump resort, to ask what, if anything, he should tell the russian ambassador about the sap sanction that is had been announced. and flynn according to the documents and this presidential transition official talked about the sanctions and potential impact on the sanctions on the trump foreign policy goals. and an according to the documents this transition official who is not identified in the documents, and flynn talked about the members of the team and how they didn't want russia to escalate the situation. so it says immediately after that call, flynn called the ambassador back and asked russia not to escalate the situation. and only to

manner. then it says after talking to the russian ambassador, flynn talked to senior members of the presidential transition team about those conversations regarding the sanctions, and russia's decision not to escalate the situation. now, also, lester, the team, the defense team for michael flynn has now issued a statement, a written statement. he is not talked, which is not unusual in a situation like this, but the written statement says, and i'll jaws read it, it's fairly short, it says after 33 years of military service to our country, including nearly five years in combat away from my family, and then my decision to continue to serve the united states, it has been extraordinarily painful to endure these many months of false accusations of quote treason and other outrageous acts. such false acquisitions are contrary to everything that i do and stood for. then the statement goes on to say, but i recognize the actions, i acknowledd

faith in god i'm working to set things right. my guilty plea and agreement to cooperate is best interests of my family and of our country i accept full responsibility for my actions. lester. >> so where did the dots connect based on what you just said the information you found in those documents, where might they lead? >> well, the question is who in the transition team was he talking to. undoubtedly already told mueller's special prosecutors about those conversations. and they are going to want to know more about the president's role in all this. did the president ask him to do this personally. did the president direct people in the transition team to have flynn do this? that's where the dots go. and undoubtedly mueller team already has a good deal of information from michael flynn about this. or he wouldn't have gotten what is in essence a pretty sweetheart deal here. because one

to other things that flynn did wrong, it says march 7th of 2017, he filed several documents with the justice department about representing foreign agents and made false statements in those documents falsely stating he didn't know whether or to what extent turkey was involved in a project that he had been working on, that was focused on improving business organizations confidence and doing business, and he omitted that officials of turkey provided supervision and direction over this project. that he published an article in a newspaper. so they could have charged him with that too but they chose not to. >> all right. i want to go to christen welker back at the white house. christen, any update now when we may see the president? are you hearing anything from the west wing? >> reporter: no update on when we may see the president, lester. we

state rex tillerson as well as his defense secretary james mattis today. right now no plan for that to be something that reporters can capture and take pictures of. but we will undoubtedly be pressing for access to him today. i can tell you, lester, that i just spoke with someone who is very close to the president who describes this development as very, very bad. under scores the fact that this will cause significant concerns within this west wing, within the president's inner circle, about what michael flynn might know and what he might say. and now that we have this statement from michael flynn saying that he is in fact cooperating with investigators, that will undoubtedly just add to all of those concerns. now, this is all developing, lester, as already significant things going on behind the scenes here at the white house, including mounting reports about the fact that the secretary of state rex tiller m

his way out in the new year. yesterday the white house pushed back against those reports. but when the president was asked about them, he didn't exactly deny t he said the secretary of state is here. that was his only response. then of course this lunch that he's having with the secretary of state today. so there is already some internal discord going on. these headlines undoubtedly adding to all of that. >> christen, thanks. back to chuck todd. this administration was hoping to do the tax bill, now facing this. how does this affect the dynamic between the president and his own party now? >> look, i think it actually doesn't impact t it's already been a shotgun marriage at best anyway. i think you'll see a bunch of republicans right now try to speed up their attempts to get this tax bill passed, get this president to sign it. then i think you'll see a lot of

were you asking about connecting the dots to pete williams here. this could bring -- remember who was directing in the national security aspects of the transition. it was the president's son-in-law, jared kushner. the vice president elect at the time mike pence was officially in charge of the transition but primarily focused on filling a lot of the domestic parts of the cabinet. jared kushner was the one doing a lot of diplomacy, had hands in a lot of this. so keep an eye on all things jared kushner when it kms to who it is specifically that ordered michael flynn to do this with the russians when he said it was the trump transition. well, in this case does that mean mike pence? does this mean the president elect? or could it mean jared kushner? >> thanks. back to the white house. we have news there. >> reporter: ty cobb the president special counsel lawyer working on the russia probe releasing a statement. he says y

at the white house for 25 days during the trump administration, and former obama administration official, entered a guilty plea to single count f making a false statement to the fbi. the false statements involved mirrored the white house firms which resulted in his resignation in february of thisser yoo. nothing about the guilty plea or the charge immpla kate's anyone other than mr. flynn. demonstrates again that the special counsel is moving with all deliberate speed and clears the way for a prompt and reasonable conclusion. now, of course, that is what the president and his legal team are working toward. and i can tell you that once ty cobb started working with the president here any white house, his philosophy has been to be very forthcoming with information with documentation. he has said he wants this wrapped up quickly and believes that is the best way to make this happen. so the talking point from the white house is that, look, this is one step

against hiv aides here and in the district. >> yeah, it's a nonprofit organization to end the hiv in the u.s. through providing support to organizations that are doing the work in communities. and as you mentioned nationally, we are seeing some positives. we are seeing decreases over all. leveling off in cases of new infections of hiv. for black women for example and white men who have sex with men or white gay men seeing decreases in those populations. but are continuing to see increases among gay men of color, black men, or african-american men, latinos, and other men of color. and then we are still seeing black women as being the highest growing population of women developing hiv in this country. >> that's a trend we have been seeing for a while now. >> it is. but again the numbers are gepg

and a lot of that is due to the fact that we have bio medical interventions in place. and we have medications that are lowering the viral load over all, but also drugs that are helping to prevent hiv infection from occurring. and we are starting to see that take hold. and these decreases taking place. >> terrance, you are with naspid. tell us how washington is doing in relation to the hiv crisis? >> yeah, national alliance to aides directors is also a national organization, nonpartisan organization that represents state and local hiv programs and also hepatitis. and so our members are responsible for hiv care and also prevention efforts happening around the country. in terms of the district, we have seen quite a bit of success. and that success is really around how well we have been doing

diagnosis, getting individuals into care and treatment, as well as progress policies, condom distribution and needle exchange programs. so there have been successes here in the district and around the country as well. >> valerie, you have a big announcement today. >> we do. aids united is proud to aides initiative in the deep south where 44% of the epidemic in the population there. and we have partnered with major funders, sciences, health care, elton john aids foundation, johnson & johnson, and i'm for getting one, forgive me, but it's actually $2.65 million that we are putting out in grants to 37 organizations. so it's a major initiative that's addressing hiv from social justice spo

as you kind of heard in that clip a little bit, it's about a young 12-year-old aspiring musician down in mexico day of the dead. family prohibits him from listening to music, ancestors don't like music, so have to sneak off and steal this legendary guitar from the tomb of a famous musician in mexico. but when he does that he kind of gets plunged into the afterworld and has to get out. but it's so -- might sound a little dark but i promise it's for the whole family. consistently surprising the whole time with all the twists and turns. and i have to say it builds to emotional finale where i was on the verge of tears. >> looks like a lot of fun, action, and the colors are rich, my kids will want to see it. but the last weekend for mean girls, in national theater. you saw it. is it worth rushing out to

>> yeah, absolutely. will is the playbook. yes, final week mean girls the musical national theater. if you have a chance to see it, i highly recommend it in terms of cool to see it that is pre-broadway run. no one else has seen t first place in the entire world that's playing it. tina fey came down here and wrote the book for this. so it stays pretty close to the movie. it doesn't add all that much except for all these great musical songs. and the music is actually done by the composer of the 30 rock music for tina fey. so they have come together and it's a lot of fun. i want to give a special shout out to two of the cast members, erika henger, and tailor. and i want to give a shout out as janis and kate rockwell as karen. keep an eye on them. they are hilarious and great
