temperatures going to be around normal for this time of year. let's take a look outside. of course, the sun is down but a beautiful view across our nation's capitol. the sun coming up a little after 7:00, a little over an hour from now. high pressure sitting overtop of. 37 is the temperature now. it is chilly and will continue to be cool throughout the morning. by the mid-morning, we'll start warming up. i do expect a few more clouds out today. a mix of sun and clouds with a few sprinkles. we'll gradually warm up and show you on the ten-day forecast. some of the coldest air of the season, maybe a few flameflakes. we'll talk about it on the ten-day. >> you have my attention. the ten gnsenate passing a sweeping overhaul of the tax code. lawmakers passed it along party lines with one republican voting against it. this

of course. nbc's blaine alexander tells us what still needs to happen before this can head to his desk. >> reporter: vice president mike pence presiding over a vote. >> the tax cuts and jobs act, as amended, is passed. >> reporter: the senate passing the republican tax reform bill, bringing it one step closer to president trump's desk. >> if you're making $50,000 a year, two kids, 36% tax cut. >> reporter: republicans say their plan is good for the middle class. it lowers taxes and simplifies the tax code. but it is costly, adding about $1 trillion to the deficit. >> so the president may be celebrating, but most americans will rue this day. >> reporter: democrats calling it a gift to the rich and a non-partisan analysis, predicting taxes for middle class and poorer

right now. as soon as we get more, we'll pass them along. emotions overflowed inside a d.c. courtroom when parents learned how long a local teacher will spend in jail. the former teacher sexually abused students inside a northeast d.c. charter school. jackie benson tells us about his sentence and the apology he gave before he was taken away. >> reporter: eight years in prison. at least 25 years of supervision after his release. and lifetime sex offender registration. d.c. superior court judge sentenced former charter schoolteacher manuel garcia. many of the parents wore green ribbons in support for the young victim. >> it was extremely tense. pretty much the entire time, the prosecution had people giving their statements, it was parents crying. there were so many

>> reporter: garcia fernandez pleaded guilty to sexually abusing at least six elementary aged students, boys and girls, over a period of three years at the school's northeast d.c. campus. prosecutors said he molested the children, sometimes during games of hide and seek that he had staged. his family, some of whom traveled to the u.s. from spain, pleaded for leniency. garcia fernandez apologized to the victims' families and said, i am ashamed of myself and truly sorry. the board of directors said they were dismissing three top administrators, including the school's principal, for not acting more quickly on initial concerns a concerns about this teacher. northeast washington, jackie benson, news 4. >> thank you, jackie. take a look at this video. you can see an officer pursuing an atv rider before he tumbles, right there, into the

laughing matter. the guy who apparently filmed this entire thing, he was arrested. this took place on 14th street in northwest last weekend. the 18-year-old, wallace, turned himself in yesterday morning. they tweeted that he has been charged with resisting arrest and operating an atv in a public space. >> we will find you. got em. this morning, we're hearing from a d.c. family. they're desperate for anyone to help find their loved one. rockingham has not been seen or heard from in nearly ten days. shomari stone spoke with the family and has the latest on the search. >> i'm empty. i'm numb. >> reporter: the family is concerned about their mother. 53-year-old joki rockingham. >> i can't put it in words. it's a feeling i wouldn't wish on anybody. >> reporter: calling her a critical missing person. officers are searching. so far, no leads.

tanisha and her family haven't heard from her since the day before thanksgiving, when she was helping her mother cook on hanes street northeast. did she seem depressedepressed? >> no. >> reporter: she did get a phone call, talked and hung up. she was on this end of the couch. she was in a good mood, no problems. she got up and walked right out of the front door. she didn't tell anyone where she was going. what makes this even more bizarre, her family says she left her purse behind with her identification. >> i talk to my mom almost every day. if she don't reach me, she's leaving a voicemail, saying, why haven't you contacted me? >> reporter: her phone is now off. tanisha says her mother doesn't drive or have a mental illness. if someone watching in knows where your mother is, what do you want them to do? >> call the police. if you want to remain anonymous, that's a perfect place to call. >> reporter: meanwhile, the rockin

pass ready if you travel on 66. tolls in effect along the nine-mile stretch of i-66, between the beltway and 29 there in rosalynn. as we zoom in here -- and this is 66, the section we're talking about highlighted -- those tolls and the fact eastbound from 5:30 to 9:30, westbound, 3:00 to 7:00, monday through friday. see you monday morning for "news 4 today." as melissa mentioned, some major changes along i-66 starting monday. that means making sure you have an ez pass inside your car. during rush hour, i-66 inside the beltway will operate as express lanes. in the morning, it will happen eastbound between 5:30 and 9:30. in the evenings, between 3:00 and 7:00 westbound. if you drive alone, you'll pay a toll using your ez pass. if you have at least two people inside your car, the tolls are free with an ez pass flex. anyone can drive in these lanes

weekends. a guilty plea came from former national security adviser michael flynn yesterday. now, some say that that plea is a turning point in the russian meddling probe. "meet the press" moderator chuck todd joined us on set yesterday to talk about where exactly this story goes from here. >> to me, the bigger news isn't mike flynn pleading guilty. it is that flynn is cooperating with bob mueller. flynn was probably the president's most frequent traveling companion not being paid for by the campaign. he was with him through multiple campaign managers. he was there with corey lewandowski, paul manafort. all the guys came and went. mike flynn was there. at this point, the reason why there is a lot of nervousness, i think, in the white house today is there's not many more places above mike flynn to go in this probe. not many more dots to connect. the dots left are kushner, trump junior, trump. the consider mueller has a job is the president was trying to get james comey to drop an

investigation on mike flynn. clearly, the president is nervous. you read the plea deal and realize mike flynn is saying, no, he got direction to talk about sanctions with the russian ambassador. the vice president of the united states and reince priebus went on television shows, one was mine on sunday, and said mike flynn did not discuss sanctions there. either they lied or flynn and somebody else is keeping stuff from pence and priebus, which is entirely possible in this situation. that tells you, oh, wow, there may be people that know stuff and people that were kept out of the loop. if you have been intentionally keeping people out of a loop, you have someone focusing on a conspiracy of some sort. >> you can count on chuck todd and nbc news to keep you in the loop on this investigation. president trump is praising the senate's passage of a gop-backed tax bill. it passed mostly along party lines early this morning. senator bob corker was the only republican to vote against it. the senate version must now be reconciled with the house version before it can go to the president's desk. manuel fernandez is heading to prison after assaulting students. in court yesterday, he apologized to his victims and their families. 53-year-old rockingham has been missing in d.c. nearly ten days. she was last seen the day before thanksgiving, right before she went to take a phone call outside. her purse and i.d. were left behind. now her phone is off. police don't have any leads. they're asking

become an "it" item because they're light but you can also keep warm. it is not sure when the $135 coat will be back in stock. speaking of pyeongchang, south korea, can you believe we're a little over two months from the winter olympics? crazy. people are making plans to experience korean culture. we have with preview of all the excitement. this morning, we go to a famous house in seoul that specializes in designing traditional clothing. >> reporter: the fabric, the detail exquisite. it is the traditional clothing of korea. the dress is composed of a full skirt and fitted jacket. the men's version has pants. koreans wore them daily, up until about 100 years ago. now they're mostly reserved for special occasions. thi t

seoul. people come from around the world to see the shop's craftsmanship of clothes. there are no visible seams on the finished outfit. every detail is hand sewn. even a simple design can take months to complete. she shows me how to choose one, starting with the selection of the best color combinations to select the best balance and tone for the season. if you explain a vibrant skirt, you have to match it with a softer color jacket. you can add special features such as embroidery or beading. the possibilities are endless. customers benefit from her expert eye. now, i get to play dress-up and try on some of her famous designs. for an exact fit, she takes my measurements. because the skirt is so full, she focuses on the top half, including the length of my shoulder as and arms. the first one i try on as a dark beaded jacket with

pleated skirt. it's something you could wear to an evening affair. the fabric is heavier, so best worn during the fall or winter. she swaps out the midnight top for a bright pink one. the jacket has a bell-shaped design that falls over the skirt. this one is better suited for spring or summer. she says a lot of handiwork went into making this particular top, because of the extra beading and fabric. the next is a special design. she created it for a popular korean drama, where the lead actress wore it for an important scene. it has iridescent fabric and metallic embroidery, plus a unique layered skirt. she modelled it after what korean royalty wore centuries ago. my personal favorite is a style i've never seen before. a pale pink pleaded skirt with a white lace jacket. it is a

macy's is planning on hiring an extra 7,000 seasonal workers after a strong start to the holidays. earlier this fall, macy's said they were cutting back with seasonal hires, only bringing on about 80,000 nationally. but with more people shopping, there's a need for more workers. macy's decided to keep hiring. most of the new jobs are part-time. maybe you put yours up already, as well, talking about nativity scenes. they're the heart of many christmas celebrations. check this one out here, okay? this is in france. a city in the southern part of the country created one nativity scene with 3,500 figurines. trying to get

of its samples, well, made her sick. we're talking about the makeup counter. turns out, the samples can be loaded with nasty germs. nbc's jeff rossen investigates. >> reporter: watch this woman putting on lipstick like she's in her own bathroom. but that's not her lipstick. it's a makeup sample in the store. other women use it, too. in fact, we watch woman after woman trying on samples. testing everything from mascara to eye shadow to concealer on their faces. we're blurring them. no need to embarrass them. it may seem harmless, but one woman is suing sephora, claiming she got the herpes virus from sampling lipstick, showing no warning of the risk of getting diseases from trying on makeup samples at the store. >> is that possible? >> it is possible. you can catch the herpes virus

that virus can survive on the surface of a lipstick tube for up to a week. >> reporter: a week? >> a week. >> reporter: she says it is not just herpes either. makeup samples can make you sick any number of ways. but is it really happening? to find out, my producer, lindsey, is undercover in some of the most popular stores, taking samples of those makeup testers. first up, the target of the new lawsuit, sephora. she's using sterile swabs to gather samples. >> looks like this one has been used. >> reporter: from all kinds of makeup. >> let's try this one. >> reporter: sealing them up. >> all right. off to the lab. >> reporter: and sending them to a certified microbiology lab, where these lab techs get to work, testing for different kinds of viruses and bacteria. and the results are in. at sephora, four of eight samples containing harmful bacteria, including e. coli and something

disgusting. >> they're in our intestinal track and come out with our fee cease. you could be literally be smearing someone else's fecal matter directly on to your lips. >> reporter: that is gross. the most shocking result, two of the samples at sephora coming back positive for staph, which could cause serious infections, boils and lesions. especially if you have an open cut on your skin or lips, or it gets in your eyes. is it happening at other stores, too? lindsey hitting up ulta for more samples. >> got it. >> reporter: and macy's, too. >> here's the macy's sample. >> reporter: at ulta, one sample coming back positive for e. coli. another for staph. at macy's, one more sample containing

and another containing staph. that means that all three stores we tested, we got hits for dangerous bacteria. we reached out to the companies. macy's declined to comment. the others did. sephora telling us, the health and safety of our clients is our foremost priority. their testers are regularly sanitize, replaced and replenished. also saying, they follow best practices in their stores and offer many other ways for clients to test products. ulta saying the health and safety of our guests is a top priority. we encourage and support sanitary trial by offering items like cleansers and disposable makeup applicators. what are people supposed to do? how do you avoid this? >> if you're itching to try, at least use the makeup on the top of your hand, opposed to using it close to your eyes or lips. both areas are much more vulnerable to infection. >> oh, my gosh. just whoa. that's gross. you know what? thi
