it's 10:00 on this sunday. if you're not out of bed, i can't help you. time to get up. time to get the day going. thank you, i'm adam tuss. >> i'm meagan fitzgerald in for angie goff. and if you aren't out of bed, take a peek behind us at what the day looks like. looks clear. >> it started out with a little bit of drizzle. let's check in with lauryn. >> pretty nice out there. we have some sunshine and temperatures are rising right now. we're going to be a little warmer than we were yesterday. yesterday we made it into the low 50s. i think mid to possibly upper 50s definitely doable

and some light rain earlier this morning. it was a chilly rain with temperatures in the 30s and 40s, but look at it now, absolutely gorgeous. now, some areas still experiencing a little bit of fog, but that will continue to lift. so, there was some of the rain that we got. it was having a tough time getting to the ground, and then it got a little more saturated, then some of that rain was obviously able to reach the ground. so a little soggy start this morning, but we are warming up. gradual warming trend before a big cooldown. we'll talk about that with the ten-day in about 15 minutes. >> lauryn, thank you very much. the d.c. national guard is honoring the superior men and women who serve our country. and this morning, the guard is hosting its annual awards and decorations ceremony. >> and news4's derrick ward is live at the national guard armory where people are pouring in to celebrate. >> reporter: well, indeed, they are, to celebrate and to honor. you know, the theme of today's ceremony, this annual ceremony, is protecting the capitol and defending the nation since 1802, and that about says wat

national guard is all about, especially here at the d.c. air national guard. so, they're going to be honoring the airmen of the year, the soldier of the year, and some civilians for their efforts in what they do to protect this nation. as you can see, all these guardsmen and women are gathered here. there is going to be a ceremony that starts in just a few minutes. and you know, we don't think about what they do, these men and women in uniform, often called citizen shoulders. a lot of their mission is domestic. they respond to national disasters, natural disasters, insurrections, things like that, and some of them are deployed as well. take a listen. >> we have people that are always deploying from both the army and the air, and being the capitol guardians as we're known, we take our job with a high level of responsibility. >> reporter: and there's going to be a special recognition for the pilot and maintenance crew of that d.c. air national guard f-16 that went down in clinton back in april. that pilot is being heralded as a hero for

aircraft away from houses, landing about 600 feet away. so he's going to get a special recognition here. but all of these men and women are indeed special for what they do for the nation's capitol and for the nation. live in the d.c. national guard armory, derrick ward, news4. back to you. >> derrick, thank you very much. great event there. meanwhile, there's a debate over whether the recently passed senate tax reform bill is going to add to the country's debt problems. it's been projected that it could add at least $1 trillion to the debt. >> that's right. so, now, senate majority leader mitch mcconnell is disputing projections that things would get worse, in fact, he's insisting that it will help families. >> the fact of the matter is, the average family of four would get about $2,200 a year in tax relief, and that's pretty darn important to them. >> mcconnell also predicted that the house and senate can iron out its differences to get the measure to the president before christmas. and now to local reaction on the tax reform bill that could impact you. d.c. mayor muriel bowser

in a story you will only see here on news4, she says the bill will only hurt district residents. >> we're very concerned, obviously, about a bill that was rushed through the senate, and with it appears that many senators didn't even know what they were voting on. >> mayor bowser says this plan will force more than 100,000 city residents to have to pay more in taxes. the house and senate still need to reconcile differences over this bill before it heads to the president. the time now is 10:04. you know someone who's already gotten the flu? nbc news medical correspondent dr. john torres says that the flu season is earlier and more widespread than this time last year. at this medical center in brooklyn, employees are arming themselves against the flu. >> more people who get the vaccine, the fewer people who get sick, the milder the flu season is for everyone.

trump took office. >> yeah. so, this one, brace yourself, because there's some critters in there. >> yeah. >> there's a lot going on. federal records obtained by our scott macfarlane shows a flurry of repairs and redesigns over the last two years, even rodent problems at 1600 pennsylvania avenue. >> reporter: using the freedom of information act, we asked the federal government for every work order, for every job they completed here at the white house, and we got hundreds of pages of work orders in return, an indication of how huge a job it is to keep up all of our local federal buildings and an indication our very large government must keep track of some very small things. nearly every week in every year of every presidency, the white house needs repairs. >> these are old buildings, and any of us who have older houses know that old houses need a lot of work. >> reporter: from paint touch-ups to air conditioning fixes, the agency in charge of the work is the federal government's landlord, the general services administration, for which brian miller used to

>> it's an enormous job, and gsa is assigned to manage that job. they don't do it themselves. they will hire contractors and subcontractors, and then they have to watch them. >> reporter: general services administration work orders obtained by news4 show the frequency of repairs didn't change between the final year of the obama administration and the first year of the trump presidency. but they do show a wide range of requests made just after inauguration day 2017. a request for a new toilet seat for the oval office bathroom, the vice president's request for a directv dvr system in his office. the national security adviser asked for a professional decorate for his office. the first lady sought a big-screen tv for hers. and the east wing also requested new drapery for the first lady's office to "give the overall effect of the room being taller." especially this time of year, the east wing and west wing are not only functioning government offices, but national attractions, sites of tours. dozens

new paint or new carpet. and in one case in 2017, a new chandelier for the oval office dining room. but there are less beautiful requests. cockroach problems in a west wing dining room, mice in the white house situation room and the dining facility known as the navy mess. federal records reviewed by news4 indicate $100,000 a year in white house repairs and maintenance, and the gsa provides maintenance on 31 buildings in d.c. the white house is just one of them. >> you want the government to know what it's doing, what it's spending money on. you want to know that the government is planning for this, that it has an inventory, and so you don't want that inventory to be wasted. >> reporter: the work orders even include replaced light bulbs. one former federal official told us, yes, we keep track of all the light bulbs changed, it's your tax money. and nationwide, those light bulbs add up. at the white house, scott macfarlane, news4. >> and there you have it, folks. >> rodents,

some sunshine. the rain is out of here and we are dry and clearing as we continue through this morning. the visibilities are improving, so looking good through this sunday morning. and temperatures are responding to that sunshine, getting near 50 degrees here in d.c. everybody in the 40s at this point. as we go over the next several hours, temperatures remaining in the mid-50s today. yesterday we were in the low 50s, so we're going to be just a touch warmer out there today. mid-50s. again, that fog lifting out and that sunshine will continue all through the afternoon. if you're headed out to get a tree, just know, if you're in an area that got some rain, it will be a little soggy and muddy, but we'll have plenty of sunshine decorating, light winds, nothing to worry about. and seeing santa, nothing to worry about as well. on the way out tomorrow morning, of course, we'll have clear skies tonight. look for that supermoon. otherwise, jacket and sunglasses as you make your way out to you morning. leave the umbrella at home. temperatures starting in the 30s and 40s tomorrow morning and we'll stay in the mid-50s through the day tomorrow. so, very similar to today. it's going to be quiet tomorrow before we get into tuesday.

now, tuesday, we'll have more cloud cover. a warm front will lift through the area. maybe a few sprinkles in the morning, but temperatures on tuesday, despite the clouds, will be in the low 60s. we've got some rain after lunchtime on tuesday as a frontal system makes its way through. once that rain moves out of here early wednesday morning, we start to cool down. temperatures on wednesday will fall through much of the day. it's going to be breezy tuesday afternoon and breezy through the day on wednesday. thursday and friday, some areas may not make it out of the 30s, so it is going to be pretty chilly on friday and saturday. we're watching a coastal system. that could bring our first flakes of the season to the region, so that will be something we'll watch. but again, we're warming up to about tuesday, temperatures fall through the day on wednesday. >> lauryn ricketts, thank you. all right, so, who knew what and when? we're talking about the russians meddling in last year's presidential election. we're also talking about the new tax reform bill and what that means for you. >> another busy week in politics, as always around here. joining us to break it down,

chuck todd, who's got "meet the press" coming up in just about ten minutes. let's start with russia, because this thing, you said it before, it started with like the special prosecutor here is making some advances in this whole case. >> he is. now it seems as if he's gathered evidence and now he's focusing, now he's looking at targets here. and when you've flipped a guy like mike flynn -- >> yeah. >> when you flip somebody like this, you're looking for cooperation about people higher in the food chain, so to speak, higher in the trump org chart. well, there's not many people higher than mike flynn, unless their last name is trump or they're related to a trump. and i think if the person that's probably -- that's been popping more tums than anybody else is probably jared kushner. >> that's what i was going to say. >> the president's in law. seems already just through the court documents we've looked at, it's clear that flynn is already dishing a little bit on kushner, but i'm sure donald trump jr. isn't feeling very good at this point, and it's -- look,

not clear here is if the president -- the president has been insisting he's not a target of the investigation. it looks right now as if he is, and dianne feinstein this morning on "meet the press" seems to paint a picture that seems to think that she thinks the same thing, too. not quite there, but it seems close. >> wow. >> i know we want to get to this tax bill, but a lot of people are wondering, you know, if flynn were to serve jail time, which could be imminent, wouldn't the president just pardon him? >> well, pardoning him is tricky. at this point, it would probably get a bipartisan backlash response in the united states senate. i mean, his support levels personally with republican senators are not very good, and a move like that, a blanket pardon of flynn would, you know, or a firing of mueller i think would suddenly accelerate concerns and almost paralyze this town on that front. and look, he's -- if he was going to do that, he'd have done

>> sure. >> you know, if he was going to pardon flynn. and there is one other issue why this might not fully work -- mueller's got enough of the investigation based in new york state where the president has an ability to pardon on a federal level, but not a state level, and there is a way for the state of new york, and they're in the middle of part of the investigation, too, at least because all of the stuff happened at trump tower. >> interesting. sorry, go ahead. >> the tax bill. we know the senate republicans passed a tax bill. what does this mean for people? obviously -- >> let's talk locally. this is a tough -- if you're in the upper middle class and you live in the dmv, this is not going to be -- you're not going to love this bill. we have high housing costs here. being a homeowner, you're not going to be able to deduct state and local taxes, okay. that's number one. and you'll have a $10,000 cap on your property tax deduction on that front. so look, it's going to depend almost individual by individual whether this tax bill will be a net plus or a net minus. the big picture is, this is going to sort

people think about, start their professional lives, you know. younger folks -- it's -- our tax system is going to encourage you to be renter, not necessarily homeowners, i think, over time. there's going to be less ability to write off the cost of graduate school education and things like that. so you might see fewer people getting mbas and so you might have -- it might hurt graduate school enrollment and things like that. so, there are ways in this tax bill -- we don't see is now, but in five years, you'll say why is the grad school trend down or why are there more renters and owners? we'll go back and say it started with the rewrite of this tax bill. politically, this is going to feel like obamacare, except in reverse. >> wow. >> meaning 2010, party-line vote, democrats do health care on their own. republicans use that as an albatross and win congress. democrats think this is unpopular enough that they could do the same thing. >> interesting. and still things to reconcile with the house and the senate
