chase. >> wendy rieger now at the live desk now with new information from fairfax county police who assisted that night. wendy? >> the fairfax county police chief is saying his team was there when the u.s. park police shot him three times in the head. they do have video of this. the chief of police wrapped up a conference saying the dashcam video from a fairfax county police cruiser did capture that shooting, but he says his department is not going to be releasing it until the fbi wraps up questioning in this case. ka czar was shot and killed after a chase. it stretched down the gw parkway south of reagan airport, ended with a crash in a neighborhood in the mt. vernon area. the fairfax county police chief says his officers did not shoot the suspect, but they did witness it. and news4's david culver spoke with the family and friends last week who say that he was a good man. he was unarmed when police shot

this is a story we are going to keep working here in our newsroom and we will be bringing you updates here on news4. back to you. >> all right, you got it, wendy. now first at 4:00, it's time for tolls on i-66. right now if you or someone you know is going westbound between washington and the beltway, they need to have an ez-pass. >> they do and this caught a lot of people off guard this morning. so, here's how it works. these tolls are for rush hour traffic only. eastbound the tolls are in effect between 5:30 and 9:30 in the morning. westbound between 3:00 and 7:00 p.m. >> now, everybody needs an ez-pass, but solo drivers, they're the only ones who actually pay the toll. the thing that's been most shocking today is just how high the tolls are going. mark segraves live now along i-66, keeping an eye on the evening commute. mark, what's the story there? >> reporter: hey, leon. yeah, i'll tell you what. vdot officials and governor mcauliffe this morning say this new plan, the new tolls are woi

take a look at 66. on the other side of metro, you really don't even see any traffic over there right now. and actually, that's part of the plan, is to reduce congestion so you have a more predictable and an easier drive during rush hour on route 66. leon, as you said this morning, the peak fare, $44.50. now, governor mcauliffe told our julie carey this morning that that peak fare only hit for about six minutes today. people paid as little as 50 cents if they only went a short distance. about 4.50 during rush if they went a long distance, again, that $34 toll was only if you drove the entire nine miles and you did it at the very peak of rush hour between 8:00 a.m. and 8:30 this morning. but again, yes, you do need a transponder, hov two or more you ride for free. the good news is the people who didn't -- weren't able to ride on 66, those single occupancy cars, th

here's what a representative with vdot told us this morning about where all this revenue will go. >> monies that are generated from this toll revenue goes back into the commonwealth into northern virginia to benefit the i-66 corridor. it's going to fund additional bus service and other transit improvements. >> reporter: so if you were on 66 this morning or this evening without an ez-pass, about 15% of those cars did not have an ez-pass, you can still go online and pay that and avoid the fine for not having the transponder. you still have to pay a fee. there is also an app that will tell you how much you can expect to pay right now if you're driving the entire length from d.c. out nine miles. it's $6 to ride route 66. that's the very latest. leon, susan, back to you guys. >> okay, thank you, mark. just make people decide to get into the car later. >> $34 for a toll. >> it's insane. >> i know. >> now, folks, we asked you how much you'd be willing to pay to make your commute a little quicker.

weighing in are saying up to 5 bucks seems to be fair. very few of you said you'd fork over the 25 bucks or more for a trip. you can weigh in right now on the washington facebook page. we are following more breaking news this afternoon. a woman has been stabbed on a metro bus in north west. police say the two women got into a fight on an x2 bus on first and h streets near the wal-mart there. one of them pulled out a knife and slashed the other woman. the suspect was taken off into custody. we have a crew heading to that scene and we'll update you on that as soon as we learn more from them. susan? >> now to some troubling details involving a couple of teachers at a local elementary school. two men facing charges accused of using drugs on school property. this afternoon the pair has been suspended. news4's pat collins is outside the courthouse in arlington with the details. hi, pat. >> reporter: susan, i just got these court documents and my fingers

according to these court documents, an informant told police that three teachers at taylor elementary regularly used marijuana, smoked marijuana in the school building throughout the school day. now, according to these court documents, the informant says three teachers met in the morning at the p.e. office and smoked marijuana and hashish and then used air freshener and hand lotion trying to cover it up. now, according to these court documents, an informant says one of those teachers distributed marijuana to other teachers inside the school building. an unlikely scene for a drug raid. taylor elementary, a highly rated school in arlington county. police say they executed two search warrants here, one i snse the school, one in a car. arrested two p.e. teachers.

28-year-old michael and 25-year-old luke lloyd. both men charged with possession of marijuana, both men suspended from their teaching jobs. here now from ashley savage with the arlington county police. >> is there any indication there may be others involved here? >> at this point we don't have additional information to that, but this is ongoing active. so, again, anybody with information contact the police. >> reporter: in a letter to parents from the principal, he said, as educators, we are obviously shocked by this news and our first concern has been for the welfare of our students. we believe the investigation is focused on the adults and does not involve any interactions with our children. now, we have two teachers charged with possession of marijuana. they have been suspended. another teacher on administrative leave pending the outcome of this investigation.

hospital. it doesn't appear anyone was seriously hurt and no word right now on who is responsible for releasing the pepper spray. >> first at 4:00 now, president trump has been inching closer and closer to an endorsement of controversial senate candidate roy moore from alabama. today the president went all the way. the white house confirms the president talked with moore on the phone today and offered his endorsement. this as legal experts argue now whether a sitting president can actually be charged with obstruction of justice. blayne alexander reports. >> reporter: president trump greeting supporters as he arrived in utah, but before leaving washington, showing his own support for michael flynn, the national security advisor he fired and who has now pleaded guilty to lying to the fbi. >> i feel badly for general flynn. i feel very badly. he's led a very strong life. >> reporter: mr. trump's team playing clean-up after this tweet from the president's account saying one reason he fired flynn was for lying to the

the president's personal attorney saying he's the one who wrote that tweet, calling it poorly worded. so, why does it matter? if president trump knew flynn had lied to the fbi and asked then fbi director james comey to drop the flynn investigation as comey testified, experts say that could be breaking the law. >> there is a credible case of obstruction of justice against donald trump. >> reporter: the president and his lawyers pointing to this assessment from harvard law professor alan dershowitz. >> you cannot charge a president with obstruction of justice for exercising his constitutional power to fire comey and his constitutional authority to tell the justice department who to develop, who not to investigate. >> reporter: critics call that a dangerous precedent. >> it says that the president is above the law plain and simple. >> reporter: also today, the president officially endorsing alabama senate candidate roy moore despite allegations that moore sexually pursued teenage girls decades ago while in

the kind of clouds that were out there in the sky in our area, typically when you get that reflection of the moonlight off the clouds it produces that ring. and it means in 24 to 48 hours oftentimes rain or snow in the forecast. >> okay. >> look at what's in the forecast tomorrow. >> rain. >> rain is in the forecast. some much needed rain in our area. we've been really dry lately. tomorrow's rain impacts mainly your afternoon and evening hours. that's your first weather headline. tomorrow is still nice. we're in the low 60s for a high. it's cold by wednesday and you'll see on the ten-day forecast starting wednesday through the remainder of the days, our highs only in the 30s and 40s. so, feeling very much like winter out there in our area. and as we see this colder air move in, also some minor snow chances late friday and again on saturday. but right now we're looking at little or no accumulation. of course, i know all the kids watching at home, you can see by the timing, wouldn't lend a hand to maybe having a snow day. but something we g

keep a close eye on here at storm team4. how it can impact your weekend. right now, though, temperatures in the low to mid 50s, 54 degrees in washington, we're standing at about 51 up in frederick. and tomorrow morning 7:00 a.m., some patchy fog and drizzle out there. you want to keep this in mind as the kids are at the bus stop, there could be thick fog in spots. by lunch time, if you have errands to run while at work, you can do so on your lunch break and be fine. 58 degrees at that point. as the kids are getting home from school, evening commute underway, rain is likely at 4:00 p.m. we'll have rain still impacting the area at 7:00 p.m., at least we're not cold tomorrow. 62 for a high. here is the time line for rain. 7:00 a.m., notice a chance for some light showers, misty drizzle out there. there's lunch time. notice how most of us are dry but cloudy and we hit 4:00 p.m., this is when rain is moving into the district. it's already in areas like warrenton, leesburg and frederick. we continue to track showers out there for thve

the now infamous access hollywood tape involving president trump was thrust back into the spotlight over the weekend. the former host of access hollywood, billy bush, fired back at the president in a "the new york times" op-ed piece. >> and for the first time he gave his account of what happened years ago on that bus, and joining us now to talk more about this is access hollywood's kit hoover. kit, this is obviously hits close to home for you. billy was fired from nbc after this tape first made news. he now says he thought trump's comments were all part of a stand-up act. what else is on access hollywood tonight? >> first of all, i think it's time for billy to speak out since president trump has questioned if that tape, if it's really his voice on the access hollywood voice tape. the other voice on the tape is billy bush who just wrote the article for "the new york times"

cool down and the first real chance for rain in almost a month moving in. storm team4 working for you. >> announcer: you're watching news4 at 4:00. >> new developments tonight in the gruesome murders of two montgomery county high schoolers the night before graduation. >> police found the 18 and 17-year-olds shot to death in a parked car in montgomery village in june. you may recall that story. police arrested three people shortly afterwards, but today six months later, there's been a fourth arrest in the case. news4's amee cho now live where the case goes now, and she's got exclusive reaction from the father of one of the victims. amee? >> reporter: yeah, leon and susan, originally this case looked closed at least as far as arrests were concerned. but the parents of najjar and ziberov learned there is a fourth person accused of killing their son from germantown.

harassment on the hill. the house administration committee plans to meet in thursday to review the law that allows taxpayer funded settlements for sexual harassment cases, including those against members of congress. at least one suit for nearly $80,000 was settled confidentially at the taxpayers' expense in the past few years. now new sexual harassment allegations have been leveled against several members of congress in recent weeks. >> well, it could wind up being one-stop-shopping for your health. >> that's right. cvs bought insurance giant aetna for $69 billion. it is one of the largest deals of the year. as nbc news correspondent jay gray reports, it's a move that could change the health care industry. >> any pain? >> reporter: it is a move some say could change the face of health care in the u.s. >> it's going to transform what doctors do, what nurses do, and i think where health care takes place to get it into a lower cost commun

>> reporter: cvs has announced a deal to buy insurance giant aetna, a $69 billion transaction pairing close to 10,000 drugstores and 1100 walk-in clinics with an insurance provider that covers more than 20 million people. >> it's really the perfect time to bring these two companies together to create a new health care platform that can be easier to use and less expensive for consumers, and really create a new front door to health care in our country. >> reporter: it's not clear how the deal might impact prescription drug costs. it is expected to bring a broad new customer base for cvs which has added walk-in clinics to many of its outlets the last few years creating a single stop where patients can have blood drawn, visit a nurse and pickup prescriptions. >> we have the opportunity here to begin to bend that cost curve and at the same time help people achieve their best health. >> reporter: antitrust regulators must still approve the purchase. jay gray, nbc news. >> interesting. so, this is the amazon effect. >> it is. you know, amazon is getting into the pharmacy

>> well, you couldn't put a price tag on this trip. a military pilot's split second decision was a life saver with his f-16 disabled and flying over the d.c. area. he averted disaster on the ground. >> he did. and you may remember this happened in april. now the pilot is being recognized for his actions. news4's derrick ward has his story. >> reporter: the last time we all saw captain jonathan morgan he was floating out of the skies in clinton maryland seconds after he ejected from his crippled f-16 fighter like this one. he was short of andrews air force base. >> when i realized i couldn't make the field, i was looking outside the aircraft fryitrying find a place to put it to cause the least harm. >> reporter: mission accomplished. no one on the ground was hurt. for that he was honored by the d.c. national guard. >> air champion jonathan r. arnold. >> reporter: that bright april morning it began with a training mission. he made a sharp right turnover d.c. and realized he had a problem with the engine.

45 degrees by 8:00 a.m., cloudy skies, maybe some mist. at that point we're up to 47. and then we go to your storm team4 four zone forecast. so, what we've done here is taken our area and broken it down into four distinctive zones. the first one being the d.c. metro area. this is prince george's county, howard, montgomery, fairfax counties, alexandria and the district as well. as far as rain arriving tomorrow it's going to arrive in the d.c. metro zone between about 2:00 and 4:00 p.m. as we head to the western zone, this is frederick, loudoun, fauquier, prince william counties, orange and culpepper counties, rain arrives a little earlier between noon and 2:00. breezy conditions for your afternoon as well. all the way to the mountains, this is where rain arrives the first, areas like winchester, martinsburg, hagerstown, through front royal. rain arrives actually before lunch time, maybe as early as about 10:30. and then our eastern zone, so this is all of you in southern maryland, down through northern king george and stafford nt

longest here. in fact, if you have errands to run tomorrow, most of the day is looking dry, with rain arriving between 3:00 and 5:00 p.m.. the bottom line is everybody is dealing with rain for your tuesday evening commute. and then we track a big change in our temperature. as you can see in storm team4 four day forecast, a chance of lingering showers wednesday morning until about 7:00 a.m. after that plenty of clouds throughout the day, maybe some late day sunshine. look at the high temperature, only 49 degrees. we're in the upper 40s on thursday, plenty of sunshine out there. friday is a cold day with a high temperature of 42. the day is fine, everybody gets home from work and school with still dry conditions, but overnight i can't rule out some light rain and snow showers to impact the area. as we look to saturday, also the chance for some light rain and snow showers. really not talking about much in the way of accumulation right now. but just with that forecast on saturday the weather will have a moderate impact on your day. as we look to sunday when you factor in the wind it feels li
