drivers on other arteries in fairfax county. a prince george's county firefighter paramedic delivers a baby, and you won't believe what today is. i'm shomari stone and i'll tell you all about it all new at 11:00. >> announcer: news 4 at 11:00 begins with breaking news. investigators trying to figure out if someone intentionally set an apartment fire that left a man critically injured in the district. good evening. i'm leon harris in for jim handly. and. >> and i'm doreen gentzler. that fire started two hours ago but investigators are still on the seen at 3rd street southeast right around livingston road. news 4's darcy spencer is on the scene. >> reporter: this is the apartment building where flames broke out today right here on the corner. if you look on the sidewalk, these are some of the residents who were displaced by that fire. they're being helped right now by the red cross. d.c. fire is here, d.c. police are here, they have launched an ar

alcohol, tobacco and firearms searching inside an apartment where firefighters rescued a man from the smoke and flames. the victim was taken to the hospital in critical condition. multiple sources tell news 4 it's suspicious and it appears the man suffered injuries not connected to the fire. investigators with d.c. fire and police, the arson task force, now working together to find the cause. the fire was reported just before 7:00 in the evening here at the friendship court apartments on 3rd street southeast near livingston road. >> it's an occupied building. so yes, there were residents on the upper floors. there was a considerable amount of smoke. we safely escorted several residents out including a toddler. and we checked them out to be sure there was nobody suffering from smoke issues. and nobody required any further medical attention. >> reporter: the red cross is assisting displaced residents who were forced into the cold. a temporary shelter was set up at a nearby workforce development te

>> we saw a lost residents out here standing in the cold after the incident took place. and so once i gained approval we opened up the doors, corporated that with security, d.c. police, and then opened up the doors for some of the residents to come inside and warm up. >> reporter: you can see some of those residents her on the sidewalk. they appear to be in very good spirits. they're hoping to be able to get back into their apartment at some point tonight. i just checked in with d.c. fire as well as d.c. police. it sounds like the victims remain in critical condition. live in southeast, darcy spencer, news 4. >> thank you, darcy. the i-66 toll lanes opened up today in northern virginia inside the beltway. we're going to show you a look at these pictures here. both of these shots were taken from dhoper 4 during rush hour just before 6:00, and as you can see here, on the right look at that. that's outbound traffic on route 50. you can see that bumper to bumper. nothing but headlights and brake lights there. smooth sailing, though, here on the other side.

because of the change in toll prices. that seemed to stabilize for the evening commute as well. peaking around 7.7 5ds for the entire ten-mile stretch from the beltway to d.c. but if you drove during the height of the morning commute and you were by yourself in the car, you paid for it big-time. the tolls cost anywhere between 50 cents and $34.50 depending upon how far you were driving. virginia governor terry mcauliffe not sorry about it either. >> this is how it's supposed to work. when it's getting too congested, they don't want you on the roads. do an alternative. >> that's right. remember, carpoolers still ride for free in the easy pass lanes with the easy pass flex. single riefrdrivers do get toll. all drivers need an ease ji pass to travel during rush hour. students will have a new principal at one d.c. high school tomorrow after fallout over a graduation scandal. willie jackson

yatunde reeds as the new principal. an investigation uncovered last week by npr and wrmu radio revealed dozens of students graduated last june when they shouldn't have. only 57 of the 154 students who received diplomas were on track to graduate. d.c. public schools chancellor antoine wilson released a statement today saying in part, we take this issue very seriously and this investigation will restore integrity to the process by providing students, parents, and the broader community with answers. students could see extra police officer at four prince george's county schools tomorrow. as someone made a threat on social media. there will be more officers up inner marlboro at kettering middle school, wise high school, and frederick douglass high school. and no bowie at bowie high school. we understand there was only one threat that was issued and that was posted on social media. but police have not identified the person who posted that and they did say, thoug

she could be facing criminal charges. arlington county police say they arrested two teachers for smoking marijuana at an lfr elementary school. luke lloyd and mike many diadigo are both teachers at taylor lfrmt. they and a third teacher are suspended. officers say they discovered marijuana and hash ish in both the school and in one of the teachers' cars. an informant says diatigo gave marijuana to other teachers as well. no students were involved. we've got a week ahead of us that promises a little bit of everything. >> meteorologist amelia draper tracking the changes for us in the storm center. we're going to feel some changes tomorrow. >> tomorrow is about the rain. some much-needed rain will impact the area, and then cool air moves in. toward the end of the week we have our first snow chances. i'm going to have more on that coming up right around 11:18. first tomorrow morning out the door. you want to grab at least the white jack

you want the umbrella as well. with rain moving into the area mainly after lunch. take a look at storm team 4 radar. this is the rain i'm tracking that will be moving in. during the morning hours, though, we only have the chance for some patchy fog and drizzle but we're really not tracking any rain out there. otherwise, floudy skies. you can see 7:00 a.m. we're near 50 degrees. by 11:00 a.m. we're already in the mid 50s. that was our high today. we'll continue to warm up a little more before the showers move in. i'll have the latest timing on when they move, in twhe leave the area and the latest on snow in the forecast toward the end of the workweek. >> ameelia, thank you. today the u.s. supreme court allowed the latest version of president trump's frafl ban to be fully enforced while its fate is argued in federal court. that means certain relatives of people already in the united states will not be automatically exempt from the ban. earlier versions of the travel ban caused confusion and led to protests at airports before they were s

courts. alabama senate candidate roy moore heading back at the "washington post" tonight. the post published a story featuring one of the women who says she dated moore when she was 17 years old. his campaign released a statement tonight denying those claims and accusing the newspaper of flat out lying. nbc's gabe gutierrez now has more on that accuser and the special election that's now just eight days away. >> reporter: go get 'em, roy. that's what alabama is that the candidate roy moore says president trump told him today by phone. >> he said that you know, i support his making america great again. >> reporter: the president's most robust endorsement of the controversial former judge facing multiple allegations of sexual misconduct, including with a 14-year-old girl almost 40 years ago. >> he denies it. >> reporter: after previously offering cautious support today the president tweeted "democrats' refusal to give even one vote for massive tax cuts is why we need republican roy moore to win in alabama." >> i do

reporting. on friday the president's going to be holding a rally in pensacola, florida near the alabama state line. and at this point we have no word on whether or not moore will make an appearance there. the texas congressman who used $84,000 in taxpayer money to settle a sexual harassment lawsuit says he's going to pay it back. a former employee filed the suit in 2014 against republican blake farenthold. farenthold says he's taking out a personal loan to cover the cost of the settlement and promised to pay it off this week. he insists an ethics investigation of him cleared him of wrongdoing. prosecutors working for special counsel robert mueller are backing out of a bail deal for paul manafort. court papers filed today say the president's former campaign manager violated his deal because he was working on an op-ed essay with a colleague based in russia. manafort was allegedly working on the essay while on house arrest as late as last week. manafort's facing several felony charges involving allegations of

against the united states, and lying to investigators. the charges predate his joining the trump campaign. he's pled not guilty. no family should have to wait months to find out why police shot their child. that's what the family of a 25-year-old man in mclean shot three times in the head by u.s. park police last month told the "washington post" tonight. fairfax county police say they have video from an officer's dash cam from that night but can't release it until the fbi wraps up its investigation, and that could take a while. police say they were chasing bijan gaither down the george washington memorial parkway and fairfax county police were called to assist. he crashed in a residential neighborhood in the mount vernon area. police shot him, and he died ten days later. his family says he was not armed. a pregnant mom headed to the hospital, but the baby didn't want to wait. coming up next at 11:00, the paramedic who delivered t

as news 4's shomari stone reports now, she sayers a birthday and something else with the guy who delivered her. >> it's been an eventful day, exciting day. >> reporter: van helsel sips coffee after an extraordinary day on the job. >> unique circumstances. >> reporter: the 17-year prince george's county firefighter/paramedic worked on his 42nd birthday. he received a call around noon from this apartment complex. >> this is one of those calls, one of those good calls that's burned into your memory. >> reporter: a woman called 911 saying she's going into labor. >> we got there and she was in imminent birth. she was having the baby. there wasn't no stopping it. >> reporter: and once the woman climbed into the ambulance dan knew she wouldn't make it to prince george's hospital, about two miles away. the baby was already beginning to come out. he took this pregnancy kit right here, cut the umbilical cord, and suctioned the baby's airway. >> it makes you fee

today a major overhaul to the weight watchers program. the company says its members can now eat more than 200 more items. foods like eggs, seafood, non-fat yogurt. guilt-free. the foods themselves haven't changed. experts say weight watchers is just hoping to lure back members its lost. >> if it sounds too good to be true, it probably is. wow, 200 foods with zero points. zero points doesn't mean zero calories. >> the company hopes this will make it easier for dieters to eat well. >> just chew and pretend, huh? chew and then just cool yourself. that's how it works. "house of cards" fans, you're getting one more season, but this one without kevin spatee. the show's been in limbo, as you may know, since sexual assault allegations surfaced against the actor while the show was in production on the new season. netflix is now saying that it's going to film eight more episodes focusing entirely on robin wright's character, clair underwood. filming will begin early next year

>> we have a feeling frank underwood will meet with an unfortunate end. so we've got some rain coming our way tomorrow, huh? >> yeah, but i think most of the day's actually going to turn out dry. so if you have errands to run on your lunch break you probably can sneak in and out of the office without dealing with any of that rain. it's going to be later in the afternoon, 3:00, 4:00 p.m. when we see the rain showers move in. that's going to be your first weather headline. rain tomorrow mainly during the afternoon and especially during the evening hours. after that on wednesday that cold air comes in. high temperatures on the ten-day forecast after tomorrow only in the 30s and 40s. and with the colder air take a look at your final weather headline. tracking some snow chances, friday night and saturday night. snow lovers, though, it's not the best news. right now i'm really not seeing much in the way of accumulation if any at all. but let's talk about the rain tomorrow before we go more into the snow chances at the

i'm starting off future weather tomorrow morning here's the time stamp. 7:00 a.m. maybe some patchy fog and drizzle out there. otherwise cloudy skies, and we do have cloudy skies around throughout the entire day. but i mentioned being able to head out on the lunch break, maybe get some exercise in. here's new. notice most of us are still completely dry. even back toward the mountains. but once we start to get into the afternoon hours, 3:00, 4:00 p.m., this is when rain moves into the area. the evening rush is getting under way and we're dealing with rain in parts of fairfax, montgomery, loudoun oun, potentially even in the district at that point. by 5:00, 6:00 it's raining everywhere, east of 95 at that point. and light to moderate rain in the forecast. this could certainly slow us down tomorrow night. if you have somewhere to be tomorrow evening with the rain in the forecast, i would budget a little bit of extra time just to play it safe out there. we continue to track rain overnight. we'll stop future weather at 7:00 a.m. on wednesday. at this point the rain is out

the area but the clouds hang on. that's when the cooler air moves in. temperatures right now on the chilly side for sure. 48 degrees in washington, 45 back in leesburg and tomorrow morning at 7:00 a.m. we'll start out right around 45. by lunchtime 60 degrees. not bad for early december but plenty of clouds out there. rain is likely especially around washington and areas to the west by 4:00. 62 for a high. 7:00 in the evening, we're tracking rain at that point. 59 degrees at 7:00 p.m. as we look to wednesday this has been the colder air moves, in 49 for a high. thursday 47. and then we continue to cool off on friday with a high temperature of 42 degrees. take a look at your weekend outlook. on friday some rain and snow showers are possible at night. i think most of us get home from work and school before we worry about any rain or snow. on saturday we're watching a system for some light snow that might spill into sunday. and sunday, guys, the wind childs are in the 20s and low 30s. the forecast
