news coming in first at 4:00. d.c. mayor muriel bowser has hired an outside independent firm to audit attendance policies and procedures at d.c. public schools. this coming after an investigation last week by npr and wamu radio revealed dozens of students graduated last june from ballou high school in southeast when they shouldn't have. only 57 out of the 164 students have received diplomas were actually on track to graduate. today a new principal began his career at the school willie jackson replaced reeves. she's been removed from the school and placed in another role in the district. now we have some new information coming in on breaking news we first told you about at midday. >> that's right. a police review board says the officer who shot and killed terrence sterling did not follow the rules and should be fired, dc police just reacted to that news. >> news4's mark segraves outside the third district in northwest. mark, what is going to happen to e

>> reporter: well, still some time is going to go before we find out his final determination. for now he's on noncontact administrative leave with pay. he's been like that sinc since september in 2016 when this all began. as you'll recall, it was back in 2016 when two police officers were chasing terrence sterling on his motorcycle. he reached speeds of 100 miles per hour, according to police. at some point during that chase, police pulled in front of him, blocked his path. that's when his motorcycle, according to police, ran into the passenger side door and that's when officer brian trainer fired two shots from inside that police car, striking and killing terrence sterling. now, you'll recall in august the u.s. attorney's office declined to bring any criminal charges against the police officer. the family then launched a civil lawsuit against the police department and the city, but just today d.c. police chief announced an internal review, intern

this matter found as you said, that shooting to be unjustified, that he violated police policy. now, we asked the chief for some specifics today. he declined to give any specifics, specifically what policy officer trainer violated in firing his weapon that night. what we do know now is that it is now in the hands of officer trainer. it's up for him to do what he -- either accept this penalty or reject it and ask for a trial board. we asked the chief about this procedure that's been playing out now for more than a year. here's what he had to say. >> we're going to be transparent. we're going to share information when we can. i've asked people all along the way to be patient. wait for the outcome. if you're upset with the outcome, that's the time to voice your grievance. it's been very difficult. it's been a long time for people to wait for an outcome. we are still waiting but we're getting there. >> reporter: now, the sterling family issued a statement through their attorney saying

latest move, but they want to know now whether the city is ready to settle that lawsuit. that is the very latest live here in northwest washington. mark segraves, news4. >> thanks, mark. breaking news from capitol hill where people are protesting the gop tax bill for a second day in a row. more than 300 people swarmed the offices of virginia woman barbara come stock. they are targeting republicans who voted for the tax bill and telling them not to allow final passage. we have videos of several people being arrested. this is the second straight day of protests. opponents say the bill gives the rich est americans the huge est tax break while leaving the middle class with a burden. breaking news first at 4:00, russia has been banned from competing in the winter olympics in south korea over doping allegations.

of orchestrated state sponsored doping at the 2014 games in sochi. these are some of the russian athletes who are clean and say they should still be able to compete. well, they can, just not for their country. they'll have to compete under the name olympic athlete from russia and wear a uniform with that name on it. and we are just over two months away from the start of those games which you can watch, of course, right here on news4. >> in the meantime, lots of christmas gifts won't be delivered on time after an inferno at a u.p.s. shipping facility. they explain how u.p.s. plans to fix this issue. >> reporter: underneath tarp, a processing trailer burned to its frame. it is used to move packages from a warehouse to a conveyor belt onto trucks. now every package inside fire damaged and waterlogged. it's only some of the damage left after this, a

broke out after 11:30 monday night at this frederick ups building off english muffin way. inside the sprinkler system was triggered helping county fire crews get the fire under control within 45 minutes. >> i got a chance to speak very quickly with the ups worker off camera. he says they are just now trying to square the damage, get back to work and make up for all their lost time. concern now for all of those packages, weeks before the holidays, many likely presents that will never get shipped. ups now working on that, sending news4 a statement reading, we are working to identify and notify shippers of any damaged packages as well as reroute packages that would have gone out on the damaged trucks. under daylight, it's hard to miss those ten damaged ups delivery and packing trucks, or that scorching on the warehouse where luckily no one was injured. >> justin finch reporting there. now, our assignment desk made some calls to ups toea

will work. first they are going to have to contact the shipping company and tell them that your package was destroyed, and then each package is going to have a declared value. anything up to 100 bucks, ups has to pay for, but they say if your item was more than -- worth more than $100, they'll have to work with the retailer to cover the repair or replacement. developing right now, an out of control wildfire chasing hundreds of people in california out of their homes. dozens of structures have already burned in ventura county just northwest of los angeles. as jay gray reports tonight, about 27,000 people have evacuated so far. >> reporter: yeah, leon, a rough go right now, and a lot of tension here. ventura, city on edge as you can imagine. you can see behind me the fire getting to the edge of the downtown area here earlier in the day. there are at least five wildfires burning at this point an

they're nowhere close to controlling the flames right now. as the sun struggles to breakthrough the smoke at sunrise, fire fighters continue their struggle along the front lines. >> we have extremely high winds, very, very low relative humidity and fuel conditions out there are absolutely about as bad as they could be for fire spread. >> reporter: the thomas fire exploded overnight pushed by winds gusting over 50 miles an hour chewing through the california hills, flames swallowing at times an acre every second. more than 45,000 acres have already been seared. 150 structures destroyed. and close to 30,000 families have been forced to leave their homes. >> you can see the flames burning toward us so we're going to grab the kids and i don't know where we're going to go. >> reporter: as evacuees rushed to safety, fire chiefs continue to rush towards the flames. >> we're

dau during the morning rush hour and that has one lawmaker pointing the vifinger at vdot. david culver is along i-66 with his message tonight. david. >> reporter: hi, leon. let's get you the toll amount. $7. that's if you get on i-66 west from washington and you can see if you look at traffic, it's moving smoothly now. as you mentioned, leon, this morning that is what stands out for a lot of folks. as they were on 66 eastbound headed in, $40 for that max toll. $40 for one way. it has that one lawmaker that you mentioned, his name is supervisor ron meyer. he's out of loudoun county. he wants to put a cap, a maximum amount there. and he hopes that that will ultimately allow the northern virginia transportation commission, which is the group that receives the revenue from the tolls, to perhaps send a

commonwealth to make this more reasonable. he says it's got to be more reasonable for those single drivers who are now allowed to drive during rush hour on the inside portion of the beltway. ultimately, he says it could slow down traffic a little bit. >> but this is just way over the top. it's only affordable for people who would be megamillionaires. it's not appropriate. >> in the premise of dynamic tolling is to let the demand for the lane and the congestion dictate the price. it's based on what people are willing to pay. >> reporter: vdot pointing out, though, that what has changed with this new tolling system is that for the first time single okina occupancy drivers are allowed on the stretch. before that wasn't allowed, so those drivers who in their mind are complaining about these high tolls can choose another commuting option. meantime virginia's house caucus

that they want to in some way reconsider the tolling here and figure out a way to make it more affordable as well. so, clearly, leon, this is becoming a highly politicized issue now. >> yes, it is, david. but the question is whether or not they want to make it more affordable. if it's more affordable there will be more people actually using the road. that may not even be what they want. all right, we'll see how it plays out down the road. >> reporter: that's a concern as well. >> there you go, exactly. susan? >> thanks, leon. rain could make for uh tough ryan home tonight. lauryn ricketts is driving around. she's in res tin, a few sprinkles. we're all going to see a little bit of this. >> the thing is we haven't had rain for an evening rush in a while. especially with the sunsetting now in about 30 minutes, i think those factors will come together and certainly make for a slow go in some spots. let's show you where it is raining right now. starting with storm team4 radar, you can see sprinkles falling in manassas. heading toward fairfax and burke as well. 95 heading out of the district ut

as we head north, not on 9 . this is future weather. this isn't the radar. this is the future as to what we're predicting with the time line for rain. you can see 6:00 p.m. over the next few hours. we're tracking rain in montgomery and houward county, sprinkles in the district. what i want to show you here is notice how areas east of 95 still looking mainly dry. southern maryland and down through the northern neck. once we hit 7:00, 8:00 we're tracking rain showers everywhere and then we continue to see rain overnight tonight before it moves out of our area tomorrow morning by about 5:00 a.m. so, unless you're planning for a very early commute tomorrow morning it's looking dry, but plenty of clouds. for more on the road conditions out there right now, though, we want to sinnend it out to storm team4. lauren, i think it's

truck out to show the weather just because it's been so quiet in our area. we definitely need this rain. what are you notice now in reston? >> well, we actually had some rain moving through the region. just some light stuff. but enough to wet the roadway. so, be careful if you're traveling on the roadways. amelia and i were talking about earlier even though we had rain sunday morning, again, some of those roads could be a little oily. plus we're also seeing some of the leaves that have come down over the last several days. so, of course making for some slick conditions. especially secondary roads. let's go ahead and show you some of the maps, what is going on. some of the roads are slightly wet as you continue into the evening commute. not everybody going to see a lot of that wetness on the roadways. but overnight tonight, later on tonight, when that frontal system is actually making its way through, we're certainly going to be on the wet side. and then we start to dry out overnight. there could be showers south and east of d.c. early tomorrow morning, southern maryland. most of us will be dry tomorrow morning for the morning comte

sex couple against a colorado baker who refused to make their wedding cake. blayne alexander was inside the court today for today's argument and now she is outside the court for the very latest. hey, blayne. >> reporter: well, souusan, an attorney for the baker, the colorado baker said providing a cake is essentially the same as saying, i agree with this union. but the state of colorado says that not providing the cake is discrimination. outside the supreme court, a crowd divided. on one side, demonstrators supporting colorado baker jack phillips who refused to bake a custom wedding cake for a same-sex couple. [cheering and applauding] >> reporter: on the other, supporters of david mullen and charlie craig denied that cake in 2012. the question at the center, is a cake considered free speech? >> this has never been about a cake. this isn't about weddings.

sprinkles falling in parts of wheaton right now. the beltway getting a break from any light showers out there, but as i widen out the picture, you can see as we look to parts of montgomery county and frederick into washington county, seeing rain out there, and then back along the i-81 corridor, waiting for the showers to move to the east, to bring substantial and widespread rain to parts of fauquier, prince george's and other parts of southern maryland. that should happen in an hour or so. we will have rain out there. then for the overnight hours and coming to an end tomorrow morning. here's future weather at 6:30. notice at this point we are seeing rain in parts of fauquier, prince william, fairfax counties, arlington, parts of the district as well as we move to 8:00 p.m. noticing showers just about everywhere, so, i think that's really the time period where we'll be seeing some rain every where. so, not everyone dealing with rain heading home from work tonight, but maybe you're going home, having some quick dinner, putting the kids to bed and heading out to do

holiday, make sure you grab the umbrella because we are going to see more heavy rain tonight. with the wind picking up tomorrow, the roads should dry out by tomorrow morning. some areas may still have rain lingering, but for the most part we are dry through the day tomorrow with a big temperature change on the way, right, amelia? >> absolutely. as we look at the storm team4 ten-day forecast -- before we talk about, i like the holiday lights on the storm team4 truck. look at the temperatures, all 30s and 40s on your ten-day. two things i want to point out. maybe flurries late saturday night, little or no accumulation. next chance for rain and snow will be next tuesday. then, guys, a really big cool down next wednesday and thursday. but for tomorrow we'll keep it dry, mostly cloudy. breezy and high temperature of 49. >> all right, thanks so much, amelia. well, it is a 55 mile per hour road where police are clocking speeds, get this, in excess of 100 miles per hour. triple a calls indian head highway the deadliest road in maryland. it runs through southern

the people who actually live along that road are hoping the addition of speed cameras will save lives. our bureau chief tracee is live with that. >> reporter: not often you hear many in the community saying they want cameras. that is what's happening here. they are tired of the deadly accidents. up to six people per year die on indian head highway and tragic crashes. folks don't know what to do about it. it's a straight road here with a few stop lights, but by and large, very little to keep people from going in excessive speeds. so, there is legislation that has been crafted by a maryland delegate. tonight the prince george's county delegation will vote on whether they are going to pass this new legislation for speed cameras along 210. if they do that, then it's going to move on to annapolis for a larger vote. it is going to mean changing some of maryland's state laws to allow for speed cameras here in prince george's co w

go around schools. when we talk with folks, we got mixed reaction from those who are proposing it and oddly enough from aaa. >> if you can avoid getting a ticket from the speed camera by driving reasonably, and it's cheaper than an officer-issued ticket. and it saves lives. that's the main reason for speed cameras. >> most of the trashes occur on indian head highway occur late at night and on the weekends. with those problems retreated and diminish by the sprens presence of speed cameras? probably not. >> reporter: the delegation will consider this proposed legislation tonight at prince george's county community college. reporting live, i'm tracee wilkins. back to you all in the studio. >> thank you, tracee. shopping for the holidays can make you a target or thieves. police want to make sure it doesn't happen to you. we're working on that story for

head of homeland security kiersten nelson was confirmed by a vote of 62-37. no republicans voted against her. kneel son has a close relationship with john kelly, president trump's chief of staff and the former homeland security secretary. now, a special bond between a mother and a paramedic for prince george's county. news4's shomari stone has our story. >> it's been an eventful day, exciting day. >> reporter: he sips coffee after an extraordinary day on the job. >> unique circumstances. >> reporter: the 17-year prince george's county fire fighter paramedic worked on his 42nd birthday. he received a call around noon from this apartment complex. >> this is one of those calls, one of those good calls that's burned in your memory. >> reporter: a woman called 911 saying she's going into labor. >> we got there and she was in imminent birth. she was having a baby. it wasn't no stopping. >> reporter: and once the woman climbed into the ambulance,

to prince george's county hospital about two miles away. the baby was already beginning to come out. he took this pregnancy kit right here, cut the umbilical cord and suctioned the baby's airway. >> it makes you feel good. always makes you feel good. >> reporter: the woman gave birth to a healthy baby girl named zoe. i could end the story here but there's more. >> it's destiny some would say. it's been surreal. you know, my mom gave birth to me in the back of an ambulance and here i am all these years later. on my birthday, you know, assisting with the rest of my crew, and delivering this little baby girl. it was a really cool experience. >> i was in the back of the ambulance with him. i was kind of dealing with mom and kind of assisting dan. >> got some gourmet cooks in the firehouse. >> reporter: now he's cooking a birthday dinner to celebrate the special day. the woman thanked him with a smile. >> we're just happy the baby is healthy.
