cleanup of course after. we are learning new information about the crash that led to this major backup on the beltway. montgomery county fire said somebody crashed last night but that car got out of the car to check the damage and was then hit by a car. both drivers were taken to the hospital. the driver who got out of the car we are told has life-threatening injuries. following a developing story in prince georgia story. a tragic accident leaves a young boy fighting for his life. police say a babysitter formerly in the military was putting away his legally own gun. the 11-year-old boy was in the room when the arm went off and hit him in upper body. say the 33-year-old babysitter drove the boy to the hospital lan doctors were able to stabilize the child and moved him to children's hospital. >> at this point we doel

failed to pay $530,000 in sales taxes. i street and second location in northeast and five guys also in southwest. city says it was forced to cancel the restaurant sales tax certificates which are required to operate. >> okay. so they are popping up every where. talking about the bikes that are part of washington's dock less bike sharing program. some neighbors in the district are saying many of the bikes are just scattered. a good number voiced their concerns at a meeting with vdot and bike share companies. officials working on a solution. districts are testing the bikes for seven months and see how that goes. a prince georgia county couple says they feel violated after somebody stole the tires on their car twice in one week. first incident happened a week ago in adelphi. then after that the couple replaced the tires. and bought a top of the line

snow chances are just conversational in nature. we won't be talking about schools closing and people grumpy stuck in their house for days. but it is time with the cold air here now. it is time to start thinking about when we might get our first inch of snow. not any time in the immediate future. last year we had to wait until january 30th before first inch of snow. winter before that one, 2016 winter not until january 22. but that was the first of many, many inches. that was when we had the big blizzard. 27 inches of snow at dull test airport with that particular snowstorm. and back in the 2013 winter, we had to wait until march 25th until the first inch of snow. i'm optimistic we'll have snow chance ns the forecast. though i still don't see an inch anywhere in the next 7 to ten days. right now chilly day. 43 northwest winds averaging 10-mile-per-hour. shaved a few degrees off

view of the thomas fire in southern california. you can see the flames reflecting off the ocean. nearly a dozen wildfires burning in southern california right now. but this is the biggest and the most destructive fire. it has forced governor jerry brown to have a state of emergency. the flame has destroyed at least 150 structures and forced evacuation of 130,000 people started on monday. one person got very emotional after talking about fleeing a lifetime of memories. >> all our lives were wrapped up in that house, everything, it's all gone, everything. >> at last check the thomas fire is still zero percent contained. ap just to give you some perspective on this, we have been talking about this for about 45 seconds, that's 45 more acres that are destroyed at a rate of about 1 per second. the

beltway are already taking a toll on people's budgets. we are working for you by keeping an ion the toll prices. just after 9:00 a.m. tolls peak at $23.50 to drive into d.c. that's less than the $40 per week that toll driver saw yesterday. all this sticker shock is causing lawmakers to make action. news4 megan mcgraph is here to tell you about it. >> reporter: these drivers don't know how much they'll pay until they hit the road and come up on the toll. which is why a lot of these lawmakers are outraged. because just yesterday we saw some drivers paying $40 one way. so the numbers are in from tuesday commute. take a look. according to vdot opened at $11 and closed at $15.75 a

dedicated revenue to metro. 500 million a year is what's needed. >> a couple of weeks ago we reported that the rate of teenage depression has raised 50% in the last decade. another trend around teens, especially girl, here's some important information. >> reporter: girls at risk a recent study finds the rate of self inflicted injuries at girls as early as 10 year olds has doubled. here to talk about the trepd joshua whiner. thanks for joining us. this is upsetting. when talking about self inflicted injuries, what are we talking about here? >> this is when someone hurts them self generally in the form of cutting, that's by far the most common, but sometimes it can be things like burning or punching themselves. but this is hurting yourself not with the intent of wanting to die, but it's the intent of wanting to feel better. so we are talking about people who are feeling

feel they need to punch themselves in some way for something they've donor very, very depressed or angry. and one thing that i think will shock a lot of people is to know that these behaviors actually work. they do calm people down. so they are effective coping skills, but very unhealthy coping skills, obviously. so what can happen to some people is they do this and realize wow this really worked for me and it become kind of addictive behavior in some people. >> very scary. how common is this? >> it's really common. so a conservative estimate would be 10% of teenage girls engage in cutting or some form of self injury us behavior. >> mostly girls here? >> yes, girls are much more likely to do this than boys. and another thing people say are girls doing this primarily because it's a cry for attention or they want people to know? and i this hi another interesting thing is most of the time people will hide this. sohe

make up lies why they have these cuts on their arms. so this is not something where people are doing this because they want everybody to know. these are kids who are legitimately really struggling. you don't see this as often in boys. but you do see more often in boys those are the kids who are going to punch holes in the wall, kick doors down, more aggressive out regardly rather than girls who are more likely to take it out on themselves. >> what are some psychological reasons to cause a girl to go to these extreme measures? >> all these dpifrn things i mentioned, depression, mood in stability, those sorts of things, numbness. you know, we just find that, look at adults, right, so when you have adults who are feeling a way they don't like emotionally, a lot of adults will turn to drugs or alcohol, primarily alcohol in our society, as a way to manage that. well, for kids or teenagers, they are often not turning to alcohol, sometimes they are, but with girls in particular they are going to turn to another mechanism that

and the word spread. so a lot of people know other kids who have done this, then they get the idea, oh, yeah, i remember she did this. i'm going to try this. >> and what about the risk for suicide? are girls injuring themselves at higher risk? >> yes. so this is really important point for people to it be aware of, and that is roughly 50 to 80% of kids who engage in self injury, will eventually make a suicide attempt. so you do not want to take this lightly, obviously. you want to make sure that you are getting your child the help they need. there are scary statistics out there, 10% of high school kids will make a suicide attempt. craziness. so you really want to make sure if you are seeing something like this, you don't take it as something you are going to wait and see ha happens with your child. you immediately seek some professional help. >> all right. dr. joshua whiner thanks very much discussing this tricky topic. thank you. stay with us, chuck is back
