>> also tonight, costly commutes on i-66. are those express lanes already changing habits for drivers after just a few days? and pressure to resign for democratic senator al franken. what we're hearing tonight about his big announcement for tomorrow. news 4 at 11:00 starts now. after almost nine years of questions, finally some answers for the family of pamela butler. good evening. i'm doreen gentzler. >> i'm leon harris. butler's boyfriend recently pled guilty to killing her back in 2009. today news 4 was first to report that he told police where to find her remains. butler's brother plans to be there when police start searching along i-95 in stafford county later this week. tonight he spoke with our derrick ward who is live with the latest. >> reporter: the butler family has indeed been there throughout this ordeal. and if this lead proves true, if her killer has indeed led authoti

family, it will close a chapter but not the wound. nearly nine years of not knowing for the family of 47-year-old pamela butler missing from just before valentine's day 2009. >> to be honest with you, i knew because she's my sister, i knew probably a week in that, you know, we weren't going to find her alive. >> reporter: it wasn't until her former boyfriend jose angel rodriguez cruz was arrested and admitted killing butler in october that he really sank in. he said he really liked rodriguez cruz when they first met. >> he seemed like a really nice guy, to turn out to be just a sick character. >> reporter: in an agreement with prosecutor, rodriguez cruz pled guilty to second degree murder. he killed butler after they argued in their home. sources tell news 4, they began searching a wooded median separatihe

monocassie river. there's no timetable for when the work will be completed. it could last for days. in the meantime, traffic is being rerouted in beth directions which means fewer options for drivers trying to avoid i-70 during rush hour. $43. that's how high tolls have gotten for solo drivers on the i-66 express lanes inside the beltway this week. they've frustrated a lot of drivers, but there are signs that they're doing what they were designed to do, changing the way we commute. shomari stone is on i-66 with more tonight. hi, shomari. >> reporter: hi, how are you? well, i-66 express lanes, that's the topic tonight. and one man is determined to help drivers. there is no cost on how much this will cost, it could go up and down depending on the traffic. one man says he wants to help ease the financial burden. >> it's

outraged over the new i-66 express lanes in virginia. >> i'm really upset about tolling and how high it can go, and that is no limit or no input from the citizens. >> reporter: the i-66 toll prices can go up and down depending on how many people are using the express lanes. he says that's unfair. so he organized a slug line community for i-66 on twitter and facebook. carpoolers with two or more people can travel for free. how is slugging going to help the driver? >> so the driver, sometimes the driver cannot find a car pool rider. >> reporter: so they can become a slugger. drive up to the vienna metro station parking lot, stand by this sign that he made and pick up someone. that way the driver doesn't have to pay the tolls. >> it makes me feel much better because they share their ride with somebody else. that's good for the community, good for the environment. >> reporter: and it eases traffic.

wind indks waex warning. winds today hit in the 80s. jay gray will show us the latest conditions on the ground. more than 30 of al franken's open democratic senate colleagues are calling for him to resign. he'll make an announcement tomorrow, but it's not clear what exactly he might say. his twitter account shot down a report from a minnesota radio station that said franken has decided to step down. another woman today joined others accusing him of unwanted physical contact. >> when we start having to talk about the differences between sexual assault and sexual harassment and unwanted groping, need to draw a line in the sand and say none of it is okay. >> all this comes on the day that "time" magazine unveiled its person of the year on the "today" show. the magazine honored women who have shared their stories of sexual misconduct by high profile men. now, to a story you'll only

the man at the justice department who oversees special counsel robert mueller says that he is satisfied with the job that mueller's team is doing. rod rosenstein is deputy attorney general and because attorney general jeff sessions recused himself from the russia investigation, it is rosenstein who has oversight of things like mueller's budget. monday the news 4 i-team scott macfarlane asked rosenstein about mueller's progress so far. >> are you satisfied with what you've seen so far from the office of special counsel? >> yes. you know, when we conduct our investigations, as you know, just as is true in maryland, we don't talk about the investigations while they're ongoing. so what the american people will see is only if and when a case is charged. there have been several cases charged to date. we're not in a position to talk about anything else that may be going on. >> the management of the administration of the office you're satisfied with so far? >> yes, that's correct. >> now, in his reporting, scott also asked white house attorney ty cobb f

case. cobb said, as i have routinely said, i have great respect for robert mueller. we remain committed to working with him toward a speedy and appropriate resolution. rosenstein will testify before the house judiciary committee one week from today. president trump will huddle with congressional leaders tomorrow to iron out differences on the budget to avoid a government shutdown this weekend. the white house released a statement this afternoon praising senate minority leader chuck schumer and house minority leader nancy pelosi, but that statement came hours after the president himself caused a big stir by suggesting the democrats could force a federal closure over the issue of immigration. the government runs out of money friday at midnight. the plan to the pass a continuing resolution that would postpone that. he made a stir when he said that the u.s. would recognize

who is in critical condition after what police are calling a terrible accident yesterday. the boy was at a neighbor's house when the man watching him accidentally shot him. the 33-year-old former military personnel said he was putting away his legally owned handgun when it went off hitting the boy in the upper body. he grabbed the child, took him home to his mother and then drove them both to the hospital. the boy's family released a statement tonight thanking everyone for their well wishes and asking for privacy and prayers for their son. next at 11:00, it's supposed to be their wet season. the strongest and longest santa ana winds of the season now fanning several fires burning around los angeles tonight. hundreds of square miles of flame right now, and it's only getting worse. closer to home, a new proposal to get rid of d.c.'s rat problem. how the district plans to force businesses to take action. just in time for a

overnight making things even more difficult for firefighters on the front lines. lines that are shifting as the flames and concern here continues to grow. jay gray, nbc news, ventura, california. from a terrifying situation across the country now to a disgusting one here closer to home. there's a new push to deal with this problem of rats in the district. the d.c. council considering a law to force restaurants and other food service businesses to clean up their grease and food waste problems, and if they don't, the city could do it for them and issue some big fines. news 4's tom sherwood spoke with susan sedgwick today. sedgwick calls herself an exhausted rat warrior. she went before the council to share her story. >> last night i'm driving in my alley about 9:30 and rats were in the restaurant storage area, others were scurrying down the alley

really begin to come in here. after that i think it stays cold maybe right on through the holiday. yeah, we're talking about really cold air, the coldest of the season by far. take a look outside, not bad at all. dealing with cloud cover. those clouds acting like a blanket. as i mentioned earlier, the temperature just went up a degree from $ 34 to 44 degrees. 37 in leesburg, 37 in gaithersburg. on the chilly side. but this is what you expect this time of year. clearer skies, we'd be a lot cooler. maybe by ten degrees. the d.c. temperature will be 35. and now the radar, nothing to show. we're clear once again. we aren't going to see any chance for rain or snow tonight. we have a storm system just off the coast. that's the same one that brought us the rain last night. this is part of a stationary front that's right now just sitting there. a lot of

we've got a couple of waves of energy coming from the north. normally a great scenario for a storm if they were able to meet up in the right place. that's not going to happen this time, though. we've gt the moisture down to the south. an area of low pressure coming out of canada. a nice little storm that will be making its way our way. you see all that moisture move back across the coast. but look what's happening by saturday morning. most of this stays way out to sea here. this has been the trend of the last few model runs here. that means less and less of a chance for us to see anything at all on saturday. it will be the upper level low on sunday that i think has the better chance to give us all some flakes, we'll call it some flakes, maybe flurries or a snow shower. tomorrow 49, not bad. seasonable. friday is the day that we see that colder air move in. 42. a little bit of a wind chill. most areas in the upper 30s. 43 on saturday. i've got a chance south and
