local lawmakers say panhandlers who beg for money have to go. panhandling is dangerous. they're proposing a bill that would ban it in the medians and on the streets in the county. panhandling would still be allowed on the sidewalks. news 4 talked to one man yesterday who said asking for handouts is his only option. wright says he's sympathetic but something needs to change. >> need help. we want them to contact our non-profit providers that are out there. >> council member wright said that at least three panhandlers have been hit and killed while standing in the medians over the last five years. that front lower pane of that window there and two men who were shot ran inside. now this restaurant was then closed for hours last night. the relief here, as you said, no one else inside the restaurant was hurt. the two men were believed to have been outside, perhaps in the parking lot, when they were shot by an unknown shooter and then ran inside to escape. police do believe those men know who shot them, but in this case the shooter or shooters were able to get away and in canva canvassing for clues here, police say a plus here is that it happened in a busy area. >> this is a shopping center so many businesses have the video. investigators will be looking at that to see if it provides any fruit. >> reporter: and right now that restaurant now opening for business the morning after that shooting. this mcdonald's here is on gunner's bridge road. pretty busy area.

see doug jones declare victory, come out and give his speech and then roy moore, the republican in this race, the apparent, you know, defeated republican came out and basically said, i'm not conceding. about 20,000 votes separate the two. it's about 1.5% margin at this point, but in order to start a state recount, a mandatory recounts, it would have to be within just half a percent. it doesn't look like there's any way to find ballots that would get roy moore there. obviously no concession called. he didn't concede the race but it doesn't look good for him at this point. it looks like doug jones will be the one going to the senate. both spoke to the media last night, moore sort of blaming the media for a lot of his troubles. >> campaign is we've been painted in an unfavorable and unfaithful light. >> at the end of the day this -- this

dignity and respect. >> reporter: so democrat doug jones is the apparent winner. the election results will be certified by the end of this month. if he is sworn into the senate, which we expect him to be, it will likely be in early january. he'll serve approximately two years before being up for re-election in 2020. live from montgomery, alabama, i'm chris pollone. back to you. >> chris, thank you. this is a really huge upset in one of the typically reddest states in the country. chris lawrence is at the live desk to explain what this now means for congress. what's next, chris? >> un, aaron. it's just one vote. the way the senate works, it can change anything. alabama probably won't certify the election until just after the new year. republicans are pushing to pass it by the time of christmas.

the hours leading up to the tragic death of a bethesda teenager. there is body camera video showing officers talking to saperry before he went missing. the teen's father went be to the police station at 3:00 in the morning to report him missing. they did not take the missing person's report until nine hours later. our news partners at wtop report once police started searching, social media led them to the woods. they don't know how he died but they don't expect to file charges. a bizarre scene on a busy northern virginia road created rush hour mayhem. take a look at this video here. naked man jumped on the back of a flatbed truck. you can see that he starts hitting it repeatedly. this is on route 28 not far from dulles airport. driver stopped to record all of this chaos. >> get in your car. get away from him! oh, my god!

>> you can hear the driver starting to yell when she realized something was very wrong. a witness tells us the man started to take off his clothes and became violent after being involved in a car crash on sully road. no word how he managed to jump on the truck but eventually he ran off into the woods, was arrested and taken to the hospital. he has not been identified. it's now 5:10. a heads up for metro riders. you can expect delays on the red line for the rest of the week. metro is replacing an old communications cable and has to reduce the number of trains running between brook line, fort totten and tacoma. they'll replace areas between silver springs and if you want a different line, ride the green line between fort totten and

storm team 4 meteorologist chuck bell, sheena parveen will have a closer look at when this cold blast of air will finally move out. coming up in a few minutes. meantime, team coverage on this weather alert day with adam tuss. the metro riders will be standing out in the cold a little longer than usual today. >> adam, riders are dealing with some delays. not a good day for this. >> reporter: not a good day for this at all. i want to say, aaron said i had a squirrel on my head. this thing is really warm. this is kind of what you're going to have to be bundled up wearing out here today because it is brutally cold out here. what we're talking about is not only is it cold but metro riders are going to be dealing with delays because of a communication cable that was just discovered and has to be fixed. what this means is there will be limited service all throughout the entire red line. this is a 40-year-old cable that actually pinpoints the location of trains and so you can imagine how important that is in certain sections of the system.

expect today if you're coming out along the red line. there's only going to be one train on each track at a time between brooklan, at thtacoma a fort totten. through the entire red line trains will only be running every 10 minutes instead of every 8 minutes which they normally do over rush hour. then that means that this weekend there will have to be a larger repair system, larger repair plan to go and fix that cable. that is in that section. so that means larger repair work today. now let's take a look out here, see if we can find anybody cold, running for the train. it will be a brutally cold morning if you're out here trying to get onto the metro system. beware of that. we'll be monitoring the ride and let you know what you need to find back to you. >> thank you, adam. he's right. squirrel's too small. thank you, adam. if you're away from your tv, remember, you can download the

latest weather and traffic. chris lawrence here at the live desk with an incredible story coming in from indiana. a state trooper is recovering after being shot after a dui stop and then chasing the person. morgan evans pulled over the suspect tuesday night in jeffersonville. the driver was 79 years old. he shot trooper evans, grazed him in the head. the state police say the trooper returned fire, a chase developed and a backup arrived there on the scene. good thing is trooper evans is expected to be okay. police took the suspect into custody. he is now being charged with the attempted murder of a police officer. at the live desk, chris lawrence, news 4. >> chris, thank you. 5:18. news 4 your health. many parents ask is there a link between our kids' mental health and their smartphone and tablet use. people born between 1995 and

brookland, fort totten and tacoma station. and thousands of firefighters are still battling the massive thomas fire in california. look at these images. the fire has destroyed 236,000 acres along with hundreds of homes. 25% contained now. the winds are expected to pick up again and that could cause more flare-ups. 5:35. a monster, that is the only kind of person jody rockingham's friends believe could have killed her and discarded her like trash. d.c. police found rockingham's body in a trash can yesterday in the river terrace neighborhood. she had been missing since the day before thanksgiving. the body was discovered behind an abandoned house on 34th street northeast. police say she had been stabbed multiple times. >> it's broken. we at a shallow place right now. many pieces are torn. it's a sad day. >> detectives say the person who killed her had

a $25,000 reward is being offered for information that leads to her killer. the fairfax county board of supervisors wants the fbi to release video of the deadly shooting of a virginia man. according to "the washington post" the board sent a letter after the shooting death of bijon gazar. they shot him and killed him after a hit and run. they will not release the video until the investigation is complete. his family says he was unarmed. the civil rights division of the justice department is one of the agencies handling this case. for all of you pet owners out there, be on the lookout. it's believed that a coyote attacked and killed a dog sunday night in an nondale's bradley circle. the pet had been left outside and still could not be located hours later. after a long search the dog was found just outside of the

and show you where the bullet came whizzing through. the lower middle pane that was near a child's high chair last night and soon after 6:00 or so, those two men ran inside shot. now it's believed they were shot in the parking lot area outside of this mcdonald's when someone opened fire. who and why are under investigation. the suspect or suspects who did so, they did get away. as you mention, no one else was hurt. this mcdonald's was closed for hours as police investigated looking for interviews, looking for surveillance footage. neighbors outside, they were on edge. they say this restaurant is a well-known gathering spot. >> kind of nerve racking because you have so many young children around here all the time. so the fact that they are shooting and no one really knows what's going on, it's kind of scary for the residents that live around here.
