toughest times of the year. and president trump says the gop tax bill is a christmas gift. but even some republicans say it may really be just a lump of coal. we know a lot more about a story that we brought you as breaking news first at 6:00. kids were playing with a gun when it went off, injuring a toddler. good evening, thanks for joining us tonight. i'm ericka gonzalez. police tell us the bullet pierced the little girl in the leg. the shooting was inside an apartment building on pomroy street in southeast d.c. the girl is expected to recover. detectives are interviewi ining everyone who was around at the time. no word if there will be charges filed. new at 11:00, this time of year can be difficult for families coping with the loss of a loved one. tonight a group of local mothers are getting together to lift each other up after devastating losses. news4'scy

prince george's county with their powerful stories. a lot of times we don't even want to wake up. we're not suicidal. we have to face another day without our babies. >> reporter: gina best is surrounded by women who share a common bond. they're all moms -- moms who have lost a child in a shooting. >> how could anyone divorce themselves and pull the trigger and snuff out another person's life? >> reporter: best's daughter india died in a police-involved shooting in 2015. she's here for a potluck dinner with a coalition of concerned mothers. they're getting together to uplift each other as the holidays approach. >> as it gets closer to christmas or any holiday, that sadness is still there. if it's only four, five, six hours today, i want them to walk away with we had a great time. >> oh. >> reporter: and that's what they did, sharing hugs, laughter, and some food and drinks. it's a time to relax, to take their minds off their loss.

passage will give president trump his first big legislative win. >> reporter: an eager defense of the $1.5 trillion tax cut bill as the president headed to camp david today. >> mr. president, many americans believe that the tax cuts will benefit the wealthy more than the middle class. >> no, this really will mostly benefit the middle class and jobs. companies -- companies are coming in, pouring into the country. they've already started. this will be great for jobs. >> reporter: jobs is white house code for helping middle-class families. even with unemployment at a 14-year low, the wages are stagnant. under the gop tax cut plan, a family of four with an income of $73,000 could save roughly $2,000. the standard deduction most tax filers claim would double. the child tax credit also goes up. for parents, those 529 college plans would

tuition saving for k-12. answering the bill's critics today, the president played santa. >> this is going to be one of the great gifts to the middle income people of this country that they've ever gotten for christmas. >> reporter: wealthy families and corporations could see the biggest gains. the corporate tax rate drops to 21%. the estate tax exemption would allow koumcouples to pass on tw as much, $22,000 with no inheritance tax. the alternative minimum tax would kick in at a higher level, $1 million for couples. the amt ends completely for businesses. political analysts say public reaction has been wary. >> i think the american people are -- have already sized this thing up to realize that they're not going to be the direct beneficiaries of any tax reform, but rather very large special corporate

>> that was kelly o'donnell reporting. for many people, wreaths this time of year represent the warmth of the holidays. today at arlington national cemetery, the wreaths represented the spirit of remembering, of honoring, and of teaching. hundreds lined up in their cars early this morning for the annual wreaths across america. people applauded as semi-trucks filled with evergreen wreaths arrived. volunteers placed a wreath at every grave marker except for those bearing the star of david. >> i'm here to help people who serve us and their families. >> we're from troop 156 in flanders, new jersey. we came to honor the men and women who paid the ultimate price to help our country. >> volunteers from across the country placed wreaths on more than 200,000 gravesites in a little more than an hour. the event depends heavily on donations. volunteers honored all the interred veterans by reading their payments that

new at 11:00, a nationwide billboard will honor a virginia state trooper gunned down last year. trooper chad durmeyer was shot and killed at a richmond greyhound bus station. wtvr, range tv station, reports an advertising company will post billboards nationwide b

enforcement for their service and will remember the trooper. new at 11:00, marriott international will keep 3,500 jobs in bethesda. according to our business partners at wtop, headquarters will be built at the bethesda station near wisconsin and norfolk. the current location is near i-270 and the beltway. montgomery county approved the measure this week and gave marriott $60 million as an incentive not to leave. marriott hopes to start building next year with a movin date set for july of 2022. a fisherman who won nearly $3 million at a tournament near ocean city but haensn't seen a dime is continuing his legal fight. phil hessly caught the winning fish last year but was denied the purse because he and his crew failed lie detector tests about whether they followed tournament rules or not. a federal judge ruled against him in june.

a young woman near richmond, virginia, went to walk her dogs this week but never returned home. the sheriff says her own dogs mauled her to

affiliate in richmond explains, friends say the idea of her dogs killing her just doesn't make any sense. it appears she was taken to the ground, lost consciousness, and the dogs mauled her to death. >> reporter: there's sheriff james agnew. he says 22-year-old bethany stevens' dogs fatally attacked her while she was walking them. >> there were no strangulation marks. the victim had puncture wounds in the skull, and this was not a homicide. >> reporter: steven's friends say that does not add up. >> they would not attack her. they would kill with kisses. >> reporter: it started when stevens' father called 911 saying he hadn't seen his daughter in nearly two days. he went to look for her in the woods where she often walked her dogs. that's where he found her, not yet knowing he had stumbled upon the gruesome scene of her tragic death. we're told stevens weighed about 120 pounds, and each of her dogs did, too. that's a

twice her size. >> in my 40 years of law enforcement, i've never seen anything quite like it. hope i never see anything like it again. >> reporter: barbara norris says she's one of stevens' good friends. >> the only time they got aggressive is if they thought there was a threat going toward her. the wounds on her hands and possibly her face and throat were probably trying to get her away from whatever was attacking her. >> reporter: she says she's going to did whatever it takes to make sure investigators have exhausted all possibilities. >> when we went to the kennels, the kennels was like they had been broken open, like the dogs saw something going on and went for -- went to help her. >> a friend of the victim says the dogs even slept in bed with her at night. the medical examiner says the attack appeared to be initiated by the dogs. apparently somebody in san francisco just had this bazooka lying around the house. they decided to do the right thing and turn it in

tattoo of him for years, too. no, not really. all right. time for meteorologist doug cr kamerer with a look at the forecast and everybody zeroing in on christmas eve, christmas day, what it will look like. it's looking tricky now. >> it's a very, very tricky forecast. we're still about a week away. and that much of a week -- that much of a time period away. there's a lot that could change with the forecast. obviously stay tuned. right now, looks like it's going to be a -- could be a little bit of a mess. we'll take a look outside. not a mess this evening. a little bit on the chilly side. not bad at all. temperature right now downtown, sitting at 37 degrees. winds out of the southwest at three miles per hour. around the rest of the area, under clear skies, we've cooled nicely. 29 right now in gaithersburg. 26 at culpeper. 25 in manassas. you know, we've got a very cool night. that's going to set up for a very cool start to the day tomorrow. but that's around the average for this time of year.

30 in the beltway suburbs. warm coat for sure when you wake up tomorrow. 32 degrees by 8:00 a.m. waking up or getting up around 9:00, temperature around 35. on the chilly side. i have my alarm set at 9:30. my son's football game, 10:30. in case anybody wanted to take a look. here's what's going on with radar -- nothing. no rain, no snow across the region. that's not going to change a lot. there is a slight chance of a shower tomorrow. and if you look at this right here, we've got clear skies. down to the south, we're tracking a storm system, looks like a big storm, a lot of rain, and it is. as it moves off toward the east, it's going to dry out easily. because of that, we'll just see cloud cover. maybe an isolated shower. spotty, north and west. fredericksburg, upper montgomery county, toward martinsburg and hagerstown, the best chances of shower activity. i don't think you'll need the umbrella. temperatures around 49. if you are shopping around the outlets, clarksburg, not a bad idea to take the umbrella. again, most o

dry. we've got the coats the last few days. you can put the coats away for the next couple. monday, high of 54. tuesday, high of 60. really looking nice those two days. more clouds on tuesday. can't rule out an isolated shower then either. behind the system, we actually get cool again. back to 48. the coats come back out. breezy and cool on wednesday. high temperature of 48. windchills in the 30s. thursday, cool, temperature around 44. a little below average. we see a chance of showers on friday. just plain rain on saturday. warmer rain with temperatures in the low 50s -- gets me all choked up talking about and monday. take a look at that forecast. christmas eve right now looking okay. but if you go to grandma's house on monday, that's something to watch out for. christmas day right now calling for what could be a mix, rain and snow, depending where you live. again, a lot of time to watch the system. to the north, all rain. to the south -- >> i know. exactly right. we're hoping we get the snow.
