i'm eun yang. i'm chris lawrence. aaron has the morning off and we'll check in with your weather, see what it's going to be like heading into christmas weekend. >> before we go to your forecast, we have breaking news on the roads. we go to jack taylor in for melissa mollet. jack, what are you seeing? >> the tough part it's in centreville, 28 at 66. as you see on the picture, take a look at this. southbound travel, where everything is lit up. the only thing moving is the ramp from 66 west to go 28 north. the truck, the tractor-trailer and the car were all involved in the crash. now we're hearing haz-mat has been requested because of a possible fuel spill. there is no access from northbound 28 staying on 28 past 66. you must exit on to 66 east. the ramp to northbound 28 remains closed. 66 west is, again, the only traffic moving on to northbound 28. self-divert early if you can. make alternate plans if you're trying to get to dulles international airport.

>> reporter: hey, not too bad. we're actually headed on 95 northbound towards baltimore. you can see we're running at speed. traffic is looking good. if you're headed out, now is an excellent time to leave. however, we'll start to see traffic back up here as people are still heading to work and they're going to mix in with those holiday travelers. now, aaa calls it a fancy name for what happens later today. the terrible traffic trifecta. aaa is saying that this is expected to be the worst travel day of the holiday season. so today the worst day. 7.2 million people will be driving and the worst traffic is going to be, they're expecting, between 3:00 and 6:00. that's when commuters will mix with the folks headed out of town. travel times during that period, so 3:00 to 6:00, you can expect they'll take about 2 1/2 times longer than normal.

airports around the country. team coverage of the holiday rush all morning. more details emerge after a bus carrying cruise ship passengers overturned on tuesday killing 12 people. we now know that a family from lorton, virginia, was among the dozen that lost their lives. anna behar and her 11-year-old son died from injuries sustained in the crash and daniel's grandmother, fanya shamis was also killed. friends are now mourning the loss of daniel. >> he's always the life of the party. we all get together, he's energetic, very happy. always quick with a joke and makes everyone laugh. >> he's like energetic and just loved the world. >> the behar family was on the way to see the mayan ruins when the bus flipped over. preliminary findings show excessive speed and the

negligence caused the crash. the driver now faces vehicular manslaughter charges. police have reopened some lanes on the interstate highway in washington state where a train derailed and sent railcars tumbling down to the road. last night they cleared the two left lanes of southbound i-5. the right lane removes closed while they repair a damaged guardrail. they hope to open the third lane later this morning. timothy altomare is shaken but otherwise okay after he was rear ended by a car. this is video from the scene at route 665 in annapolis. he was in the cruiser when the driver hit him. medics took him and driver of the other car to the hospital to get checked out. doctors later released the chief and we're waiting to get word if the driver will be charged. it's 5:07. we're getting an updated timeline on power restoration in puerto rico. a representative from the u.s. army corps of engineers says most

that's still a while to go. that extends the timeline when the army corps of engineers said 75% of the island would have power by late january. the power grid was destroyed after a hurricane. the governor criticized the gop tax bill saying it unfairly taxes the u.s. territory as it attempts to rebuild. the people no puerto rico have been suffering without power. for another month extended, it's terrible. >> boy oh, boy, your heart goes out to the folks down there. president trump is celebrating a major victory this morning. >> congress approved his sweeping $1.5 trillion tax bill on wednesday. making it the president's first significant legislative accomplishment. >> the largest tax cut in the history of our country and reform but tax cut. >> the bill still needs the president's signature.

right? >> these are the questions that keep us up at night. another update for families forced out of their homes earlier this week by a fire. it's not the first time one family had to deal with this. we showed you video of the flames that destroyed an apartment building in hillcrest heights. we're learning this situation is too familiar for one of the families who lives there. tanya hale says it's the third time in five years a fire has destroyed her home. >> the first time happened on the very same day in 2012. hale's family moved in with her mother until that home went up in flames. they managed to save a few photos of what's left of their apartment and are trying to stay positive. >> i cannot get down right now. it's enough in the world and my life and our lives, period. it's baffling. i can't get over it. like, why? >> on top of all that, hale tells us she lost her job last month and did not

insurance. got to hope somebody reaches ou and helps her out in this time. the red cross has given them some money for basic food, shelter, clothing. >> it's not clear what sparked tuesday's fire. at least she's trying to keep up that positive attitude. that's half the battle. we're working to learn if a man is going to face charges for killing his neighbor's dog in the district. he shot the dog last night in northwest d.c. another neighbor says he was outside and saw the whole thing go down. two pit bulls were fighting when one man tried to break it up. >> he had a stick and tried to hit the dogs with a stick to pull them apart. that failed. so he went back into the house and he came out. i mean, he had a small gun or firearm. he just shot one of the dogs, two bullets. >> the man who shot and killed the dspoke

feels awful about it. mgm national harbor, the i-team obtained government records that there were more robberies in december, more than double the number in october and the most in any month this year. mgm tells news 4 an internal review shows one incident was a robbery and at least ten of them were complaints from customers about missing money. maryland lottery and gaming control agency will review the report today at a public meeting in baltimore. new this morning, things are back to normal after a glitch caused headaches yesterday. this glitch in the system prevented people from using the automatic payout option for their winnings. mgm says it was able to manually pay customers and the system came back online before 9:00 p.m. santas walked the picket line in northwest d.c. they're joining

get the government funded before midnight friday? >> they'll put another band-aid on it, come up with a temporary solution that at least some democrats will sign on to. in the senate they need about eight to do so to get this passed. and then, try to push some of these decisions into mid-january. because it's not just the budget. there's disaster relief. a number of other things like the children's health insurance program that have to be dealt with between now and the end of the year or at least temporarily until they can get to it in mid-january. >> tracie, lawmakers are talking about the short term budget that would keep the lights on, put up the decisions until mid-january. what does that do to the children's health insurance? is it too late? >> it could be too late. many are telling parents we don't have a way to pay your kids' doctor bills at the beginning of january if congress doesn't act now. they put a band-aid on it but

investigation of public and charter schools. this is all stemming from the graduation scandal surrounding ballou high school. an investigation by npr and wamu radio revealed dozens of students with high rates of unexcused absences were allowed to graduate. many of you are connecting with our report on the poor conditions inside a shelter for domestic violence victims. we're hearing from a former worker who says the women are telling the truth. prince george's county bureau chief tracee wilkins broke the story. there was mold on the walls no hoet and old moldy food. they showed us pictures to back up the stories. this woman says it's all true. she worked there for two years before being fired last month. >> now the victims being revictimized in a domestic violence shelter. there is a chronically ill woman in that building.

first 4 traffic. jack taylor is in for melissa mollet. jack, what's going on? >> eun, the crash occurred southbound on 28 in centreville at i-66. all traffic southbound is diverting on to 66 west. they continue to set up flares and cones to let traffic get by along the far left side of the roadway. thaent happened yet. plan ahead if you're headed there. i'll give you more minute by minute. northbound lanes opened about 20 minutes ago. that's progress. the tractor-trailer cleanup with the box truck in the other car. it's a matter of trying to clean everything up. 28 south at 66. lanes temporarily stopped where traffic goes off the 66 west. again for now. this has been a mess early. but i don't think our forecast is quite as messy. chuck? >> no, it is not. things will be very easy from a get away perspective weatherwise for today. it's a typically cold start. most of the suburbs in the 20.
