you're down to the wire. news4 at 4:00 starts now. >> here we go. the great holiday escape is on. chopper4 live over i-95 and the beltway in prince george's county. we're right at the height of what experts say the most people are going to be leaving town. >> and whether you plan to leave or stay put, we've got one question for you. how will the weather impact your holiday plans? good afternoon. we're working for you, ramping up our coverage as you get ready for the big holiday weekend. >> that's right, first things first. storm team4 coverage, doug kammerer kicks things off for us, out on his night lights tour. he's going to have a look for us at what's happening weather wise for us. hey, doug! >> hey, guys, taking a look right now as far as the temperatures are concerned, take a look at these numbers. it's on the cool side today. temperature now sitting at 44 degrees, 37 up at state college, 48 down towards richmond. we're cooler today.

woman allegedly attacked by her boyfriend. >> police say that he set her on fire inside her apartment because of her injuries, andrea greenwich was forced to deliver her baby early. for the first time now, andrea is sharing her story with news4's shomari stone. >> shomari is at med star washington hospital where she is being treated. shomari, how is she doing? >> reporter: greenwich tells me it's a christmas miracle. she is thankful to be alive. she has burns on more than 50% of her body. her doctors, i sat down with them as well, and they tell me that she's fortunate. well, right now you're going to hear from her family there offering her support and she shares her story only on 4. >> i'm blessed. i'm grateful. >> reporter: andrea greenwich praises god for being alive. >> how did the silly coin work? >> reporter: we talked to her at med star washington hospital center. >> with aches and pains i'm happy to be home. i'm happy to be able to walk.

>> reporter: prince george's county police arrested her boyfriend, 34-year-old la quin phillips and charged him with setting her on fire inside her capitol heights apartment three months ago. did you ever think he would allegedly do something like that? >> no. >> okay, your foot looks so much less swollen. >> reporter: andrea tells me she has severe burns on 70% of her body. tell me, what's going through your mind? >> with the severity of things, nobody expected me to be home so soon or be able to do the things that i'm doing. >> and the skin behind her knee has been very sensitive. >> reporter: she goes to physical therapy to retrain her muscles. >> and all of her skin wants to contract. >> i have pain in my legs. everything. >> reporter: but with the pain comes a sense of joy. >> hi, journey. >> reporter: andrea was forced to deliver her baby 33 weeks into her pregnay.

she named her journey. she's healthy. >> i'm happy, you know, that -- and blessed that she was able to survive. >> reporter: police say la quin, journey's father, was abusive in the relationship. she had filed for at least one protective order against him this past april. what advice can you give other men and women who are experiencing domestic violence? >> to seek help, counseling, or you know, be able to leave the situation before it gets as bad as mine. you know, i almost lost my life. >> reporter: that's exleacellen advice. police arrested 27-year-old jonathan miller. detectives say he allegedly helped la quin phillips light andrea greenwich on fire. well, coming up at 5:00, you're going to hear from andrea greenwich's doctor and he gives insight about her recovery and she is also going to tell you how she feels about what exactly happened to her. live here at med star washington

the government open through christmas. it is a critical issue for federal workers facing holiday bills. here's a live look for you at the house floor. any moment now, the debating will end and the voting will begin. the gop plan on the table funds the government through january 19th. it also extends the children's health insurance program, also known as chip. through march, republicans are split on military funding. democrats are demanding the bill include protections for dreamers. once the house acts, the senate needs to move. you can see that time is running out here. the government could shut down in just over 30 hours. >> right now election officials are recounting ballots in local elections. stafford county race between bob tom sass and josh coal, it's razor thin. the gop leads now by 82 votes. democrats challenge the initial results saying more than 100 voters were given ballots for the wrong legislative district. also a coin toss could decide

who controls the virginia house of delegates. we told you about this yesterday, the democrat is one vote ahead of the republican incumbent in the 94th district in newport news. republican davidian si successfully argued one single uncounted ballot should have been included in his total. now yancy and shelley simons are tied again. it has to be resolved by the equivalent of a coin toss. we are working to learn when that's going to happen. we want to know what you think about all this. do you think it's fair to determine the balance of power in the virginia house by pulling a name out of a bowl? so far most of you say you don't like that ideas. find the poll on our facebook page and tell us what you think. >> here in the district the family of an elected official have become victims of a holiday grinch. neighbors and relatives staying with the councilmember for the holiday weekend got hit hard overnight by thieves. news4's mark segraves has this story in northwest. >> reporter: the thieves came under the cover of

this shepherd park neighborhood just off of 16th street, hitting car after car. this one belonging to a family visiting for the christmas holidays. and a few feet away in the same block, they hit this car. and the thieves weren't done. they broke into a third car, and then a fourth car which they stole. three of those cars belonged to the family of d.c. councilmember robert white. >> it's frustrating to know that you are in a vulnerable situation that someone is taking advantage of people during the holidays. and for a lot of people this can hurt them a lot more than it can hurt me. >> reporter: police are investigating these latest break-ins. they tell us crime overall throughout the city is down, particularly theft from auto and stolen cars. but they say there are ways for you to protect yourself. for one, don't leave valuables in plain sight. in the district, mark segraves, news4. >> f

psychic entices victims with visions of the future and promises of big winnings. manassas park police are looking for pay man they say is out there scamming people out of thousands. our northern virginia reporter david culver is working for you and he explains how this man finds his victims. >> reporter: here in the city of manassas park, police looking for a man claiming to be a psychic, claiming to be able to see the future, they say he's a scam artist. they say back in october he was able to trap one woman into his scheme. they say that he convinced her that he could see the future, including the lottery numbers. she fell for it, it seemed. perhaps out of desperation. she decided to go forward with this and followed him here to this 7-eleven. she goes inside with him. we have images from inside. you can see the man who has a facebook profile under the name angel cruz olivier

contact with his victims. she ended up giving the man several thousand dollars. after they walked into that 7-eleven, he later told her the lotto won with her numbers, and that she had to pay her end of the bargain. what makes this all the more crazy is where this happened. this is a 7-eleven here that they went into. this is the safe exchange zone, which is part of a parking lot of police headquarters here in the city of manassas park. that's their building. it may sound obvious, it may seem like common sense, but police say during this time there's a lot of desperation and people doing what they can to make money. and oftentimes ended up falling victim, like the woman in this case. if you know anything about this one, police want to hear from you. in the city of manassas park, i'm david culver, news4. >> if he was psychic, wouldn't he win the lotto for himself? >> you might think. who knew. well, just a few days left to finish

>> they're going to be coming up a little bit later. we have some surprises later this afternoon as well. >> hopefully they're going to come. >> they're going to be here later, we'll be here through the 6:00, 7:00 hour. we have that camera shot from on top of our camera -- on top of our live truck looking down at what we've got going on because, guys, later on tonight, this really does light the entire neighborhood up. at least from the side that you see here. a as we move on through the rest of the night tonight, what are we going to be seeing temperature wise? it's on the cool side, you know that. 44 degrees right now. look at that sunset. going to be a nice sunset. not much in the way of clouds. 44 degrees now, winds out of the south at about 6 miles per hour. as we move on through the rest of the evening it's going to cool very quickly tonight with these clear skies. 42 degrees in gaithersburg, 45 down towards the manassas area, and 47 down towards fredericksburg. as we move through the night we're going to get into the 30s very quickly by around the 6:00, 7:00 hour tonight. so just know that. no rain to talk about.

side right on through the rest of the night tonight. and into the day tomorrow. saturday is the day we're watching. we're tracking a couple of storms. you can take a look. there is not a lot going on here. we have a lot of cloud cover to the south. the storm we're actually watching really not on the map here as we move through the next couple of days, though, it is going to come in. and i want to show you what it's going to mean to us on our saturday. so, no travel problems tomorrow. tomorrow, not bad at all. really pretty nice day out here. 37 degrees at 7:00 a.m., 45 degrees at noon, 54 degrees by 4:00. a little on the cool side but not all that bad. temperatures above average for this time of year, 47 degrees by 7:00. saturday is the day to watch. if you're driving tomorrow, you're not going to have any problems around the mid-atlantic area. if you're driving on saturday, notice what's happening here. we have some rain early in the day up towards boston right around frederick, maryland, to the west and pittsburgh. if you're driving to the west or north you're going to run into some rain. as we move on through the day here,

noontime hour. we dry out in the d.c. metro area. we'll be in the dry side much of the afternoon. to the west up towards new york city, you have a lot of rain coming down and it is going to be steady rain for areas around martinsburg and frederick right on back to the north and west. watch what happens in the afternoon. it starts to make its way into the d.c. area. temperatures for us getting into the 50s, low 60s. i-95, d.c. all the way to new york, boston, and eventually down towards richmond, a good chance for some rain. look at the rain changing to snow late in the afternoon, around the pittsburgh area. that's something to winchester out for -- watch out for if you're driving. the road temperature should be okay. not a lot of problems on the roads. any time those roads are wet they could get slick. temperatures the next couple days, 64 is where we're going on saturday. that is a warm afternoon. 48 degrees on sunday. 37 on your monday. we're talking christmas. a high of 37 degrees, and, yeah, we could even see a chance for rain or snow early,

lawmakers officially sending the tax reform bill to trump. [ applause ] >> reporter: the plan not even law, but republicans are saying it is already working encouraging at least five companies to increase u.s. spending and bonuses by billions. >> these middle class tax cuts are resonating already. >> reporter: republicans still riding the wave of their first major legislative win, even as the tide turns to avoiding a government shutdown. the president urging the party to keep the momentum going, pass a resolution to keep the government open. democrats keenly aware the republican cannot afford to mess this up. >> the one thing they're supposed to do is keep the government running, keep the lights on. yet we lurch from one crisis to another crisis to another crisis. >> reporter: today congress taking action on $811 billion in disaster relief. that lawmakers in hurricane-ravaged florida and texas want now. and children's health insuran

but delaying action on daca. republicans told today, don't rock the boat, get it done. >> the continuing resolution to get us through this moment to get us into next year. it's as clean and simple as possible. >> reporter: the bill not a final fix. rather another delay. this one taking them to january 19th. and when members of congress return in the new year, they will have less than three weeks before that next shut down deadline. pat, we could be watching this whole thing play out all over again in the new year. >> all right. blayne alexander. thank you, blayne. leon? >> it is one of the most savage gangs in the country, in the area for that matter. we have long reported on the influence and dangers surrounding ms13. a new report in the washington post highlights the gang's activity in langley park and the blood shed they left behind. erika gonzalez spoke with one of the

erika? >> leon, when you read this piece you get a really clear picture of what life is like for a lot of these families that live in langley park and have to have these daily encounters with a lot of these gang members. and, frankly, whose families have been high-jacked by them. michael miller of the post interviewed a woman whose life was turned upside down during a simple trip to the grocery store and within a few short years of that initial encounter with ms13, that same woman would lose her teenage son, murdered by the gang forly speaking out against its members. sadly, this is not a new thing, but still some things have changed. has anything changed for langley park, for the people of langley park with an increased police presence? have you seen a difference between then and now? >> yeah, i think it is not at the level it was probably in the mid 2000s when you had some of those really horrific

executed by ms13 in the neighborhood against, you know, walls covered in ms13 graffiti. now a lot of it is conducted indoors, a lot of the kind of illegal businesses have moved indoors and so the gang is able to extort and prey upon people more in the privacy of these buildings. and, so, it may not be as visible as it was 10 or 15 years ago, but certainly it's still going on. >> i spoke with michael miller earlier today at great length about this. you can read his and dan morris's full story in the washington post. definitely something that sadly is affecting our area and a lot of the people that live in these communities. >> a very real problem right here in our midst. >> yes, it is. >> thank you, erika. >> absolutely. >> pat? >> is your smartphone not so smart lately? if so, you're not alone. why your gadget may be dragging and why it may be on purpose. >> and doug is staying on top of

trials for inauguration day rioting end in acquittals? >> but we start at 5:00 with some breaking news on capitol hill where the lawmakers in the house just passed a bill that is going to keep the government running. >> that's right. it appears a shutdown has been avert, folks. news4's erika gonzalez is tracking news for us from the live desk. >> after the big win on taxes yesterday, lawmakers are using what little time they have to keep the government running before heading home for the holidays. we want to show you a live look at the house floor where lawmakers have just passed the spending bill. what they are working on is a stripped down version of the spending bill, one without the more controversial issues, and one that just punts most of the unfinished business really into next year. house republicans unveiled the continuing resolution just this morning. it's going to delay things like funding for the federal budget, funding for the chip program for low income children and immigration refor
