for republicans, today another celebration. lawmakers officially sending the tax reform bill to president trump. [ applause ] >> reporter: the plan not even law yet, but republicans say it's already working, encouraging at least five companies to increase u.s. spending and bonuses by billions. >> this is a happy day indeed for the american people. these middle class tax cuts are resonating already. >> reporter: republicans still riding the wave of their first major legislative win, even as the tide turns to avoiding a government shutdown. the president urging his party, keep the momentum going. pass a resolution to keep our government open. democrats keenly aware that republicans cannot afford to mess this up. >> the one thing that they're supposed to do is to keep this government running, to keep the lights on, and yet we lurch from one crisis to another crisis to another crisis. >> reporter: today congress taking action on children's health insurance with funding set to

$81 billion in disaster relief that lawmakers in hurricane-ravaged florida and texas want now. republicans said today, don't rock the boat, just get it done. >> no sneaky things. a continuing resolution to get us through this moment, to get us into next year. it's as clean and simple as possible. >> the nay 188, the motion is adopted. >> reporter: the bill not a final fix. rather, another delay. this one taking them to january 19th. yeah, crisis seems to be averted for now, but keep in mind, doreen and jim, when lawmakers return in the new year, they'll have less than three weeks before the next shutdown deadline. guys, back to you. >> blayne, thanks so much. >> of the more than 200 demonstrators arrested on president trump's inauguration day, celebrated a victory at d.c. superior court. >> a jury acquitted each one. news4's chris gordon spent

the verdict when the defendants erupted in happiness. >> reporter: all six defendants not guilty on all charges. as defendant oliver harris leaves court, he joins the celebration. then quickly focuses on the future. >> it's not over. there's still 188 other defendants facing the same thing i went through. and i want to be there for them as much as i can. >> reporter: on january 20th, d.c. police arrest more than 200 demonstrators protesting president trump's inauguration. prosecutors, however, never indicated the six defendants in this trial set fires, broke windows, or threw stones. the next trial of a group of demonstrators will be held in march. >> all we can do is hope these acquittals set the stage for them also to get acquittals and get off the way we did. >> reporter: brittany lawson who is a medic was arrested at the inauguration protest. >> i would say this alsose

stage for how to interact with all activists. >> reporter: alexi wood is a journalist. >> he didn't come with an intent to be with the protesters for protesting. he was just there to cover whatever he thought would be a juicy story that he could sell to others. >> reporter: i asked one juror who prefers not to be named how they reached the not guilty verdicts. >> they were exercising freedom of speech and not intending to break the law? >> correct. >> reporter: prosecutors in the u.s. attorney's office say in the remaining cases they look forward to juries that rigorously review the conduct of each defendant who is on trial. that's the latest from the d.c. courthouse. back to you. >> chris, thank you. more now on the children's health insurance program known as chip. comedian jimmy kimmel raised chip's profile last week when he brought his infant son billy out on stage to urge congress to re

defect. kimmel has said he is fortunate to be able to afford his medical care, while many families face impossible choices. chip ensures roughly 9 million children and pregnant women nationwide. roughly 2 million of the children have serious chronic conditions. in most cases their families earn too much money to qualify for medicaid, but not enough to afford health insurance. chip has wide support in congress, but there is a partisan split over how to pay for it. the annual price tag, $15.6 billion. >> just days before christmas, a d.c. councilmember woke up to a nasty surprise. when robert white walked outside, he found a window of his new car had been smashed out. then he realized his brother-in-law, who is visiting for the holidays, also had his car broken into. and if that's not enough, the thieves stole his wife's vehicle. white tells us they also hit a neighbor's car. all this

>> reporter: for caleb. today he's playing playstation, but can't wait to get back on the court. last week when we spoke with his dad outside children's national medical center. >> my good buddy, my neighbor actually picked up the phone and said, hey, man, i accidentally shot caleb and i'm taking him to the hospital. >> reporter: he was trying to figure out what caleb's future would look like after he was accidentally shot by a family friend. a 33-year-old purple heart recipient, that friend is like a second dad to caleb. >> he's a good friend and he didn't mean to do it. and he got me a playstation. >> reporter: all forgiven, caleb talked about what happened before the gun went off. >> all i remember is falling to the ground and passing out, and then closing my eyes and waking back up in a hospital bed. >> reporter: now weeks later he's home. >> you feeling okay? >> yeah. >> on the road to recovery, i understand. >> yeah. >> well, we were worried about you. >> reporter: and he's got good

now to the most unusual local election results we've ever seen. >> what happens next could determine who controls virginia's house of delegates. we have updates on the two races still being contested. democrats are still pushing for a new

they say more than 100 voters there were given the wrong ballots back in november. a recount today found republican bob thomas ahead of democrat josh cole by 73 votes. >> the other disputed race is in southeastern virginia. newport news republican incumbent david yancy and democrat shelley simons are stuck in a tie. simons saying the race is proof that every vote counts. >> it really is a lesson in democracy. and my kids at school, their teachers, their friends come in and say, yeah, i voted for your mom. and people at the grocery store, i was that one vote, shelley. i'm going to hear that for a long time. >> that race is getting national attention. >> it is, and tom sherwood joins us now. by law they are going to decide that race by pulling a name out of a hat. what kind of a way is that to handle it? >> that fredericksburg case might be a court case and h a

but this case, they're going to richmond next wednesday. the election official is going to get a hat, some kind of hat. their names are going to be in cannisters, put them in the hat. i'm not sure who exactly is going to pick the name out of the hat. but whoever wins, wins. if it's the democrat shelley wins, the house will be 50/50. >> this hasn't happened in decades. so, what will happen, everybody talks about the republicans and the democrats ought to work together. they'll have to. they'll have to pick committee assignment, decide what legislation is going to pass. it's going to be extraordinary if that happens. if the republican wins, it will be 51/49 republicans. they'll still control the house, but incoming governor ralph northam, the democrat, is going to face a much better situation than terry mcauliffe did because back in november, the republicans ran that house 66-34, and now it might be 50/50. >> unbelievable. >> i'm going to

depart. >> that's right. >> but we do want to share this with you. >> oh, no. >> for decades, if you wanted to know about d.c. politics, your a-number one source was tom sherwood. and there were plenty of places to find him. the washington post, the current newspapers, wamu radio, in the book stores where his book dream city documented race and power in washington. and of course right here at nbc4 where he's been our primary political reporter and cynic in chief since 1989. tom came to us from the washingt washington post. he was there for 15 years and they didn't want to let him go. but tom saw a new avenue to share his straightforward reporting and unique perspective on washington. during his first week on the job here, then marion barry was arrested in that hotel drug bust. tom was so new here the news director wouldn't

another reporter about what was happening. tom's relationship with mayor barry was complicated. the so-called mayor for life would curse him out one day only to call and tip him off to a juicy story the next. that made tom's coverage of barry's death all the moyer poignant. through mayors and elections, inaugurations and scandals, tom has been there. he's always earned the respect of other reporters and those on the other side of his microphone, too. always a serious journalist, tom also has a pretty good sense of humor that comes out every chance he gets, including on the air. >> so, tell that to my -- >> he's very calm inside. he obviously is well centered. >> take that, guys. >> tom announced last week that he's starting a new chapter in his life, and social media exploded. look at all these congratulatory tweets. the mayor and a few governors shared their good wishes, but we

know tom and it's the wishes from the people who live and work in washington that mean the most to him. tom will still be around our newscast contributing to our political coverage and you'll still hear him hammering guests with questions on the d.c. politics hour, but mostly tom will be one of the people he talks about in his e-mail signature, local washington is only as good as the people active in it. tom, you're one of the good ones. >> one of a kind. >> i think i still have all those ties. continues to be dry. and we're not going to see anything until about saturday. saturday is the day we're really watching because that's going to be a big day for travel. look at the clouds south and west. these clouds will start to make their way our way. we are expecting to see more clouds during the day tomorrow. but all in all, i think we'll see a little bit of sunshine out there, partly cloudy to mostly sunny. 4:00, a little on the cool side. temperature around 54 degrees. not bad, well above average for this time of year. and then 47 on -- at 7:00. now, tomorrow no problem. if you're traveling tomorrow, we think the roads are going to be a-okay. here's saturday. you notice saturday at 7:00 a.m., notice the rain to the north and to the north and west. if you're traveling to, say, pittsburgh or maybe albany up towards new york, expect to see some rain on that drive. traveling from d.c. down south along i-95, you should be fine until the late afternoon. notice by about 4:00, 5:00, the rain starts to move

back now at 6:30, we're keeping an eye on the roads. heavy traffic on i-95 through the dmv tonight as people make their holiday get away. doug is back with a look at the forecast and our chances for rain, even snow in just a minute. a pregnant woman set on fire, forced to give birth early, now she's sharing her story for the first time only on news4. >> andre a greenwich tells our shomari stone she is blessed to be alive. we warn you, her injuries are graphic and may be difficult to look at. >> i'm blessed. i'm grateful. >> reporter: andrea greenwich praises god for being alive. we talked to her at med star washington hospital center. >> even with the aches and pains i'm happy to be home. >> reporter: your entire family is in here showing you support. how does that make you feel to see it? >> it feels, it feels good.

county police arrested her boyfriend, 34-year-old mcquin phillips, and charged him with setting her on fire inside her capitol heights apartment three months ago. did you ever think that he would allegedly do something like that? >> no. >> reporter: andrea tells me she has severe burns on 70% of her body. tell me, what's going through your mind? >> with the severity of things, nobody expected me to be home so soon or able to do the things that i'm doing. >> reporter: she goes to physical therapy to retrain her muscles. >> and all of her skin wants to contract. >> reporter: but with the pain comes a sense of joy. >> hi, journey. >> reporter: andrea was forced to deliver her baby 33 weeks into her pregnancy. she named her journey. she's healthy. >> i'm happy, you know, and blessed that she was able to survive. >> reporter: police say la quin phillips, journey's father, she filed one pte

against him this past april. what advice can you give other men and women who are experiencing domestic violence? >> leave the situation before it gets as bad as mine. you know, i almost lost my life. >> reporter: doctors tell me it is going to take andrea at least two to three years to be able to recover and come to a sense of normalcy with her condition. as for her family, well, they all plan to celebrate christmas and, again, they are just happy that she's home. at med star washington hospital center, i'm shomari stone, news4. >> chopper4 up over clarksburg, maryland where a construction worker became pinned in an excavator that became overturned. the person suffered minor injuries. no word on what caused the excavator to flip over. >> well, our fingers are crossed. the worst of the holiday traffic may be behind us. transportation experts have warned roads could be nearly three times more crowded than normabe

this afternoon. we've been monitoring those familiar trouble spots for you this evening. if you're expecting company or heading out soon yourself, here's chris clackem with nbc with what to keep an eye on. >> reporter: by the time winter official arrives midday thursday, a winter storm had already dumped up to a foot of snow in montana, idaho, utah and is now headed east for the holidays. it's going to work its way into the northeast by saturday with the potential for many delays at the airport and the roads with multiple threats, snow, ice and heavy rain. the national weather service has winter weather advisories and storm warnings from the rockies to northern new england. the storm's arrival on the east coast comes right when aaa's predicted record travel period begins. >> we are expecting that 107 million travelers will be hitting the road. >> reporter: by far most of that travel will be c

the loudoun county sheriff's office said he used his position to get sensitive information on new and used cars that were for sale. the deputy then allegedly accessed the virginia criminal information network to help with these sales. he faces two felony counts of using a computer to gather identifying information. rafi turned himself in and is now out on bond. >> tonight a scam that's cost at least one woman more than a thousand bucks. how this man is cashing in on others' dreams of winnering the lottery. >> for everyone waiting until the last possible minute to get those holiday packages, we've got the run down on the hours leading up to christmas. what's open, what's closed. doug? >> hey, guys, yeah. taking a look at our holiday lights here, amazing display in prince george's county. much more ton that and much more on those snow chances. inaudible ].[

from manassas park police. they are searching for a man who claims to be a psyching. but police say he's really more of a scam artist who is using the lottery to take your money. this surveillance video shows the suspect walking into a 7-eleven back in october. he went there with one victim, promising her a big power ball lottery win. he later told her the ticket won and she owed him money to claim it. so, she wired him thousands of dollars. police say the man claims to be psychic and meets his victims through his facebook page using the name angel cruz olivier o. if you see this man contact police. >> last-minute shoppers are running out of time to krogs off their christmas list. but we are working for you tonight to help you squeeze every minute out of the shopping schedule. most national chains will be open christmas eve until 6:00 at night. kohl's macy's, and wal-mart are on that list. keep in mind even 24-hour wal-marts will close at

hard conversations they were trying to have into the new year. this continuing resolution does fund the government for the next four weeks, so, it punts that question out till january 19th when we'll likely go through all of this again. that bill includes a patch for people who rely on chip, the children's health insurance program. it does offer some additional relief for families but only through march so they're going to have to revisit that issue to potentially do a permanent re-authorization. there are of course 9 million kids who rely on that program. another group of people who are watching carefully for what happens next are people who are here as dreamers. they were brought to the u.s. by their parents. they are undocumented. but essentially the president has said, no, this is not going to continue. you have until march to find a fix. there have been some pledges that there may be a bill for that on the senate floor coming up in january. so, that's another major to-dor

contentious one they'll have to do with. there is also caps, defense and discretionary spending. the defense department, and defense hawks need more money. democrats don't want to give that without increasing domestic spending in tandem with that. they haven't been able to come to an agreement. and of course all of this is going to unfold against the backdrop of the midterm elections which are going to dominate 2018. and i can tell you from a political perspective that is not something that necessarily incentivizes people to work together. i think that's going to be another challenge they're going to have to grapple with in the new year. >> all right. stay tuned. a lot ahead. kasie, thanks so much. >> to our weather now, let's check back in with doug in clinton, maryland for tonight's holiday lights. the last one, right, doug? >> yeah, last one. well, we have, you know, christmas is coming up sometime soon. as a matter of fact, i have a counter. i'll show you guys in just a minute. we have santa claus. santa claus has been here almost

as long as we're clear, we're going to stay on the cold side. i'm looking back at the moon, beautiful crescent moon. if you haven't had a chance to get outside, beautiful crescent moon. you're starting to see clouds obscure the moon. you notice saturday 6:00 a.m., we have shower activity. watch what happens here. during the morning hours, that rain lifts to the north. that's the warm front. that's why we're going to see temperatures start to get into the upper 50s to low 60s during the day. chance of showers around noon, and then it kind of clears out. so, if you have plans 2:00, 3, 4:00, hagerstown or pittsburgh, you'll have issues. saturday is the day to watch. just about everybody seeing rain in our region saturday afternoon. two days ago we picked up half inch to an inch. now maybe a quarter inch at the most. once again, you know we've been on the dry side so you need to

see some rain out there. let's look at the next couple days, show you what we're going through. first off tomorrow, not bad. 54 degrees, mixture of sun and clouds. more clouds than sun, but still not all that bad. 64 degrees on your saturday as that rain moves in early and again late in the afternoon. sunday we'll see a rain snow overnight. most of sunday is fine with a high of 48. then we see the cold air come in and there is a chance for some snow late into early monday morning. i would not be surprised if some of you, especially on northwest suburbs, saw a little bit of snow maybe just a coating possibly on some of rooftops. might make for a beautiful afternoon there. and then monday, christmas day, high temperatures only 37 degrees, rather breezy at time. christmas is going to be a cold one. 42 on tuesday before the real cold moves in. that real cold coming in next week. we have a chance of some snow showers and flurries on wednesday. and then we've got a chance of some actual snow, maybe a bigger snowstorm coming in during the day next thursday and friday. and you know that's what i asked for for
