warmer air moving in and rain and colder air and a chance of snow, as well, all in the forecast. coming together to honor members of our community who are often overlooked. why organizers picked tonight for their homeless vigil. on what's expected to be the busiest travel day of the season, we're taking a close look at how the weather could impact your big holiday plans. take a look at the rain that will make its way into our region. folks, we'll be on a weather roller coaster and there is a chance for snow in the lead up to christmas day. doug is tracking all of it from the storm center, doug, break it down. >> we have big changes over the next couple days from the high temperature in the ten-day to 64 on saturday with a good chance of rain to a temperature of 29 and a good chance of snow all in the same forecast. that's what we'll be watching. out there now, a cold night tonight. 38 currently, that's up agr

35, 33 richmond, some areas are in the 20s. ocean city 27 but notice the 50s just back to the west. that's what is coming our way first. so tomorrow not bad out there on your friday. a nice-looking friday but tracking travel plans, we talked about the rain coming in on saturday. i'll break that down a little more and looking cold for christmas and next week. next week an interesting week weather-wise. couple storms to watch. >> got our attention, doug, thank you. police tell us these men broke into a district home through a wine cellar and took everything they could grab, even took the victim's car, when he came home, he heard his alarm but saw that all his stuff was gone. the suspects got away with luxury items, jewels, even a kevin durant signed basketball jersey and when we started investigating, we realized these guys were no strangers to police. news 4 jackie benson is live in northwest washington with what

>> reporter: jim, we doug into the criminal records of these men and we found a big, fat pile of information. the records are from d.c., maryland and virginia but they indicate that both these men should have been in jail at the time of the burglary. d.c. police are looking for darron moore known as david allen moody and english for a break in in may in which a long list of luxury items were taken. court records obtained show both men are no strangers to the court system. in may of 2016 in prince george's county and just one year before the d.c. break in, english was sentenced on charges of burglary, theft, and identity fraud. a judge ordered him to serve four years in prison with all be one year suspended. it was to be followed by three years probation. court records show a

warrant for his arrest was issued in august of this year. moody's criminal history includes charges for burglary and credit card fraud and armed robbery. in jurisdictions that include charles county, prince george's county and arlington, virginia where he's currently wanted by police for failing to appear in court. now when these men are apprehended, they will find law enforcement officers from two other jurisdictions waiting for them, also. live in northwest, jackie benson, news 4. new local reaction coming in on the deal to avoid a government shout dowut down. government approved 66-32. it will keep the government open until january 19th. it puts off decisions on defense spending, disaster relief and daca. new tonight,

john delany says it was a quote terrible choice we were given. he said he'll fight for full children's health insurance and a path for dreamers. we should mention delany has announced his run for the white house in 2020. so far, no reaction from president trump, but we're still watching and waiting. we'll see what happens in the morning. leon morris, jim, back to you. the president did this for wounded military personnel and their families at walter reed. he spent time with an injured military member in a wheelchair. he had a warm conversation before posing for photographs and awarded a wounded soldier a purple heart. tonight is the longest night of the year, and that's one of the reasons organizers picked today to raise awareness for people in the district who spend nearly every night out on the street. news 4 christian wright joins them as they te

homeless at a marching vigil. >> make no mistake, albert will never stay quiet on the problem of homelessness in washington. he slept on the streets for three years. >> you fight for hell for your life. >> albert led the coalition m k march to remember the homeless that died in d.c. >> 45 people died this year, over 200 some people died over the last four years. people are dying younger because their health is deteriorating. >> the vigil started at luther place memorial church. >> the number one issue is the lack of affordable housing. >> albert says the people for fairness coalition helped him find his way out of holelessn s ne homelessness and he's helping others. >> we need to all do something so this issue can go away. >> tomorrow the people for fairness coalition and their partners

$31 million in the next budget to house 1600 more people who experience long-term homelessness in the city. in the district, christian wright, news 4. new tonight, the washington city paper has a new owner. local businessman mark hein purr cha -- purchased the paper. she was pregnant, set on fire and forced to give birth early. a woman from prince george's county has advice for other victims of domestic violence. >> i hope that it don't even get that for other people. it ain't worth it. you know, that's my love. >> today, andrea tells us that she feels grateful and blessed. it was three months ago now she was attacked, set on fire in this hr

boyfriend. she didn't want to talk about him but just thinking about her healthy baby girl brought a smile to her face. >> i'm excited to hold her and talk to her and kiss her a million times. >> she says she has burns on more than 70% of her body. she says her physical therapy treatments are helping and was thankful for the medical staff. suspected thieves hurled a rock through a shattered glass door and burst into a liquor store. cameras caught their every move. this was the scene last week at the montgomery liquor and wine store in german town. the suspects were in and out in seconds jumping on the counters, swiping the booze then making a quick get away. now to the protests on inauguration day, remember this video? it was chaos as police pepper sprayed protesters. someone lit a

micro bladed. >> micro blading is a form of permanent tattooing where a tool with tiny needles pushes pegment in. >> i'm a mother of five. i don't have time every morning to fill in. >> the final outcome is supposed to be fuller, more natural looking brows that can last for years but she says that's not what happened when she walked into vera spa in september. >> extremely painful. i could feel the cuts were really deep. i suspected some swelling but i looked like someone just took a pen to my face and drew lines wherever they felt like it. >> christina filed a complaint and surprised to find there was already an open investigation into veera spa. >> i didn't put great weight on researching all the reviews before this place. >> if she had, she might have seen this one from ashley harden. two days after her micro blading, she says her skin was

inflamed and swollen so she went to a doctor. >> he said it was an infection where the area wasn't properly cleaned. >> plus ashley says her brows isn't what she wanted. it does license salons for permanent cosmetic tattooing. 88 statewide. the people doing it also have to be licensed individually, but board spokeswoman admits that might not mean what you think. >> the license doesn't mean you're good at it. >> it means you're minimally competent so consumers have some assurance they are dealing with professionals who are not going to hurt them, not necessarily dealing with the cream of the crop. >> investigators only respond to complaints, they do not drive around checking for licenses so we sent a producer undercover and she found both. along maple avenue, all three salons offered micro blading but state

license and the state requires it be done in a separate sterile room, not out in the open but we found state investigators have no way to shut them down. >> we can only go into licensed facilities unannounced. >> veera spa was licensed and the owner that goes by lynn had a license or at least she did when our undercover producer paid her a visit. >> and you'll like it. >> but she doesn't think so. she's a state licensed instructor that told the i-team at least five women including christina came to her asking to correct her brows. >> like wow, i can't believe this person is still working. >> in fact, when she first saw christina's brows, she asked her if she's been to veera spa. >> you can destroy a person's face. >> wood voluntarily surrendered her permanent cosmetic tattooing license and closed veera spa so we tracked her down

after that we'll start to actually see them stabilize by early tomorrow morning. we don't have anything on the radar picture but as we look out, we're seeing cloud cover and as always, cloud cover acts like a blanket and keeps in warmer air out there to help warm things a bit. you can see the flow coming across our region. i do expect a mixture of sun and clouds friday. high temperatures tomorrow, warmer than today with the movement coming west to east, temperatures in the 50s. that's where we'll be tomorrow. 32 cold start. chilly and sunny around noon. 45. 54, chilly because of the cloud cover but still on the milder side. 47 by 7:00 p.m. all and all, not a bad friday out there. what about the next couple days? saturday is the day. if you're traveling on saturday to areas like pittsburgh or the west or new york, watch what we got going on here. this is saturday at 8:00, 9: 0, noon. it's raining. if you'

you'll be fine. you can see the rain encroaching during the afternoon and watch what happens. you got rain from boston to d.c. towards richmond. look at pittsburgh from rain to snow late in the day. the later you leave, the more issues you can have. this is not going to be that much in the way of rain for us on saturday. we're talking about rain and showers developing early and late in the day. temperatures around 64. sunday an interesting little system sets up here. 48. that system moves through overnight sunday into monday. it could bring rain and snow and if it has enough snow on the backside, we could wake up to a dusting on christmas morning. that would be nice. dusty and wite out there christmas morning. next week a couple chances of snow including one towards the end of next week and the pattern set up pretty well for a winter storm. now, what kind of winter storm? is it
