right now we're down to 36 degrees and as the sun continues to set, we're really going to cool off quickly by 9:00, we're around 30 degrees with clouds moving in. and then after midnight, some light snow is possible. and i'm tracking it right now on storm team4 radar. it doesn't look impressive and it's really not. we look back to parts of ohio and indiana to see the snow pulling out of illinois. it could bring snow showers to our area between about 2:00 and 9:00 a.m., take a look, here's tomorrow morning, 2:00 a.m. snow down around fredericksburg, but it could be around the d.c. metro area. we'll track the chance for snow around 9:00, 10:00, after that the chance drops off. what i'm concerned about, pat, is how cold it is. anything that falls, even if it's light would stick and lead to some slick spots. snow chances, pat, coming up in a little bit. >> all right, thanks, amelia. remember this is the time of year when the weather can really impact your plans. so, get the power of storm team4 any time anywhere. just open the nbc washington app.

quiet neighborhood. it was likely caught on some home surveillance. neighbors woke in the middle of the night to see a bullet hole through a window, and now they have a lot of questions. but police are sharing very few answers. news4's darcy spencer live in hyattsville along sligo parkway to explain the footage the detectives are now pouring over. >> reporter: well, wendy, this is the side of the house where the shooting happened. if you take a look up here on the second floor, this is the window that you were just showing, showing that bullet hole. if you take a look at the house, there are a lot of security cameras. police are now reviewing that footage trying to figure out exactly what happened here. detectives returned to the scene on sligo parkway where a homeowner shot and killed a man early this morning. someone with a key let the officers in. sources tell news4 the homeowner fired from a second story window. you can see the top part is broken and there is a bullet hole through the bottom glass.

determined so far that this shooting appears to be justified, but the case is still being investigated. police also confirmed there may have been a second suspect who ran from the scene. this neighbor didn't want to show his face. >> i hear two noises, i hear two noises. officer asked me about it and i tell him it was -- tell him two gunshots. >> reporter: police say it appears so far that the homeowner did not know the man he shot. police are trying to figure out why the suspect was at the home. was this an attempted burglary, home invasion, or something else? there are several security cameras positioned on the house, including near the shooting sooe scene. police are reviewing footage to see if it was caught ton camera. sources say there were ten people in the house, adults and children. this man as lived on sligo parkway 10 years. >> of are you shaken up by this? >> yes, it's strange. it's hard to see something like this happen in the area so it's something to be more cautious with. >> reporter: some ngh

me there have been break-ins and thefts of cars in the area. others say it's quiet with very little crime. >> it's typically safe and quiet? >> yes, yes. i don't see nothing for a long time. >> reporter: even though neighbors say they feel safe living here, some told me they're looking into getting cameras, too. extra protection for their family and their home. so far, police have not identified the person who was shot and killed here. at this point, no charges have been filed. reporting live in prince george's county, darcy spencer, news4. wendy? >> thank you, darcy. we are learning more about the death of a young prince george's county girl shot and killed just days before christmas. police say a young family member accidentally shot the 11-year-old on saint phillips road in aquasco friday night. there were adults in the home at the time. no word on when or if any charges will be filed. >> a father and a son see flames and they run towards them, and they find a burning

car early this morning in la plata on rose hill road. this is just south of hawthorne road. but despite their efforts, the driver did not survive and as news4's mark segraves explains, neither did two others who were trapped inside that car. >> reporter: the car burst into flames after leaving the road and crashing into a tree along rose hill road in la plata, maryland. as the sun came up, the scorched wooded area remained as a reminder of the deadly crash just hours earlier. debris hanging in the trees just above a makeshift memorial to those who died. what remains of the mercedes the three victims were driving in, now at a local car lot. police say just moments after the crash, carl benjamin and his son were driving past the scene and were the first to get to the burning car. >> they saw that the driver was partially outside of the vehicle. they were able to drag him to the side of the road and away from the car. and

and was just fully engulfed in flames. >> reporter: once firefighters put out the flames they discovered two more victims dead inside the car. the driver died at a local hospital. police say he's 28-year-old eric lamont moss who lived just a few hundred yards away from where the crash happened. we spoke by phone to the father and son who pulled the driver from the burning car. >> we stopped and we heard him. he was screaming, help me. >> reporter: they tell news4 the fire was so intense the flames were falling from the trees. >> the car was there, flames, it was like popping, throwing stuff at us. >> reporter: while benjamin and his son know they did all they could given the intensity of the flames, benjamin says he and his son cried as if they had lost one of their own family. as for what the man said as they pulled him from the fire? >> that's all he said, was help me. >> reporter: police are still investigating the cause of the crash and trying to identify the other two victims. in la plata, mark se

news4. >> it's been a working holiday for california firefighters battling the state's largest wildfire on record. the thomas fire. crews spent christmas on the front lines away from their families. one family in the fire zone provided warm meals to fire crews. and therapy dogs helped spread a little holiday cheer. the thomas fire burning since earlier this month has killed two and destroyed more than a thousand homes and businesses. the fire is now about 80% contained, but crews still have a long way to go. full containment not expected now for at least another two weeks. >> president trump is celebrating the holidays at his mar-a-lago resort in florida where he is not taking a break from twitter. this morning he posted about health care, saying he believes democrats will work with republicans on a new plan. mr. trump referring to the individual mandate that the republican tax cuts -- the billie eliminated, calling the mandate very unfair and unpopular, b

republicans tried more than once to fully repeal obamacare and they failed. some local lawmakers are trying to help you avoid that federal cap on deductions for state, local and real estate taxes. it will go into effect january 1st. part of the republican's tax reform law. today another county in our region decided to let residents prepay those property taxes. news4's chris gordon is working for you with the details. >> reporter: montgomery county council comes back from its holiday recess. they vote on a plan allowing county residents to prepay property taxes before the end of the year. it's an effort to help residents avoid the $10,000 federal tax cap on deductions for state, local and real estate taxes. >> and the measure passes by a vote of 7-1 with one absence. >> reporter: to take advantage of montgomery county's property tax advance payment, take last year's property tax bill and pay the amount in full

31st. the county will refund any overpayment or bill you for under payment. the county says there is no guarantee that advance payment will be deductible. >> there is a divided opinion in the tax legal profession as to whether the irs will ultimately allow it. >> the fullers say they are happy to prepay their taxes despite the uncertainty, whether the deduction will be recognized. >> reporter: they made that quite clear today. the irs has not made that decision. >> reporter: and in the face of that you're ready to -- >> to pay it anyway. i'd like the opportunity to find out later it wasn't allowed. at least i was given the opportunity to make the deduction. >> reporter: homeowners whose mortgage lenders hold property taxes in escrow will have to make arrangements with their lender for a refund. we are working for you to make sure you have et very latest information on prepaying montgomery county property taxes. you can go to nbcwashington.com and search property tax.

reporting from rockville, chris gordon, news4. >> the district, fairfax county, howard county are also allowing residents to prepay their 2018 taxes. but just like montgomery county, your payment has to be processed by december 31st. so, you need to pay in person or online. don't mail in that check. neil augustine from our news partners wtop radio tweeted this photo earlier today, reporting hundreds of people lining up at the government center to pay their taxes in advance. fairfax county has allowed prepayments for ten years but say they see an increase in interest because of the federal tax reform. >> the rush to buy for christmas day has passed now and right now a lot of folks are out packing the malls and the stores. they are returning all those unwanted gifts and they're looking to snag a few post-holiday deals. news4's david culver joins us live now from fair oaks mall with a warning from retailers before you head out to the mall. what are they saying, david?

>> reporter: pat, we talked about this extensively leading up to christmas day, the safety concerns. you have retailers and fairfax county police echoing that, saying even though we're past christmas day, don't let your guard down. seems like a lot of folks here and what is a steady crowd all day have been shopping with a buddy, taking the advice from law enforcement and really enjoying some of those big sales. maybe using some of those new gift cards you got for the holiday. all of this happening in what is an ever-changing and ever-evolving shopping landscape. it's this little one is in line to see the big man, she'll be waiting a few months. santa's seat sits empty. they disassembled his sleigh at fair oaks mall. many shoppers on your feet like frances. why today after christmas? >> that's when the good sales and you get different bargains and you get things cheaper. >> reporter: you're here to buy? >> yes, sales, a good time to buy. >> reporter: she prefers it over black friday or any day before

we have new details tonight on that awful family tragedy that occurred in reston just before christmas. we now have police dispatch calls that reveal the couple's daughter called 911 on friday to report that her parents were shot. >> caller advising her mother and father were shot. >> radio conversations between police also reveal shots were fired after officers arrived on the scene. police found three people shot on the second floor of the home on black fir court in reston. scott fricker and his wife buckley kuhn-fricker were dead. the accused gunman is a 17-year-old. he's in the hospital with life-threatening injuries. he is expected to be charged, but his name has not been released. one of the victim's mothers told news4 that the couple recently became concerned about their daughter's boyfriend, that he was a neo-nazi. >> while some

water fees, the news4 i-team found the d.c. government would be paying ten times more if d.c. water calculated the government rates the same way it does for the rest of us. >> investigative reporter jody fleischer has been working to unravel this break the government has been getting and here to tell us what you learned. >> reporter: absolutely. those fees are part of a program to limit stormwater runoff and all d.c. residents are supposed to pay their fair share based on their property. now, d.c. water has to raise billions of dollars for the project. so, everyone time someone pays less the rest of us are forced to pay more. what almost no one realized was d.c. water agreed to cut the district and federal governments a break on their fees without bothering to figure out how much that would cost the rest of us. so, the i-team did the math. d.c. government only paid about $8 million toward this fee last year. and our calculations show if all of its roads and sidewalks counted toward the fee, d.c. would have to pay another $80

the district and federal governments have only been paying the fee based on the square footage of their buildings and walkways on their government-owned properties. but thousands of miles of public roads and sidewalks in the right of way haven't been counted. that is upsetting to the thousands of residents who are being forced to pay those fees for private roads and sidewalks ton their property. some homeowners associations are telling us it is costing them tens of thousands of dollars a year. with fees growing exponentially it could bankrupt them. >> the city is all of us. in one way or another we're going to pay for it, but there should be some mechanism to have the city pay its fair share. everyone should pay their fair share who is using the roads and causing the runoff. >> reporter: so far we know of at least three advisory neighborhood commissions who have passed resolutions about this and sent letters to councilmembers. at least one councilmember is already trying to figure out whether the district can somehow pay more of its fair share, but until now

washington. 36 right now, a lot of the suburbs in the low 30s. 32 in leesburg and gaithersburg. we have mainly clear skies out there right now. i'm going to be keeping a close eye on storm team4 radar throughout the evening hours and of course i'll have the latest here on news4 at 11:00 later tonight. but there is a chance for some snow tomorrow morning. you can barely see it here on the radar, though. it doesn't look impressive. you can see a little bit of a line, broken line in ohio back into ohio and parts of indiana. i'm going to be watching for that disturbance to bring us snow showers between about 2:00 and 9:00 a.m., and it's the timing that has me worried. it's not the amount, it's under an inch. it's going to be cold enough. if you're heading into work tomorrow morning you could be dealing with slick spots. 7:00 a.m. there is a chance for snow across the area. that includes just about everybody. 24 degrees at that point. it's cold around lunch time. we're at 31 degrees, but cloudy skies tomorrow morning with increasing sunshine throughout the day. so, coming home from work 4:00, it's a bit breezy tomorrow but we have beautiful sunshine. 26 degrees at that point. t

night, 22 degrees at 7:00 p.m., even with a little bit of of a wind, our wind chills tomorrow evening are going to be in the single digits. so, let's talk about them. here's your future feels like temperatures. i'm starting you off tomorrow morning at 6:00 a.m. at this point we could see snow showers around and everybody is dealing with the cold, feeling about 14 up in frederick, 5 in hagerstown and 18 here in washington. as you move into the afternoon hours, we continue to track feels like temperatures at 2:00 p.m., only in the teens. and then that extreme cold moves in tomorrow evening. 9:00 you're taking the dog out, running an errand, make sure you're bundled up. feels like temperatures in the single digits for the most part area wide. feeling about 9 degrees in washington at that point. because of the cold and the minor chance for snow, the weather having a low to moderate impact on your women's singles. that morning commute a 30% chance for snow showers. making those holiday returns no problem, no chance for snow by 10:00 a.m. tomorrow. if you're tavging down the holiday lights remember you're going to be dealing with feels like tempe

dealing with that. 53 inches, snow, guys, can you imagine that, in three hours? my grandmother said, you wish for a white christmas and then you get 53 inches of snow. and you say, no, thank you, i'll do a green christmas next year. take a look. she actually sent me pictures from her home. this is a snow blower there. my uncle cleaning out her driveway for her. 36 inches of snow had fallen at this point. this is what it looked like in her front yard just a winter wonder land. and this snow not melting any time soon. and, in fact, more is in the forecast through tomorrow. so, how does lake effect snow happen? a lot of it has to do with temperature. take a look at this explainer graphic. we have warm water. this would be lake erie, here would be erie, pennsylvania. cold wind, what happens is you get a cold mass coming over the warm water. what happens is the air rises and it condenses and it forms snow. then it just dumps inches and inches of snow on the land. and you can have bands of snow where maybe one area gets in

there is barely any snow at all. there is a little bit of lake effect snow. thankfully, wendy, we rarely have to deal with that here in washington. >> thankfully, yes, indeedy. we have a tough time with 2 inches. >> exactly. >> thanks, amelia. it wasn't snow but it was a police chase and it shut down i-95 in virginia for part of christmas night. police say richardson topped 120 miles an hour on i-95 after officers approached him at a gas station in the richmond area. his vehicle had been reported stolen. we are told he rammed the trooper's vehicle twice, shot at the officers, and then bailed out of the car. police shut the highway down as they searched for him in a wooded area of spotsylvania, county. richardson eventually turned himself in. police did find a gun and some marijuana in his car. >> flames tore through a warehouse overnight in fairfax county, destroying one of a kind antiques. for more than two dozen dealers. daylight revealed the extent of the damage inside the

metro trains are rumbling through some neighborhoods so loudly that residents say their homes are actually shaking. >> which is not supposed to happen. many say metro's newer heavier 7,000 series railcars are to blame. residents close to the georgia avenue station in northwest have been complaining to the transit agency about this. >> transportation reporter adam tuss is there t

this issue. adam? >> reporter: that's right. a lot of rumbling and bumbling here in the pet worth neighborhood. is it the new railcars? is it the older railcars? well, get this, guys. metro says 40% of the homes here in this neighborhood are showing increased vibrational levels. when one of those newer metro trains pulls into a station, there can be a noticeable difference with the sound. you can almost feel the weight of the vehicle. the shiny new railcars are built with heavy steel and weigh about 2000 pounds more than their older counterpart. and this is why some say these newer trains are rumbling their way. what does it sound like, what does it feel like? >> just boom, boom, boom. >> reporter: louise smith has lived in this home in d.c.'s pet worth neighborhood over 50 years. she says whether metro says it or not, these newer trains are having

impressive snow chances. those are quickly fading away. we could see some snow around tomorrow morning and a better chance of snow on saturday. more on that in a moment. and if you're heading out for new year's, you definitely want to bundle up with temperatures feeling like they're in the teens when you factor in the wind. here's our snow chances for tomorrow morning. you can see them on storm team4 radar. mainly back around ohio and indiana. it's going to be this disturbance that could bring snow to our area between about 3:00 and 9:00 a.m. it wouldn't be a lot, an inch or less, but the timing during rush if you're heading to work tomorrow morning. the fact the temperatures are going to be in the teens and 20s means that anything that falls, especially if the roads have not been treated is going to stick. it's not going to be a lot. at this point it's only a chance. i would recommend download the nbc washington app, check the radar tomorrow morning or tune in to news4 today. we'll have the latest with chuck and somara. it feelsz like we're in the teens and 20s. as we look at tomorrow, the forecast doesn't

it continues to stay on the cold side. >> actually it just gets worse. let's look at those headlines. like amelia was saying, our greatest snow chance as we head into new year's is really going to be on saturday. all throughout the weekend i want you dressing in layers, multiple layers, in fact. and as we head towards sunday night, if you're headed out for any fireworks, any outdoor festivities looking good as far as the weather is concerned, but again very cold. let's spend some time with the temperature trend here. take a look at the actual numbers. we should be around 44 degrees for this time of year. by tomorrow, low 30s. thursday upper 20s. you don't need a wind chill to make it feel bad. even the slightest wind as amelia said, take a look at what the feel like temperature trend is. wednesday it's going to feel like 17 degrees at sometimes. tomorrow maybe a tad bit warmer dare i say as we head towards friday and saturday. then by new year's eve it's feeling like 16 degrees out there. speaking of which, let's go ahead and plan out your new year's. saturday we have that snow chance. temperatures around 30 degrees
