temperatures are still feeling below 10 degrees across the area. it is another frigid day. we'll stay below freezing this afternoon. the cold weather sheena just mentioned caused a series of water main breaks this morning. asking for your patience. has responded to more than 60 breaks since friday. look at where the cleanup efforts stand now. the jackpot is even bigger and the odds are against you. but it's okay to dream. look with the not just one but two mega prizes starting tomorrow. ew

news4 midday. i'm melissa mollet. >> and i'm molette green. if you are headed out, it's no fun to be outside right now. and the winds making it feeling colder than it is. it's cold enough. >> here's a look at the feels like temperature. this morning these numbers were below zero in many spots. >> storm team4 sheena parveen joins us now on the bitter cold that is over the year. we want to stay inside all day. >> yeah, another one of the days you don't want to go outside. and if you dress, dress in warm layers. he's the temperature in the district. plenty of sunshine, but not warming us up. 19 degrees but feels like 6 degrees out there. northwest winds 4-mile-per-hour so we'll have it through the afternoon. and the feels like temperature for most of the area still feeling below 10 degrees.

start to dig into the ground and get to the pipe and then fix and replace the pipe. but take a look at the traffic impact that is still out here on new hampshire avenue, one southbound. yeah, guys, this is going to be here through the afternoon rush. in the brutal conditions, and 8 inch water main that burst, this one in a bad spot. right in the middle of busy new hampshire avenue oak view drive in silver springs. >> having vutrouble figuring ou where the break is. >> reporter: icy slush forming on the ground. road crews actually having to salt the ground to make sure it didn't totally freeze over. lanes closed. and by the height of the morning rush, a massive traffic impact. that wasn't the only issue. early this morning ha second 12-inch main nearby broke sending a rush

there. trying to isolate a gas line out there to shut officer advice and continue repairs here. here's what we have heard has happened here at the building here the school building kramer middle school broken boiler in the basement that boiler somehow led to lots of flooding down there. several feet of flooding in that basement. d.c. water did go in and turn that waertd off. initial break happening about 1:00 or so this morning. and crews have been on the scene ever since. talking about washington d.c. gas and d.c. fire and also d.c. water as well triegs to manage this. the hope is to have cramer ready for school as soon as possible. school is scheduled to start tomorrow, but given the damage the question is will students have an extra day of break. that remains to be seen as repairs continued. in southeast i'm justin finch ne

>> it's pretty painful. especially in the morning hours wind chill below zero. but the good news is tomorrow morning we won't be seeing those type of wind chills. but it will still be cold. we'll still be in the teens but compared to what today brought us this morning, it's not going to be as bad. so we'll just say it like that, not as bad. but another day today with high temperatures below freezing. we will only be in the mid to upper 20s for much of the area. middle of the week, we are talking early night into thursday, still snow chance, south and east of the district. after that the arctic air does return and looks colder than what we had this morning, believe it or not. current temperatures in the middle to upper teens. the wind is still up. there is sustained anywhere from 10 to 15-mile-per-hour. still making a big difference what our feels like temperature. wind chill 2 degrees in gaithersburg. feels like 6 in washington. feels like 5 degrees in dulles. we are nice and dry.
